HISTORY OF THE CREATION OF PG-COPS

Aligned with the Provincial Government of Cavites commitment


to implement good governance and to deliver efficient and
effective services to the Caviteos, the Provincial Government
Cavite Office of Public Safety (PG-COPS) was created via
Resolution No. 139-S-2010 (A Resolution Creating the Cavite
Office of Public Safety) which was approved on 02 August 2010,.
The said resolution provides the general composition of PG-COPS
as a department as well as the main functions of its divisions.
The Civil Security Unit (CSU) and the Industrial Security and the
Assistance Group (ISAG) were merged to one division named Personal Protection Division (PPD)
as part of this office - tasked to render services such as security details, assistance during
calamities, rallies/demonstrations, on special occasions and assistance to the operations of the
Philippine National Police.
The Road Safety Division (RSD), on the other hand, is another division of PG-COPS that gives
assistance on traffic management on major thoroughfares in Cavite and provides escort services.
Personnel of the Cavite Traffic Management Office or CTMO were transferred to this division.
RSD is divided in to two (2) units: Traffic Management Unit and Road Clearing Unit.
Moreover, the same resolution provides the merging of Cavite Rescue 161 (CARE 161) which was
then renamed as Rescue and Emergency Unit 161 to this office under the Disaster Risk Reduction
and Management Division (DRRMD). DRRMD also carries the Disaster Coordinating Unit and
serves as the secretariat of the Provincial Disaster Risk Reduction and Management Council
(PDRRMC). This division of PG-COPS attends to the protection of the citizens against humanmade and natural disasters and calamities and also coordinates with government and nongovernment agencies and offices in the effective and efficient delivery of basic health services.
Lastly, as per Resolution No. 042-S-2011, anent to the creation of various positions of this office,
the operations division Bantay Kalikasan Unit of the Provincial Government-Environment and
Natural Resources Office was transferred to PG-COPS and was renamed as Environmental
Protection and Operation Division (EPOD). EPOD, in charge to help in the preservation and
protection of the environment and natural resources of the province, has five (5) operational
units, each with corresponding focus: Coastal Management Operations Unit, Mining and Quarry
Operations Units, Solid Waste and Management Unit, Environmental Management and Wildlife
Protection Operations Units and Illegal Logging Operations Unit.
Above all, since its creation, PG-COPS has been continuously fulfilling its duty in delivering the
basic social services concerning public safety and in formulating, developing and enhancing
policies, plans and programs to intensify the attainment of a better quality, making CAVITE a
safer place to live, work, and do business.
