ANC 5E04 November & December 2015 Community Update

The next ANC 5E public monthly meeting is scheduled to convene on Tuesday,


January19, 2015, 7:00 pm, Trinity Washington University, 125 Michigan Avenue,
NE, Washington, DC 20017.

ANC 5E voted to:


Support videotaping ANC 5E monthly public meetings.
Support Case #13-14A, parcel 2, Jair Development Partners application for
second stage PUD at the McMillan Reservoir Slow Sand Filtration Site square
3128, lot 800.
Support Great Street Grant Application (2314 4th Street NE).
Support Jair Lynch Development Partners modification to a previously approved
consolidated Planned Unit Development, Square 3128, Lot 800, ZC Case #13-14B,
Parcel 4.
Support the DDOT Brookland/Edgewood Livability Study.
Table the ceremonial renaming of the 2300 block of 4th St., NE as Maverick
Room Way. A representative from Councilmember Grossos Office was not
present at the meeting.
Support an Edgewood Dog Park contingent upon the two opposing sides
participating in mediation and the Department of Parks and Recreation confirming
that there is 5,000 square feet of space within the Edgewood Recreation Center site
for a dog park and money in the budget. If not, a portion of the 4th and Franklin
Street Park, if determined suitable for a dog park by DPW, will be allocated as the
dog park site.
Support convening future ANC 5E meetings, beginning in February 2016, at the
Friendship Armstrong Public Charter School, 1400 P Street, NW.

Support 2016 Committee of the Whole meeting Dates/Locations. The meeting


location is the Summit Apartments at 116 T Street, NE. The dates will alternate
each month between the first Thursday and the first Saturday of the month.

McMillan Development
A Zoning Commission hearing convened on Thursday, December
17, 2015, for Jair Development Partners, on behalf of Vision
McMillan Partners, to present revised drawings on parcel 2, mixed
use multi-family apartments.The hearing resulted in the Zoning
Commission requesting additional revisions to parcel 2. A zoning
hearing will be scheduled in the near future to present the
revisions.

McMillan Advisory Group


The Department of Transportation is scheduled to conduct a Crosstown
Multimodal Transportation Study between Brookland and Columbia Heights. The
proposed study involves only east-west transportation, with no mention of the
north-south components of the same area. The MAGs concern is the total impact
of several very large planned developments in our area, including McMillan, and
about where this traffic is going to go. The North Capitol Street, Georgia Avenue,
and Michigan Avenue components should be taken into consideration in any study
of east-west traffic.

Advisory Neighborhood Commission Great Weight


On Wednesday, December 16, 2015, Councilmember Anita Bonds, Chairperson of
the Committee on Housing & Community Development, convened a public
roundtable on the definition of ANCs Great Weight. The roundtable took place
in Room 120 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., at
4:00 p.m.
While Great Weight is written in D.C. Code 1-309.10, the issues and concerns
raised in the recommendations of the Commission shall be given great weight

during the discussions by the government entity. Great weight requires


acknowledgement of the Commission as the source of the recommendations and
explicit reference to each of the Commission's issues and concerns.

Joint Single Member District Meeting


I joined with Commissioners Bradley A. Thomas and Teri Janine Quinn for a
Single Member District meeting to discuss and plan a comprehensive approach to
problems of homelessness, traffic congestion, littering, loitering, criminal activity,
mental health and joblessness in and around the North Capitol Street corridor.
The plan will move forward through the budget process, allocation of resources
and coordination of services. Our goal is to focus on the North Capitol Street
corridor over the next several months, especially since the mayor's budget
determination process is already underway and we need to make sure our concerns
are reflected in that process.
The meeting convened on December 9, 2015, at the Friendship Armstrong Public
Charter School, 1400 P Street, NW. There was an impressive turnout and
outstanding presentations. Progress was made in addressing the issues on North
Capitol Street NE/NW between Florida Avenue and Randolph Place.

50 Florida Avenue
A mixed-use project including 182 unit condominium or rental units and
approximately seven thousand square feet of ground floor retail. Construction
may begin in the first quarter of 2016.
