The first ACDFIM was hosted by Indonesia in 2001. Vietnam attended for the first time at ACDFIM‐2
in Brunei, 2003. Since 1007, the ACDIFM has been held every other year by the country that hold the
ASEAN chair.

Brunei was represented by its armed forces commander; Cambodia sent its deputy commander‐in‐
chief, and the Philippines sent its deputy chief of staff. Myanmar was represented by its Chief of
Military Security Affairs. All other countries were represented by their Chief of Defence Force or Chief
of the General Staff as appropriate.

catastrophes and infectious diseases as a result of ever growing climate change
effects. We are also confronting challenges in maritime, food and energy security.
As host Vietnam prepared and circulated a draft agenda. It received comments from
eight countries Some countries proposed adding such issues as human trafficking,
weapons trading and piracy to the draft Resolution. Other countries suggested
changes in the editorial style of the draft agenda. The revised agenda was approved
by the ASEAN National Committee. At Vietnam’s initiative, the main topic for
discussion was “enhancing the effectiveness of cooperation between ASEAN military
cooperation in dealing with non‐traditional security challenges in the region.” Senior
LT GEN Nghien proposed three items for the future that needed to be undertaken:
First of all, cooperation among ASEAN militaries needs to have a strong linkage and
coordination in information sharing as well as joint activities… ASEAN Chiefs of
Defence Forces Informal Meeting should bring into full play its role as the centre of
linkage and coordination of military cooperative activities in the region.
Secondly, while continuing with dialogues, confidence building and experience
sharing measures, it is necessary for us to forge ahead with concrete and specific
activating of cooperation in reality, most tangibly those of search and rescue as well
as humanitarian assistance and disaster relief (HADR)…
Thirdly, we should carry on with building and realizing the two‐year activity work
plan …
Vietnam also prepared two major draft documents, the ACDFIM‐7 Resolution and
the Action Plan for 2010‐11. These were reviewed and approved by the ASEAN
Chiefs of Intelligence Agency Informal Conference prior to ACDFIM‐7. Both
documents were reviewed by the Chiefs of Defence Force before adoption.
Under the two‐year Action Plan members indicated cooperative activities, such as
seminars, conferences and other cooperative military activities such as meetings by
the Chiefs of Air, Navy and Air Force. These agreed activities will be coordinated on
an ASEAN basis and hosted on a voluntary basis. The bulk of ACDFIM discussion
focused on the response by ASEAN militaries to natural disasters, epidemics, climate
change and rescue and relief operations. There was no discussion of peacekeeping as
it was ruled this fell under the responsibility of the United Nations.
Vietnam managed the ACDFIM‐7 in a professional manner and advanced a program
of practical steps that regional military can undertake over the next year. This is an
encouraging sign of the step‐by‐step development of an ASEAN Security Community.
Vietnam has also underscored its capacity to be a constructive member of the
region. Its senior officials indicated their readiness to utilize Vietnamese military
forces to build a strong ASEAN security community and proposed practical joint
activities to enhance capacity‐building. Next year Vietnam will host two meetings –
ASEAN Navy Interaction and ASEAN Chiefs of Military Medicine – to advance the
non‐traditional security agenda.
