Dear American Legion California Boys State Delegate & Parent/Guardian;

Enclosed in this package is important information you will need to be fully prepared for your week at The American
Legion California Boys State. This letter provides a review for you concerning the contents of the package of
information you are being provided and supplies you with reminders about what needs to be done in advance of
your arrival in Sacramento. Please make sure that you download all of the documents.
Medical Certificate/Delegate Waiver & Release Form: The Medical Certificate must be completed and signed by
you and by your Parent/Guardian. It requests some basic medical information/history. It also documents your
medical insurance. A visit to your doctor prior to Boys State is not required. Your Parent/Guardian must also
read, agree to and sign both the Waivers of Claim/Consent for Medical Treatment and the Delegates Release
Form. These three items must be read, approved and signed by you and by your Parent/Guardian and turned in to
Program officials when you arrive and register.
Samsung American Legion Scholarship Program: One of the delegates from this years session of The
American Legion California Boys State will be chosen as a National Finalist for the Samsung American Legion
Scholarship Program. The application form requires signatures and certification from your school. It is strongly
advised that you begin work on this right away if you intend to apply for this scholarship. This package must be
turned in at 2:30 p.m. on Saturday, June 20. Please make sure to bring a fully completed application with you as late
submissions will not be accepted. The application can also be completed online and printed after completion by
going to: www.boysstatecalifornia.org.
Internet Access/Laptops: Although The American Legion California Boys State is held on a university campus,
internet access will not be available to the delegates. Therefore, unless a delegate is planning on working on the
Boys State Newspaper, we strongly discourage delegates from bringing laptop computers.
In addition to the above highlights, you will also find important information in this package from the Boys State
Commission Chairman, The Boys State Director and the Chief Counselor. There is also information about the The
American Legion California Boys State Alumni Association, purchasing City (group) Pictures after you arrive at Boys
State, purchasing an optional The American Legion California Boys State Polo Shirt, purchasing a California Boys
State Cap, playing in the Boys State Band and participating in the Jamboree. The documents are numbered in the
order that they should be opened and reviewed. The following page is a complete list of all of the documents.
Please review all of the materials thoroughly. The enclosed information should answer all of your questions about
the Boys State Program.
We look forward to seeing you at the 2015 Session of The American Legion California Boys State.

grandchild, great-grandchild or a legally adopted child, of a U.S. veteran
who served during a period of war and is a delegate to either an American
Legion Boys State or American Legion Auxiliary Girls State program.
Completing a scholarship application can be a difficult task. Below are some tips to
help you complete your application.
1. Application must be typed or completed online at www.legion.org. Scroll over the
Programs headline at the top of the page, and in the drop-down box, click on
Scholarships. The Samsung American Legion Scholarship will be the 3rd
scholarship from the top.
2. Do not attach any documents or additional pages to the application, except as
required.

count against you. If you cannot answer a question, put a reason in the field.
4. Proofread your answers/essays in this application in addition to having at least
one other person proofread your application. Spelling errors or poor writing skills
will have a negative effect on your chances of receiving the scholarship.
Incomplete/unprofessional applications will be rejected.

they are handwritten.
6. Each application is judged on its own merit so include any information that makes
you exceptional and a good candidate to receive the award.
7. Keep a copy of everything you submit!
8. Pay close attention to scholarship application deadlines as applications
submitted past the deadline will not be considered. Contact your American
Legion Boys State or American Legion Auxiliary Girls State Program to
determine its application deadline and procedure for submitting the application.
Normally, the application is submitted when you arrive at your respective
program.

May 1, 2015
Dear Parents;
Congratulations! Your son has been earned the high honor of being selected to represent his school
by attending the 2015 Session of The American Legion California Boys State. Your son, along with
1000 other outstanding young leaders of our state, has been chosen on the basis of his academic
achievements, character, citizenship and leadership.
The 2015 Session of The American Legion California Boys State will be held on the campus of
California State University, Sacramento. The delegates will be housed in modern air-conditioned
dormitories and meals will be served in the Dining Commons. We will also be using a wide array of the
facilities that the campus has to offer, including the athletic fields. Our outstanding high school
leaders deserve the best and we look forward to delivering to them a rewarding educational program in
this ideal collegiate setting.
The primary purpose of Boys State is to create better citizens by making the delegates aware of their
responsibilities and obligations in the operation of good government. With most delegates reaching
voting age before the end of 2016, we, in The American Legion, feel your son needs a better insight
into our government and the importance of being a participating citizen. He will receive that at
California Boys State 2015. Our goal is to have him walk away from the week with a greater respect for
those who hold public office and learn that positive changes can be made without revolution or
violence.
By reviewing this packet of information, you will gain a better insight into our program. The following
facts may help to answer some of the questions you may have.
1. All expenses are paid through the sponsorship provided by your local American Legion Post or
other co-sponsoring organization. Each individual, however, will be responsible for any
personal expenses (i.e. purchases from campus vending machines, the Hornet (Campus)
Bookstore, Boys State pictures, etc.) and any damages they may be caused to California State
University, Sacramento property.
2. Adult supervision is provided by a dedicated counseling staff comprised of teachers, attorneys,
public safety professionals and other business professionals who donate their time to deliver
this program.
3. Boys State is not a week long classroom session. The delegates will learn by doing. By
governing themselves, they will truly learn how our system of governing works by experiencing
it. The staff is present to assist and facilitate, but the delegates really do the work.
4. The delegates will elect officials of the city and county where they live (dorm) and as well as all
of the Constitutional Officers of the State and the State Legislature. They will enact laws and
enforce them (through the judicial system) via duly appointed and elected officials from
amongst the delegates themselves.

5. If a law is violated, trials are held and Boys State attorneys handle the case in duly constituted
Boys State Superior Courts, District Courts of Appeal and the Boys State Supreme Court.
6. One of the weeks highlights is the inauguration of the Boys State Governor, the other seven
Constitutional Officers, the Boys State Supreme Court and the Boys State Legislature (Senate
and Assembly). Quite often, the California Governor or other State Constitutional Officers attend
the Inaugural Program and assist in administering the Oath of Office to the newly elected Boys
State officers. Following the Inaugural Program, the delegates visit the State Capitol where the
delegates get the opportunity to visit the Assembly Member and Senator (and/or a senior
member from their staff) from their home District.
7. The program is not all work! We offer an athletic program that offers competition in 3 team
and 2 individual sports. Additionally, each evening a different program is offered from the
Opening Night Program, to Political Party Rallies, to Career and Education Opportunities Night,
to the Jamboree and the Closing Program. These events are coordinated by Director Richard
Shick and Chief Counselor Tim Aboudara, Sr.
8. The local American Legion Post has made a large investment to make it possible for your son to
attend California Boys State. The fees the Post has paid cannot be refunded. It is your
responsibility to insure that your son will be on time for the scheduled transportation
arrangements to get to California State University, Sacramento. If you are bringing him to the
campus, he must arrive before 10:00 a.m. on Saturday, June 20 and remain until at least 11:00
p.m. on Friday, June 26. If your son cannot make this time commitment, please contact your
sponsoring Post so that another delegate can be selected.
Every precaution is taken to avoid accidents and sickness at California Boys State. In addition,
delegates and counselors who do not already have group accident/medical insurance are covered by a
group policy underwritten by Sentry Insurance Company. The Sentry policy issued to The American
Legion California Boys State is excess coverage above and beyond any other valid and collectible
insurance coverage. (This exclusion does not apply to individual accident and insurance policies.)
Should an unforeseen need arise for this insurance program, more detailed information will be
provided to you at that time by The American Legion.
On behalf of our Department Commander, Janet Wilson, please again accept our congratulations on
your sons selection to attend this once in a lifetime program.
Sincerely,

Richard Kearns, Chairman

A MESSAGE FROM THE CHIEF COUNSELOR TO ALL BOYS STATE DELEGATES

Dear 2015 Boys State Delegate;
On behalf of the entire Staff of Counselors, I would like to congratulate you on being selected to attend the
2015 Session of The American Legion California Boys State. To get the most out of the program, you should
participate fully in as many of the varied activities as possible. This preliminary information is being provided to
you so that you will have some idea of the many opportunities that await you.
The American Legion California Boys State program is designed to provide you with the ultimate learning
experience about how our system of government works. It is truly a learning by doing week. By day 5 of the
program, you will have participated in setting up a fully functional government at the city, county and state
level. You will participate in four elections in establishing the government based on the California Constitution.
In all, there are over 330 elected positions at The American Legion California Boys State that include:
City:
City Councilmen, City Clerk, City Treasurer and Superior Court Judge
County:Members of the Board of Supervisors, County Clerk, County Treasurer, Treasurer/Auditor
Tax Collector/Assessor, Justices of the District Court of Appeal, District Attorney, Sheriff,
Superintendent of Public Instructor and County Coroner/Public Administrator
State: Governor, Lieutenant Governor, Secretary of State, Controller, Treasurer, Insurance
Commissioner, Attorney General, State Superintend3nt of Public Instruction, Supreme Court
Justices and a full State Senate and Assembly
The City and County offices are all non-partisan. The political party process begins on Sunday evening. All of
the State offices, except Supreme Court Justice and Superintendant of Public Instruction, are partisan. At the
first political party rally, the Party Chairman and Party Secretary will be chosen. Delegates who compete for the
party offices are not eligible to run for the major state offices.
The two political parties are Whigs and Federalists. Because each of these parties forms its own platform and
incorporate issues acceptable to the majority of the members of the party and due to the shortness of time, we
do not allow the forming of minority parties. By limiting the program to two parties, we can do a better job of
teaching the operation of the political party system.
We encourage you to run for one of the many offices listed above. We also want to inform you that no
campaigning is permitted prior to your arrival at Boys State. This includes soliciting the promise of support of
other delegates. You may not bring any type of campaigning material. Supplies for this purpose will be
available to you after you arrive at Boys State. Your City Counselor will provide you with all of the information
you need after your arrival. Violation of these rules may deprive you of holding the office you may seek.
Delegates produce a daily newspaper at Boys State. If you are planning on working on the newspaper and
have a laptop computer, you are welcome to bring it with you. Internet access will not be available to
Delegates while they are at Boys State. Unless you are planning to join the newspaper staff, we

strongly discourage you from bringing a computer. The newspaper staff will be chosen Saturday afternoon
following the Bar Exam.
Any delegate intending to practice law or who plans to run for a Legal office (District Attorney, Superior Court
Judge, appointed City Attorney, Appeals Court Justice, Attorney General and Supreme Court Justice) must
pass the Bar Exam. The Bar Exam will be administered at 3:15 p.m. on Saturday, June 20th. The results will
be available prior to the filing of nomination petitions for City offices on Saturday evening. The Bar Exam is
based on information you have received in your classes in school as well as the Boys State Manual of
Government which is available to download from the The American Legion California Boys State Homepage
(www.boysstatecalifornia.org). Below are some sample questions from previous Boys State Bar Examinations:
1. What is the supreme law of the land?
2. What are the three branches of government?
3. Is it possible to amend the U.S. Constitution by plebiscite?
4. How many amendments have been added to the U.S. Constitution?
5. When and how did California become a state?
6. When was the present California Constitution adopted?
7. How many amendments have been added to the California Constitution?
8. What is an ex post facto law?
9. Which state official represents the state in court?
10. What is the difference between a civil and criminal suit?
11. What are the duties of a Grand Jury?
12. What are the duties of a Coroners Jury?
13. At a trial, does a jury decide the points of fact or the points of law?
14. Explain: acquittal, judgment, subpoena, warrant, recognizance, recidivist
15. True or false: A bailiff is one who does not report for trial and forfeits bail.
16. Define: felony, misdemeanor and indictment
Boys State delegates are welcome to visit the Campus Bookstore and tour the campus. Delegates may not
use any item purchased at the Hornet Bookstore for any type of Boys State campaign. Touring the campus
and visiting the Bookstore is not permitted during scheduled Boys State activities.
In this package you will find information about City Pictures, City T-shirts California Boys State gym shorts and
the opportunity to join the California Boys State Alumni Association. Please look through this information and
consider planning on purchasing a City picture and joining the Alumni Association.
We hope this preliminary information is useful as you prepare to join us at the 2015 Session of California Boys
State. I look forward to seeing you in Sacramento.
Sincerely,

Timothy D. Aboudara, Sr.

THE AMERICAN LEGION CALIFORNIA BOYS STATE

WHAT TO BRING AND OTHER INFORMATION
The American Legion California Boys State will be held at California State University, Sacramento, 6000 J
Street, Sacramento, CA 95819 from June 20 to June 27, 2015.
The following information is an outline of what to bring and pertinent information relating to this
years program:
Arrival-If you are arriving by bus, you will be arriving between 6:30 a.m. and 10:00 a.m. on Saturday,
June 20. If you are arriving by private vehicle, please plan to arrive no later than 10:00 a.m. Upon arrival,
report to the Check-in area for registration and presentation of credentials. At that time, you will receive
your room assignment and keys. Please be sure that you have your registration forms and Medical
Certificate. Please do not place them in your luggage; you will need them immediately upon arrival.
Private Vehicles-The American Legion California Boys State does not allow any delegate to bring their
own vehicle to the program. Any delegate not arriving via bus transportation provided by their American
Legion District must be dropped off no later than 10:00 a.m., on Saturday, June 20, and picked up no
earlier than 11:00 p.m. on Friday, June 26 and no later than 9:00 a.m. on Saturday, June 27 by a parent or
legal guardian.
What to bring-Each delegate should bring everything that they need for a 6 or 7 night stay away from
home. This includes sufficient clothes, underwear, shoes, swimsuit, toiletries and any athletic equipment
they may want to bring (i.e., tennis racket, baseball glove, etc.) The dress for the week is casual: shorts, tshirts and shoes or sandals are fine. You will be housed in the dormitories. Linens, towels and pillows
are not provided. Please bring your own towels, sleeping bag or linens for a twin size bed and a
pillow. For the trip to the Capitol, the delegates will need slacks and appropriate shoes. Dress
shirts and ties are not required as the delegates will wear their Boys State polo shirts for the visit to
the Capitol. Letterman Jackets and Sweaters are not allowed. Delegates may bring cellular
telephones as the number of public (pay) telephones on the campus is very limited. We strongly
discourage delegates from bringing laptop computers as there will be no Internet access. The only
exception to the laptop recommendation is if a delegate is planning to work on the Boys State
Newspaper.
How much money should a delegate bring? This is an individual decision. There are vending machines
in each dormitory which are kept stocked. At certain times, the delegates will have access to the Student
Store (University Bookstore). Boys State also maintains a small store where additional Boys State Polo
Shirts may be purchased along with Boys State Caps, Boys State City T-shirts, Boys State gym shorts,
stamps and some snacks and beverages. Delegates will also have the opportunity to purchase a picture of
their Boys State City (information enclosed) for $5.00, a Boys State Cap (information enclosed) for $15.00
and they may also join The American Legion California Boys State Alumni Association (information
enclosed) for $20.00.
Boys State Band-One of the highlights of the Program is the Boys State Band. If you play an instrument,
please bring it with you. (If you play the drums, please bring your drumsticks, drums will be provided.)The
Band performs at most of the evening assemblies. Rehearsals are scheduled at times that do not conflict
with other activities. Over the last several years, the size of the band has been 50 musicians or more.

WHAT TO BRING AND OTHER INFORMATION-PAGE 2

Medical Services-California Boys State maintains a fully equipped First Aid Station 24 hours a day.
Nurses are available at all times and a hospital is located nearby, if required.
Recreation-An organized recreation period is provided under proper leadership each day from
approximately 4:15 p.m. to 6:00 p.m. There is sports competition in 7 sports (organized by Boys State
City): touch football, softball, volleyball, basketball, table tennis, billiards and tennis. This time can also be
used for other fun activities.
Religious Services-Optional Catholic and Non-Denominational Christian services will be held on Sunday
morning and Jewish services on Friday evening. Space and time will be made available for other religious
denominations if there are a sufficient number of requests.
Visitors-Parents and family are welcome to visit the delegates during their stay at The American Legion
California Boys State. Delegates are not allowed to leave the campus. We ask that visits be limited to the
recreation period (4:15 p.m.-6:15 p.m.) Visitors are also welcome at the Opening Program on Saturday
evening, the Tuesday night program, the Inaugural Program on Thursday morning, the Jamboree on
Thursday evening and the Closing Program on Friday evening. Visitors should check in at the Chief
Counselors Office or the Administrators office in Desmond Hall (in the dorm complex).
Early Departure-Delegates who leave The American Legion California Boys State prior to 11:00 p.m. on
Friday, June 26, will be deemed to have not completed the program. Boys State is a very full week and we
ask that delegates plan in advance so that they remain until after their last City meeting (following the
Closing Program) on Friday evening. Delegates leaving by private vehicle on Friday evening must check
out at the check out desk in front of Desmond Hall.
Campaign Materials and Literature-One of the basic foundations of the Boys State Program is that every
delegate has an equal opportunity to achieve whatever they wish to achieve. Please do not bring any
campaign material with you to the program. If you are planning on running for an elective office,
sufficient campaign material will be furnished at Boys State to enable you to make all necessary campaign
signs, etc.

Information Regarding the Trip to the State Capitol

On Thursday, June 25, The American Legion California Boys State will visit the State Capitol. The Boys
State Staff will be working with the Office of the Speaker of the Assembly and the Office of the
President Pro Tem of the Senate to coordinate a time for all of the delegates from their respective
Assembly and Senate District to visit their Members at the same time to minimize the impact on their
respective schedules. Your City Counselor will inform you prior to the time we depart for the Capitol
when you are scheduled to go to your Senators and Assembly Members offices.
Please do not contact your Assembly Member or Senators Office to schedule a time to meet your
respective Member while we are at the Capitol. This will only cause unnecessary confusion to the
Capitol Staff.
As a reminder, please bring a pair of slacks and dress shoes for this visit. You will be wearing your
Boys State polo shirt, so it is not necessary to bring a dress shirt and/or tie.
If you are unsure of who your Senator and or Assembly Member is, you can go to www.senate.ca.gov
for assistance in locating your Senators name and www.assembly.gov to your Assembly Members
name.

BOYS STATE CITY PICTURES

On Sunday, June 21, group pictures will be taken of each Boys State City. The City picture is a
terrific remembrance of your Boys State experience.
The color photos are 8 x 10. They must be ordered and payment received by 5:00 p.m. on
Monday, June 22. Payment will be made to your City Treasurer.
The price for the City Picture is $5.00.
You will receive your photo before returning home.
