Shaheed Benazir Bhutto University [ SBBU ], Shaheed Benazir Abad
[ SBA ], an emerging public sector university in the center of rural Sindh Province, is
fully charted University Established through legislative act of the Sindh Assembly [ Sindh
Act

is

funded

by

Higher

Education

Commission

[socialHeaderIcons], Pakistan. The university aims at promoting quality academic and


professional programs covering all dimension of education. Focus of the university will
be the social and basic sciences. At present there is an acute shortage of quality
manpower in Pakistan particularly in rural areas. As a result, Education youth from rural
areas cannot compete for highly technical and professional jobs, resulting into
unemployment and lack of confidence among the rural youth. Therefore the university
will also offer market-oriented programs and develop qualified and motivated
professionals through quality education so as to reduce unemployment in the country.
The university will offer 4-year bachelor of studies program in Education, Business
Administration, English, Information Technology, Mathematics, Physics, Chemistry,
Botany, Zoology, commerce and Pakistan Studies.
The undergraduate program will develop the board perspectives, critical thinking skills
and problem solving capacities required for effective leadership. Curriculum will connect
classroom

learning

with

real-life

experience.

The

educational

process

will

be

characterized by participation in research and community projects, the analysis of cases


and fieldwork of various kinds.
While the development of the new university continues three degree programs are
launched by the university which are B.Ed. (Hons), BBA and BS (English).

international distinction with a view to face global challenges.

Mission
Shaheed Benazir Bhutto University has been established with the objective of providing
affordable quality education and development of manpower to accelerate the pace of
socio-economic development in the country. SBBU's mission also encompasses passion
or changing the society by developing students into committed professionals and
responsible academia.

COLLEGE AND UNIVERSITY RANKINGS


College and university rankings are rankings of institutions in higher education ordered by
various combinations of various factors. Rankings have most often been conducted by
magazines, newspapers, websites, governments, or academics. In addition to ranking entire
institutions, organizations perform rankings of specific programs, departments, and schools.
Various rankings consider combinations of measures of wealth, research excellence and/or
influence, selectivity, student options, eventual success, demographics, and other criteria.

ROLE OF HIGHER EDUCATION COMMISSION


The Higher Education Commission of Pakistan is an independent, autonomous,
and constitutionally established institution of primary funding, overseeing, regulating, and
accrediting the higher education efforts in Pakistan. Preceded by the University Grants
Commission (UGC) in 2002 by a constitutional amendment, the universities were formerly
accredited by the UGC established in 1947; the institution was revised 1974 and came its modern
form in 2002 with additional executive reforms granted by the constitution. Under a new and
revised reforms, the HEC is made responsible for formulating higher education policy and
quality assurance to meet the international standards as well as providing accrediting academic
degrees, development of new institutions, and uplift of existing institutions in Pakistan.
The HEC also facilitated the development of higher educational system in the country with main
purpose of upgrading the universities and colleges in the country to be focal point of the high

learning of education, research, and development. Over the several years, the HEC plays an
important and leading role towards building a knowledge based economy in Pakistan by giving
out hundreds of doctoral scholarships for education abroad every year.

STEPS TO BE A BETTER UNIVERSITY


University administrators are beginning to recognize that economic conditions have changed.
Although the economy may gradually get better. I would like to share with you ten steps that I
believe would both keep the university on an even financial keel and help convey its strengths to
a wavering public.

1) Limit enrollment

Because the university system has grown so fast (twice as fast as the states population in
recent years), its time to slow down. Too many students are not qualified for admission.

2) Re-evaluate academic programs

Some chancellors are doing this nowreviewing their degree programs and
consolidating, eliminating, or cooperating (with other campuses) to make teaching more
efficient. One evaluation tool is to determine whether graduates in various majors are
getting jobs. Another is assessing the intellectual value of courses, removing fads and
lightweight courses about pop culture, for example. Creating a true core curriculum for
general education and limiting the highly specialized courses that count as general
education would go a long way toward increasing the quality of the college experience.

3) Reevaluate teaching vs. research


The effort to be bigger and better in research may boost the reputation of one school or
two schools, but in this environment it is a dangerous model. The value of much research
is being questioned todayespecially research covered by faculty salaries (as opposed to
federally funded research). The public believes that undergraduate education is the core
of the university, not academic scholarship.
How many classes are professors teaching? That is what the public wants to know.

4) Re-think graduate degree programs

If graduates can't find jobs either inside or outside academia, it is unconscionable to


keep producing them. Without as many graduate students, tenure-track faculty would

have to teach more. But at a time of dwindling employment opportunities, thats not a
bad situation to be in.

5) Attract the faculty

If you want to raise your university, you need to maintain research quality which is the
part of strategy. Hire the talented best scholars and put them in the positions of power.
Great scholars work there because of their culture, environment and policies.
Attract the faculty you need best leader, the best universities show their status because
they hire best scholars as their head.

6) Control quality through hiring panels


The vice-chancellor is the standard bearer, and, therefore, he or she should set the quality
threshold in the institution. If you want good hires to be made, then control the process
yourself. A head will, and should, delegate, but only after those receiving the delegated
powers have proved themselves. Make sure the very best researchers are on hiring and
probation committees. Create a committee to advise the vice-chancellor that polices all
hiring, promotion and probation decisions. Ultimately, if this process is going to work, it has
to be driven and monitored by a leader.

7) No Pain, No Gain
If you want to change an organization, it is going to hurt. If you just want an easy ride for a
few years before you get a pension, then dont bother with a strategy for change.
The leader, board members, junior faculty and some of the top people may think that moving
up in the rankings is a great idea. But it is unlikely that everyone else will. We all tend to
prefer the status quo. This is why the head of department should be someone who can take
tough but fair decisions; and when heads of department make those difficult decisions, the
vice-chancellor and other top team members must support them.
The final say on tenure or probation decisions should come from outside a department. But
often there is a culture of you scratch my back, Ill scratch yours - in other words, well go
with your departments first choice if you go with ours.

Any committee making probation decisions has to be controlled by the vice-chancellor,


via delegation to a pro vice-chancellor of research if necessary, and it should be
populated by your best scholars, who are fully aware of the universitys strategy with
regard to hiring and promotions criteria.

8) Pay Handsome Salary

A university should be prepared to pay a decent salary for the privilege of a top-notch
department head. Offer a lot more than one terms sabbatical leave, often spent in rehab!
Great department chairs make all the difference to the job of vice-chancellor. Again,
heads of department should be among the best scholars in the department, and the vicechancellor should make the appointment.

9) As a leader, Be accessible
Be able to take bad news, too. You have made it to the top and that is quite something.
Now you can have a little humility and make others feel good about themselves. Be
available to students also: eat where they eat; give a seminar or lecture directed at the
student body; and let them know who you are.

Start to train scholars in management and faculty

If, as I have argued, good scholars make the best leaders in universities, then potential
scholar-leaders need to be trained early in their careers.
Much management education is viewed as overly long-winded and not tailored to the
needs of academics. Young scholars have almost no incentive to go on these type of
courses, because they are viewed as being detrimental to their research careers.
Short, concise, relevant courses (half-day maximum) should be offered with necessary
incentives to researchers throughout their careers - little but relatively often.

11)Give the leader Plenty of Powers


Leaders need power if they are to be effective. Dont force them to go through loads of
committees before a decision can be made.
Give a leader power and his or her own modest pot of money, but ensure that you have a
decent chair of the board or council acting as overseer.

A university head must have the power to pick his or her top management team.
The vice-chancellor should, if possible, select the top team within the first few months of
being in post.

Too Much Change, No Gain

University strategy is usually initiated and led by the vice-chancellor. Leaders should
have control of the strategy and the concomitant powers to make it happen.
But a head may stay in post for only a few years. So to avoid the institutions strategy
flip-flopping each time a new leader arrives, the board should attempt to bear overall
responsibility for it.
In other words, try to be consistent when hiring leaders. If the overarching strategy is to
develop the best interdisciplinary social science faculty, or the largest medical school in
the region, then hire the next vice-chancellor with this in mind.

Hire Scholars As a Leader

The evidence from my research shows that the best universities are led by outstanding
scholars and also that better scholars improve the future performance of universities.
Of course leaders must be good managers with experience of leadership, but that should
be assumed.
A back-of-an-envelope suggestion is that the vice-chancellor, rector or president should
be at least as good as the top 10 per cent of scholars in the institution.

Hire the Best

Again, the vice-chancellor should create and drive this process, and be available to talk to
potential hires personally, as should the pro vice-chancellor for research and the head of the
recruiting department. As mentioned earlier, the vice-chancellor should sit on major hiring
panels or, at the very least, review the candidates. If the university head isnt able or prepared
to control the people who join and leave, then the game is lost.
Dont just advertise; think about who the perfect candidate might be. Human resources
departments could become more active in attracting (and keeping) the best staff.
If you are looking to hire a dean of school or a head of department, stop all new
appointments in that department prior to the head arriving, especially key positions such as
professorships.

ranking. So we have discussed the requirement or qualities for make the university on
the top ranking. I have discussed the introduction of Shaheed Benazir Bhutto University
Shaheed Benazirabad the next I have to choose another government university and
compare both of them that where we should make improvement. I have chosen Liaquat

Liaquat University of Medical & Health Sciences started as a Medical School in 1881 was
established to provide excellence in health professional education and research, to
educate and train undergraduate and graduate students of medical and health sciences
in Pakistan, in accordance to the international standards.

History
Liaquat University of Medical and Health Sciences Started as a Medical School in 1881. It
was raised to the status of medical in 1942. Liaquat University is located on the right
bank of the Indus River at Jamshoro. It is 160 km north from the port city of Karachi and
16 km from the historical city of Hyderabad.

Vision
The mission of Liaquat University of Medical & Health Sciences is to foster excellence in
health professional education and research, to educate and train undergraduate and
graduate students of medical and health sciences in accordance with highest professional
standards and ethical values and to meet the healthcare needs of the community through
dissemination of knowledge and service.

WHAT STRATEGIES THEY APPLIED TO MAKE THEIR


UNIVERSITY INCLUDE IN RANKINGS
Liaquat University of medical and health sciences Jamshoro has many departments
which are not mentioned in the assignment research papers and more. Before 10 years it
was far away from rankings. But after 2003 LUMHS was growing day by day. Why
suddenly it was growing because of their vice chancellors, when Prof Dr. Naushad A.
Sheikh get the charge from Prof Dr. Jan Muhammad Memon university environment
facilities, availability of resources or in other words justice with everyone were doing.
Mostly in Pakistani as well as foreign maybe universities already Strength of Students
Nice Faculty, Nice Planning. The difference between the period of Prof Dr. Jan
Muhammad Memon and Prof Dr. Naushad A. Sheikh is that Current Vice-Chancellor
has done the work as leader should do. First of all this man finished comrade system as
you can mean this word in that sense criminals or terrorist from the campus. In the
campus every relative of student being visited classes practical hall and more which is
only allow to student but the students relatives were there and attendance problem
anyone of their friend can make the present of his or her friend. So Prof Dr. Naushad A.
Sheikh decide to change the every conflicts were there, now student without swipe ID
card cannot enter into the campus and also without thumb impression they cannot be
the present. It was the quality of work. Every year LUMHS Publish their research papers,
you can see and download from their official website. In simple words Cleanliness,
Technology, Faculty, Environment, Mess, Faculty Residential Facility, Building,
Environment etc. LUMHS offering special two courses MBBS (Bachelor of Medicine and
Bachelor of Surgery) and BDS (Bachelor of Dental Surgery) and another is nursing
course. When they do the advertisement its look attractive than SBBU. Everything being
noted.

As I think and experience of Liaquat University of Medical and Health Sciences
Jamshoro, Let the leader powerful we need changes to become the top ranking just like
Strength of Students, More Departments, and Best Faculty. Our environment is great
check and balance between students. SBBU needs to improve their website and make it
innovative update it regularly, we should work on more research papers, quality and
control. Actually I start from first to last we have to appoint PhDs Faculty. Conduct
entrance test from third party like NTS also semester paper from external system,
everything should be control by technological way, handsome salary to our Faculty that
they work more hard. So SBBU needs more change. I think there are four or Five PhDs in
SBBU. Peoples note faculty strength of students and culture of university.

CONCLUSION

Shaheed Benazir Bhutto University is growing day by day gradually as compare to


Liaquat University of medical and health sciences but more important is that we have
lack of main campus, students, and faculty. Changes required in every field. Information
Technology Department should more work on their relevant field we need faculty,
building and give handsome salary to our faculty to remain here. LUMHS has took more
time or in other words experience LUMHS has much more department due to their spent
of time we also need to launch more departments that students come forward in the
university we make sure to the public about quality of education, we should do public
events to advertise or make marketing of our university.
