(I101- USED OIL)

I.

Introduction and Background


ALLGEMEINE BAU-CHEMIE PHILIPPINES, INC. is the Philippine pioneer in modern
tiling technology. In 1981 ABC introduced Tile Adhesive and Tile Grout to the
construction industry to address the specific needs of architects, contractors,
developers and homeowners, for high quality tile setting and tile grouting
materials. This Filipino Austrian joint venture has since then formulated,
manufactured and introduced 28 innovative building materials for specialty
applications in the Philippine building industry. To this day ABC Phil., Inc. is
committed to provide innovative building solutions to pave the way for improved
living conditions.
In 2013, the company expand its production line by constructing a
manufacturing plant located in Barangay Na-alad, City of Naga, Province of Cebu. At
present, the newly-constructed plant manufactures tile adhesive only.
The company is also committed to manufacture products without harming the
environment, thus, this comprehensive contingency plan for used oil (I101) will
guide personnel in case of emergency. The used oil basically refers to oil used as
lubrication to vehicle engine, gear motors and other mechanical devices which is
generated due to changing of lubricating oil. This contingency plan focused on the
possible incidents, the people responsible and procedure to avoid adverse effect to
the environment.

Roles and Responsibilities

First Responders
1.
Immediately warn other personnel working near the spill area.
2.
Evacuate the area if the health and safety of personnel is threatened.
3.
Notify direct supervisor who will initiate the spill response operations.
4.
In the absence of danger, take any safe and reasonable measure to stop, contain
and identify the nature of the spill.
5.
Participate in spill response as directed by the Pollution Control Officer/Operations.
6.
Conduct cleanup of significant spills under direction of direct supervisor.
Pollution Control Officer
1.
Submit incident report to EMB in case of oil spill.
2.
Ensures cleanup is completed to standards.
3.
Notify Operations Manager, Logistics, and PIO in case of spillage.
4.
Provides update to the Operations, Supervisor and Incident Commander.
5.
Record date, location, volume, reason for release, any negative impact, status of
cleanup, and corrective actions taken.
6.
Conducts ongoing monitoring of cleanup operations leading to close-out.
Operations/Maintenance
1.
Provides advice and ensures cleanup is completed to standards
2.
Ensures Emergency Response Team is adequately trained in spill response.
3.
Ensures Emergency response and/or monitoring equipment and supplies are
regularly inspected and maintained
4.
Organize spill response training and exercises.
5.
Lead investigation and identify measure and/or training to prevent similar spills.
Logistics/Warehouseman
1.
Regularly check warehouse and used oil storage area to avoid possible spillage.
2.
Ensures used oil has reached destination in case of transportation for treatment of
hazardous waste.
Public Information Officer
1.
Notify City of Naga-Local Government Unit in case of spillage used oil to the nearby
water body.
2.
Notify Bureau of Fire Protection in case fire may result from used oil spillage.
3.
Secure permits from other Government Agencies.
Plant OIC
1.
Assist in initial and ongoing response efforts.
2.
Provide advice to assist with cleanup.
3.
Co-ordinate inspections and spill closure by applicable agencies.
4.
Assist with investigation and identify measure and/or training to prevent similar
spills.

Managing Head/Incident Commander


1.
Spearhead the emergency response team.
2.
Ensure tracking and recording of non-reportable spills.
3.
Provides advice, when required, to the Pollution Control Officer, and Operations
Manager on handling the spill situation, storage and disposal options.
4.
Assists in developing effective spill management and prevention practices.

III.

List of Potential Emergencies and Scenarios


The table below shows the list and descriptions of possible incidents and emergencies that
might occur inside and outside plant premises. This involves fuel oil and used oil. The
emergency response team has to do reporting and corrective actions according to
procedure which will be discussed in the following pages.

IV.

Procedure for Responding to Spills or Chemical Releases

Step 1 Identify spill source and assess hazard


Ensure safety of all people in the area.
Find the source, type and extent of spill
Assess hazards from the spill
Check for fire and explosion risk:
Extinguish all ignition sources in the area
Move machinery only if safe to do so or shut down if necessary
Isolate all live equipment to prevent sparks and enforce no smoking by site personnel
Raise alarm and close off affected area
Step 2 Stop flow of spill
Ensure that any necessary safety equipment is worn
Stop flow at source of spill
Leak containment requires the planned use of absorbent pads, drip buckets, drip pans, or
impermeable geomembrane secondary containment berms to catch any slow or
unexpected leaks.
Larger spills require attempts to limit the spread of the spill. Prevent movement using
sorbent material, berms to form a barrier
Step 3 Notify Operations, Pollution Control Officer and other superiors
Notify the direct superiors such as Operations and Pollution Control Officer as soon as
possible after ensuring the safety of all personnel and attempting to stop the flow and
limit spread. Provide as much information as possible about the source, material, amount,
fire risk, injuries etc.
Operations and Pollution Control Officer will report spill to Plant OIC and Managing head,
notify City of Naga-LGU and DENR-Environmental Management Bureau contacts and
ensure any further notifications are made depending on the type and extent of spill.
Step 4 Spill Containment
For all spills, use absorbents to contain and soak up the fuel
Prevent spread of used oil/fuel by using booms and berms
It may be possible to contain the used oil/fuel using absorbent materials or by building
small berms.
Response operations should not be commenced in the affected area until it is safe.
Step 5 Spill Recovery and Cleanup
If the spill has been successfully been contained then spill clean-up can start

Recover as much used oil/fuel as possible


Ensure that the drums are in good shape and available near the spill site
Absorbent pads should be spread on any remaining fuel that cannot be pumped or
manually removed
Used Oil/Fuel soaked absorbents must be picked up and placed in plastic bags or 205L
empty drums
To prevent drums from splitting use only drums in good condition and do not fill to top.
Drums contained recovered used oil/fuel or water; used absorbents should be stored in
secondary containment areas.
Disposal should be by approved methods and facilities as per Government Agencies
mandates.

V.

Schedule and Conduct of Drills

A drill is to be held annually. This drill must include a familiarization of all onsite personnel on their
responsibilities including what to do in case of a spill. The drill must also include a hands-on scenario
where the Emergency Response Team utilizes equipment to deal with the spill scenario. The drill may be
broken down into two or more sessions to ensure adequate coverage. Records of this testing are to be
kept on file and posted to provide access for those who were unable to attend.
