Scenario:

Vessel was at PRACHUAP anchorage for loading cargo. At 1530LT, 14 th, June. 2012, Chief
Cook reported Master (SSO) that there was an unidentified object suspected as explosive
in Provision Store.
Response:

Immediately sounded the general emergency signals by ship's bell and whistle.
Reported to Company, Agent and Prachuap Port Authority the appearance, size,
colors, fittings, location of object found.
Recalled all crewmembers to Emergency station and gave them further
instructions.
A) INSTRUCTIONS (as per Ship Security Contingency Plan)
Do not put it into water or spray on it as this could short a control circuit
and denote it.
Do not run in the vicinity of the device.
Do not use VHF/UHF radios in the vicinity, within 3m,of the device.
Do not handle, touch, shake, open or move suspected device.
Do not cut, pull or touch wires, switch, fuses or fastenings.
Do not step on fuses.
Do not pass metallic tools near suspected device.
Do not move switches, open hooks or fastenings.
Do not smoke nearby.
Do not get too near the suspected device.
Do not move device away from people-move the people away from the
device.
Do not direct people pass the suspect device
B) SUBSEQUENT ACTION (as per Ship Security Contingency Plan)
Put sand bags or mattress around the suspected device.
Clear neighborhood including above and below of the device.
Identified restricted area and instruct crew keep away.
Keep the doors and openings opened to minimize primary damages.
Obey instructions given by the company and shore authority.
C) IF BOMB EXPLODES WITHOUT WARNING ON BOARD OR NEAR THE SHIP (as
per SSP)
Ensure watertight integrity and stability.
Render first aid where/if necessary
Take fire-fighting precaution.

Muster personnel to establish number and name of causalities.

Inform to company and local authority (in port) and make distress call (at
sea) if necessary
In port, be prepared to handle inquiries from press and next of kin.

Evaluation by SSO:

Having a good search system or search plan onboard, unusual object is more likely
to be identified by the searchers in their respective areas to be search.
