Description: Climate Change Science and Technology Structure

The following is a description of the President's Combined National Security Council, Domestic
Policy Council and National Energy Council Climate Change Panel. The Chair of this panel is
the National Security Advisor or other Presidential Appointee and is responsible for program and
policy review and reports to the President. Policy and program reviews will be provided by the
Committee on Climate Change Science and Technology Integration.

Committee on Climate Change Science and Technology Integration (CCCSTI)


The Committee on Climate Change Science and Technology Integration (CCCSTI) consists of
the Secretaries ofCommeree, Energy, State, Agriculture, Interior, Health and Human Services,
Defense, and Transportation, EPA Administrator, OMB Director, NEC Director, CEQ Chairman,
OSTP Director, NASA Administrator, and NSF Director. The Chair and Vice Chair of this
committee are the Secretaries of Commerce and Energy and the chair of this Committee will
rotate annually. The first Chair will be the Secretary of Commerce. The Committee chair will
report directly to the National Security Advisor or other Presidential Appointee.

Functions: The functions of the Committee on Climate Change Science and Technology
Integration include but are not limited to 1) providing recommendations concerning climate
science and technology to the President 2) recommending the movement of funding and
programs across agency boundaries and 3) coordination with the Office of Management and
Budget on the Committee's recommendations. The Chair ofCCCSTI is responsible for the final
review of recommendations to the Climate Change Panel.

The Inter Agency Working Group on Climate Change Science and Technology
The Inter Agency Working Group on Climate Change Science and Technology will be Chaired
by the Deputy or Under Secretaries of the Departments of Energy and Commerce and will also
rotate annually and will report to the CCCSTI. The first chair will be the Deputy or Under
Secretary of Energy. The group consists of the DeputylUnder Secretaries of DOS, DOT, DOl,
USDA, HHS, DOD, EPA, CEQ, NEC, OMB, NASA, and NSF.

Functions: The functions of the Inter Agency Working Group on Climate Change Science and
Technology include but are not limited to 1) reviewing all programs that contribute to climate
change science and 2) providing recommendations to the CCCSTI concerning funding and
program allocations in order to implement a climate science change program that would
contribute to the basic understanding needed for policy development. Additionally, the Inter
Agency Working Group will accept and act on recommendations by the Joint Climate Research
Program Office and the Climate Change Technology Program Office.

Joint Climate Science Program Office


The office will be coordinated through the National Science and Technology Council in
accordance with the Global Change Research Act of 1990. The Joint Climate Science Program
Office will report to the Inter Agency Working Group on Climate Change Science and
Technology and will have joint membership including all agencies that have mission and/or
funding in climate research. The Director of this office will be filled by a DOC Detailee.

Functions
The function of the Joint Climate Science Program Office will be to review all programs that
contribute to climate change science and not just the current programs in the GCCRP. The
Director of this office will report to the Chair of the Inter Agency Working Group. The Chair
would evaluate the Director's performance based on his role as Chair not in hislher agency role
with the evaluation inputs comingjointly from each of the agencies.

Climate Change Technology Program


The Climate Change Technology Program is a new office within the Department of Energy.
Through the Secretary of Energy, it will report to the Inter Agency Working Group on Climate
Change Science and Technology. The Director of this office will be filled by a DOE Senior
Political Appointee.

Functions
The function of the Climate Change Technology Program will be to develop, review and
implement clnnate technology programs within the federal government to assure consistency
with the NCCTI. The program will work with the current participants in the National Climate
Change Technology Initiative.
