sectors the RBI was not in a position to give its complete
attentions to the sector of agriculture with the integration
of credit financing.

1.1 INTRODUCTION- NATIONAL BANK FOR


AGRICULTURAL AND RURAL DEVELOPMENT
NABARD is an apex institution accredited with all
matters concerning

policies, planning and operation in

institutions. It undertakes monitoring and evaluation of
p r o j e c t r e f i n a n c e d by i t . I t p r o mo t e s r e s e a r c h i n t h e f i e l d s
o f r ur a l b a n k i n g , a g r i c u l t u r e a n d r u r a l d e v e l o p m e n t .
Reserve Bank of India (RBI) combined diverse functions
and duties including rural credit. RBI could not devote

t h e s p h e r e o f r ur a l cr e d i t f o r t h e p r o mo t i o n o f a g r i c u l t u r e ,
small scale industries, Cottage and village industries,
h a n d i c r a f t s a n d ot h e r r u r a l c r a f t s a n d a l l i e d e c o n o m i c
activities in rural areas.

development. On its establishment, NABARD has taken
over from the RBI its refinancing functions in relation to
S t a t e C o - o p e r a t i v e B a n k s a n d R e g i o n a l R u r a l B a n k s . Th e
Bank is now the Co-coordinating agency in relation to the

a n d R u r a l D e v e l o p me n t ( C R A F I C A R D ) w h i c h s u b mi t t e d
i t s i nt e r i m R e p o r t i n N o v e m b e r 1 9 7 9 . Th e C R A F I C A R D
m a d e r e c o m me n d a t i o n s f o r t h e e s t a b l i s h me n t o f N A B A R D
a s a n a p e x i n s t i t u t i o n f o r a gr i c u l t u r a l f i n a n c i n g .

million to start up the NABARD, which was enhanced to
R s . 2 0 , 0 0 0 m i l l i o n . B o t h t h e s e e n t i t i e s s t i l l pr o v i d e
significant financial contributions to NABARD and act not

about 500 districts.
C u r r e n t l y, I n d i a i s i n a n a n o m a l o u s s i t u a t i o n o f b e i n g

the one hand and registering high food inflation.

t e m p e r a t e c r o p s ar e s u c c e s s f u l l y g r o w n i n I n d i a . Ver y f e w

to that produced in India.

groundnut and pulses such as moong, urad, etc.
