PEA SCADA/DMS

SCADA/DMS System under Distribution Dispatching Center Project, 1st Stage


The Provincial Electricity Authority is a government enterprise under the Ministry of Interior,
established under 1960 Act by the Royal Decree executed on 20th September 1960. Then published
in the Government Gazette on 27th September 1960. The authoritys responsibility is primarily concerned
with the generation, distribution, sales and provision of electric energy services to the business and
industrial sectors as well as to the general public in provincial areas, with the exception of Bangkok,
Nonthaburi and Samut Prakran provinces. The PEA has expanded electricity supply to all areas covered
73 provinces, approximately 510,000 km2, accounting for 99% of the countrys total area. In order to

upgrade the quality of life of people and support other developments in rural area, PEA has developed and
applied modern technology to electricity supply and distribution dispatching system for improving efficient,
reliability and quality of service.
PEA modernizes its power system distribution network by installing the Supervisory Control and Data
Acquisition (SCADA)/ Distribution Management System (DMS) in its HV (115 kV) and MV (22 kV, 33 kV)
substations as well as on its MV distribution feeders to allow remote operation of the distribution network.
PEAs SCADA/DMS includes a System Management Center (SMC) and 12 Area Distribution Dispatching
Centers (ADDCs). The SMC manages ADDC power system operations from PEA headquarters in Bangkok,
whereas the ADDCs perform their power system operations from sites within their own service territories.
If an outage event occurs, the dispatcher will immediately acknowledge the event. Then, the SCADA/DMS
will automatically identify and isolate the trouble area as well as restore the power back to the customers
who are not in the trouble zone within 3 minutes.

Power System Interruption and Restoration Procedure


PEA Distribution System is the overhead system which was installed along the street throughout the
country. Therefore the power interruption causing from tree, human, animal, vehicle or natural disaster such
as lightning or heavy storm could be happened.
Restoration procedure: Case of power interruption causing from snake at Chonburi substation
1. Circuit breaker (CB1) at Chonburi substation trips the interrupted feeder. The power interruption area
is between Chonburi substation and X1 switch.
2. Chonburi Substations RTU sends the trip event of CB1 to the ADDC immediately.
3. The RTUs of A1 switch and A3 switch report to the ADDC that they see the short circuit current while
the RTU of A5 switch does not report. Then, the Fault Isolation and System Restoration (FISR) analyses and
reports the dispatcher that the short circuit occurred between A3 switch and A5 switch.
4. The FISR sends commands to open A3 switch and A5 switch to isolate the trouble area and then
closes CB1 to restore the upstream area. After that the FISR sends command to close X1 switch to restore
the downstream area. These operations are completed within 3 minutes. Then, the dispatcher sends crew
to investigate the problem.
5. When the crew finds the problem and resolve it, the dispatcher can restore the power back to all
affected customers. If the problem needs times to resolve, such as pole falling, the crew will open A4 switch.
Then, the dispatcher from ADDC can close A3 switch to restore power to customers located between A3
switch and A4 switch.

network in an efficient manner. Moreover, it is an important tool for the
operational planning.

Dispatcher Training Simulator

The Dispatcher Training Simulator (DTS), located at the System Management Center (SMC) is used to
increase the dispatchers capability in operation and control of the power system network.
The DTS provides the facilities to the instructors to generate scenarios that simulate power system events
which could happen in the real world. The trainees are required to interact with simulated events. It provides
the qualification to the dispatchers that they can operate the power system in an efficient and safe manner.

PEAs SCADA communication network uses the SDH (Synchronous Digital Hierarchy) system via optical
fiber cable network to link the System Management Center (SMC), Area Distribution Dispatching Centers
(ADDCs), substations. The UHF MARS (Multiple Address Radio System) is used to communicate between
the ADDC and the equipment in distribution system including remote control switch, line recloser, and line
regulator. The MARS consists of MARS Master radio, a hub of radio communication, and pole-mounted
MARS remote radios. The GPRS is used for the switchable capacitor communication.
