Mr. Whelan has over 20 years of management experience in industrial-
process facility design, construction, and consulting for both the private and
public sectors. He is experienced in major asset construction installation,
cost estimating, scheduling, sub-contract administration, procurement,
process piping, materials handling, steam distribution, pipelines, energy
management, heat transfer, pipe stress analysis, pressure vessels, and
engineering. His career has spanned over most aspects of project
management (FEL project life cycle planning, budgeting, project controls,
earned value management, forecasts, WBS assignments, resource planning,
etc…) for facility planning, maintenance, design, and construction. Mr.
Whelan was the founder of Allied Process Services, Inc., which received a
3rd Party certification of 4.4 out of a 5.0 rating among client satisfaction.
Prior to founding APS, Mr. Whelan was in Executive Positions as a Division
President, Operations Manager, and Executive Vice-President. The primary
focus of his career has been on capital improvement and renovation projects
for Petroleum, Food/Beverage, Government, Chemical Process, and property
asset customers. Mr. Whelan was chosen as the Lead Instructor for Haward
Technologies Middle East for various API, ASME, and Project Management
related courses. Mr. Whelan is an active member in the Association for the
Advancement of Cost Engineers (AACE), American Society of Mechanical
Engineers (ASME), Project Management Institute (PMI), and the National
Society of Professional Engineers (NSPE). Mr. Whelan has also performed
white papers on the following subjects: Benchmarking Assets with

specifications of industrial equipment. Project included turnkey services
