39TH ELCHE INTERNATIONAL INDEPENDENT FILM FESTIVAL

The Elche International Independent Film Festival of Elche (hereinafter FICIE), organized by
Foundation's Caja Mediterrneo main objective is to offer a cultural space to filmmakers and
moviegoers. It is a constant commitment to the promotion of culture and supporting the
emerging values of cinema, focusing on innovation, public conversation with the authors and
the elimination of technological compete when barriers and vote.
Notwithstanding its adaptation to new technologies, the FICIE has not forgotten his roots and
respect for the pursuit of the highest quality in formats that technology allows. That is why the
only format supported in competition is the HD video.
In this regard, the FICIE has been selected by the Academy of Motion Picture Arts and Sciences
of Spain for the screening of candidates at the 31st edition of the Goya Awards for Best
National Short Film such and as discussed in paragraph END OF FESTIVAL. JULY 22, 2016

Also, throughout its history, the FICIE, has honored outstanding figures of spanish cinema as
Fernando Fernan Gomez, Julieta Serrano, Sancho Gracia, Juan Diego, Carlos Hiplito and
Cayetana Guillen Cuervo, among others.
1. They may participate and / or compete, regardless of nationality, any person over 18,
or any individual or legal. To do this, they must register as a registered user on the
Web www.festivalcineelx.es. The admission of the short films in competition is
exclusively via online, through the aforementioned Web and in the manner described
in the "Registration, Participation and Voting" section, included in the General
Conditions of Use of the Web. NO physical shipments are accepted through postal and
/ or courier.
2. 2. Each author / producer / supplier may submit all the works you want, provided they
have not previously been submitted in this contest and have been made after January
1, 2014.
3. Each author / producer / distributor has to run from the publication of these rules and
12:00 hours on May 16, 2016 (Spanish time) to upload to the web
www.festivalcineelx.es all want to introduce works competition. From the reviewed
date, it will not allow the rise of more works.
4. The Author / Producer / Distributor has the power at any time request the removal of
any of the works submitted to the contest by sending an email to the email address

5. The Organization recognized only as a participant to the Author / Producer /

Distributor to register as a user on the web www.festivalcineelx.es, this platform being
exclusive and own the FICIE. Any other person participating or involved in the
preparation of the work presented should be addressed to the Author / Producer /
Distributor registered on the Web www.festivalcineelx.es to any incident or vicissitude
that may arise from the presentation of the work in competition.
6. Additionally, the author / producer / supplier can register their short on online
platforms associated with this festival Click for Festivals

Organization will be responsible for linking short wishing to participate from these
platforms to own in www.festivalcineelx.es.
7. The platforms discussed above in paragraphs 5 and 6 do not distribute to third parties
the content or display it on their websites without the consent of the authors.
8. The Organization communicates both entries to the contest as a result of selection for
the Official Selection and History of the 39th all contestants by virtue of being.
9. The short film can not be reduced or extended for another short film presented earlier
in this festival version. Short film trailers, unfinished works (work in progress),
commercials and video clips are not allowed.
10. In connection with the above, one short film NO may occur in later editions.

language.
12. The three categories are equally important: Fiction, Animation and Documentary and
have their correlation in the value of the prizes to be delivered.
13. The Elche City Council Award for Best Short Film, the Best Documentary and
Animation will have the same amount, being surpassed only by the Best Short Film
Award Foundation Caja Mediterrneo, as detailed below.
14. The Mobile Filmmaker Award recognizes the unstoppable advance of mobile
technology increasingly equips smartphones, tables and drone technology and
accessories to perform increasingly complex productions that have nothing to envy to
the traditional production and for cost, close to the public the possibility of creating
film, which coincides with the original founding purpose of this Festival, as discussed in
Official Categories section.

Best Short Film; Elche City Council prize for Best Short Film; Award for Best Animated

Audience Award and Mobile Film Maker Award, as detailed in the "WINNERS OF THE
39th" section.
All prizes will be awarded to the authors or the pick in place the persons designated by
them.
The focus of the Foundation Caja Mediterrneo film support quality short film
through the commitment to make the best possible projections of the Official
Selection in the face to give the best experience to the public and meet the needs of
the author and ensuring care physical materials that have been assigned by the
authors to the projections of the Official Selection.
Foundation Caja Mediterrneo does not it holds the copyright of the works only for
having taken part in this issue and only the rights to project the winners of the winners
and always with the consent of the authors, as indicated below in Legal Conditions
section.
In an effort to support the amateur theater of Valencia short, a non-competitive
section projections, MOSTRA'T, in which, during the week of screenings from 15 to
21 July 2016, passes will be made in Hort del Xocolater Park of the city of Elche and
the Arenales del Sol Beach, half an hour before the screening of the Official
Selection. They are outstanding productions of the city of Elche, in the province of
Alicante and also taking into account those made in the Valencian language and
educational centers, future hotbeds of directors, as indicated in paragraph "SELECTION
FOR OFFICIAL AND SECTION MOSTRA'T. PROJECTIONS FROM 15 TO 21 JULY 2016 "of
these bases.
To participate in the MOSTRAT Section short films must also have been enrolled in
the Festival website, www.festivalcineelx.es. Have until 12:00 Spanish time, May 16,
2016.

OFFICIAL CATEGORIES

The Festival will feature the following official categories:

Fiction. Pal Video Zone. Up to 25 minutes

Animation. Pal Video Zone. Up to 25 minutes
Documentary. Pal Video Zone. Up to 25 minutes

To compete, the Author / Producer / Distributor must make his work to the formats
specified in the Web www.festivalcineelx.es, and indicated in the "Registration,
Participation and Voting" section, included in the General Conditions of use of the
Web.

Films whose original version is in a language other than Spanish must be subtitled in
Spanish.
Contestants may choose one of the two ways to participate:

Open: Works can merge in full on the website, for the purpose of dissemination, socialization
and recognition. In addition, those selected for the Official Selection and the "MOSTRA'T"
works will also be exhibited during the Screening Sessions in the Hort del Xocolater Park of
the city of Elche and Arenales del Sol Beach.
Restricted to the Jury: The author / producer / distributor decide that their works will only be
seen online by the jury members and will only be displayed if they were selected for the
Official Selection and MOSTRA'T during Screening Sessions in in the Hort del Xocolater Park
of the city of Elche and Arenales del Sol Beach.
In "SUBSCRIPTION, SHARE, VOTING" included in the General Conditions of use of the Web the
precise indications are provided for the Author / Producer / Distributor to participate invoking
one of the two proposed methods.
In the section "ENROLLMENT, PARTICIPATION, VOTING", included in the "TERMS OF USE MUST

Mobile Film Maker: Those short films shot with smartphones, tablets or drones who want to
compete for the Mobile Film Maker Award must indicate in the Synopsis field of data-upload
the model of smartphone, tablet, or drone used and post-production software used. The
duration of short participate for this award cannot exceed 15 minutes as indicated in
paragraph "ENTRY, PARTICIPATION, VOTING " included when the document "TERMS OF USE
MUST READ".
SELECTION FOR OFFICIAL AND MOSTRA'T SECTION. PROJECTIONS FROM 15 TO 21 JULY
2016

A selection panel composed of persons of recognized standing in the world of the

image will select the finalists movies. Their decision will be announced on the date
June 13, 2016.
The only original format accepted for the selection of finalists and will be screened in
the Official Selection is the digital high definition (zone / region 0 and 16: 9).
In order to carry out the necessary preparations for the projections of the Official
Selection, the jury will ask the selected original media, the content must be identical to
rise to the Web site by www.festivalcineelx.es contestant. Any works that do not
comply categories, formats and duration times set in these rules will be automatically
disqualified.

The original digital files must be held by the Festival organizers before 30 June 2016.
The Organization will agree with the finalists in the shipping via the Internet.
As of July 4, 2016, the Organization convened an examining board which will be
composed of different personalities from the cinema and communication. Their
verdict will be final, will be announced in the End of Festival, the July 22, 2016.
Holding the projections of the Official Section and MOSTRA'T Section of this 39th
edition will take place from 15 to 21 July 2016 at Hort del Xocolater Park of the city
of Elche and also on the Arenales del Sol Beach.
The projections of the Official Selection will begin at 22:00.
MOSTRA'T Section. In an effort to support the amateur theater of Valencia short, a
non-competitive section in which, during the week of screenings from 15 to 21 July
2016, passes outstanding productions of the city of Elche will be created , in the
province of Alicante valuing those made in the Valencian language. Also they are taken
into account especially those audiovisual productions by schools especially in the
province of Alicante and also in Valencia. Values education and new emerging values
will be taken into account when making this selection. It will be screened in the official
venues of the Festival at the Hort del Xocolater Park and Arenales del Sol Beach
about 21:30 BEFORE projections of the Official Selection.

END OF THE FESTIVAL. JULY 22, 2016. HORT DEL XOCOLATER PARK (ELCHE)

The Audience Award "Hort del Xocolater" will be the sum of the votes cast at meetings
of projection of the Official Selection from 15 to 21 July 2016 in the official projections
based on the Hort del Xocolater Park in the city of Elche.
The film most voted by the public in the set of all projections will be the winner of
the prize and will be announced during the End of Festival of July 22, 2016.
The day July 21, 2016, at 23:59:59 (Spanish hour) within closes to vote in the web
www.festivalcineelx.es. Just then the winner of the Online Public officially be known
and shall also be submitted to the next day, July 22, 2016, at the End of Festival of this
year.
At the End of Festival will know the Honored Artist and also the winners of the 39th
edition of this Festival.
The winning work of the Foundation Caja Mediterrneo Best Short Film Award will
be short-listed for the 31st edition of the Goya Awards Academy of Motion Picture
Arts and Sciences of Spain in paragraph Best National Short Film.

FOUNDATION CAJA MEDITERRNEO AWARD FOR BEST SHORT FILM in any category, worth
3,000 , Trophy DAMA and screening for the 31st edition of the Goya Awards of the Academy
of Motion Picture Arts and Sciences of Spain.
ELCHE CITY COUNCIL BEST FICTION SHORT FILM AWARD worth 2,000 and DAMA Trophy.
BEST ANIMATED SHORT FILM AWARD worth 2,000 euros, DAMA Trophy.
BEST DOCUMENTARY SHORT FILM AWARD worth 2,000 euros and DAMA Trophy.
BEST IBEROAMERICAN SHORT FILM AWARD whose production is only from Latin American
countries or in co-production with Spain. Endowed with 1,000 euros and DAMA Trophy.
BEST EUROPEAN SHORT FILM AWARD whose production is only from European countries (not
Spain) or enter co-production with Spain. Endowed with 1,000 euros and DAMA Trophy.
"HORT DEL XOCOLATER" AUDIENCE AWARD worth 500 and DAMA Trophy.
It will be awarded the work that receives the most votes of those attending screenings in the
Official Selection at the Hort del Xocolater Park in the city of Elche. All information relating to
the accounting for these votes is available in the "Registration, Participation and Voting"
section, included in the General Conditions of Use of the reviewed Web.
ONLINE AUDIENCE AWARD endowed with the DAMA Trophy.
It will be awarded the work that receives the most votes from the date of publication of these
rules until 23:59:59 (Spanish time) on 21 July 2016 from the web www.festivalcineelx.es
registered users. All information relating to the accounting for these votes is available in the
"Registration, Participation and Voting" section, included in the General Conditions of Use of
the reviewed Web.
FILMMAKER MOBILE AWARD whose production has been realized by smartphone, tablet,
augmented reality or drones. Endowed with 500 euros and DAMA Trophy.

Any prize won is the exclusion of all others except the Audience Award "Hort del
Xocolater"

The organization reserves the right to void any vote cast fraudulently or due to any
kind of manipulation of the voting system.
The prizes will be paid by personal check / bank transfer issued by the Organization for
the natural or legal person who made the entry as a participant in the contest, be
subject to withholding tax rules that determine the force and within no more than
three months after the end of the End of Festival. It will provide the winner, whether
natural or legal person, the documentation requirements necessary for the payment of
prizes.
The winners of the categories have a term not exceeding three months from the
publication of the decision by the Organization to contact and deal with the same
payment of their prize. If the Organization fails to make contact within that period
the prize will go to the next runner according to the deliberations of the jury.
Both prizes and trophies must be removed by the participants at the End of Festival on
22 July 2016.
As long as this edition, the organization will ensure the preservation of the original
digital media that may have been sent. In order to safeguard copyright all participating
works, both those presented in open as those submitted for viewing Jury only, will be
eliminated after the completion of the End of Festival and closure of the website www.
festivalcineelx.es.

LEGAL CONDITIONS
1. The author / director / distributor of the works submitted for competition declare that
they are of his own, directing and producing and being original, are free of third party
claims.
2. Without prejudice to the use and marketing the author / director / distributor of the
winning work, the Foundation Caja Mediterrneo shall be empowered to:
The right to the conservation of works in a digital file obrante domains and / or Web
pages of Foundation Caja Mediterrneo , in order that they can be viewed only by
users during the period of the Festival in all its editions within the period of validity.
Only be displayed via online works that have been marked sea "in open" by the author
/ director / distributor. Online access to works may be carried out from a place and at
the time they choose, allowing only direct view online (streaming). Once you finish
editing, all participating works, both in open or in private will be deleted and removed
from the online support.
The limited public communication of the winning entries in order that the Foundation
Caja Mediterrneo, through the activities organized or works, can make as many
projections rights are necessary in order to promote the winners. The projections
serve to spread the short film and the Festival itself, provided that this does not affect

the distribution and marketing of the film can always contact the author / director /
distributor.
The copyright of the winning entries in order that it can be filed and the Foundation
Caja Mediterrneo to make a special edition on CD, DVD, online or similar format in
which the work is included along with the rest of works submitted to this or previous
editions of the FICIE but always with the permission of the author / director /
distributor with the intention of not hurting your distribution and marketing.
Despite having the Foundation Caja Mediterrneo these limited rights of
reproduction, the author / director / distributor of the winning entries can contact the
Foundation Caja Mediterrneo to request the withdrawal of any of his works, in case
you're negotiating marketing or distribution. Foundation Caja Mediterrneo
supports the film industry of short films.
In relation to the above, the Foundation Caja Mediterrneo supports the film
industry of the short film paying royalties to the SGAE in all its reproductions,
projections are for the Official Section or in other cycles that are organized.

The author / director / distributor, by registering on this website are agreeing and accepting
these bases, allowing the Foundation Caja Mediterrneo, a non-profit, social benefit, CIF G03046562 and registered office at Avenida Doctor Gadea, 1, 03003 Alicante (Spain), the use of
works on the terms set out above, with assignment to the Foundation Caja Mediterrneo
intellectual property rights only for the performance of the above activities. The scope of the
assignment is not exclusive and will have internationally.
ACCEPTANCE OF THE RULES

The Organization is exempt from all responsibility in case of malfunction of the

Internet network that prevents the normal development of competition through no
fault of the Organization and particularly by external acts in bad faith.
