Project:
Fine Choice Meats Wastewater Treatment Plant
Fine Choice Meats Limited, from now on known as the Owner, has decided to invite a
pre-selected group of companies to take part on the bidding process for the Project
called Fine Choice Meats Wastewater Treatment Plant under the Turn Key
methodology.
Section 100. GENERAL CONDITIONS
Section 101. Definitions:
The following terms or definitions will be applicable for the tender cartel:
a) Owner: Fine Choice Meats Limited
b) Contractor: A company or person hired to perform work or to provide goods at a
certain price or
Within a certain time
c) Subcontractor: A company or person hired directly or indirectly by the contractor
to perform partial or total work described in this tender.
d) Awarding: Acceptance by the owner of the offer that works best for its interests,
which will be ratified with a contract signed by both parties, the Contractor and
the Owner.
e) Consultant: the person or company assigned by the owner who is a specialist in
a particular matter and will be responsible for the coordination, follow up of the
work execution and its acceptance.
f) Commissioning: Process by which the equipment, facility, or the plant (which is
installed, or is complete or near completion) is tested to verify if it functions
according to the contract terms and conditions.
g) Final Acceptance: Formal acceptance of a contractor's completed work by the
owner, upon notification from project manager or consultant that the job fulfills
the contract terms and conditions.
h) Equipment: All the machinery, tools, and apparatus necessary for the proper
completion and acceptance of a project that are included in the contractors offer
or specified in the bidding tender.
i) Operational Parameters: All parameters that the equipment or system must
achieve during the normal operation and the ones specified in this tender.
j) WWTP: Wastewater Treatment Plant
k) Location: Physical location where the equipment, tanks, etc. will be installed.
l) Section: A specific process line where a start and finish are clearly defined within
the plant or system.
m) Services: All described in this tender including but not limited to engineering,
design,
project
management,
construction,
purchasing,
installation,
commissioning, testing and others.
n) Turnkey: Project implementation process, which includes scope from detailed
engineering, construction permits, construction, operation permits, equipment
supply, commissioning and operation of deliverables.

Section 102. Precedents:


The Owner requires the construction, installation and commissioning of a Wastewater
Treatment Plant (WWTP) to process all the wastewater generated at its poultry
processing facility at 4 mile mark Tumpuna Road, San Rafael.
The Owner at its processing facility has wastewater generated by two different streams;
domestic wastewater and meat processing wastewater. The domestic wastewater is
black and grey wastewater whilst the meat processing wastewater will contain, amongst
other matters, proteins and carbohydrates from meat, fat, blood, skin and feathers. as
well as disinfectants used to wash down the facilities.
The current wastewater treatment system at the facility consists of a screening system
and lagoons. This system is not capable of producing an effluent which complies with
the Second schedule of Water Pollution Rules (Amended 2006) of the Environmental
Management Authority. (See Appendix 1).
Hence the Owner has decided to acquire a wastewater treatment plant in order to
minimize the environmental impact and comply with environmental regulations.
The Owners objective is to acquire a wastewater plant under a Turnkey type project,
where the selected company would perform all the engineering, design, detail process
flow, blue prints, permits (for both construction and operation), project management,
equipment supply, equipment set up, construction, startup and commissioning.
Construction and startup includes civil, mechanical, electrical, computer, IT works plus
the installation, setup of all equipment, control panels, networks and any retrofit to
existing equipment or controls for the correct operation of the system.

Secction103. Responsibility and Obligations of the Contractor:


Under this tender, the Contractor agrees to execute the project under Turnkey method,
where it will be responsible to include under its scope all preliminary studies required, all
engineering and design details, all the permits, handling all the civil works and
equipment purchasing. Additionally the contractor will be responsible for the installation
and setup of all the required equipment for the correct operation of the WWTP, based
on the operational parameters.
Both for the contractor and subcontractor personnel, the Contractor will be responsible
for all legal obligations under the labor laws of Trinidad and Tobago, including all
employers legal obligations including but not limited to occupational liability, workmens
compensation, taxes and NIS, social security, vacations, unemployment benefits,
professional risk insurance and all other obligations based on the Trinidad and Tobago
law. The contractor will be responsible for third party liability and property damage
caused during project execution under its responsibility or its subcontractors. The

employer of all its Contracted personnel hired for the project will be the Contractor itself,
without any legal responsibility to the Owner. None of the contract documents will
generate a legal relationship between the Subcontractors and the Owner.
The contractor has to comply to all obligations under this tender and the contract, and
with the specifications, in a professional matter and its schedule.
The contractor undertakes to follow best-known practices for the execution of the type
of Project, utilizing only first quality materials and equipment, and suitable operators
with the required experience for the job to be performed. The work and equipment
inspection must be rigorous, demanding best quality for the fabrication and finishes
under the fulfillment of the specifications. All material and equipment to be utilized or
purchased must be approved by the owner in terms of quality, brand, characteristics
and technical specifications.
The contractor must deliver and execute its work according to the project schedule. The
schedule submitted by the contractor in the offer will be part of the contract. In a
particular case, where there is no schedule defined, the contractor must deliver the
equipment or services in a reasonable timing, according to the owner expected
conclusion date.
All the contractor personnel including subcontractors must comply with the Health
Safety and Environmental Policies of the Owner and all legal requirements for Health
and Safety.
The contractor will submit to the owner detailed technical information of the equipment
and systems to be installed, with the supporting calculations. They are also required to
submit periodic project reports to the Owner including project advance and any relevant
detail.
The contractors must comply will all local regulations during the execution of the project,
included but not limited to regulatory and construction codes, construction and
operational permits.
Consultants, contractors and subcontractors to be involved in the project must have
known knowledge and experience on similar projects in both magnitude and complexity.
The Contractor will be required to warrant that the price as agreed for this tender will
include all costs for the necessary components to meet the requirements of the
Employer under this tender and that there will be no additions or variations required to
be paid above the agreed price in order to accomplish the specifications, capacity and
capabilities of the equipment for this tender.
Section 104. Delays and extension period:
If the Contractor suffers any delay during the project progress because of an act or
omission by the Owner or other contractor hired by the Owner, or by changes
requested, or by strikes, fire, earthquake, unusual delay in transportation, unavoidable
casualties or any cause that the Owner deems to justify the delay, then the project will

be extended for a reasonable time as per the Owner judgment.


The extension period for the delays must be requested within eight days after the delay
occurred. The petition must include term, impact on the overall project, documentation
certifying the delay, when it occurred and its relationship to the project schedule.
Section 105. Suspension of work by force majeure:
If imposed by force majeure, the total or temporary suspension of the project by the
Owner, it shall advise the Contractor in writing and shall proceed to cancel the services
performed and equipment delivery made to date, in accordance to the parties
agreement.
Section 106. "Or similar" Clause:
For convenience, some equipment, items, materials and procedures are covered by
trademarks or names of catalogs. These designations are solely for the purpose of
establishing the type, function and quality as a basis of comparison and should not be
taken as an exclusive preference. With the prior approval of the Owner, materials or
similar procedures, the same operation, construction or indicated finish may be used. It
will be the contractors responsibility to demonstrate that the options proposed are of
comparable quality and suitability of the specification.
Section 107. Services and its characteristics:
The Contractor shall employ only qualified and experienced staff. The Owner may
request the dismissal of any subcontractor, employee or worker of the Contractor
alleging that the individual does not meet the experience requirements and ability, or
incorrect behavior, rebelliousness, disrespect or guidelines neglecting. The Owner
assumes no liability because of layoffs. Compliance will be mandatory and any case of
non-compliance may result in contract termination.
Section 108. Outsourcing or Subcontractors:
It is accepted, within the limits established by this document, the Outsourcing or to hire
Subcontractors. This does not relieve the responsibility of the general contractor for the
quality of the equipment, manufacturing and finishing elements, procedures, materials,
services and others to use during execution the project. The contractor shall submit
before the starting of the works the subcontractor list including company name and work
to be done by each subcontractor.
Section 109. Technical Direction:
The Contractor shall appoint a Project Manager, who will coordinate all aspects of the
project and who will be responsible to Owner for the Project. The project manager must
be at the project up to completion and delivery. He must be present during all critical
stages and phases of the assembly process, testing, commissioning and delivery, and

must ensure that the work is executed in accordance with the plans, specifications and
contract documents.
The Project Manager must submit to the Owner written biweekly reports with the project
progress compared to the work program and the impact and implementation of key
milestones of the installation work, updating the work schedule and coordinating dates
for relevant events in process.
Section 110. Updated Construction plans (As Built):
The Contractor is required to update (red line) in the drawings all changes and
amendments made; also additions or extensions made during the execution of the work
of assembly and installation, whether ordered by the Owner or being executed by their
own initiative.
It is the responsibility of the contractor to include the changes to the drawings to be
submitted for approval by the Owner, in order to ensure the use of updated drawings.
Section 111. Contract Termination:
It is the unavoidable obligation of the Contractor to strictly adhere to all requirements of
the tender, quote and contract documents. Accordingly, the breach of any provision of
the agreement or the requirements of the technical specifications, gives the owner the
right to execute the termination, without prejudice to actions in the court for
compensation for damages caused to the Owner by failure of the Contractor and delays
in project implementation
Section 112 Other contracts:
The Owner reserves the right to hold other parallel contracts arising from this contract
bidding process. The Contractor shall provide the other contractors reasonable
opportunity for the use of space for the implementation and coordination of their work,
through the involvement and coordination of the Owner.
Section 113. Lien (potential charges) and final payment:
The project will be formally received by the Owner, as a whole and in final form, after
the work has completed and the reactor is operating meeting the expected parameters
at the delivery date specified in the contract. Being successfully completed at the
discretion of the Owner, a final settlement of the signed contract by the Contractor and
the Owner will be held.
Additional support to the operation of the reactor for a period of one year with at least
one bimonthly visit and technical support via telephone and / or email with at least 12hour response time is required.

Final payment will not be made until the Contractor has delivered to the Owner a
complete release from potential charges arising from this Agreement because of
equipment, materials, operation, labor and social security included in its scope. The
release will be established by an affidavit to the effect that everything included in the
project has been paid and that no charges will be made.
The Owner may require a security deposit to its satisfaction to indemnify against any
pending charge. If any lien or subject to any lien constituted without being canceled
after payments have been made, the Contractor shall reimburse the Owner all money
that the latter may have been forced to pay to raise such lien, including all costs.
Section 114, Transfers and assignments:
Only in very special cases and at the discretion of the Owner, the Contractor may be
authorized to transfer the rights and obligations under the project contract awarding.
The Contractor may, on its own responsibility, subcontract part of the work with the
consent of the Owner. For works requiring highly skilled areas of expertise the
subcontract shall not exceed 50% (fifty percent) of the total amount of the contract. It is
understood that the Contractor shall be responsible to the Owner for all acts and
omissions of its subcontractors and personnel directly or indirectly employed by them.
Nothing contained in the contract documents, creates a contractual relationship
between any subcontractor and the Owner
Section 115. Confidentiality:
All information, drawings, equipment specifications, process specifications and
practices, materials and / or supplies used by the Owner will be handled confidentially
and not used for purposes other than those required for this project.
All information provided as part of this tender, related to the process, the final products,
supplies and / or services are confidential and may not be used by the Contractor for
purposes other than those expressly defined in this process.
Section 116. 0ccupational Risk Insurance and Third-party liability Policies:
The contractor shall have an occupational risk insurance policy for each and every one
of the domestic or foreign employees allocated to the project throughout the
construction period and operation. The contractor shall submit such documents before
starting any work on the premises of the Owner. This would apply to subcontractors as
well.
The Contractor assumes responsibility for the damage to adjacent buildings and works,
and the damage caused to third parties resulting from the execution of the construction
works, the Contractor should acquire public liability insurance to cover any damage to
third parties.

Section 200. SPECIAL CONDITIONS


Section 201. Project Scope - Deliverables:
The basic scope of the project (deliverables) are presented:
Detailed design and engineering.
Effluent quality should meet the parameters given in Appendix 1.
Design must provide for flow monitoring at inlet, return waste, outlet and any
other points necessary for operational controls.
Design must provide for composite sampling at influent and effluent.
Development of complete construction drawings.
Prepare design calculations for the plants, including but not limited to:

Civil calculations (hydraulic, structural, etc.), include for the national


wind and seismic code.
Process calculations
Mechanical calculations
Electrical calculations
Instrumentation and control calculations.

Include rationale and supporting documentation in a Technical Memoranda


for the selection of the following:

Materials of construction
Piping materials and accessories
Process Equipment
Valves and gates of all types
Instrumentation and Control.

Construction permits request (except related payments to be done by owner).


Operational permits request to authorities as needed.
Civil works (infrastructure) and electromechanical (services).
Supply and installation of all equipment required for:
Connection with existing systems as required
FLOW MONITORING (Both influent and Effluent)
SCREENINGS
DISSOLVED AIR FLOTATION
ANAEROBIC / AEROBIC WASTEWATER TREATMENT
DISINFECTION
ON-SITE MONITORING OF TREATMENT PROCESS AT WWTP

Supply and installation of all ancillary services.


Supply and installation of all main services, medium and low voltage power and
control.
Supply of MCC and power components and electrical control equipment for the
treatment process and auxiliary equipment.
Provision of general services consumption of all equipment.
Technical direction and supervision of technical installations.
Provision of skilled labour (if needed).
Coordination and implementation of testing and commissioning of the system.
Provision of test forms (checklist) and equipment operation.
Provision of technical manuals for operation and maintenance.
Provision of training for operation and maintenance, including critical control
variables.
Provision of list of analysis and / or testing and laboratory equipment needed to
control the operation of the reactor
Provision of preventive maintenance program for equipment and systems.

As a minimum the following; the Contractor Bid will constitute the


following:

Wastewater treatment process(es) proposed


Process flow diagrams (liquid and solid streams)
Hydraulic profile
General site plans
General Arrangement Drawings
Civil plans, profiles, sections and details
Structural plans, sections and details Architectural plans,
sections and details
Process mechanical P&IDs
Process mechanical plans, sections and details
Building services
Electrical single line diagrams, plans, sections, details and
schematics
Instrumentation plans, section details and schematics
Equipment data sheets.
Bill of Quantities (BOQ)

The contractor shall coordinate with the Owner, all aspects of the proposed layout,
location, access and other general details.
Also, all the details of the construction logistics related to buildings, tanks, networks and
other operational elements should be mentioned by the Contractor in its bid, in such a
way as to avoid collisions or obstructions of structural elements or walls of buildings with
equipment during installation, operation and maintenance as well as equipment and
existing buildings.

Section 202. Clarifications:


Any questions regarding the Contractor's general and special conditions, can be
consulted via Email to the following email addresses WWT@wgml.com :Attention: Jerry
Ramdass
Inquiries will be accepted up to FIVE(5) business days before submitting the offer, after
this period, no questions will be entertained.
Regarding the interpretation of tender documents, if there are any discrepancies and /
or omissions, clarification from the Owner should be requested. Clarifications will be
accepted up to five working days prior to the date fixed for the reception of tenders. If
the Contractor does not submit request for clarifications before the deadline, it is
understood that it agrees that the doubts in the interpretation and discrepancies and
omissions in the listing documents submitted will be subsequently resolved by the
project consultant or the owner, who will decide, considering the solution and more
favorable condition for the owner. These solutions will not result in any extra charges or
costs in the offer.
The owner will send in writing to the Contractors, via Email, the clarifications and
modifications to tender documents. These clarifications and modifications are
considered document annexes and constitutes an integral part of the contract
documents. Verbal explanations are valid only in the site visit.
The Contractor shall not take advantage of any errors or omissions in the specifications
or any other document delivered to request additional financial recognition.
Section 204. Offer Submission:

The tender offer must be submitted by email only to the following email address:
WWT@wgml.com with the subject "Fine Choice Meats Wastewater Plant Proposal"
and clearly indicating the name of the bidding company, in PDF format. THE OFFER
MUST BE SENT ON 24th APRIL 2015 BEFORE 4 pm.

Offer tenders must include the following information:


Signature of the legal representative.
The total cost in T T. dollars of the project, along with the requested breakdown
of unit costs.
Payment (indicate if advance is required)
Validity of offers not less than 90 calendar days.
Delivery time expressed in calendar days from signing the contract - or the

respective stages.
CV of the company, list of projects and / or implementation process, including
application, cost, capacity, and any aspect that is important.
Work Program and Methodology. Schedule of activities, indicating delivery
terms, expressed in calendar days from contract signing.
Description of methodology or implementation strategy of the project to be
followed.
Name of the firms acting as subcontractors, if any.
Copy of insurance policy for work hazards.
Drawings and specifications offered, including options and alternatives.
Operational Costs incurred during normal calendar year.

The value offered must include all taxes and freight and corresponds a lump sum.
Section 205. Site Visit:
The site visit is MANDATORY; however, each contractor must visit the project site to
verify all the conditions under work will be carried out and assess the constraints and
difficulties that may be encountered during project implementation. The site visit will be
coordinated by the Contractor with the Owner's representatives at the convenience of
both parties.
Section 206. Compliance Guarantee:
Of the total amount of the offer, the tenderer shall deposit in favor of the Owner a
Compliance Guarantee or Performance Security equivalent to 10% of its value. The
duration of this guarantee shall extend for a period not less than 6 months after the date
of FINAL project completion to the satisfaction of the Owner. This Compliance
guarantee will be refunded 120 calendar days after the date of FINAL project delivery to
the Owner satisfaction. This guarantee may be in cash or bank type such a bank
guarantee issued by a first class bank approved by the Owner.
In addition, of each payment (including advances) the Owner will retain another 5% that
will add to Compliance Guarantee. The cumulative amount withheld will be refunded,
once the work is completed to the satisfaction of the Owner after six months of
operation AND ONCE IT HAS REACHED OPERATING VALUES SPECIFIED IN THIS
TENDER.
Section. 207 Payment:
The Owner will pay the Contractor the agreed value of the work in Trinidad and Tobago
Dollars.
The contractor should clearly specify in its bid the payment proposal, broken down in
percentage terms associated with the equipment delivery, progress of assembly and
operation of the plant, according to the scope of the contract.

The contractor shall submit to the owner a progress payment request, including all
related documentation supporting the charge, including the approval of the professional
responsible for the inspection.
THE QUOTED PRICE IS FIRM AND FINAL. THE PRICE OF THE CONTRACT IS
FIXED.
The Contractor will be required to warrant that the price as agreed for this tender will
include all costs for the necessary components to meet the requirements of the
Employer under this tender and that there will be no additions or variations required to
be paid above the agreed price in order to accomplish the specifications, capacity and
capabilities of the equipment for this tender.
For all funds given in advance, the contractor shall submit to the Owner a bank
guarantee from a Bank approved by the Owner, for the same amount of the advance.
Section. 208 Fines:
The winning bidder will pay the owner a penalty for delay equivalent to 0.5% of the
contract value for each calendar day of delay in the agreed deadlines, either in stages
(partial deliveries agreed upon) or the project as a whole unless the delay is due to
force majeure duly justified and not attributable to the contractor. The fine may be up to
a maximum of 30% of the total contract value.
The Owner may deduct the amount of the fines from any outstanding amounts or from
the Compliance Guarantee.
Section 209. Price Adjustments:
All equipment, materials, engineering and other services must be clearly defined in the
contractors bid, and these prices must be identified in the Bill of Quantities. There shall
be NO price adjustment once the BOQ and bid is accepted. If, however there is a
change of scope by the client, all costs will be calculated based on the original unit
prices / cost quoted or calculated based on actual market conditions and under a formal
quote process. The contractor must specify in his bid all equipment and materials to
ensure that the WWTP is built and operated to maintain the desired effluent quality.
Section 210. Catalog Format for Bid Submission:
For the presentation of the offer, the Contractor shall use the catalog provided in this
tender. The presentation is mandatory and offers, where the total amount, the subtotal
of any item, are not broken down as indicated will not be accepted. The partial or total
failure of the above, may be cause for disqualification.
The catalog of the offer is to be delivered on an electronic format (PDF) along with the
schedule in MS-Project or Excel, and other documents of the tender.

All unit costs quoted will be a lump sum amount, including all taxes, freight and
installation costs. Partial or conditional amounts will not be accepted.

Section 21. Scheduling:


With the offer, the Contractor shall submit a Gantt schedule. The Gantt schedule will be
the basis for the payment schedule, according to the amounts shown in the catalog of
the tender.
The work schedule is essential to evaluate bids received and will be used as a base to
measure project progress against schedule and to approve payments. The Contractor
shall update it at least every two weeks and submit to Owner for revision.
Section 212. Additions, reductions and / or scope of work changes:
The Additions, reductions and / or scope of work changes should be guided by the
following procedure:
The contractor must provide a completed "Change Order Request ". The form should be
used by both, the owner and the contractor to request modifications and extensions. In
an emergency, the only ones authorized by the owner to make the decision to proceed
immediately and implement the change are the Projects Department engineers.
The change order request will be evaluated by the owner to determine the impact on
cost and time. Having identified these factors, the request will be approved or rejected
by the owner.
Once reconciled volume and prices, between representatives of the contractor and the
owner, the final budget of the change order will be developed.
Both parties should agree on the project extension period and associated cost if any,
due to certain extraordinary work before it is initiated. The Contractor must also update
its work schedule and submit it to the Owner for approval. The Owner reserves the right
to hire the extraordinary jobs and extra work with the Contractor or with another
company, as appropriate to the Owner interests.
It is the responsibility of the contractor to comply with this procedure; if a change starts
without complying with the procedure, the owner is NOT responsible for any payment.
The Contractor shall not perform additional work without the written approval of the
Owner. The Owner will not recognize or pay the cost of the extraordinary jobs and extra
work performed by the Contractor without the written approval.

It is the responsibility of the contractor to include the changes in drawings to be


submitted for approval by the Owner, to ensure the use of updated drawings. The owner
will retain 5% of the total amount of change until both the work change and the updated
drawings has been received to the satisfaction of the owner.
Section 213. Bids Award and Rejection
Bids that do not meet all the specified requirements and the General Conditions may be
discarded. However, the Owner reserves the right to qualify any omission or default of
submission of tenders and to judge whether the offer is still acceptable. The award
agreement may not be appealed.
Interested parties should submit written clarifications made by the owner to all
contractors, some of them based on discretion of the owner, in order to facilitate
comparative analysis of bids.
Tenders will be evaluated and ranked by, considering the following factors:

The Owner reserves the right to accept the offer that best suits their interests, to award
the project partially or wholly or reject all bids, if none suits their interests, without claim
or compensation against the Owner.
SECTION 300. TECHNICAL SPECIFICATIONS
Section 301. Basic Criteria:
The project should be developed considering:

The existing Trinidad and Tobago legislation for but not limited to: environmental
wastewater discharge, seismic code, electrical code and other regulations
required for this type of work.
The raw influent loads estimated. (Appendix II)
The maximum limits allowed for wastewater into water bodies (international
discharge parameters).
The projected growth of hydraulic load (estimated 25 % max), which must support
the total system.
The Site area as proposed in Appendix III

Adequate protection against corrosion, excessive wear, vibration, accidental


electrical shock, fire hazards accidental contact with chemicals and prevention of
accidental spills, for all parts and equipment included in the scope of the project.

The Owner will select the proposal that offers the best technological alternative and
lower submit costs including initial investment and operating costs, so it is an essential
requirement to present the estimated operating costs (energy consumption and
chemical usage) and the estimated biogas and sludge generation.
The contractor must consider in its proposal provisions for growth that are predictable
according to the information available for the purposes of space, weigh elements and
future components.

Section 304. Wastewater projection to be treated:


The
processing facility is currently generating an average wastewater flow rate of 400
m3/day. The WWTP must be designed to process at least 25% more than the average
wastewater flow.
The main objective of the plant is the treatment of wastewater to meet the
environmental regulations.
Section 305. Requirements for the operation:
The bidder must submit its offer in summary of the expected WWTP operation based on
its proposal, indicating the estimates of reactor volume, retention time and estimated
volume of biogas. Also, must clearly indicate the process control points and how the
plant operator must interact with the system.
Any system component that requires pumping must have a backup pumping system
(redundant systems or double pumps) to avoid interruptions in the reactor operation.
In addition, the contractor must take into account in its proposal the possibility to take
out of operation components for maintenance without shutting down the entire WWTP
especially the mixers.
It is desired that the proposed system can be capable, in case of an accident or
emergency, to immediately stop either manually or automatically, the outflow of effluent
by the activation of the respective alarms, through suitable sensors.
Section 306 Utilities and its operating costs:
The contractor must submit a detailed matrix of consumption per equipment and the
total consumption data for each utility in the process.
In addition, it must specify in detail the technical specifications for all auxiliary systems.
Section 307. Materials and Construction:
The contractor must consider in its offer the use of new and first quality materials for all
parts, equipment and components to be supplied as part of the scope of this tender.
It shall likewise ensure the resistance of materials to the various conditions to which the
equipment, components and parts will be submitted, such as fatigue, temperature
changes, corrosion, impacts, etc Proper design for the thicknesses, structures
support, anchorage and fastening methods, etc. In this sense, The Owner reserves the
right to request the calculation report for any of the technical solutions implemented
within the project.
In the case of bridges, rails, beams, supports and other service elements, the contractor

must consider in its offer the use as minimum of hot dip galvanized iron G90.
The bidder should clearly indicate in its offer, the type of material (technical
specification) of different materials to be used in tanks, pipelines, bridges, rails, brackets
and other service elements.
All process piping and electrical ducts shall be protected against corrosion by using
corrosion-resistant materials or by applying epoxy paint.
The Contractor shall include in its offer enough quantity of materials for the machines
connection and the installation equipment of all the process lines and services, so the
installation can be fully implemented without having installation practices that could
compromise the operation of the plant or maintenance.
Gas piping, gas reservoir and its components must be guaranteed leak proof and tested
before operation, certification of test must be submitted to the owner.
Welded joints will be accepted; however, the contractor shall provide all of mechanical
joints (ferrules) at points deemed necessary from the practical maintenance purposes
point of view.
The Contractor shall include in its offer all valves, filters, checks, constant pressure
valves, pressure gauges, thermometers, pneumatically driven valves, etc. necessary for
proper installation and operation of all equipment and systems considered in the scope
of their offer.
The contractor must consider in its offer supervision and coordination of passivation
processes of all surfaces and stainless steel nets that require it.
Section 308. Connection material for utilities:
All connections and control valves for industrial services (utilities) required for
equipment, machinery or systems to be supplied by the contractor shall be considered
as part of the scope of this poster quote. All these elements must be clearly indicated on
drawings flowcharts.
This section includes all connections for water, compressed air, electricity and any other
utility that needs to be fed to the equipment, machinery and systems to be supplied by
the contractor.
Section 309. Electrical Connections:
The contractor shall include in its offer all Motor Control Centers (MCC) and all networks
of electrical power distribution and electrical control from the MCC to the different points
of consumption.
The MCC shall be constructed using IP54 protection and stainless steel cabinets where
required by environmental conditions.

All electrical lines, which could pose a shock hazard to personnel, shall be protected
with safety covers.
The MCC should have at least:
Main switch.
Amp meters & Voltmeters with selector for each phase and phase neutral.
Electrical power meter with possible link to SCADA.
Contactors and circuit breakers for each motor.
Switches MCB or MCCB thermomagnetic type for direct power supply.
All auxiliary relays required.
All drives and solid-state starters, depending on engine size or operation
requires.
All terminals and terminal interconnection required.
All internal wiring required.
The contractor shall include in its offer all the material required for complete installation
of networks of power and control between the MCC and the equipment, machines and
systems included in the scope of its offer.
All devices and equipment to be supplied shall be splash proof IP54 minimum.
The cables shall be copper conductors, twisted, XLPE insulation, concentric copper
mesh and PVC cover. Cable should be of adequate size for the power output. The
contractor must clearly indicate in their offer the kind of offered cable (insulation
materials, conductor and covers).
The contractor shall include in its offer all required wire baskets, which must be made in
hot galvanized iron ladder type and modular configuration (QUOTE BASKETS
STAINLESS STEEL AS OPTIONAL). Likewise, the tender must include all ductwork
and protection tubes in stainless steel for the equipment, machinery or systems
electrical supply.
The contractor shall include in its offer all devices and auxiliary materials required for
the complete and correct power installation, such as safety switches (one for each
motor), labeling system installation cables and cabinets (all cables must be marked at
both ends).
The contractor shall include in its offer all pushbuttons to start and stop motors other
than controlled remotely from the control room. These keypads must be at least IP54.
All equipment supply must have a service switch for each motor and its appropriate
Lock Out Tag Out (LOTO).
The contractor shall include in its offer any modification, supply, modify or extend from
the medium-tension transformer and the bank and from the bank of transformers to the
main switchboard, considering the entire pipeline, protection and other components.

The contractor shall submit the detailed elements included in its offer for this section
breakdown, and the proposed brands.
For the of electrical power and control devices, they should be preferably of Siemens,
Cutler Hammer, Square D, ABB, Allen Bradley brands (the order does not indicate any
preference).
For the case of variable frequency drives, the preferred brands are Danfoss or Allen
Bradley.
Section 310. Automatic process control:
The contractor must consider in its offer the provision of an automation system for the
process, which allows operators to proper control process variables, a constant
monitoring of the process and the issue of reports on relevant variables and variables
regulatory process as well as interconnection with the existing WWTP. This system
shall be ruled by the following specification:
The contractor shall provide all updated licenses for every software used and installed
on the automation systems to be supplied, all the licenses shall be duly registered in the
name of Fine Choice Meats Limited. Licenses must be of type server - client enabling
later integrations of more operators or monitoring stages.
In the case of the PLC, the preferred brand are Allen Bradley, Contrologix model
(preferably).
The brands to be used for the automation elements and instruments should be subject
to the approval of the Owner, to ensure that the brand has available support in parts
and service in the country.
The contractor must submit all documentation required for the installation of automation
systems, as well all as built documentation of the automation system, which shall
include at least the complete topology, all connection diagrams, layout, back up
programs, list items and tags, as well as a training course for the Owner automations
staff.
For display applications, control, monitoring and data acquisition, the use of commercial
solutions tailored such us Wondeware, RSView or similar type are preferred.
The automation system must be designed from a SCADA type philosophy that allows
the generation of reports, the alarm log, event handling, user management, real-time
display of permit applications, etc. This system must have a remote connection
capability.
The communication of all computer equipment belonging to the SCADA system shall be
via Ethernet, TCT/IP- LAN based.

All components for the LAN must be included in the tender and should indicate their
technical properties.
All communication should be done via Ethernet LAN or fieldbus Device net or equivalent
type.
All equipment and materials required for installation of the automation system must be
included in this offer, including air, instrument panels, UPS's, PC's, service equipment,
etc.
All control and power panels must come properly wired according to international quality
standards commonly used for installing these cases, also must supply all of the
drawings and / or diagrams to support the installation. It is mandatory that all control
and power panels must be properly labeled, keeping close relationship with diagrams
and / or drawings.
In the event that a different voltage control to the main power is required, the bidder
must include in its tender the respective transformer and its connections.
The contractor shall submit the detailed elements included in its offer for this section
breakdown, and the proposed brands.
Integrating the existing treatment plant to the new control system and automation could
be considered as OPTIONAL.
Section 311. Startup:
The bidder will be responsible for the startup and commissioning of the system,
including specialized personnel and process supplies needed for stabilizing the reactor.
As well as inoculating the reactor at the startup. Support to the operation of the reactor
for a period of one year with at least one bimonthly visit and technical support via
telephone and / or email with at least 12-hour response time is required.
Section 312. Spares - OPTIONAL:
The offer includes optional recommendation by the manufacturer for the first two years
of operation of the treatment plant spare parts kit, the bidder shall submit a detailed list
thereof, indicating the unit price. The parts that should be included are only those whose
uniqueness make them impossible to find in the local market, or that the part unique
manufacturing and its replacement requires a prolonged manufacturing lead-time.
For the spare parts required for the execution of periodic maintenance routines
recommended by the manufacturer, it shall include in its tender the complete set
required for the first year of maintenance. Therefore, the supply of plant operation for a
full calendar year, should consider implementing preventive maintenance routines, this
being a prerequisite for the reception satisfaction by Owner project requirement. These
preventive maintenance routines should be submitted to the Owner timely before

starting the system operation and The Owner reserves the right to verify on-site
execution as deemed necessary.
It is considered a plus getting 60 day credit terms for the spare parts that might be
required after the first year of maintenance.
Section 313. Training:
The contractor shall include in its offer a training program for personnel of the Owner,
for operation aspects of the equipment and systems, and maintenance and
adjustments.
Training should be given in English and must be performed by qualified contractor in
each of the areas covered by the training.
Training must be supported by printed training material, which should be provided by
the contractor and distributed to all participants.
Regarding the subject of automation, the contractor is required to include in its bid a
special training section, which allows the Owners staff the appropriate level of
knowledge and understanding about it.
All training must be given by the Contractor during the last quarter before the expected
date of delivery of the project to the Owner.

Section 314. Technical catalogs:


The contractor shall include in its tender delivery of all technical manuals and catalogs
for both equipment and specific systems as a whole. Likewise shall deliver all
construction drawings and flow diagrams updated (as built) at the end of the project.
All catalogs and technical manuals shall be submitted three copies in English language.
Section 315. The Owner environmental policy:
The Contractor shall submit a waste management plan, which must be endorsed by the
environmental regent appointed by the Owner. Also of particular interest of the Owner is
that Contractor conduct a strict vigil on Guanapo River during construction of the plant,
so The Contractor shall be responsible for any contamination that generates on the
river.
During the execution of the works, the Contractor shall adapt a place for the
accumulation of waste, which must remain properly cordoned off and away from the
work area. It is the contractor's responsibility to maintain order and cleanliness in all
places where the contracted works are executed, so it must include in its work routine
debris removal, waste paper, plastics, food waste, or any other waste generated as a
result of the work.

Section 316. Security and surveillance:


It is the sole responsibility of the Contractor supervision and safety of its equipment,
tools, materials, etc., so it must have a vigilant at night time or times as the contractor
deems necessary.
The storage of materials, equipment, tools, etc. during the time of execution of the work
is borne by the Contractor. The Owner has no responsibility for theft or thefts that occur
on assets, goods or property of the Contractor, until these have been formally received
by the Owner. Security staff assigned to the Contractor for the project will coordinate
basic aspects of its work with the Department of Safety and Security of the Owner.
Section 317. Quality control:
The Contractor must have a quality control process for concrete, rod, and other
materials that requires it. The Owner, meanwhile, may hire an accredited laboratory to
carry their quality control. In case of divergence of the results the Contractor is required
to give the Inspector lab the results from its lab, in order to carry out a study and make a
decision. If the test result is negative, the Contractor shall cover the expenses incurred
thereon and the cost of repetition generated for verification. Any delay of the work
suffered because of negative quality test results, are borne by the Contractor.
Section 318. Project environment:
The Contractor assumes responsibility for the damage to adjacent buildings and works,
and the damage caused to third parties because of execution of the construction works.
Also assume responsibility for the damage and deterioration suffered by the work under
this contract or parts thereof, whatever their origin or cause, and they happen within the
period between the start of construction work and the formal acceptance of the work
completed. The Contractor should therefore take precautions to prevent such an
incident. The cost of compensation to third parties, and repair and reconstruction works,
elements and finishes damaged or deteriorated shall be borne by the Contractor,
otherwise, that the Owner may deduct those costs from balance due, without prejudice
to legal action.

Section 319. Occupational health:


The Contractor shall have on site an occupational Health and safety manager who must
ensure that it meets all the standards and Safety Regulations, and the monitoring and
enforcement of standard practices in this area in any of the activities undertaken.
The Contractor shall provide the necessary safety items for all its workers, watching the
mandatory use of this equipment (helmet, goggles, jackets, steel toe boots, etc.)
throughout the process of the project.
In addition, the contractor must properly point out the hot spots during the work and fit
proper protection of this specification compliance and regulations specified by the
Owner in this area, and whose rules must be respected at all times.

In case of dynamite blasting, they must follow strict safety procedures, use of damping
elements as being mandatory sandbags around the point of the explosion, so it must be
done to bring proceedings signaling equipment from the blast zone.
The contractor shall submit at least once a month a brief report on occupational safety
in which the most important events are reported.
Notwithstanding anything contained in this document, no contract shall arise until the
successful party executes a binding written agreement setting out the terms of the
agreement between the parties. Nothing said done or written prior to the execution of
such an agreement shall therefore have any contractual force.
