Doctors are the back bone of health care services in Sri Lanka. They are a
group of professionals who dedicated their lives to serve the patients with
emergency and on call duties. In order to maintain this noble service
without any break doctors were given a unique car pass as privilege. But we
have observed that this privilege was misused by many others making the
life difficult for doctors who truly deserved this privilege.

GMOA took foot forward to safeguard the right of doctors to have a unique
car pass with great difficulties.

This booklet is a prepared to aware the membership on how obtain a car

pass which was registered under the provisions of intellectual property Act.
by GMOA.

History
Car pass with the cross symbol was first issued to doctors a long time
back. It was issued to make a unique identity for doctors to maintain
uninterrupted and quality patient care, especially during emergency and
on call services.
However, with time, passes with cross symbols were issued to many
other categories without any basis. As result currently they are being
used by many individuals and organizations without any relevancy to its
original objective of maintaining uninterrupted and quality patient care.

Moreover, doctors car pass is misused often by these individuals and

there were instances where it has been used to transport illegal drugs. As
result doctors car pass has lost its long held respect from the society and
from the legal authorities. Therefore now doctors are facing various
difficulties to carry out our on call and emergency services.

Background
GMOA has discussed this issue repeatedly in the past without definite
action to safeguard this privilege. Current GMOA made a land mark
victory on the issue by obtaining legal authority to have a unique car pass
for doctors with the cross symbol. Process of receiving a legal authority to
a trade mark is a lengthy procedure which usually takes 3-4 years.

GMOA acted professionally to expedite the procedure completing the

process with in few months. Now our mark is registered under the
provisions of the intellectual property Act. No 36 of 2003. GMOA also won
the right to take legal actions against unauthorized use of our mark. We
have developed a regulatory mechanism to issue doctors car passes
without room for misuse.

The individual doctors who wish to get a car pass are requested for follow the below
mentioned instructions carefully.

GMOA members have paid their annual subscription up to 2012,

are eligible to apply for the Official GMOA Car Pass.

Branch Secretaries /Provincial Coordinators or GMOA Office

Fill the application form in block capital letters (Preferably

computer typed printout) to avoid any mistakes of your
information that will be printed on your car pass.

All information on the application should be true and signed by the

respective medical officer. Applicant will be held responsible for
any misinformation.

Application should be certified by the relevant Branch President/

Secretary. Include both name with initials and signature of Branch
President/ Secretary on the application.

Contact Number & email address should be filled correctly, to

contact in need of any clarifications during the process of issuing
the car pass.
Renewal of car pass will be done upon the request of members,
after handing over the previous car pass.

Car pass will be issued at a Fee of Rs 450/- for members of GMOA.

All payments should be made to BANK of CEYLON Torrington Branch,

Account No 74660362.

Mention CAR PASS under Purpose of Deposit on the bank

slip. (Please see the demonstrated sample bank slip below).

A photocopy of the bank slip should be sent along with the

application to the GMOA office.

Relevant medical officer should bear the responsibility for any

misuse of his/her car pass.

LEGAL PROCEDURE
Car pass mark was gazetted in the government gazette.

Mark was registered under the intellectual property act no 36

of 2003
We received the certificate of registering the mark from the
intellectual property department.
Using this mark without proper permission from GMOA, is
illegal.

Legal action will be taken against such individuals or

organizations under the intellectual property act 36 of 2003.

If you noticed anybody misusing the car pass, please inform to

the GMOA office for necessary action against them.
