1. Introduction
Swachh Bharat campaign was started off as a national campaign by the Government of India
and was launched on 2nd October 2014, on the eve of Gandhi Jayanti to mark the vision of
Mahatma Gandhi for a clean India. The Clean India or the Swachh Bharat mission is the
worlds biggest ever cleanliness drive and three million government employees and school
and college students of India had participated in the opening event. It then structured out as
the drive taken ahead by the government to improve the cleanliness in the country starting
from the roads to streets to the entire infrastructure of the country. One of the ambitious
project of this mission is to build 12 crore toilets in rural India by October 2019. The total
cost estimated for the project is at 1.96 lakh crore.
Modi selected 9 public figures to propagate this campaign, namely Sachin Tendulkar,
Priyanka Chopra, Anil Ambani, Aamir Khan, Salman Khan, Shashi Tharoor, Kapil Sharma,
Katrina Kaif, Virat Kohli and the team of the television series Taarak Mehta Ka Ooltah
Chashmah. It also has https://swachhbharat.mygov.in/ website for the mission. One of the
important aspects of the online marketing of the event is the Take a Pledge initiative, which
is a pledge taken by an individual or a group for maintaining the clean India program. So far
the initiative has brought 2,326 schools and 15,12,572 students into the umbrella of societal
concerns.
On similar lines, the NDA government had brought in celebrities, media and other marketing
tools for marketing the same. The campaign kicked off on a positive note and seen huge
conversations on social media including that of the official twitter handle #swachhbharat. The
government on similar lines, levied a Swachh Bharat cess of 0.5% on all taxable services
since November 15 2015. The tax is however exempted for the services that are termed
exempted under the income tax. The earnings from the tax are invested in the Clean India
initiative by the government. Also, the Supreme Court has given the nod for up to 2% for the
initiative, but the government decided upon beginning the initiative at a humble 0.5%, adding
the net tax to 14.5% from its prior 14%.
The Swachh Bharat ranking, an initiative under the umbrella of Swachh Bharat or Clean
India, ranks cities based on a yearly basis upon their performances of the same. The results
are based on the marks scored in respects of the main components of Swachh Bharat Mission,
availability of infrastructure and service levels related to sanitation such as individual
household toilets, public and community toilets and collection, transportation and processing
of municipal solid waste. The metrics are further classified into Planning: Strategy for Open
Defecation Free town (ODF) and Integrated Solid Waste Management (SWM),
Communication: Information, Education and Behaviour Change Communication (IEBC)
activity, Waste Management: Door to door Collection, Sweeping, Collection &
Transportation, and Waste Management: Processing and Disposal, Sanitation: Public &
Community Toilet Provision, Sanitation: Individual Household Latrines.
Mysore in the latest release of rankings, tops the list of Swachh Sarvekshan-2016 measuring
73 cleanest Cities with over 10 lakh population were surveyed to check how clean or filthy
they were. The service levels are measured by the governments by the performances of the
cities based on the following programs. The service levels of the city Mysore held the section
rank of second, in this regard.
In the measure of an individual observer, the Mysore city ranks third in this section, they
consist of the quality and standards of various establishment and check for the samples of the
samples from each of the following components - Community Toilets, Public toilets,
Unplanned Colonies, Religious Places, Planned Colonies, Large Slums, Bulk Waste
Generators, Largest Railway Station in the city and the Largest Bus Depot in the city. The
results of which are measured and compared with the rest of the cities for the rankings. An
example of Largest Bus Depot in the city is shown below. The largest bus depot is the City
Bus Stand and it has been fairly positive results on the measurement scale.
According to the 2011 census, the Mysore municipal corporation ULB had a total of 938386
households and 51 slums were reported as part of the census. The total population living in

the slums were 15669 and in the urban were 938386. According to its projection for the year
2019, when the total number of toilets to be installed is 12 lakh crore, the total population in
Mysore is estimated to reach 1090972 in the urban and 1243558 in the urban for the year
2019 and 2015 respectively.
To initiate the same, the costs of construction on new individual household latrines (IHL) in
the city was estimated to be around 2499.00 while for the achievement of target of full
sanitation by the year 2019 it is estimated that construction on new individual household
latrines (IHL) would cost around Rs.8712000 conversion of pit latrines into sanitary latrines
Rs.2388000 and solid waste management would be costing a figure of Rs.3000000
The implementation by the local body was first started in 2014 when MCC Commissioner Dr.
C.G. Betsurmath instructed the MCC health officials to work on few guidelines on
Wednesday October 22 2014. He directed them to identify locations for setting up Dry Waste
Collection Centres in 18 MCC Wards in the first phase to collect, segregate and transport dry
waste generated in city to be dumped at nine selected spots. Dr. Besturmath said that nearly
400 tonnes of waste was being generated in city daily out of which 338 tonnes were from
households, 20 tonnes from commercial establishments, 21 tonnes from hotels and
restaurants, six tonnes from choultries and community halls and 17 tonnes from street
sweeping. The leadership at the centre, percolating down to the state officials and finally to
the actual implementation of the plan was instrumental in success of this initiative in Mysore.
The MCC in collaboration with various private players at many levels has encouraged the
formation of the following cleanliness systems. Each of which has been instrumental in
improving the sanitary and cleanliness in the city of Mysore.

c) 3. WATER SUPPLY
River Cauvery and its tributary Kabini, are the main sources of water for the city. MCC has
taken up initiative to provide 24X7 quality water to all houses with sufficient pressure head
under JnNURM scheme under which 1.40 lakhs domestic, 7600 non-domestic and 3400
commercial connections are established in the city.
f) SECONDARY TRANSPORTATION:
Secondary transportation is done by using dumper placers and the night sweeping is done by
seeping machines.
i) SANITARY LANDFILL
Sanitary landfill site has been developed on PPP basis with the Mysore Municipal
Corporation. This one of a kind project has received several accolades by the government of
India.
k) CONTROL OF PLASTICS
Mysore City Corporation has led emphasis on making the city plastic free. In a landmark
decision, the Corporation banned plastic in its own office first. It was then banned at the

Chamundi Hills and Mysore Palace which see over 30 lakhs tourists every year. Frequent
raids are being conducted and plastic carry bags of less than 40 microns are confiscated from
commercial establishments.

COMPLAINT REDRESSAL
Mysore City Corporation has established a round the clock control room in order to attend to
the grievances of the public. The personnel in the control room work 24x7 in three shift, so
that complaints are redressed immediately. The 24x7 control room is equipped with number
of computer systems, wireless base stations. All the officers, health Inspectors, sanitary
supervisors, UGD inspectors, environmental engineers, and civil engineers are provided with
hand held wireless devices. They communicate action taken to the control room instantly
over the wireless network. The officials of Mysore City Corporation are provided with sim
cards under common user group scheme for an efficient communication. The public can call
the control room over the phone and lodge their complaint or can lodge complaint in the web
site www.mysorecity.gov.in.
The MCC has been awarded with various accolades for their continuous efforts for excellence
and effective implementation of Swachh Bharat mission. This has helped building an interest
in the common public regarding the issues of cleanliness in the city and outside.
The greatest challenge will however be of retaining the top spot without falling prey to
complacence. The challenge in the long run will be the same as now, which is to increase the
awareness among the general public about the happenings within the city. It is also crucial for

the citizen to play along in these efforts of the Municipal Corporation. The number of cases
of sanitation, cleanliness, etc. can only be reduced when the people of the city know whom to
report to in case of these troubles. The issues such as these has very well been taken care of
by the existing Municipal body and will likely be improved upon in days to come.
