Kyambogo University is the second largest Public University in Uganda. Since its
formation in 2003, the University has established itself as one of the leading
Universities in Uganda offering a number of academic programmes in line with
vocational education, teacher training, hands-on engineering, special needs training,
social sciences, pure and applied sciences, entrepreneurship and management that
meet the market demands and development needs of the Country. The Strategic
Focus Areas of the University include: Teaching and Learning; Research, Innovation

JOB PURPOSE
Accounting Officer of the University and provides general administration to the
University including custody of the seal and administration of University assets.
KEY FUNCTIONS
1. Directing the preparation of the University annual budget and work plans.
2. Managing and accounting for the proper use of the financial, human and physical
resources of the University in accordance with the existing laws, policy,
regulations, guidelines, approved annual work plans and budgets.
3. Communicating, interpreting, guiding and providing technical support in the
implementation of Council policies and resolutions.
4. Secretary to the University Council and its Committees, providing guidance to the
Vice Chancellor and the management team to facilitate Council in decision making
and governance.
5. Enforcing accountability and transparency in the management and delivery of
University administrative and financial services in line with existing law, policy,
regulations, guidelines and Council resolutions.
6. Directing the procurement of University goods, works and services and disposal
of assets in accordance with the law, policy, regulations and guidelines.
7. Promoting linkages between Departments, Management, Council, line Ministries
and other Stakeholders for effective implementation of University programmes,
operations and policies and enhancing collaborative networks.
8. Directing the management, inventory and safe custody of all assets of the
University including the seal and records.
9. Coordinating the provision of legal services and representing the University in
cases of civil litigation.
10.Answering audit queries that may arise from the appropriate authorities.
11.Managing and assessing the performance of staff in the Office of the University
Secretary.
12.Mentoring, coaching and counselling of staff.
KEY OUTPUTS

JOB PURPOSE
To ensure provision of effective and efficient administrative services for the welfare
and discipline of students in accordance with the law, University rules and
regulations.
KEY FUNCTIONS
1. Preparing annual work plans and financial budgets for the Office of the Dean of
Students, halls of residence, sports and games, entertainment and directing their
implementation.
2. Directing the supervision and control of the halls of residence and all matters
related to the accommodation of both resident and non-resident students.
3. Directing the provision of catering, counselling and guidance services and
coordinating student leadership and career development events.
4. Directing matters related to the operations of the Students Guild, coordinating,
accrediting and guiding the activities of other student associations in line with
policies and regulations of the University.
5. Advising the Vice Chancellor and other University Managers on matters relating
to student welfare and discipline.
6. Directing the organisation and management of student sports, games and
recreational activities in line with the university budgets.
7. Supporting the provision of Secretariat services to Committees managing
students affairs.
8. Managing and assessing the performance of staff in the Office of the Dean of
Students.
9. Mentoring, coaching and counselling staff of the Office of the Dean of Students.
10.Liaising with the various religious leaders in support of students spiritual wellbeing.
11.Liaising with University Managers for the delivery of welfare services to students
including health and sanitation.
12.Accrediting and advising on student accommodation outside the University
campus and liaising between hostel owners and students for provision of
acceptable services.
KEY OUTPUTS

4. Should have proven ability to manage teams and transfer skills and knowledge to
others through formal training and technical support.
5. Should have broad knowledge about University procedures and regulations
relating to student affairs.
6. Should have broad knowledge of the process and practice of arbitration, mediation
and facilitating negotiation.
7. Should have the ability to develop and establish extensive medium and long-term
objectives, goals, strategies and a course of action to accomplish requirements of
the University relating to students affairs.
8. Should be computer literate, with good working knowledge of standard office
documentation software and conversant with the application of social media
networks.
9. Should have the ability to sustain change and positively balance the combination
of human resources, financial resources, and technology and change processes to
realise the Universitys strategic objectives.
10.Should have the ability to plan, analyse and manage finances.
c) Experience
At least ten (10) years working experience in Institutions of Higher learning preferably
in students welfare, five (5) of which should have been at senior management level.
Should be between 40 and 55 years of age at the time of application.
GENERAL TERMS FOR THE ABOVE POSTS
1. APPOINTMENT
In accordance with the Universities and Other Tertiary Institutions Act 2001 (as
amended 2003, 2006), the successful candidates shall be appointed on contract for
five years and shall be eligible for re-appointment in accordance with the HR Manual.
2. REMUNERATION
An attractive remuneration package shall be paid in accordance with the HR Manual.

Upon acceptance of the job offer the successful candidate will be required to sign a
contract of employment with the University setting out the terms and conditions of
employment.
4. PERFORMANCE OUTPUTS AND TARGETS
The successful candidate shall sign an annual performance agreement stipulating
his or her performance outputs and targets.
5. PERFORMANCE REVIEWS
The University shall undertake annual reviews of the officers performance which will
cover progress towards the achieving of outputs and targets.
