Thepurposeofthistechnicalmemorandum(TM)istoprovideinformationregardingdesignoftheOregonLNG
delugefiresuppressionsystemintakestructure.ThisTMalsoincludesresponsestofisheriesagencyreview
comments,supportingdesigncalculations,andconceptualfigures.
ThisTMwasoriginallypreparedonApril30,2009.Sincethattime,therequiredcapacityofthedelugesystemhas
beenreducedbasedonanupdatedanalysisofthefireprotectionrequirementsfortheliquefiednaturalgas(LNG)
storagetanks.FortheLNGbidirectionalfacility,onlytwoLNGstoragetanksareplannedversusthethreeLNG
storagetanksthatwereplannedfortheimportfacility.ByreducingthenumberofLNGstoragetanks,the
distancebetweenthetankshasbeenincreased,resultinginareductionindelugefirewaterrequirements.
ResourceReport13describesthefireprotectionrequirementsfortheLNGstoragetanksandestablishesthe
designflowrateforthedelugesystemat6,800gallonsperminute(gpm).Thisflowrateissuppliedbyoneoftwo,
100percentcapacitypumps,eachsizedfor6,800gpm.Thedesignflowratethatwasusedasthebasisforthe
originalTMwas20,250gpm.Thisflowrateissuppliedbythreeoffour,33percentcapacitypumps,eachsizedfor
6,800gpm.
Forplanningpurposes,OregonLNGhaselectedtonotrevisethedelugesystemdesigndepictedintheoriginal
TM.Byplanningforthelargerflowrate,OregonLNGwillhavemorethansufficientwatersupplyanddeluge
systemcapacity.DuringdetaileddesignoftheLNGfacility,thesizeandcapacityofthedelugesystemwillbe
reconsideredandmaybereduced.WhenthedrawingsattachedtothisTMwereoriginallyprepared,theTerminal
wasplannedforLNGimports,andFigures1and2showtheimportTerminalfacilities.However,thedelugefire
watersystemlocationandcomponentsshownonthesefiguresarestillvalid.Duringdetaileddesign,thedrawings
willbeupdatedtoshowthebidirectionalTerminallayoutalongwithanymodificationstothedelugefirewater
systemdesign.TheremainderofthisTMisthesameasoriginallyissued.
Background
OregonLNGisproposingtodevelopanLNGterminalinWarrenton,Oregon,ontheright(east)bankofthe
SkipanonWaterway,neartheColumbiaRiverconfluence.Thefacilityfireprotectionsystemwillincludeboth
freshwaterandriverwatersupplysystems.
Thefreshwatersupplysystemwillincludeawaterstoragetankfilledfromamunicipalwatersource,firewater
pumps,andaloopedfiremain.Thissystemwillprovidewaterforsprinklersystems,hydrants,monitors,and
variousservicewaterneeds.
TheriverwatersupplysystemwillprovidedelugewatertoprotectLNGtanksintheeventtheyareexposedto
heatfromanadjacentfire.ThedelugesystemincludesanintakelocatedontheSkipanonWaterway,apump
station,andadischargeline.Theriverwatersystemwillhavetheabilitytobackupthefreshwatersystemviaan
intertieandvalving.
Introduction
ThisTMprovidessupportingdesigninformationforthedelugefiresuppressionsystemintakestructure,including
adiscussionofexistinghydrologyandhydraulics,designcriteria,designdata,constructionmethods,and

operationsandmaintenancerequirements.Areviewcommentresponseform,supportingdesigncalculations,
andconceptualfiguresarealsoattached(AttachmentsA,B,andC,respectively).ThisTMisModificationNo.3to
WorkOrderNo.18.NotethatthefiguresinAttachmentCshowthedelugefiresuppressionsystemthatwillbe
usedfortheBidirectionalProjectbuttheTerminallayouthasnotbeenupdatedfromtheImportProjecttothe
BidirectionalProjectandshouldbedisregarded.
TheSkipanonRiverwatershedisapproximately16,000acresinareaanddrainscoastalplainsandforested
uplandsnearWarrenton,Oregon.ThewatershedislocatedintheLowerColumbiaRiverEvolutionarilySignificant
Unit,whichlistssteelhead,coho,chum,andChinooksalmonaseitherthreatenedorendangered.
HistoricalstreamgaugedataarenotavailablefortheSkipanonRiver.Anearthendamwiththreetidegatesanda
levysystemcontrolthedischargeoftheriverupstreamoftheproposedfacility.TheSkipanonWaterwayjoinsthe
mainstemColumbiaRivernearrivermile11inanareaknownastheYoungsBayEstuary.Watersurfaceelevations
inthevicinityoftheproposedfacilityareinfluencedprimarilybythedischargeoftheColumbiaRiver,
astronomicaltides,andstormsurges.
ANationalOceanicandAtmosphericAdministrationtidestationislocatedontheColumbiaRiverapproximately7
milesupstreamatTonguePointnearAstoria,Oregon(StationID:9439040).Calculatedwatersurfaceelevations
fortheYoungsBayarea(subordinateStationID:9439026)aredescribedinTable1.

Projectsite.ThelowestwatersurfaceelevationrecordedatTonguePointoccurredonJanuary28,1979.The
correspondingwatersurfaceelevationattheProjectsiteiscalculatedtobeapproximately4.0feet.
TheSkipanonWaterwayisapproximately600feetwideinthevicinityoftheProjectsiteandincludesa200foot
widenavigationchannel.AbathymetricsurveyofthechannelwasperformedbythePortlandDistrictoftheU.S.
ArmyCorpsofEngineersinSeptember2005.Atmeanlowerlowwater(MLLW),thechannelrangesfrom
approximately12feetdeepatthechannellimitstoapproximately17feetdeepatmidchannel.Thenavigation
channelservesalumbermillandmarinalocatedupstreamoftheProjectsite.
Design Criteria
ThefishscreensforthedelugefiresuppressionsystemintakestructurewillbedesignedperOregonDepartment
ofFishandWildlifeandNationalMarineFisheriesServiceNorthwestRegionjuvenilefishscreencriteria,as
describedinAnadromousSalmonidPassageFacilityDesign(February2008).

approximately4,500gpmeachat243feetoftotalhead.
Thedelugesystemwaterdemandof20,000gpmwillbeprovidedatupto150percentofthepumpsrated
capacitypertheNationalFireProtectionAssociation20standard.Thisresultsinamaximumflowrateof
6,750gpmforeachpump,or20,250gpmwiththreepumpsrunningand27,000gpmwithallfourpumpsrunning.
Ifrequired,asinglepumpcanbeusedtomeetthefreshwatersupplysystemwaterdemand.

Construction Methods
Itisanticipatedthatthesuctionlinemanifoldandpumpcansassociatedwiththepumpstationwillbe
constructedwithinasheetpilecofferdam.Excavationwouldbeperformedbyconventionalmeansusingland
basedequipment.Waterenteringtheexcavationwouldbemanagedthroughtheuseofexternalwellpoints.
Itisanticipatedthattheuplandportionofthe48inchdiametersuctionlinewouldalsobeconstructedwithina
temporarycofferdam.Theremainderofthesuctionlinemaybeinstalledbydredging,piperamming,ormicro
tunneling.Ifinstalledbydredging,aturbiditycurtainwouldbeprovidedtominimizewaterqualityimpacts.Ifa

piperammingormicrotunnelingapproachisused,atemporarycofferdam/ caissonwouldalsobelocatedatthe
intakesitetoreceivethecuttingshoeorboringmachine.Theintakesupportpileswouldbeinstalledbyabarge

The proposed cone-shaped screen will be cleaned using a

hydraulically-driven exterior brush system. A hydraulic
motor, mounted inside the cone, will rotate three brush arms
across the screen surface at a user-defined interval. The
mechanical brushing action will prevent debris buildup and
bio-fouling.

The screen will be located approximately 200 feet from the

riverbank, so access from land is unlikely. It is anticipated
that operations and maintenance activities will be conducted
from a barge. A crane on the barge will be used to raise and
lower the screen as required. The pile supports at each of
the four corners will guide the screen unit into place at the
proper elevation and orientation.
