including network support and implementation of the .edu network for 8,000+ civilian and military personnel. The
services provided include academic system implementation, identity management, network implementation,
network operations, datacenter operations, Information Management Support Services, Tier 1, 2, & 3 help desk,
desktop, IT infrastructure support, Applications Development Support, and Information Assurance to
comprehensive cyber-security.

Enhancements, and Engineering; Infrastructure Database Architecture, Modeling, and Administration; Software

Relevant Work Performed
For our DLIFLC, Academic Network Initiative contract, 22nd is performing Program Management, Information
Assurance, Asset Management, comprehensive IT infrastructure to 8000+ users at DLIFLC over a secured
network. We provide overall project management, configuration management and change control, business
knowledge, analysis, design, development, testing, implementation, documentation and knowledge transfer for the
object-oriented development of FLPIDS. In addition, we provide tier-3 production support and system
administration to the more than 1,400 Service Centers by resolving problems, providing system guidance and
fixing data. FLPIDS is Section 508 compliant. Our developers also address any high vulnerability that is detected
to eliminate them.22nd is currently supporting complete cyber security for EDU network for DLI with
collaboration with NPS. Our focus to ensure that networks and systems are protected against threats and
vulnerabilities, which includes the accreditation of systems as per IAW Chapters 3 and 5, and AR 380-19,
Information Systems Security (dtd 27 February 1998) and DOD Instruction 5200.40, DOD Information
Technology Security Certification and Accreditation Process (dated December 1997). Our team reviews threats and
vulnerabilities to the DLIFLC network and reports to the DLIFLC COR, DLIFLC CTO and CTO DR any system
anomaly that could result in an unauthorized disclosure of or access to sensitive information. We disseminate virusrelated information and guidance in direct coordination with the DLIFLC. We analyze calls to determine whether
they are isolated or widespread incidents and resolve problem.
Our team is responsible for Tier I, II & III support for hardware, software, server and applications. Our teams
install, configure and maintain Windows, Linux and Solaris OS. We are also responsible for SAN storage with
over 400TB of data. We maintain DLIFLC datacenter and networks. Our support also includes vulnerability
testing, incident management, incident reporting and C&A support. The IT support is provided by 50 Secret/ Top
Secret cleared FTEs. For our DLIFLC contract, we provide PC-LAN systems support services, which include
systems software and hardware implementation and maintenance support; monitoring and optimizing system
performance; troubleshooting systems and providing technical advice and assistance; providing network and
systems administration; investigation; performing backup and recovery services; and performing webmaster
systems functions. Our team establishes security requirements, including virus prevention, detection and
eradication and monitors LANs for intrusion, and take appropriate action on intrusion detection as required,
monitors firewall logs. We ensure that each PC-LAN system is operational and available for customers use 99.9%
percent. Technologies include SharePoint, .NET, Oracle, SQL and MySQL.

Contract Description
The Federal Maritime Commission (FMC) awarded a Blanket Purchase Agreement for providing Information
Technology (IT) Services. The objective of this BPA is to acquire specialized expertise and contract support in
areas of operation and maintenance for all FMC IT systems.
Relevant Work Performed
22nd Century is providing IT Support for all FMC IT systems to include, assistance in maintaining FMC
applications and systems to include: 1) Monitor and investigate trouble tickets created by the Tier 1 helpdesk and
update ticket to final resolution. 2) Perform regular security monitoring to identify any possible intrusions. 3)
Maintain the FMCs configuration management database and update the hardware and software configuration
information as components are installed and removed. 4) Prepare migration, upgrade, installation and configuration
plans for new SharePoint 2010 implementation. 5) Created Custom Site Definitions and features for new
SharePoint 2010 server implementation. 6) Develop requirements and design documents including, SharePoint
Farm Architecture, Application Design, Security and Governance Design, and Search Architecture. 7) Develop
custom pages and workflows using InfoPath, workflows and web parts using SharePoint server 2010. 8) Create and
deploy new SharePoint web parts using Visual Studio 2010 and implemented web part connections. 9) Configure
the synchronization of users using Sun Java System Directory Server LDAP as well as configuring authentication,
using forms-based authentication to authenticate external business partners against SharePoint. 10) Develop custom
web parts, workflows and InfoPath forms using Visual Studio, C# and InfoPath Designer. 11) Develop web

Contract Description
22nd Century supports Reutilization Business Integration (RBI) program for DLAs modernization of its
Disposition Services Information Technology (DSIT) systems. 22nd Century streamlined the design, development
and deployment to transform from the legacy DSIT systems to a scalable web based solution. (The projects
technologies are described below in the Quality of Products and Services section.) The solution is based on 22nd
Century best business practices and framework leveraging commercial off-the-shelf (COTS) and Government off
the-shelf (GOTS) software products. There are over 35,000 internal and external users accessing the RBI system
worldwide.
Relevant Work Performed
22nd Century supported SE processes that includes requirements development and management, system design and
architecture, database design, software coding, and verification and validation. We also follow processes and
procedures to monitor and control projects, conduct decision analyses, and implement resolution and risk
management to ensure RBI runs smoothly in a variety of circumstances. 22nd Century provides continue
development for modernizing RBI system. TSCTI provide architectural support as required for new development to
ensure RBI is aligned with DoD Enterprise Architecture (DoDAF). 22nd Century streamlined the design,
development and deployment to transform from the legacy DSIT systems to a scalable web based solution. 22nd
Century is providing requirements management, design & analysis, development and maintenance, data analysis
support to DLA and its interfacing systems including: Enterprise Business Systems (EBS), Distribution Standard
System (DSS), Document Management System (EDOCS), Federal Logistics Information System (FLIS) DLA
Logistics Management Standard Office (DLMSO) and DLA Transaction Services. Additionally, 22nd Century has
implemented ITIL-based best practices to provide configuration management, release management, problem
management and incident management across all RBI systems including DSIT and its interfaces.

range and have come to experience a 200% growth from 2008 to 2011. In 2011, 22nd Century
opened a federal practice at our Nothern Virginia location. In 2013, we relocated our Federal HQ

to bid for this opportunity as a Prime contractor if this opportunity comes out under SB Category

personnel that have the requisite skills to serve our customer, as well as fit in with our serviceoriented culture. As staffing requirements are tasked to 22nd Century, we will follow a 9-step
Staffing Approach to ensure that qualified, committed personnel are identified and retained
throughout contract performance. This approach will also be used to handle staff vacancies or to
augment existing contract staff. From our experience we have derived that our process results in
an average position fill time of 1.21 weeks.

3-5. Screen/ Interview/ OfferRecruiters screen potential personnel by conducting preliminary
interviews via phone. This screening is done to confirm skills, experience, and other
qualifications listed on the resumes to ensure we have a match. The Hiring Manager makes the
final decision to hire or reject each interviewed candidate and promptly inform Recruiters of
their decision. Recruiters contact all candidates with a follow-up to the interview and gather
input on the 22nd Century recruiting process to integrate future improvements. During this stage,
22nd Century performs a National Agency Check with Inquiries (NACI) background
investigation to validate education, experience, certifications, and references, as well as legal,
credit, and citizenship checks. The Offer is extended to the selected candidates by the Hiring
Manager.
6. OnboardOnce candidates accept their offer letter, 22nd Century onboards the staff as
rapidly as possible. Recruiters schedule orientation, wherein new employees become familiar
with 22nd Century, and NSSA ITSS culture. 22nd Century also assigns each new employee an
internal mentor to ensure rapid acclimation into the team and provides any necessary resources
for the new employee to fulfill their job responsibilities.

7. Measure Performance- To ensure deliverables are met and that the team retains the most
effective workers, 22nd Century management continuously measures staff performance through
Goals and Responsibilities agreements and employee bi-weekly reporting. Leveraging these
tools, our management representative will monitor and measure performance of personnel. These
parameters are measurable and relevant to each position, measured through deliverables, and
agreed upon by the PM and each employee. Bonuses are tied to these parameters and are given to
individuals who meet or exceed their goals. Quarterly, our management representative will
provide progress reviews for each employee with a detailed performance assessment. This

9. Manage (Add/Remove) To proactively prepare for both anticipated and unexpected


staffing surges, we brings a cross-training approach across functional teams, focused on core
competencies. Team leads are responsible for facilitating cross-training sessions, with oversight
from the PM. Cross-training takes place during scheduled times that would not interfere with
ITSS operations, such as facilitated brown bag lunches.
