Thepurposeofthistechnicalmemorandum(TM)istoprovideinformationregardingdesignoftheOregonLNG
delugefiresuppressionsystemintakestructure.ThisTMalsoincludesresponsestofisheriesagencyreview
comments,supportingdesigncalculations,andconceptualfigures.
ThisTMwasoriginallypreparedonApril30,2009.Sincethattime,therequiredcapacityofthedelugesystemhas
beenreducedbasedonanupdatedanalysisofthefireprotectionrequirementsfortheliquefiednaturalgas(LNG)
storagetanks.FortheLNGbidirectionalfacility,onlytwoLNGstoragetanksareplannedversusthethreeLNG
storagetanksthatwereplannedfortheimportfacility.ByreducingthenumberofLNGstoragetanks,the
distancebetweenthetankshasbeenincreased,resultinginareductionindelugefirewaterrequirements.
ResourceReport13describesthefireprotectionrequirementsfortheLNGstoragetanksandestablishesthe
designflowrateforthedelugesystemat6,800gallonsperminute(gpm).Thisflowrateissuppliedbyoneoftwo,
100percentcapacitypumps,eachsizedfor6,800gpm.Thedesignflowratethatwasusedasthebasisforthe
originalTMwas20,250gpm.Thisflowrateissuppliedbythreeoffour,33percentcapacitypumps,eachsizedfor
6,800gpm.
Forplanningpurposes,OregonLNGhaselectedtonotrevisethedelugesystemdesigndepictedintheoriginal
TM.Byplanningforthelargerflowrate,OregonLNGwillhavemorethansufficientwatersupplyanddeluge
systemcapacity.DuringdetaileddesignoftheLNGfacility,thesizeandcapacityofthedelugesystemwillbe
reconsideredandmaybereduced.WhenthedrawingsattachedtothisTMwereoriginallyprepared,theTerminal
wasplannedforLNGimports,andFigures1and2showtheimportTerminalfacilities.However,thedelugefire
watersystemlocationandcomponentsshownonthesefiguresarestillvalid.Duringdetaileddesign,thedrawings
willbeupdatedtoshowthebidirectionalTerminallayoutalongwithanymodificationstothedelugefirewater
systemdesign.TheremainderofthisTMisthesameasoriginallyissued.

Background

OregonLNGisproposingtodevelopanLNGterminalinWarrenton,Oregon,ontheright(east)bankofthe
SkipanonWaterway,neartheColumbiaRiverconfluence.Thefacilityfireprotectionsystemwillincludeboth
freshwaterandriverwatersupplysystems.
Thefreshwatersupplysystemwillincludeawaterstoragetankfilledfromamunicipalwatersource,firewater
pumps,andaloopedfiremain.Thissystemwillprovidewaterforsprinklersystems,hydrants,monitors,and
variousservicewaterneeds.
TheriverwatersupplysystemwillprovidedelugewatertoprotectLNGtanksintheeventtheyareexposedto
heatfromanadjacentfire.ThedelugesystemincludesanintakelocatedontheSkipanonWaterway,apump
station,andadischargeline.Theriverwatersystemwillhavetheabilitytobackupthefreshwatersystemviaan
intertieandvalving.

TheSkipanonRiverwatershedisapproximately16,000acresinareaanddrainscoastalplainsandforested
uplandsnearWarrenton,Oregon.ThewatershedislocatedintheLowerColumbiaRiverEvolutionarilySignificant
Unit,whichlistssteelhead,coho,chum,andChinooksalmonaseitherthreatenedorendangered.
HistoricalstreamgaugedataarenotavailablefortheSkipanonRiver.Anearthendamwiththreetidegatesanda
levysystemcontrolthedischargeoftheriverupstreamoftheproposedfacility.TheSkipanonWaterwayjoinsthe
mainstemColumbiaRivernearrivermile11inanareaknownastheYoungsBayEstuary.Watersurfaceelevations
inthevicinityoftheproposedfacilityareinfluencedprimarilybythedischargeoftheColumbiaRiver,
astronomicaltides,andstormsurges.
ANationalOceanicandAtmosphericAdministrationtidestationislocatedontheColumbiaRiverapproximately7
milesupstreamatTonguePointnearAstoria,Oregon(StationID:9439040).Calculatedwatersurfaceelevations
fortheYoungsBayarea(subordinateStationID:9439026)aredescribedinTable1.

correspondingwatersurfaceelevationattheProjectsiteiscalculatedtobeapproximately4.0feet.
TheSkipanonWaterwayisapproximately600feetwideinthevicinityoftheProjectsiteandincludesa200foot
widenavigationchannel.AbathymetricsurveyofthechannelwasperformedbythePortlandDistrictoftheU.S.
ArmyCorpsofEngineersinSeptember2005.Atmeanlowerlowwater(MLLW),thechannelrangesfrom
approximately12feetdeepatthechannellimitstoapproximately17feetdeepatmidchannel.Thenavigation
channelservesalumbermillandmarinalocatedupstreamoftheProjectsite.

turbinepumps.Threedutypumpsandonebackuppumpwillbeprovided.Thepumpswillberatedat
approximately4,500gpmeachat243feetoftotalhead.
Thedelugesystemwaterdemandof20,000gpmwillbeprovidedatupto150percentofthepumpsrated
capacitypertheNationalFireProtectionAssociation20standard.Thisresultsinamaximumflowrateof
6,750gpmforeachpump,or20,250gpmwiththreepumpsrunningand27,000gpmwithallfourpumpsrunning.
Ifrequired,asinglepumpcanbeusedtomeetthefreshwatersupplysystemwaterdemand.
ThedelugesystemwaterdemandwillbeprovidedatMLLW.Itisanticipatedthattidalvariationswillhavea
relativelyminorimpactonpumpflowratesandwillbewithintheoperatingrangedescribedabove.Anallowance
of15percentadditionalscreenareaisprovided.

Construction Methods

Itisanticipatedthatthesuctionlinemanifoldandpumpcansassociatedwiththepumpstationwillbe
constructedwithinasheetpilecofferdam.Excavationwouldbeperformedbyconventionalmeansusingland
basedequipment.Waterenteringtheexcavationwouldbemanagedthroughtheuseofexternalwellpoints.
Itisanticipatedthattheuplandportionofthe48inchdiametersuctionlinewouldalsobeconstructedwithina
temporarycofferdam.Theremainderofthesuctionlinemaybeinstalledbydredging,piperamming,ormicro
tunneling.Ifinstalledbydredging,aturbiditycurtainwouldbeprovidedtominimizewaterqualityimpacts.Ifa

The proposed cone-shaped screen will be cleaned using a

motor, mounted inside the cone, will rotate three brush arms
across the screen surface at a user-defined interval. The
mechanical brushing action will prevent debris buildup and
bio-fouling.

The screen will be located approximately 200 feet from the

riverbank, so access from land is unlikely. It is anticipated
that operations and maintenance activities will be conducted
from a barge. A crane on the barge will be used to raise and
lower the screen as required. The pile supports at each of
the four corners will guide the screen unit into place at the
proper elevation and orientation.

How do you intend to access the front of the screens


for observation and brush cleaning?

Current design indicates screen face is at the water


surface at low tide. The screen face should be well
below water surface at all potential flow conditions
for the site.

Would prefer to see at least 3 to 6 of submergence


at low tide because they dont like to count the
shallow area as effective.

Need to identify self-cleaning system. Self-cleaning


system benefits fish and Oregon LNG.

Need full and complete description of screen cleaner


and sediment jetting systems.

Need to modify design to avoid hot spots. Add


baffles and/or move plenum closer to the pumps to
disperse flow.

Sweeping flows at the site are influenced primarily by the

storm surges. It is estimated that sweeping velocities typically
range from 0 to 0.5 fps at the proposed intake site.

Design should provide area below screen face to


allow debris to collect without occluding screen.

The bottom (effective invert) of the screen should not


be equal to the bottom of the river.

Need to limit system testing to periods of sustained


sweeping velocity (i.e., avoid slack tide).

When the system is used for hydrostatic testing on


site, periods with sweeping flows are preferred (dont
pump at slack tide).

Need to change flow arrow on designs to recognize


the screens are in a tidally influenced area.

Flow arrow should be two headed due to tidal flow.
