TRACK RECORD / POSITIONS HELD IN GOVERNMENT:

Councilor – Olongapo City (1995-1998, 2007-Present)

• Started an informal program called JUSTICE CRUSADE which


offers free legal assistance to his constituents.

• He prioritizes the institutionalization of  Barangay Human Rights


Action Centers for the protection and prevention of human rights
violation in the barangay

• Campaigned against illegal drugs, rampant violations of work-


er’s rights at Hanjin, Subic Bay and has campaigned against
illegal fish cages in the area.

• Filed numerous cases before the Ombudsman against high


ranking government officials.

STAND ON ISSUES:

Reproductive Health Bill:  De los Reyes opposed the HR Bill that


provides an annual budget of P3M for the procurement of contra-
ceptives. He also said that he doesn’t agree with the premise of the
bill that the country is overpopulated.

Charter Change:  Ang Kapatiran Party believes that the problem


lies not in the form of the government but in the people in govern-
ment. Ang Kapatiran wants the people to “give our constitution a
chance.”

Peace in Mindanao: In one interview, he said that the root cause of


the peace problem in Mindanao is bad politics. He also said that the
people of Mindanao want independence but the constitution only
provides for autonomy. He said that he will stick to the constitution
but will provide balance between the people’s longing for autonomy
and the Constitution. He also plans to appoint leaders/officials that
would represent Mindanao.

Corruption:  He said that if ever he will be elected, he will intensify


the initiatives to eradicate corruption. He will re-open cases such as
the NBN-ZTE deal, and will see to it that the issue will find closure
and fair judgment.

Environment: Part of Ang Kapatiran’s platform is to “promote a


safe, clean, healthy, and wholesome environment, particularly zero
waste management; promote stewardship as a way of life; and pro-
mote the development of parks throughout the country.”
