Thank you (b) I am working on a draft agenda that will include this itinerary. I will be sending that
to (b) (6) by COB Monday. The agenda will include directions to the BPSCC which is located
at Brigss Airfield in El Paso, Texas and some hotel recommendations in El Paso and Deming, NM. My
suggestion is that you all take care of your hotel as early as possible. Hotels in El Paso are in high
demand because of Ft. Bliss and believe or not the same is true in Deming, NM.

As soon as you can I would ask for a total head count from you on who will be attending the meeting
from SBI and/or the other agencies HQ in DC. That would help us get ready for the meeting and visit.

We need to discuss logistics if we are looking at having these tours in Marfa and El Paso all in one
week. As I understood from (b) (6) e-mail we were not being asked to reschedule our regular PDT
meeting which is scheduled for Tuesday, 18 DEC in El Paso. My plan right now (rough draft) was as
follows:

We'll have our regular PDT meeting at the BPSCC on Tuesday, 18 DEC 07. We'll start earlier than
usual at 8:30 am.
Following the PDT meeting I propose we have a VF-300 meeting to discuss the program in El Paso
Sector and to brief the folks from SBI on where VF is proposed in the Sector AO. We would like to
have maps of each of the three Stations - Deming, Lordsburg and Santa Teresa showing the locations
of the VF. Terry is also working to get videos of the areas on all three stations for us to show at this
meeting. I would like to use the maps and video to give the SBI folks a flavor for the overall
operational picture in these areas and for the terrain and remoteness challenges we will be
encountering in some areas such as the Deming Western AO and the Lordsburg Boot Hill area. I
expect this meeting to last 2-3 hours.
I'm assuming right now that following the debrief on the EPT VF300 Program the group will travel
late that afternoon to Deming and spend the night there. I'm anticipating the RECON visit to take two
full days- Wednesday and Thursday with Friday being a travel day for all back to their respective home
bases. With the Christmas Holidays early the following week, this may be a challenge for some.
(b) (6) and I have discussed the fact that we don't believe it is feasible to expect to tour all of the
areas along the border that are proposed to receive VF, especially in Lordsburg and the western end of
Deming. That said we do want to make sure that we provide the SBI representatives with a realistic
overview of the project sites. (b) (6) is looking at the possibility of taking a select group on an air tour of
the more remote areas in Deming and Lordsburg and complementing this air tour with a ground tour to
"representative" locations. With this in mind this is how I see the RECON visit unfolding:

Tuesday PM - Debrief Meeting at BPSCC


Tuesday Evening - Travel to Deming
Wednesday Morning - Meet at DNM Station | Visit the proposed VF sites in western STN AO
and eastern DNM AO. This will probably start at 7:00 am.
Wednesday Afternoon - Following a quick lunch in Columbus travel to the western end of DNM
AO and visit representative sites in this area.
Wednesday Evening - Stay in Deming
Thursday Morning - Meet at DNM Station (Or should the group meet at Hachita?) | Travel to
representative sites in LOB AO.
Thursday Afternoon - Air Tour of remote DNM and LOB sites for selected group. We anticipate
this to a a short tour.
Thursday Afternoon - Following the air tour have the entire group reconvene for a final debrief
and QA from the group that conducted the air tour.
Thursday evening | Friday morning - Travel to El Paso for start of return trips to home base.

We need to discuss this further - I was in the process of sending an e-mail to my PDT team with the
plan outlined above. If this needs to change I need to know today.

I am gonna put the draft agenda this weekend, I am remote and I don't have access to my computer
at Ft Worth, so please if you would fill in the blanks for me,

The MARFA PDT is also meeting on the 19th and the 20th, therefore presentation and site visits will
have to be the 17th and 18th

I gonna recommend that CBP stays at the Marriot by the airport since it is closest to
JTF, also if you have send me the information to access the gate and directions to
JTF since I don't know if CBP members have been there before, if you don't have
them I can pull them from the internet this weekend

any thoughts?

Is the final "cut" for El Paso (NM Section) basically the same one that was discussed and ranked at the
meeting in Dallas in October? This will play a part on the preparations for this visit. Do you have a
list of the projects as they currently stand showing their ranking?

(b) (6) - SBI wants to schedule an initial visit of all (or as many as possible) of the
fence segments for El Paso Sector the week of the 17th of December. I know the regular monthly
meeting is scheduled for the 18th - they would like to coordinate the site visits around this meeting (ie
still want to have the meeting).

Please develop an itinerary that would allow seeing all of the VF segments and have the meeting.
Would need to know suggested hotels, layovers so everyone can begin making travel arrangements.

Also, please coordinate this with your local team members, mainly the other federal agencies that
attend the regular meetings, to include OBP, BLM, USFWS, IBWC and any other stake holders that will
need to attend. Also - need you to coordinate this with the complete PDT so that we ensure we have
good representation from the RE, Environmental, and Engineering team members.

Also, I will be coordinating with Albuquerque District to add resources to the team - at this stage I am
not sure of all of the personnel or disciplines that may be involved but will keep you posted.

I would like a rough agenda by next Tuesday so everyone can begin making travel arrangements. For
the agenda, please let me know the names of the various agency representatives that have been
contacted and coordinated so we can pass that information along to SBI as they coordinate with the
agencies respective HQ representatives.
