1.1
The present Specific Rules define the particular conditions of application of the General Rules
of the NF mark to the sanitary appliances.
The NF-Sanitary appliances mark relates to the following products :
baths (of cast iron, of steel, of synthetic materials) ;
shower trays (of ceramic, of steel, of cast iron, of synthetic materials) ;
wash basins and hanrinse basins (of ceramic) ;
vanity tops and pans (of ceramic, of synthetic materials) ;
bidets (of ceramic) ;
WC pans and equipped cistern units ;
equipped flushing cisterns, independent or coupled ;
WC packs ;
independent WC pans ;
bearing frames ;
shower enclosures ;
sanitary appliances for public use ;
baths equipped with whirlpool systems ;
sinks (of ceramic, of stainless steel, of synthetic materials).
10 families are considered, based upon the tests provided for by the standards and
complementary specifications.
The bearing frames intended to suspend WC pans are certified with their equipped cisterns: in this case, the unit
constitutes a family.
Page 8 / 190
This application of the NF mark is intended to attest that the products it certifies :
- comply with relevant regulations in force, standards and eventual complementary
requirements when applicable, see part 2 in this Specific Rules ;
- come from a production the quality of which is controlled according to the relevant
provisions (see subclause 1.4 of the Rules).
Any legal entity :

REFERENCE DOCUMENTS
___________________________________________________
The set of reference documents of the NF-Sanitary appliances mark is constituted by the
General Rules of the NF mark, these Specific Rules and the standards which are referred to in
them, as well as possible complementary specifications.
These are the certification references in the sense of the Consumer Code.
2.1
The NF mark is a registered trademark with General Rules that establish the general
organization and use conditions of the mark.
These Specific Rules are consistant with the framework of the certification of products
and services other than alimentary, as provided for in articles R 115-1 to R 115-3 and L
115-27 to L 115-33 of the Consumer Code. These Specific Rules specify the guidelines
for applying the General Rules of the NF mark to products defined in part 1.
The right to use the NF mark is granted based on conformity to standards and, generally
speaking, to all the reference documents defined in this part, for a product coming from a
designated manufacturer and from a designated production.
2.2
The sanitary appliances covered by these Specific Rules shall comply with the requirements
defined in the standards referred hereafter.
Moreover it is advisable to apply any amendment or version in force, which is attached to the
standards, when applicable.
In complement of the requirements of the standards, the products must satisfy the
complementary specifications also defined below.

QUALITY REQUIREMENTS
This article describes the minimal provisions that the applicant or manufacturer of the right to
use the NF mark must set up as regards organization of quality in order to make sure that the
products which benefit from the NF mark are permanently manufactured in compliance with
these Specific Rules.
It is supplemented by quality requirements which the applicant or manufacturer must respect
with regard to the product.
This part constitutes the reference documents for the audits.
The system retained for the present application of the NF mark is based on a permanent
inspection by the applicant or manufacturer of conformity to the complementary standards and
complementary specifications if applicable, of the delivered products. This system is described
in paragraphs 2.4.1 to 2.4.4.
It corresponds to:
the installation by the applicant or manufacturer of a system conforming to the
present article,
the methods of assessment of this system by a third-party (described in parts 3 and 4
of these Specific Rules).
2.4.1
Quality project
The manufacturer must note that all measurements necessary to the manufacturing and the
delivery of the products in conformity with the standards and the complementary specifications
are taken and applied. The whole of these measurements constitutes the quality plan.
The quality plan must contain at least the following documented procedures:
a procedure describing the manufacturing process and controls carried out from the
reception of the raw materials to the finished product ;
a procedure describing the treatment of the products which are not in conformity.
The manufacturer must keep for at least 18 months a statement of all the complaints relating
to the products concerned with NF certification and of their treatment.
All the equipment of control, measurement and test used by the manufacturer for final controls
and tests must be calibrated and regulated for compared to certified or checked equipment
which refers in a valid way to the standards recognized on the national level.
The calibration frequency is determined based on the type of machine and how frequently it is
used. It is left to the manufacturer to decide. However, a minimum frequency may be required
of it in situations of irregular frequency.
Traceability:
The manufacturer must have an organization which is able:
to identify the components of the product as well as the suppliers and subcontractors,
to ensure the identification of the product and its traceability.
2.4.2
Page 20 / 190
Checking of conformity
Methods of control
2.4.3.1
General
2.4.3.2
2.4.3.3
Page 21 / 190
The manufacturer organizes as it wishes the controls carried out at the various stages of
manufacture.
2.4.3.4
2.4.3.4.1 General
The manufacturer is responsible for the organization of these controls which can be carried out
by survey except with regard to the visual inspection which must be a unit control.
The products which are not in conformity with the standards and the complementary
requirements if necessary must be eliminated.
2.4.3.4.2 Definitions of controls and the frequencies according to the products
Controls to be carried out and their frequency are defined in various tables:
Table 1
Table 2
Table 3
Table 4
Table 5
Table 6
Table 7
Table 8
Table 9
The parts to be controlled are taken in the store among the products accepted after the
operation of edition or among those which were not accepted for a cause which does not
affect the characteristic to be checked.
The test being used for the determination of the characteristics of surface will have to be made
according to the same process as the appliances.
Sampling is to be adapted to the production of the moment.
2.4.3.4.3 Rules down-sealing the frequency of the tests
This rule of down-sealing applies independently for each family.
The changes of the applicable frequencies are indicated with the sending of the decisions and
must be applied to reception of those. The frequencies remain valid as long as no contrary
indication is given.
Definition of the frequencies of the tests:
There are 2 levels of frequency for controls on finished products: the normal frequency and the
reduced frequency; they are defined by type of product in tables 1 to 9 hereafter.
The normal frequency applies at the time of the admission of a new factory for one 5-year
period.
For this period, all non-conformities detected by the auditor will have to be closed at the target
date of the manufacturer.
Page 22 / 190
In this case, and on favourable opinion of the Committee, the manufacturer will be authorized
to pass to reduced frequency at the end of this period.
In the contrary case, the normal frequency will be renewed for 1 year.
The Committee will be able to propose a return to the normal frequency if the auditor detects a
non-conformity for which the manufacturer did not set up a corrective action in the year which
follows its notification.
2.4.4
Logging of controls
The results of the controls carried out by the manufacturer are logged.
The logging can arise on any support, such as paper medium or data-processing form.
It is asked to clearly distinguish the loggings concerning the results from the controls carried
out on the raw materials and other supplies, from controls carried out in progress or at the end
of the manufacture.
The conformity certificates or the cards of analysis given by the suppliers must be collected
and held at the disposal of the auditor, accompanied by the corresponding specifications.
The loggings of controls on the end product must comprise at least the dates of execution of
the tests, the results, the reference to the texts or control methods and the validation.
All the loggings must be kept for at least 18 months and made available to the auditor
constantly.

MARKING
NF mark in general
Reference texts
Page 40 / 190
This paragraph describes both the NF logo affixing procedure and the marking of the certified
characteristics. "Certified characteristics" are all data, the content of which is checked within
the framework of the NF mark.
It covers the following three aspects:
1. Affixing the NF logo on the NF certified product
2. Affixing the NF logo on the packing of the NF certified product, if relevant
3. Affixing the NF logo on the documentation and in publicity
Reproduction of the NF logo must be in accordance with the graphic chart, available from
AFNOR Certification.
Any manufacturers who become the holder of the NF Sanitary Appliances mark after the
application date of this specific rules version will only use the new logo.
Using the logo with the words in English "BY AFNOR CERTIFICATION" is not
authorized in the framework of the NF Sanitary Appliances mark.
2.5.3.1
Each certified product shall be marked permanently and indelibly with the following
information:
The logo with the mention PAR AFNOR CERTIFICATION or, for technical reasons
(Logo molded or affixed by a stamp), the logo without the mention PAR AFNOR
CERTIFICATION (reproduction on an unspecified scale with a minimum width of 8 mm),
A mark enabling the identification of the manufacturer,
A reference making it possible to know the manufacturing date to within one month,
A reference to the production factory,
The reference of the appliance model, corresponding to the catalogue.
NOTE 1
The manufacturer's mark and the production factory reference can be run
together. If this information is coded, the code shall be deposited at the technical
secretariat and brought to at least two characters.
NOTE 2
The NF mark can be affixed to a part which does not have to be enamelled for
the ceramic appliances. It shall remain visible at least until the appliance is
installed.
Page 41 / 190
NOTE 3
With regard to the marking of bath equipped with whirlpool systems, the NF logo
shall be affixed so that there is no ambiguity with the marking of the bath itself.
Double NF marking of the bath with whirlpool systems (marking of the bath and of
the whirlpool system) is not obligatory if the manufacturer produces bath and
equip them with the whirlpool system in the same factory, without selling them
un-equipped. In this case, the NF logo must at the least and obligatorily, be
affixed on the whirlpool system.
If a bath with a whirlpool system which is not NF certified, but the bath alone is
NF certified, the corresponding NF logo must be withdrawn.
NOTE 4
The marking of the products can be done with self-sticking labels after approval
from the technical secretariat. This type of marking is not preferred. If marking is
authorized using a self-sticking label, this one is regarded as permanent if the
label cannot be completely withdrawn by pulling off.
NOTE 5
NOTE 6
Following the change of logo in January 2011, manufacturers are allowed to affix
the previous version of the NF logo on their NF certified products:
- Until 1 January 2014 in the case of labels;
- Until the next change of buffer if the NF logo is affixed with a stamp;
- Until the next change of mold or matrix.
2.5.3.2
The packing of the certified product can carry the following information:
The NF logo according to the Graphic Chart (reproduction on an unspecified scale with
a minimum width of 8 mm),
The name, the letter symbol or the reference identifying the manufacturer,
The appliance model number, corresponding to the catalogue,
The colour and/or the appearance of the enamel.
Logo NF can be affixed on the packing of products only if all the products constituting this
unit are certified NF (insofar as those are the subject of a NF mark).
Following the change of logo in January 2011, the holders of the NF mark are authorized to
affix the previous NF logo on their NF certified products packaging until 1 January 2014.
2.5.3.3
The NF logo on the documentation (Technical and commercial documents, tags, posters,
advertising, web sites, etc) shall be reproduced in conformity with the graphic chart, an
unspecified scale with a minimum width of 8 mm).
The NF mark must not be used in any document other than to distinguish certified products
and this without creating a risk of confusion. For this reason, the trade mark, the name of the
range and the reference of the product under which it is certified NF must be mentioned.
Furthermore, the catalogue should have a chapter which explains the scope of the NF mark.
On the letterhead of notepaper used for the NF mark holders correspondence, the
reproduction of the NF mark is prohibited unless the holder benefits from the NF mark for all
his products.
To correctly interpret this paragraph, it is recommended that the holder submit all documents
where the NF mark is mentioned to CSTB.
Page 42 / 190
Following the change of logo in January 2011, the holders of the NF mark are authorized to
affix the previous NF logo on their documentation and advertising about their NF certified
products until 1 January 2014.
2.5.3.4
To apply the article R115-2 of Code Consumption (see 2.5.2), the document presented
hereafter has been drafted, which shall be included just as it is in the catalogues, general
price lists or website.
Concerning the article " What does the NF mark bring? " of this document, the holder is not
obliged to include in his information on the certified characteristics the paragraphs
concerning the products which it does not manufacture or does not resell.
In case the manufacturer holds a right to use the NF mark in several 'sanitary and plumbing'
fields (for example for the valves and appliances as well as for the sanitary appliances), it
shall pick out the paragraphs concerned from its documentation, since the informational
documents have the same screen.
It should be remembered that for the French market the information shall mandatorily be
given in the French language (Law of August 4, 1994). If necessary, the information can also
be given in one or several other languages.
In addition, the NF Mark holders for one or more enamelled sanitary applicances have to
include in their catalog the information mentioned in the document 04 - Part 2 of this specific
rules.

SANITARY APPLIANCES
What is the NF mark?
The NF mark, affixed on a product, certifies that it complies with the standard concerning
it and, as the case may be, with complementary technical specifications, requested by
the contract.
The characteristics fixed and monitored by AFNOR Certification are set down out
Specification Books called technical rules or documentation, prepared in co-ordination
with the manufacturers, the distributors, the consumer associations, the laboratories and
the public authorities.
The technical rules for certification concerning sanitary appliances are numbered 017.
The Centre Scientifique et Technique du Btiment (CSTB) (Scientific and Technical
Building Centre), the Socit Franaise de Cramique (SFC) (French Ceramics
Association) and the Laboratoire Central des Industries Electriques (LCIE) (Central
Laboratory of the Electrical Industries) perform tests on products and audits of companies
within the framework of this application.
On what products is the NF mark found?
The NF mark is affixed to the following products :
Wash basins and hanrinse basins (ceramic),
Bidets (ceramic),
Shower trays (ceramic, steel, synthetic materials),
Sinks (ceramic, stainless steel, synthetic materials),
Baths (cast iron, steel, synthetic materials),
Whirlpool baths,
Vanity pans and vanity tops (ceramic, synthetic materials),
WC pans with and without coupled flushing cisterns,
Equipped cisterns,
Sanitary appliances for public use,
Bearing frames,
WC packs;
Shower enclosures.

Any suspension or any withdrawal of the right to use the NF mark entails the prohibition to
use the NF mark and to refer to it.
In the same way, products, which accidentally are not in compliance, shall be demarked,
destroyed or set to conformity.
The catalogues and other documentation shall not mention the NF mark for the product
suspended or withdrawn (erratum and/or withdrawal).

Dispensation from the standards
___________________________________________________
Dispensation from the standard NF EN 31, NF EN 35, NF EN 36, NF EN 232 and
NF EN 251 :
Gauges mentioned in standards NF EN 31, NF EN 35, NF EN 36, NF EN 232 and NF EN
251 are replaced by the gauges presented in document 03.
The width of the flat plane of the tap platform from the centre line of the central hole to the
back edge of the flat plane (g4) must be superior or equal to 30 mm.
The distance from the centre line of the centre hole to the backwall (g5) must be superior or
equal to 45 mm.
It is possible not to respect the t dimension specified in the standard when the handrinse
basin is not equipped with an overflow because, in this case, this dimension does not apply.
On the other hand, if the handrinse basin is provided with an overflow, then it is necessary
to check the concerned waste fitting adaptability to be able to derogate from this
specification (t dimension).
It is permitted to have wider fastening holes than those recommended in the EN 111
standard in order to allow an easier fitting of the corner handrinse basins in the event that
the bolts are pre-positioned on the receiving wall.
Page 47 / 190
Page 48 / 190
Value X (difference of level between r and r1 for the accessibility of tools) mentioned in
table 2 of the 5.1 (page 6 of the standard) is not controlled within the framework of NF
mark.
For the value of the dimension D1 (diameter of the opening of the overflow) specified in
table 4 of the 6 (page 9 of the standard), it is necessary to read 32 12 mm.
Dispensation from the standard NF EN 14055 :

Preferential fields of use for enamelled sanitary appliances
___________________________________________________
The following information must appear in the catalogue of the manufacturer.
For enamelled sanitary appliances, 3 classes of wear are defined depending on the abrasion
resistance of their covering.
This resistance is defined by a standardised test (NF D 14-501) commonly called abrasion
test PEI.
According to this method, the enamelled surfaces are worn gradually by mechanical friction
of steel balls or of an abrasive.
The assessment of the degree of wear is noted in one of 3 ratings by a visual examination:

any other suitable method.
The sinks to be inset or to be incorporated shall come with at least 3 fixing lugs for a single
round basin or a single drainboard and 4 lugs for a rectangular basin and 8 fixing lugs in the
other cases.
It is not mandatory to provide the drain. When the drain is supplied in the NF equipped sink
packing, it shall carry the NF mark.
All the sinks shall have sound insulation panels under the drainboard(s) and the sink(s). The
minimal dimensions of these panels are (150x100x1) mm or equivalent surface areas in
other dimensions.
3.2.1
Basin
MANUFACTURE
Waterflow
The bottom of the basins and the drainboard shall be designed to enable all flow of liquid
toward the drain opening.
In particular, the drainboard slope toward the basin shall be at least 0,6%.
3.3.2
Cleaning
The sink shall be designed so that all visible parts of it shall be accessible to the user to
enable him to clean it.

4 CHARACTERISTICS
4.1
DIMENSIONAL CHARACTERISTICS
The dimensional characteristics are checked using the inspection means suitable and
appropriate to the dimensions to be measured (in particular with relation to the tolerances).
4.1.1
Overall dimensions
Sinks can have lengths greater than 1400 mm in incremental modules of 100 mm.
The tolerance on these dimensions is 2 mm.
Certain exposed sinks can have a raised rear edge.
4.1.1.2 Sinks to be inset or to be incorporated
The overall dimensions (length and width) are left to the manufacturer's discretion.
The tolerance on these dimensions is 2 mm.
4.1.1.3 Depth of the main basin
The depth of the main basin, measured between the bottom of the basin (at the waste outlet
hole) and the upper edge of the sink shall be at least 150 mm.
4.1.2
Dimensional deviations
4.1.2.1 Angularity
The deflection measured in compliance with subclause 4.2 of Standard NF D14-510 shall
remain less than 2% of the length of the edge measured.
4.1.2.2 Squareness of the installation edges (edge in contact with the worktop, for
example)
The deflection measured in the two planes (vertical and horizontal), measured in compliance
with subclause 4.4 of NF D14-510 (with the sink applied against the surface plate), shall
remain less than 1% of the length of the edge measured.
4.2

Complementary specifications for baths
___________________________________________________
1
The edges of bath must have a sufficient slope to allow the return of water towards the
interior of the bath.
The tolerance granted for the flatness or the veil of the edges does not allow to make the
attempt by putting only a rule on the bath to verify the hillside of these edges.
One or the other of the two following methods can be used indifferently for this checking:
1- Position a steel ball successively in several points of each edge and to check that it
rolls freely towards the interior of the bath.
2- Pour water successively in several points of each edge and to check that it runs out
towards the interior of the bath. Water retained by phenomenon of surface tension is
not taken into account.
2
The derogation from the test of outflow of water on the range being behind the head restraint
is authorized when the head-restraint takes all the width of the bath.
3
If the dimensions of connections "a" and H" correspond to the values necessary to a special
emptying, the manufacturer does not have any obligation to provide this type of emptying
with the bath.
In this case, the manufacturer must specify the type of the emptying in his documentation.

The baths using the manufacture of the whirlpool baths must be in conformity to the
standards with regard to them and the manufacturer must answer all the specifications of the
NF-Sanitary appliances mark (NF017).
The non-return valves equipping the whirlpool baths, intended for the protection of the
drinkable water supply network, must be in conformity to the standards with regard to them
and the manufacturer must answer all the specifications of the NF-Antipollution of water
installations mark (NF045).
0
GENERAL SPECIFICATIONS
0.1
DESIGN
The electrical connections of the whirlpool system for general use shall be feasible when the
bath is installed.
Devices designed to absorb vibrations shall be provided both on the whirlpool system and on
the bath.
The connection between the vibratil component (pump or turbine) and the fixed component
(bath) shall be provided so as to reduce the propagation of the vibrations, by means of a
flexible connection, for example.
The air intake port of the turbine shall be designed so as to eliminate any risk of accidental
plugging and shall be protected by any suitable means.
The design of the whirlpool system shall not cause, at any time and in normal conditions of
use, any overflow or projection of water.
Note: This applies to water, not containing additional products, of which the use of some of
them, such as foaming agents, is advised against in this type of bath.
0.2
REQUIREMENTS
Rinsing - Disinfection
For baths for communal use, rinsing, if any, shall be automatic, and shall be initiated upon
drainage of the bath.
The rinse material may consist of:
- water containing a disinfectant for hydraulic systems;
- any disinfectant fluid for aeraulic systems;
- both for composite systems.
The design of the rinsing system is left to the initiative of the manufacturer. However, to be
effective, this rinsing shall allow the passage of a volume of water (or fluid) equivalent to
about 10 times the volume of the whirlpool system and of the pump (or turbine). It shall not
incur a risk of polluting the drinking water supply system.
Page 72 / 190
Aeraulic systems
For units including hot air circulation in the whirlpool system, a safety device shall be
provided to limit the temperature of the air reaching the bath manifold to 70C maximum.
This can be checked by the test described below:
- Carry out the test at room temperature (20 to 25C), with the bath filled with water to
a level above the topmost nozzle.
- Install a thermocouple on the air inlet, at the bath manifold.
- Run the system for 5 mn.
- Measure the temperature.
Shutting of the whirlpool system shall not cause water to flow back into the turbine.
For this purpose, the non-return valve(s) shall be checked by leak and endurance tests,
carried out in conformity with the procedures described in the standards NF P43-007 and
NF EN 13959.
Note : the non-return valve(s) bearing the NF-Antipollution of water installation mark (NF045)
meet the applicable specifications and are accordingly not subject to the tests of this chapter.
Ancillary non-return valves existing on each air injection (so-called comfort valves ) are
not subject to the foregoing tests. However, the absence of any water retention between the
main valve and these valves shall be checked, after flushing the circuit by a suitable fluid, if
this is provided.
1
1.1
PURPOSE
The standard NF EN 12764 (specifications relative of whirlpool baths) indicates how to check
the safety characteristics other than the electrical characteristics.
The standard NF EN 60335-2-60 therefore specifies how the tests to check the hair attraction
for the forced water circulation systems shall be carried out.
Besides the following specification is enforceable:
whenever the bath is fitted with a waste outlet that can be dismounted without a tool,
the hair attraction test is carried out with and without waste outlet so as to test the
most unfavourable case.
2
2.1
PURPOSE
(TURBO
SYSTEM)
The appliances in which the air and water circuits can be connected shall be built in such a
way that, in case of a reduction in the water flow, the water cannot penetrate into the turbine
and cannot come into contact with the active parts or short-circuit the extra or reinforced
insulation.
This document defines the conditions and procedures of quality control to make it possible to
ensure the correct protection on the turbine. It was prepared to be used as documentation
within the framework of the NF mark and it was approved by the Committee during its
session of November 17, 1998.

1.3
DISTANCE L
The distance L between the axis of the clamp holes of the toilet seat and before WC pans is
fixed at 430 10 mm.
When this distance does not respect this specification, a special NF-certified seat (NF240)
must then be provided or recommended with the pan.
Note that if L <420 mm, the pan is said to be short.
1.4
TESTS OF POROSITY
In the case of an enamelled support basin, the 3 test tubes must be taken in every part
comprising a surface, which is not enamelled, which makes it possible to obtain pieces of an
adequate size. If that is not possible, the test must be carried out by using pieces of another
part manufactured with an identical barbotine.
In the case of a non enamelled support basin, the test must be carried out by taking the 3
test tubes in the support, in accordance with the standard NF EN 997.
1.5
The post-rinsing volume test must be conducted on pans whose nominal flush volume is 4L
in accordance with 5.2.6 of the NF EN 997 standard.
2.1
Page 75 / 190
The test of water renewal must be carried out for the independent WC pans or WC suits. For
independent WC pans, the test with a reduced flushing volume has to be done with 2l or 3l
according to the WC pan type.
The purpose of this test is to check, thanks to the use of a dye and with the equipment
defined in paragraph 5.8.2 of standard NF EN 997 that, when flushing is actuated, the trap
water of the WC was renewed with at least:
2.1.1
2.1.2
2.2
PROCEDURE
2.2.1
Make sure that the siphon of the WC is perfectly clean and degreased.
Firstly, actuate the mechanism of draining of the cistern and make sure that the siphon of the
WC is filled with clear water.
Pour in the siphon, with precaution to avoid any projection on ceramics, 100 cm3 of a mixture
beforehand carried out, made up of fluorescein 1g in 1000 cm3 of water.
Agitate gently to homogenize the mixture in the siphon.
Take in the siphon 10 cm3 of water and to pour these 10 cm3 in a test-tube of great
dimension and to supplement with clear water up to 1000 cm3. A few cubic centimetres of
this new mixture (dilution 1%) are poured in a test tube to constitute the pilot test-tube.
Actuate one second time the mechanism of draining of the cistern.
Take in the siphon a few cm3 of water and pour them in a test tube identical to the pilot testtube.
2.2.2
Make sure that the siphon of the W.C. is perfectly clean and degreased.
Actuate first once the mechanism of draining of the cistern and make sure that the siphon of
the WC. is filled with clear water.
Pour in the siphon, with precaution to avoid any projection on ceramics, 100 cm3 of a mixture
beforehand carried out, made up of 1 g of fluorescein in 1000 cm3 of water.
Agitate gently to homogenize the mixture in the siphon.
Preparation of the marker
Take in the siphon 60 cm3 of water and pour these 60 cm3 in a test-tube of great dimension
and supplement with clear water up to 1000 cm3. A few cubic centimetres of this new mixture
(dilution 6%) are poured in a test tube to constitute the pilot test-tube.
Realization of measurement
Actuate once (or if necessary) the mechanism of draining of the cistern and make sure that
the siphon of the WC is filled with clear water.
Page 76 / 190
Again pour in the siphon 100 cm3 of the mixture beforehand used, made up of fluorescein 1g
in 1000 cm3 of water and agitate gently to homogenize the mixture in the siphon.
Actuate second once the mechanism of draining of the cistern (small flushing).
Take in the siphon a few cm3 of water and pour in a test tube identical to the pilot test-tube.
2.3
SPECIFICATIONS
The test result arises from the observation of the colouring of the contents of the two test
tubes.
This result is considered to be satisfactory if the colouring of the test-tube of comparison is
weaker or equal to that of the pilot test-tube.

Operation of WC Pans for children and babies
___________________________________________________
1
PURPOSE
The purpose of this document is to describe the test method to make it possible to check the
operation of WC pans for children and babies for which subclause 5.8.2.7 of Standard NF EN
997 does not apply.
2.1
CHILD'S WC PAN
WC pans, the height of which, at the overflow plane (flange), is equal to or greater than 300
mm and less than 380 mm, are designated under this name.
2.2
BABY WC PAN
WC pans, the height of which at the overflow plane (flange), is equal to or less than 260 mm,
are designated under this name.
3
3.1
3.1.1
Principle
Determine the quantity of rinsing water pouring from the outlet of the WC pan, using 5 litres
of water, after flush draining of two test bodies, simulating faecal material.
3.1.2
Apparatus
Test system
The test system shall comply with that of the standard NF EN 997.
Calibration
To cancel electrical and hydraulic delays and damping which might come into play within the
test system, and because of the nature of the equipment used, a calibration is carried out.
All equipment, as well as each method which may accurately indicate these various
parameters, shall be selected. The magnitude measured shall therefore be corrected
depending on the calibration obtained.
In fact, two calibrations are necessary:
Adjusting a chosen or recommended water volume (5 0,025 l) in the reference standard
cistern.
This adjustment can be obtained by means of two electrical probes, one placed at the
upper level, the other at the lower level in the reference standard cistern.
The water volume, defined in this way, is checked by weighing.
Measurement of the rinsing water volume pouring from the outlet of the WC pan after
passing the 2nd test body.
This measurement can be carried out with the aid of a pressure sensor, positioned at the
bottom of the receptacle, located under the connecting sleeve. The quantity of rinsing
water flowing through the outlet of a WC pan is defined by the difference between the
initial water volume and that measured after the passage of the 2nd test body.
In this case, it is necessary to define the time separating the passage of water at the
sleeve outlet and its determination by the pressure sensor.
Page 78 / 190
3.1.3
Test piece
A child or baby type WC pan, meeting the dimensional specifications set down in clause 2.
3.1.4
Instructions
The pan to be tested is fixed to the test device.
Into the reference standard cistern is poured the quantity of water recommended which will
then be poured out either into the coupled cistern, or directly into the WC pan (case of an
independent pan).
For inspecting WC pans with deep-water vessel, the 2 test bodies are released vertically
from the height of the flange, one after the other, at the centre of the water surface of the
trap.
To check WC pans with flat bottoms, the test bodies are positioned on the pan's flat surface
as shown in Figure 1.
The cistern drain system is actuated, draining the test bodies toward the trap.
After the passage of the 2nd test body, the quantity of rinsing water pouring from the outlet of
the WC pan is determined.
The manipulation is repeated 10 times.
Page 79 / 190
3.1.5
Specification Results analysis
It is considered that the test is satisfactory when:
The 2 test bodies are drained out for at least 8 manipulations out of 10 carried
out.
The rinsing water volume is :
Vn 2,5 l for the positive manipulations (drainage of the 2 bodies),
or
whenever the arithmetic mean of the rinsing water volume for the 10
manipulations is: Vnm 2,8 l.
The flush tests without drainage or with an incomplete drainage of the two test bodies are
counted with a zero value in the determination of the average rinsing volume.
If these conditions are not met, it is necessary to repeat the same procedure for 20 other
flushing manipulations.
In this case, the test is considered satisfactory when:
The test bodies are drained out for at least 16 manipulations out of the 20 carried
out.
The rinsing water volume is :
Vn 2,5 l for all the positive manipulations,
or
whenever the arithmetic mean of the rinsing water volume for the 20
manipulations is Vnm 2,8 l.
3.2
EFFECTIVENESS OF THE EVACUATION OF THE TOILET PAPER
The test is carried out in accordance with chapter 5.2.3 of the standard NF EN 997, by using
6 toilet paper sheets instead of 12.
The 6 toilet paper sheets must be evacuated completely out of the pans at least 4 times out
of 5 tests.
3.3
RENEWING THE TRAP WATER
Conform to paragraph 2 of document 12.
3.4
QUALITY OF WALL RINSING
Conform to article 5.2.2 of the standard NF EN 997.
3.5

1
DEFINITION OF A WC PACK
A WC pack certified NF is a set including, in the same packing, at least a WC pan certified
NF with its equipped flushing cistern certified NF and a toilet seat certified NF.
In the case of WC pans with independent water supply, the NF WC pack can be limited to
the NF WC pan and its NF toilet seat.
For a wall hung WC pan, if the set also includes, in the same reference, a built-in frame, this
one must be certified NF.
If the stop valve is included, installed or not, in the NF WC pack, this one must be certified
NF.
Any other name such as "sets", "box", etc, cannot be associated to the NF logo.
MANUFACTURER OF A WC PACK
The manufacturer of the WC pack is the assembler of the pack. Nevertheless, the
manufacturer must at least manufacture either the WC pan, or the equipped cistern.
If the assembly of the pack is carried out on another site that the site of manufacture of the
basin or of the equipped cistern, then an inspection/audit of the site of assembly of the pack
must be carried out in admission systematically and in surveillance according to the
evaluation of the risks, with the opinion of the Specific Committee of the NF-Sanitary
appliances mark in order to determine the frequency of the visits.
Among others, it will be controlled the implementation of a receipt procedure of products
used in the pack composition (WC pans, equiped flushing cistern, toilet seat, stop valve,
bearing frame). When the product supplier will not be part of the group which belongs the
assembly site, this procedure should include at least the following:
- Checking of the appearance of each received product,
- Checking of the NF marking on each received product,
- Checking of compliance with purchase specifications of each product (hinges for the toilet
seat, equipments and setting for equipped flushing cistern, accessories of the support frame
...).
The standards that apply to WC packs are specified in paragraph 2.2 of the present
certification reference base.
Besides, the toilet seat must comply with the NF-Toilet seat mark (NF240) and the stop valve
must comply with the NF-Sanitary tapwares mark (NF077).

MODALITY OF CONTROLS
3.3.1
Inspections/audits carried out during visits of the manufacturing unit (the audits
relate to the provisions concerning the quality system and the inspections relate to
the provisions concerning the product);
Tests on the products.
Inspection / audit
The visits carried out by the NF inspector/auditor have as an aim to make sure that the
definite provisions and implementations by the applicant in the manufacturing unit fulfil the
requirements of part 2 of these Specific Rules.
The duration of a visit is normally a day, but can vary according to the products, organization
of the manufacturing unit or need to take away products for further tests.
If the applicant or holder sub-contracts a part of his manufacture, the CSTB reserves the
right to send an inspector/auditor to pay a visit to the subcontractor on the same basis as
Certification rule.
All the means (local, installations, equipment) allowing the NF inspector/auditor to carry out
which depends on him the mission must be placed free at his disposal, as well as the
qualified people to implement them.
The manufacturer must commit himself facilitating the task of the agents of inspection/auditor
to that of the exercise of their missions, in particular by proposing the services of an
interpreter if necessary (inspections/audits being realized in French or English languages).
Samples are marked with a distinctive sign by the inspector/auditor and are sent by and
under the responsibility of the manufacturer to laboratory of the mark charged to carry out the
tests, unless the checking agent does not decide to take them with him.
It is possible to take products eliminated for minor blemishes for certain destructive tests.
An inspection report is created and submitted to the applicant either on the spot or within 15
days following the audit. This report may compare the non-compliance sheets and/or
comment sheets. In this situation, the applicant must propose corrective actions the
deviations within one month after the submission of the audit report. Without reply within the
allowed time, the applicant will be notified its failure by AFNOR Certification.
At the time of the instruction of a first application for right of user of NF mark, the CSTB
carries out the inspection/ audit. In the case of an application for admission for whirlpool
bath, two inspections/audits are carried out: one by the LCIE for the "electric part" and the
other by the CSTB for the "sanitary part".
The inspector/auditor examines, during his visit, all the points enumerated in part 2.4 and
carries out a complete sampling of the products for tests in the laboratories of NF mark
(defined in part 5).
In the case of a later application or an application for extension, the inspection audit can
be adapted or accompanied by surveillance, and even removed.
In the case of an application for maintenance, there is no inspection for this.
3.3.2
Page 93 / 190
Tests
The examinations and tests are carried out in accordance with the standards and
complementary specifications fixed in part 2 and appendices I to IX of these Specific Rules.
The number and the nature of the taken products, as well as the tests to be carried out are
defined in appendices I to IX.
They are carried out under the responsibility for the laboratories of the mark or, in the
laboratory of the factory during the visit if this last has the sufficient means.
The samples taken during an order must be shipped to the brand's laboratory within 15 days
from the audit date. Otherwise, the manufacturer must send the lab proof that these samples
were sent out within 15 days. If the deadlines are not met, it will receive a notice from
AFNOR Certification with a suspension threat if the products are not shipped within 1 month.
A report of tests is drawn up and addressed to the applicant or holder.
It the time of the instruction of an application for right of user of NF mark (first application,
later application, application for extension for a new product), all the examinations and
conformance testing to the standards and specifications complementary if necessary are
carried out under the conditions described in appendices I to IX.
In the case of an application for extension for a modified certified product, the
examinations and tests are defined according to the modification considered.
In the case of an application for maintenance, there is no test to realize.
3.4
The CSTB evaluates the reports transmitted to the applicant according to procedures' in
force. The reports/ratios are accompanied if necessary by a request for response within an
allowed time.
The applicant must present, for each variation, the actions installed or under consideration
with the time of implementation and the people responsible.
The CSTB analyzes the relevance of the answer and can ask for the realization of a
complementary control (visit, tests, documentary examination).
The CSTB present, for opinion, with the Particular Committee, a synthesis of the whole of the
results of anonymous evaluation.
On the basis of the result of the whole of the controls, AFNOR Certification takes one of the
following decisions:
agreement of the right of user of NF mark, with or without observation,
refusal of the right of user of NF mark, by justifying this refusal.
The decision can be deferred with an aim of carrying out a complement of examination of the
application.
The applicant can dispute the decision taken by addressing a request in accordance with
article 12 of the General Rules of the NF mark.
The methods of communication on certification are defined in part 2.5 of these Specific
Rules.
When the right of user of NF mark is granted, the CSTB addresses a certificate to its
recipient who is then named the "holder".

Submission to the
Specific Committee
Page 95 / 190
Any holder of NF mark makes the object of audits/inspections, intended to check that its
organization and its products fulfil the requirements of part 2.
The inspector/auditor NF makes on-the-spot tests of control and carries out, at the request of
the technical secretariat, the sampling for purposes of tests by the laboratory of the mark.
The visit is carried out by the CSTB or the SFC under the conditions specified in part 3, with
the 3.3.1. In the case of the baths with water mixing, a visit is also carried out by the LCIE.
The first 12 months following the admission, 2 visits per annum are organized except for the
LCIE, which pays a visit per annum as of the first year, which follows the admission.
Then, the normal frequency is 1 visit per annum.
However, in the event of failure with the present Specific Rules, a procedure of reinforced
monitoring can be started for one definite duration. This one can be modulated until the
doubling of the normal frequency of the audits/inspections, with or without reinforcement of
controls of the manufacturer and the sampling for tests.
In addition, the CSTB reserves the right to carry out or make any visit or any additional test
which it considers necessary following complaints, disputes, litigations of which it would be
informed and relative for the use of NF mark.
In the event of litigation with users, controls can comprise sampling or tests on the spot of
use (in this case, the NF mark holder is invited to have representation to assist with it).
Generally, during any visit and in all places, whatever the principal object of its mission, the
inspector/auditor NF is informed of the use which is made of NF mark and of all questions
relating to the application of the General Rules of NF mark and of these Specific Rules.
Page 96 / 190
An inspection report is created and submitted to the applicant either on the spot or within 15
days following the audit. This report may compare the non-compliance sheets and/or
comment sheets. In this situation, the applicant must propose corrective actions the
deviations within one month after the submission of the audit report. Without reply within the
allowed time, the applicant will be notified its failure by AFNOR Certification.
4.1.2
The examinations and conformance testing of the certified product are carried out in
accordance with the standards and the complementary specifications, defined if necessary in
part 2, by the laboratory of the mark.
The inspector/auditor takes from stocks and the factory, the samples necessary for the tests.
The rules of sampling as well as the methods of tests are described in appendices I to IX.
4.2
The methods of evaluation and decision of renewal of certification are identical to those of
the admission described in part 3, 3.4.
On the basis of result of monitoring AFNOR Certification makes a decision about:
- renewal of the right of user of NF mark, with or without observation,
- sanction in accordance with article 11 of the General Rules of NF mark.
Additional controls or check tests can also be decided following insufficiencies or of
anomalies detected by current controls.
The decision is notified to the interested party. In the event of sanction, it is justified and
transmitted by registered letter with acknowledgement of delivery to the legal person in
charge of the company.
The holder is informed of the conclusions and a certificate of renewal is addressed to him if
necessary.

MODIFICATION DECLARATION
This chapter specifies information required and the steps to be followed in the cases of
modifications concerning:
- The holder;
- The manufacturing unit;
- The organization quality of the unit;
- The product.
In the cases not envisaged above, the CSTB in agreement with AFNOR Certification
determines if the modifications call into question certification and if it is necessary to carry out
a complementary control.
According to the results of the instruction, the Managing Director of AFNOR Certification
makes the necessary decision.
4.3.1
The holder must announce in writing to the CSTB and AFNOR Certification any legal
modification of his company or any change of corporate name.
In the event of merger, liquidation or absorption of the NF mark holder, all the rights of user
of the mark of which it could benefit automatically cease.
A new application can be deposited and its instruction can be reduced according to the
modifications made.
4.3.2
Any transfer (total or partial) of the place of production of a product certified NF in another
place of production involves an immediate suspension of NF marking by the holder on the
products transferred in any form at all.
The holder must declare this transfer written to the CSTB which will organize a visit of the
new site of production and, if necessary, will proceed to the realization of tests.
The visit can be reduced, even removed, when the new site has already been audited in the
framework of the NF Sanitary Appliances by one of the Inspection Bodies mentioned in part
5.2 of this specific rules, within a maximum of 18 months.
The methods of evaluation and decision of renewal of certification are identical to those of
the admission described in part 3.
4.3.3
Page 98 / 190
The holder must declare in writing to the CSTB any modification relative to his organization
quality likely to affect the conformity of the production of the requirements of these Specific
Rules (in particular any modification concerning the installations, the quality plans, etc).
It must in particular declare any modification of certification of its quality system.
Any modification concerning the organization quality of the manufacturing unit can give place
to a visit of this unit or be the specific object of control at the time of the visit of monitoring
Any temporary suspension of internal audit of a product certified NF involves an immediate
suspension of NF marking of this one by the holder in any form at all.
AFNOR Certification then pronounces a decision of suspension of right of user of NF mark
for this product for one determined duration, at the term of which, if the right of user cannot
be restored, this being the subject of a withdrawal.
4.3.4
Any modification of the product certified NF compared to the file of application, the admitted
model, the rules of whichdefined in the Specific Rules likely to affect the conformity of the
product are to the requirements of these Specific Rules must make the object of an
application for extension for product modified in accordance with the conditions and models
given in part 6.
4.3.5
4.4
EVENT
OF
SANCTION,
OF
Any suspension and any withdrawal of the right of user of NF mark involve prohibition to use
NF mark and to refer to them.
Same manner, the products accidentally in non-conformity should not be marketed.
The catalogues and other documentations should not make any more state of NF mark for
the product object of a suspension or a withdrawal (erratum and/or withdrawing).

CERTIFICATION GLOSSARY
Granting the right to use the NF mark: Authorisation given by AFNOR Certification to an
applicant to affix the NF mark to the product for which the application has been submitted.
Audit: Systematic, independent and documented process for obtaining audit evidence and
evaluating it objectively to determine the extent to which audit criteria are fulfilled (see
standard NF EN ISO 9000). Within the framework of the NF mark, the audit is the part of the
production unit inspection, relative to the assessment of the quality management of the
applicant/licensee.
Warning: Decision to apply sanctions taken by AFNOR Certification by which the licensee is
requested to correct the faults detected within a given period of time.
Application: Letter, by which the applicant asks for the right to use the NF mark, declares
that he is familiar with the General Rules as well as these Specific Rules and commits itself
to comply with them.
Right to use the NF mark: Right granted by AFNOR Certification to an applicant to use the
NF mark for its product in accordance with the General Rules and with these Specific Rules.
Extension: Decision taken by AFNOR Certification by which the right to use the NF mark is
extended to a new product or to a modified product.
Inspection: Part of the inspection of the production unit concerning the examination of a
product and the assessment of the specific ways and means provided to ensure its
compliance with the requirements set down in the Specific Rules.
Maintenance : Decision taken by AFNOR Certification by which the right to use the NF mark
is granted to a product marketed under another trademark and/or specific references (range
and/or commercial reference) without modification of the certified characteristics.
Mandatory : Physical or moral entity established in the European Economic Space which
has a function of representation of the applicant/licensee outside European Economic Space
and has a written mandate of this one, informing to him that it can act as his name and
specifying within which framework (associated missions and responsibilities and financial
aspects, complaints, interlocutor of the certification body) in the process of certification of the
NF mark , according to the provisions of the Specific Rules.
The mandatory may be the distributor or the importer, its various functions are clearly
identified.
Admissibility: Status of a file, which makes it possible to investigate the application;
admissibility concerns the administrative and technical parts of the file.
Renewal of right: Decision by which the licensee has its right to use the NF mark renewed.
Withdrawal: Decision taken by AFNOR Certification, which cancels the right to use the NF
mark. Withdrawal can be declared as a sanction or in case of relinquishment of the right to
use by the licensee.
Suspension: Decision taken by AFNOR Certification which provisionally and for a
determined duration cancels the authorisation of the right to use the NF mark. Suspension

The actions of communication of this sector are left on the initiative of the manufacturers or the organizations
the representatives in dialogue with AFNOR Certification or the CSTB. The Particular Committee can take the
initiative and propose the methods of execution as well as the amount to it to be devoted.
The services defined above are directly invoiced by the various organizations involved
concerned with the applicant /holder
The annual invoicing intervenes during the first half of the year, even if the tests and the
audits have not been realised yet. Its amount is exigible during the first half of the year from
the current year, except denunciation in the three months preceding the new exercise.
Nevertheless, as long as products marked NF remain on the market, controls are maintained
as well as the refunding of the corresponding services.
The applicant /holder must discharge these services under the prescribed conditions: total
amount including all taxes indicated on the invoice must be regulated within the time
indicated to the date "expiry".
Any failure on behalf of the applicant / holder indeed makes obstacle with the exercise by the
various organizations involved concerned of the responsibilities for control and intervention
