SIXTEENTH ANNUAL WOMEN’S HEALTH DAY The Salem
Area Woman’s Club, in conjunction with the Glens Falls Hospital,
has organized the sixteenth annual women’s health day, “By
Women - For Women”, to be held on Saturday, April 24 at Salem
Washington Academy. Includes a continental breakfast, catered
luncheon and several health-related workshops. Joanne Steele,
health professional, is the keynote speaker. Participants may
select three workshops from a total of six. Following is one of the
workshop choices: “In Our Own Voice.” Donna Wynbrandt has
lived with mental illness for thirty-five years. Two years ago she
joined the National Alliance on Mental Illness - North Country
(NAMI) and has attended the yearly conferences which has
brought more scope to her life. She has taken the Family to Family
educational course and then trained to lead it. This is her third
presentation with her co-presenter, Kim Andrews. Kim Andrews
has lived in upstate New York since the 1970’s and Glens Falls
full time since 1999. She worked for many years as a school
teacher and a librarian. Kim likes to camp, ski, sail and hike and is
involved with several creative writing groups and an art class. She
currently volunteers for Warren Washington Associaton of Mental
Health as a receptionist. Kim says she is a grateful member of the
recovering community and has been involved at some level with
NAMI since 2002. Come to this presentation and learn about
mental illness from women who have been there and whose lives
were interrupted by mental illness, but who are now role models
for hope and recovery. This is an interactive presentation by
trained presenters who are living with mental illness.
Misunderstanding, fear and judgment are replaced with insight,
awareness and acceptance. “In Our Own Voice” expands people’s
knowledge of mental illness. Registration mailings have been sent

REVISED TRADE ADJUSTMENT ASSISTANCE FOR
FARMERS (TAAF) PROGRAM ANNOUNCED.
James Barber, Executive Director of USDA’s Farm Service Agency
in New York announced that USDA has a revised Trade
Adjustment Assistance for Farmers (TAAF) Program. Under the
program, the USDA provides technical assistance and cash benefits
to eligible producers of raw agricultural commodities and fishermen
who have been hurt by import competition.
According to Barber the TAAF program is for producers and
fishermen who had greater than 15 percent decrease in national
average price; quantity of production; the value of production; or
in cash receipts compared to the average of the three preceding
years where it is determined that an increase in imports was a
significant factor. The program will be administered by Farm
Service Agency (FSA), however USDA’s Foreign Agriculture
Service (FAS) will determine if a commodity is eligible for the
program. Three or more producers or a commodity organization
may request, on behalf of producers in their state or group of
states, that a commodity be certified as eligible by submitting
form FAS-930, Petition for Certification. FAS will review
commodity petitions through April 14, 2010. This form is
available online at http://www.fas.usda.gov/itp/taa/taaforms.asp.
Producers of a certified commodity may apply for benefits under
the TAAF Program by submitting a written application (FSA-
229-1) to their local FSA Service Center once their commodity is
eligible. The application form is available at FSA offices or at:
http://www.fas.usda.gov/itp/taa/taaforms.asp. Applicants should
check eligibility requirements in the Federal Register notice to
determine if their commodity has been certified.

THE ACRE OPTION. The optional ACRE Program provides a
safety net based on state revenue losses and acts in place of the
price-based safety net of counter-cyclical payments under DCP. A
farm’s payment is based on a revenue guarantee calculated using a
5-year average state yield and the most recent 2-year national
price for each eligible commodity. For 2010, the 2-year price average
will be based on the 2008 and 2009 crop years. An ACRE payment
is issued when both the state and the farm have incurred a revenue
loss. The payment is based on 83.3 percent (85 percent in 2012)
of the farm’s planted acres times the difference between the State
ACRE guarantee and the state revenue times the ratio of the farm’s
yield divided by the state expected yield. The total number of
planted acres for which a producer may receive ACRE payments
may not exceed the total base on the farm. In exchange for
participating in ACRE, in addition to not receiving counter-cyclical
payments, a farm’s direct payment is reduced by 20 percent, and
marketing assistance loan rates are reduced by 30 percent. The
decision to enroll in the ACRE Program is irrevocable. The owner
of the farm and all producers on the farm must agree to enroll in
ACRE. Once enrolled, the farm shall be enrolled for that initial
crop year and will remain in ACRE through the 2012 crop year. The
June 1, 2010, deadline is mandatory for all participants. USDA
will not accept any late-filed applications.
