1.0
Legal Requirements
All drivers shall hold a valid license recognized by the Government, permitting them to legally drive in
the Kingdom of Saudi Arabia (Departments should check with the Industrial Security Organization,
Driver License, Sticker and Pass Unit, for the current requirements relative to acceptance of non-Saudi
Arab Government driver's license, e.g. International Driver's License, driver's license from country of
origin.). The owners and operators of all vehicles shall abide by Saudi Aramco and Government
traffic rules.

* CHANGE
The maximum allowable speed limit for private, contractor, and Company owned or
leased vehicles are those posted on highways, roads, and Company facilities.
1.2.2
Certain specialty vehicles or vehicles equipped with special tires, may have lower
maximum speed limits as determined by the Transportation Department.
1.2.3
Road and traffic conditions may necessitate speeds lower than those posted. All vehicles
shall be driven at lower speeds if necessitated by road, weather and/or traffic conditions.

Training Requirements
1.3.1
All Saudi Aramco employees and contractor employees required to drive Company
vehicles shall satisfactorily complete the Saudi Aramco Driver Improvement Program
(DIP) conducted by the Job Skills Training Department (JSTD) or the Central Region/
Western Region Training Department (CR/WRTD).
1.3.2
Saudi Aramco employees who fail the DIP may either be enrolled in the two-week
Intensive Driver Training Course (IDTC) provided by the JSTD or the CR/WRTD (see
1.3.3 below) or be re-enrolled in the DIP.

The Driver Improvement Refresher Seminar (DIRS) offered by the JSTD or CR/WRTD
should be given to all authorized drivers every three years. However, department heads
are free to implement their own policies in this regard, consistent with their departmental
accident experience.
1.3.5
Before being permitted the use of Company 4-wheel drive off-road vehicles, the
employee, including contractor employees required to drive Company vehicles, shall
pass the off-road vehicle driving test conducted by the JSTD or CR/WRTD. For other
"specialty" vehicles, e.g. large trucks or heavy equipment, special training may be
required by Transportation, Roads & Heavy Equipment and/or Training and Career
Development.
1.3.6
Saudi Aramco employees, whether or not they are authorized to drive Company vehicles,
are eligible to attend the DIP and then the DIRS at any time with the approval of their
supervisor. However, the employees must be legally allowed to drive in the Kingdom of
Saudi Arabia before they can be enrolled in the DIP or DIRS (refer to 1.1).
Department Responsibilities

Every DIP or IDTC qualified employee driver candidate shall be given a "Supervisor's
Road Test" (SRT) by their supervisor, and the results documented on Saudi Aramco
Form 7224, "On Road Driving Evaluation". Employees who pass the SRT may be
authorized to drive Company vehicles. Note, it is the department's responsibility to
ensure that employees are qualified to operate specific types of vehicles, i.e. clutch vs.

automatic transmission, light truck, station wagon etc. regardless of the test vehicle used
by JSTD or CR/WRTD.

Departments will keep records of all traffic violations, motor vehicle accidents (MVAs),
and the corresponding points (refer to Appendix II - Penalty Points) assigned to their
employees. Penalty points shall be accumulated during a consecutive twelve month
(Gregorian) period and assigned at the highest applicable value per single occurrence
(e.g. reckless driving resulting in the destruction of the vehicle is allocated 14 points).

For Company owned or leased motor vehicles, the responsible Industrial Security
department shall issue the SA-2412 to the driver of the vehicle. Industrial Security shall
then forward the original and one copy of form SA-2412 to the employee's department
head. If the driver is not present or cannot be determined, Industrial Security shall
determine the organization to which the vehicle is assigned, and send the SA-2412s to
the department head of that organization.

Within 48 hours of receipt of Saudi Aramco Form 2412, the department head shall
determine who was driving the vehicle, investigate the violation, assign penalty points in
accordance with Appendix II, and take other corrective action as appropriate. He shall
note this action on the original of the SA-2412 and return it to Industrial Security. A
completed copy shall be retained in the employee's departmental file for one year (12
Gregorian calendar months).
4.1.3
If Industrial Security does not receive this information from the department manager,
they will recontact the department manager requesting the completed SA-2412. If the
department manager fails to respond to this second request within 5 working days of
receipt, Industrial Security will contact the department managers administrative area
head to resolve the matter.
For traffic violations involving privately owned vehicles of employees, their dependents
or visitors, the responsible Industrial Security department shall determine the
organization the employee reports to and forward the original and one copy of the SA2412 to the employee's department head. The department head or his designate shall
counsel the employee on the traffic violation, write corrective action on the SA-2412,
and return the SA-2412 to Industrial Security within 5 working days. Departments shall
maintain records of all violations.

For business visitors and contractors, the responsible Industrial Security department
shall determine the department visited or proponent department, and send the form SA2412 to the department head who shall inform the business visitor or contractor that he
will be barred from driving on Saudi Aramco property if he becomes a repeat offender.

If the employee accumulates 20 penalty points in a 12 month period he shall receive a first
written warning letter (Saudi Aramco Form SA-3247), issued by his department manager.
5.2
For any additional driving infraction or two parking infractions during the six month period
following the issuance of a first warning notice, the employee shall receive his second written
warning notice (Saudi Aramco Form SA-3247) issued by his department manager, emphasizing
the seriousness of the repeated violation of Company rules.

If the employee commits one driving infraction or two parking infractions during the six month
period following the issuance of a second warning notice, the employee shall receive a written
dismissal warning notice (final warning on Saudi Aramco Form SA-3248) by his department
manager, describing his violation(s).
5.4
If the employee commits one driving infraction or two parking infractions during the one year
period following the issuance of a dismissal warning notice, his employment shall be
terminated.
5.5
A copy of each warning letter, countersigned by the employee, shall be sent to the Personnel
Department for addition to the employee's file. Consultation between the employee's
department manager and the Personnel Department shall occur if termination of an employee is
considered so that correct Company procedures are followed.
Employees, their dependents, and their visitors can be excluded from driving on Company
property if they receive two moving violations in any calendar year. Repeated traffic violations
of any type by the employee or his dependent(s) may be referred to the concerned employees'
department and the Personnel Department for appropriate corrective or disciplinary action.
6.2
Contractor employees or business visitors receiving two moving violations can be excluded
from driving on Company property. Repeated traffic violations by the same contractor
company can result in revoking the contractor company's driving privileges on Company
property, contract termination, and exclusion from bidding on future contracts.

(b)
Passengers will be carried only in the passenger compartment of a vehicle. Drivers shall not carry
passengers in open vehicles (e.g., in the bed of pickup trucks). Occupants in the front and back
seats must wear seat belts. Drivers shall insist that all passengers wear seat belts before starting
the vehicle.
(c)
Heavy items (tools, water cans, spare tire, etc.) in any vehicle must be properly secured.
(d)
Materials shall not extend over the sides of a truck; loads extending beyond the front or rear of the
vehicle must be marked with a red flag in the daytime and a red light at night.
Tires which have exposed tread wear indicators, breaks or cracks in the casing, or have fabric
showing, shall not be used.
(b)
Tires shall be inflated to the correct pressure as specified by the Transportation Department. Tires
should be routinely checked for correct inflation pressures during each refueling.
