Square Redesign project, and to present what we hope will be convincing qualifications to the
selection committee. We would welcome the opportunity to lead the design process to help
transform of one of Portlands most important civic spaces.
We believe that our experience and design sensibilities make us well-qualified to lead this
venture. We pride ourselves on enthusiastic and cooperative collaborations with clients,
teammates and constituents and we strive to create evocative, practical and enduring
landscapes. We most often work in multi-disciplinary teams. For Congress Square, we propose
an all local team of like-minded firms that possess national-caliber talent and experience.
We very much appreciate the opportunity to be considered for this highly significant project in
the City of Portland. The time is right for everyone to join forces and create an exceptional
design that can be supported by a broad array of people, and that when realized, will serve the

NARRATIVE

Statement of Interest
VISION
We would first like to acknowledge the Citys clearly defined ambitions for Congress Square stated in the RFQ.
In addition to these goals, we believe that the design should hold several important qualities: be of a timeless
quality, be constructed of authentic and enduring materials that reflect Maines rich history of building
integrity and fine craft, and allow for the inevitable evolution of the citizenrys interests in the future.
The Square derives a certain power from its high elevation within the city and from the important adjacent
historic buildings that bracket the intersection. The reimagined space needs to reflect its role as the anchor of
the Citys Arts District: powerfully positioned across from the PMA, near many established galleries, and close
to MECA. The new design for Congress Square must also complement and respond to its unique context in the
overall city, drawing visitors from the immediate neighborhood, the city, southern Maine and beyond.
EXPERIENCE
Over the twenty-one years of the firms history, we have been involved in hundreds of projects, enjoying
opportunities to contribute to a wide range of successful designs, each situated in unique cultural, historical,
and environmental settings. These experiences span projects of all sizes and degrees of complexity: plazas,
courtyards, university building projects, private school facilities, master plans, and the design of museums,
churches, resorts, parks and many complex residential landscape projects. Many of these residences are
substantial projects that cover large acreages, include extensive programs and entail complex construction
methodologies. Construction budgets for many of these projects range from 500,000 to 3,500,000 million
dollars.
We continue to learn a great deal from these ongoing involvements, and we believe that the Congress Square
project would benefit from our widespread experiences. The project description pages included in this package
illustrate our design capabilities and demonstrate our teams proven experience in planning and designing
various landscapes spaces.
Art
We have enjoyed working closely with a number of distinguished artists. The focus of the Telluride Forever Park
project is to create a high-quality public space to exhibit world-class sculpture in this small ski town. In Halifax,
we are design consultants to an expansive multi-building waterfront complex that includes numerous
structures, piers and public spaces. There we are collaborating with the owners, the municipal waterfront
agency, architects, local landscape architects and acclaimed Nova Scotia artist John Greer, to help characterize
the sites rich history within the design of the public spaces, and to identify locations for artwork throughout
the seven-acre development. In Cambridge, Massachusetts we assisted multi-media artist Jenny Holzer on a
streetscape design at MIT. Locally, our redesign studies for Canal Plaza anticipate a substantial art component.
Additionally, many of our larger residential projects include art installations at the scale of some institutions.
We have collaborated with artists to determine how art might complement the overall landscape scheme, and
worked directly with artists as they developed pieces for specific locations within our designs. In Colorado, we
assisted highly acclaimed sculptors Jim Hodges and Ugo Rondinone to locate several multi-piece sculptures. For
one New York residence, we were obliged to design around, or consider alternative locations for significant
sculptures by Richard Serra, Donald Judd and several other highly revered sculptors.
We have chosen not to join forces with any one artist for Congress Square, instead preferring to learn who
might pursue the commission, and whether the City might lean in a particular direction. We would welcome
the opportunity to help select the artist and to collaborate with them, as is expected. Besides the artists we
have worked with already, we believe that artists like James Carpenter, John Bisbee or Ned Kahn would be
excellent choices to create dynamic art for this public space. We look forward to working closely with the
Portland Public Art Committee in whatever capacity might advance the development of this commission and
enhance the overall experience of the Square.

Community
We have interacted with community groups in various ways on many of our projects, primarily as members of
larger teams. We have worked with many multi-faceted client groups common to campuses and other large
institutions, where the client is comprised of multiple committees, representing the varying (and sometimes
contrasting) viewpoints of administration, facility managers, users, donors and planners. Our Telluride Forever
Park design required approval from San Miguel County Commissioners and from several offices within each of
the towns of Telluride and Mountain Village. We have received approval from all parties. Similar approval
processes were navigated for nearly all of our university projects. In addition, Becker Structural Engineers and
Woodard & Curran, Inc. know this process from their extensive municipal and public work.
We understand that planning staff will coordinate and lead the public forums designed to gather public input.
We have experience in such settings. However, if the need for additional facilitation arises, we are very pleased
that Carol Wishcamper of Freeport, a highly respected professional with extensive experience leading group
discussions and guiding disparate parties to formulate collective visions, has agreed to assist our team.
Intersection
Shared use intersections are more common in other cultures, but they are growing in popularity in the US.
Therefore, most new projects include some level of interactive pedestrian and vehicular traffic management.
Many of the team members projects have involved traffic and parking studies.
In particular, our Bently Heritage Distillery project solves challenging combinations of circulation demands:
the movements of vehicles, pedestrian visitors, and employees; the moving of goods; retail sales; food service;
security; emergency access and other uses all share a confined central space. The primary goal of our Al
Ghurair University Master Plan, developed with Marwan Al Sayed Architects, was to create an entirely
pedestrian campus. This ambition required rigorous and inventive thinking about how to safely accommodate
service, emergency and maintenance vehicles throughout the campus without compromising pedestrian
wayfinding, comfort and safety. We studied similar considerations throughout our planning and design work
for Hassayampa Academic Village, a new nine-acre dormitory complex at Arizona State University, which we
designed with architectural firms Machado Silvetti and Gould Evans. Similar concerns were fundamental to our
St. Pauls School Master Plan, prepared with SOM / Chicago.
Familiarity
Our team has the added benefit of being highly familiar with this site, beginning with its commercial use in the
1970s, when my daily pedestrian commute between the USM neighborhood and my first landscape
architecture position in the Old Port navigated through Deering Oaks and passed by the infamous Dunkin
Donuts shop on this very corner. I later lived on High Street when the Libby building was demolished and
replaced with Harry Cobbs Payson addition to the PMA. It was fascinating to watch that transformation take
place up close. I was also keenly aware of the corner lots first conversion to a public space in 1982, as a young
employee on one of the other finalist teams competing for the commission.
Our Congress Square team knows the area well from closely following the process around the possible public
land sale and hotel expansion and the subsequent design studies prepared by the Utile | KMDG team last year.
In particular, as a member of the review committee for that effort (as one of the Mayors appointees) I
familiarized myself with much of the information gathered for that very process. Most importantly, many of
our team members and employees have been highly exposed to this place through our shared interests: Art
Walks, FCSP Events, concerts, good food, as Architalx board members and as museum supporters, visitors and
members.
SCOPE
The opportunities presented by the scope of this project encompassing the entire Square and touching upon
many important and historic buildingsare exciting. This is one of the busiest pedestrian, vehicular and cultural
crossroads in downtown Portland. Understanding the scope is essential to the Squares success. Few projects
have had the range of publicly broadcast discourse and the reservoir of available information in the forms of
historical documentation and study. These important resources will enhance the upcoming conversation to
determine the future of this space. Ongoing efforts by the City, discussions among the citizenry, the
extraordinary efforts of Friends of Congress Square Park, and the preliminary designs prepared for the Citys

consideration in 2015 all have brought to light many topics important to the Squares vitality. These and earlier
design proposals each address something important about what is needed to make this a successful park and
precinct within the city. The design team will be lucky to have all this information available to them.
We are aware that many City departments, commissions, boards and offices have dedicated their attention to
this project, and that they will continue their involvement. And we appreciate the energy and vision that
independent groups, such as Friends of Congress Square Park, have contributed to this cause.
Earlier designs also illustrate the modest size of the park, and how challenging it will be for a simple, elegant
and affordable design to meet the wide array of constituents expectations. These studies also underscore the
challenges to devising a solution that unifies the various spaces, sidewalks and plazas around Congress Square
into a single, comprehensive design. We would welcome this challenge.
We are aware of the required deliverable products and meetings that are clearly stipulated in the RFP. The City
and team must prioritize the spaces and activities deemed most important to the greatest number of people.
Managing ambitions will improve the chances for a simple, flexible and economically built project. We are
happy that Wright Ryan Construction has agreed to assist us in developing a working budget for the project.
We also would prepare a plan that explores various approaches to constructing the project in a series of
phases.
APPROACH
As team leaders, we would first learn as much as possible about the desires and requirements that will guide
the design process. As designers, we would establish the character and tone of the project, and call upon the
expertise and wisdom of other team members to help us understand the technical implications of various
options, and then incorporate that awareness to strengthen the overall design. A good team works as one
entity, much the way that musical and dance groups often interact.
In order to optimize the proposed fees, we would focus our efforts in the early steps of the process on
understanding the project goals and putting forth a strong scheme that meets the most possible interests, and
results in a simple, accommodating and enduring place. The team would first develop design options for
discussion. Rather than guessing at the right solution, we often present divergent schemes in the early stages,
which we have learned can elicit strong and clear reactions. This first round of dialogue generates valuable
information for the team. From there, we would focus on a single design that meets the greatest range of
expectations. In addition to learning about the communitys interests, we would confer with maintenance and
safety departments, and others who might shed light on the potential and limitations of the space. Following
Schematic Design, we would more deeply involve our partners and specialists, such as lighting designers,
water-feature engineers, and others, as the approved design requires. We would be happy to provide a more
detailed account of our proposed process when appropriate.
AVAILABILITY
If we are fortunate enough to be invited for an interview, we would look forward to the noted forums with the
committee and members of the public in mid-March. I have several previously scheduled obligations during
that timeframe: a brief teaching engagement at the University of Illinois, and as a member of a regional design
awards jury. Therefore, I will be out of town on March 14, 15 and 18. However, I will protect the remainder of
my mid-March calendar until the finalist teams are selected.

a wide range of projects, as leaders, but more often as members of multi-disciplinary collaborations. The firm has completed
projects and competitions throughout the US, Canada, Europe, South America and Asia. We currently have projects underway
in California, Colorado, Maine, Massachusetts, Michigan, Montana, Nevada, New York and Virginia. Internationally, projects
are also underway in China and St. Barthelemy Island.

EXPERIENCE

We provide a full scope of landscape architecture services tailored to assist our clients in developing clear visions for
their properties. The scale and type of our projects have ranged from land planning, to campuses, museums, churches,
courthouses, libraries, historic properties and recreation facilities. We also have a great deal of experience planning and
designing large private properties. Designs for many of our projects have focused on creating places for people to gather
while addressing issues of circulation, security and programming. Our designs are always focused on, and built around, a
strong architectural design and particularities of the site and merged with the surrounding context.

STRENGTHS

The office is intentionally small - a spirited and close-knit team of eight who are well-attuned to working cooperatively with
inventive and forward-thinking architects, colleagues and client groups. Our experiences lend a comprehensive approach
to all scales of design, from feasibility studies and master plans to detailed site designs and site furniture. We operate
nationally and increasingly internationally, exposing us to a great many landscape typologies, cultural viewpoints and
methods of building. This experience benefits our clients and projects in providing a certain level of objectivity that we try to
bring to each new undertaking.
Our work often mediates the in-between zone of architecture and its context (natural, historic and cultural) with the goal
of crafting landscapes with seamless indoor-outdoor relationships between architecture and landscape space.
We do not seek to imitate nature. Rather, we attempt to understand local natural systems and from that, create clear and
thoughtful contrasts to nature, emphasizing spatial qualities of the landscape and serial experiences of moving about a
particular place.
We strive to create simpler design solutions that are easier to build well, simpler to maintain, and longer-lasting in the
memories of those who experience them. We advocate the use of native and indigenous plants, resulting in a beautiful,
practical and self-sustaining landscape - plants that make common sense in a particular place.
We are experienced with the LEED certification process and we find that our practical approach readily meets LEED goals
and requirements as a matter of course.

APPROACH

In pursuing or considering project opportunities, we seek out clients and other designers who enjoy active, open teamwork.
We strive to be inventive, but at the same time we are rational, good listeners, and take seriously the responsibilities of
meeting owners expectations and needs, including schedules, budgets and other essential project requirements.
Within the studio we work as a team: principal, project leader and others, changing roles as necessary. We call upon the
expertise of various colleagues to supplement our knowledge when historical, horticultural, geologic or technological
specialties are new to us.

Studio on a renovation of this historic
student center building at Bates
College, in Lewiston, Maine. The new
courtyard is directly connected to the
den cafeteria, providing an outdoor
space to accommodate socializing
and studying, casual dining, and other
campus events. The design calls for
modular pre-cast seat wall sections
that can be re-used in future campus
projects, and the reuse of existing cast
concrete pavers. The terrace includes
a grid of Red Maples set in a panel
of pea stone to create a shady and
intimate area to gather. Rain water
will be collected to the trees.

Telluride Forever Park


Telluride, Colorado
We recently completed the preliminary
design for the Telluride Forever Park.
This purpose of this project, promoted
by the Telluride Foundation, is to create
within this small ski town a public
space in which world-class sculpture
can be exhibited. Large public artwork
will be displayed on a cyclical basis.
The Foundations aspiration is to add
a new element to the Town, adding to
the brilliant schedule of arts and music
events that define the summer and
fall seasons in Telluride. The park site
is located at the nexus of the village,
the San Miquel River and the yearround (and free) gondola that provides
a vital link between the Towns of
Telluride and Mountain Village, for
skiers, mountain-bikers, hikers and
other visitors to the area.

geometry of the architecture resulted
from a process of elimination of site
restraints, including unbuildable
steep slopes, site access, parking
and pedestrian circulation. The site
grading and plantings reinforce the
bold geometry of the architecture
and help define what will be a
dramatic arrival drive into the site.
Continuous walkways connect the
church, parking, landscape spaces and
nearby recreational opportunities. This
network will provide access to key
destinations as well as offer visitors
various ways to move about the site.
An inward focused interior courtyard
provides flexible movement around
a large, single tree planted within a
sculpted feature bench, and allows
space to use moveable chairs or other
furniture for a variety of church events.

Campus Master Plan for the Waynflete
School, a small private school in
Portland, Maine. Our plan transformed
a series of disparate back yards and
underutilized landscape spaces into a
cohesive and comprehensible campus
landscape. A matrix of simple walks,
local granite walls, crisp granite
benches, and planes of evergreen
groundcover and specimen shade
trees serve as unifying elements
throughout the campus. The schools
setting in an historic residential urban
neighborhood necessitated careful and
thoughtful choreography of pedestrian
and vehicular circulation. Within the
plan, several distinct projects were
designed and constructed, resulting
in a new arrival to the school, a
series of landscape spaces for active
and passive uses, and courtyards
associated with a new Performing
Arts Center, Middle School Yard and
Sanctuary.

Museum Campus. The Memorials
design is rooted in classical precedent
and principles of axiality- just as
Burnhams designs were. Anchored
by the classically formed axis of the
Field Museum and Shedd Aquarium,
it also recognizes the contemporary
realities of the functional planning
of generous public space by merging
these elements within a site that is
asymmetically weighted to emphasize
the spectactular views available. The
space is characterized by a range of
closely planted flowering trees, an
open lawn, an overlooking displaying
the timeline of Chicagos vibrant
history and visual connections to
Grant Park and the Chicago skyline.

The buildings mass defers to three
towering oak trees, forming a central

pool sit within this plane. Other such
interwoven landscape spaces, both

This new chapel located at the edge
of an extensive church campus
appears as an illuminated glass box
elevated on a desert slope. Arrival
to this highly symbolic building is
gained via diagonal walks through a
series of broad, faceted planes that
transverse the hillside. Rusted steel
walls of varying heights retain the
grades along the walkway, concealing
and then revealing the chapel to
visitors as they ascend the walkway.
Native desert plantings in a gradient
of intensity emerge at each turn.
The chapel walls extend into the site
to define a series of distinct court
spaces. A paved arrival court features
benches, a grove of Palo Verde trees
and a reflecting pool. Opposite, a
similar bosque of trees hovers above a
stabilized decomposed granite court. A
third court is comprised of a crisp lawn
panel set against the native Sonoran
hillside. All spaces are used on their
own or in conjunction with the chapel
for gatherings and services. A remote
meditation spot was created amidst
dense desert plantings behind the
reflecting pool wall.

Planting strategies reinforce the hierarchy of spaces throughout campus. The most public and formal of these spaces are a series of wonderful courts directly associated with the schools most prominent and public buildings: the Library, Mosque and Assembly Building.
Together, these courts establish the physical and social center of campus. Each of the plant groupings characterize the spaces, contributing to the degree of scale and enclosure. Bold, geometric arrangements of palms distinguish the primary courts and strengthen them as a
group. The result is a series of interconnected rooms between, among and around the core buildings on campus. For the mosque, the reverse is true, where carefully arranged trees create a unique place for this special building.

Bently Heritage Distillery


Minden, Nevada

Located in a fertile valley in the high, cold
desert of northwestern Nevada, Bently
Heritage will be a new sustainable estate
distillery that produces world-class spirits
from grain and botanicals grown at the
neighboring Bently Ranch. The distillery
will be housed in a restored historic
flour mill and creamery that sit on an
approximately 7-acre site in the small town
of Minden. The facility will be open to
the public for tours and tastings, and the
outdoor spaces will accommodate a range
of public and community uses.
Working with Eight Inc., MBLA developed a
rational, elegant site plan that consolidates
the most active pedestrian spaces along
the mill building, while accommodating the
considerable circulation and parking needs
of visitor and distillery traffic throughout
the site. A generous open plaza with a
mature specimen tree, an intricate garden
featuring botanicals used in the spirits, an
open event lawn, and a restored historic
train car comprise the active pedestrian
axis north of the mill building. Along the
north and west borders of the property, a
wide swath of native meadow brings the
species and spirit of the adjacent wilder
conservation lands all the way to the
propertys main entry point.

competition to design a permanent
commemorative work that will honor
the enduring historic significance of

American ideals and values it embodies.
The site is a triangle of federal parkland
located at a prominent intersection
in the heart of Washington, D.C. mbla
crafted a design for the site to support
the conceptual monument proposed by
Amy Stacey Curtis. The artistic concept
proposes an interactive monumental
wall for Peace Corps alum to bring and
exchange stones from their journeys.
The site design integrates this wall into
the gently sloping grade, providing an
area for gathering and enlarged steps
for rest and contemplation.

Our work at Andover is associated
with the renovation of the historic
Paresky Commons, a 1920s Colonial
Revival dining hall and student
center- the heart and social hub of the
campus. The building occupies one full
side of a classic quadrangle designed
by the Olmsted brothers. Our design
expanded the entry terrace and stairs
to provide a generous and comfortable
experience of the landscape, allowing
greater ease of daily use and much
needed space for special events. A new
terrace at the buildings lower level
at the south end creates an outdoor
extension of a busy student lounge,
while the upper level serves a number
of important purposes: creating a new
social gathering space, acting as a vital
pedestrian node between the athletic
complex and academic buildings, and
providing access for emergency and
service vehicles. Paresky Commons has
earned LEED silver certification.

bluestone plaza that both addresses
abutting streets and forms the
public image of the building. The
west side of the building features a
courtyard and garden that includes a
grove of gingko trees surrounding a
large reflecting pool. Large slabs of
bluestone allow pedestrian movement
through native grasses and perennials
while creating spaces to display largescale works of art.

Over the past several months we have
been working with the owners and
Canal 5 Studio to study various ways
to improve the Canal Plaza landscape.
This early study plan shows one
possible approach to redesign, with an
attempt to bring light and vitality to
this under used and sometimes dreary
space. Pedestrian movement, lighting,
seating and other enhancements are
all considerations in our studies. We
are examining opportunities for the
space to accommodate various events,
to better serve the diverse group of
building occupants and to invite more
foot traffic and activity. Future designs

COMBINED SEWER OVERFLOW (CSO) ABATEMENT PROGRAM


Woodard & Curran worked with the City of Portland to implement numerous projects
identified as part of the Citys CSO Abatement Implementation Plans, developed
under consent order with the Maine DEP. In implementing the plans, the city faced
the added challenge of addressing other regulatory initiatives associated with Clean
Water Act compliance, including stormwater management.
In addition to coordinating the overall design process under the Abatement Plans,
Woodard & Curran provided survey, project design, and bid phase support services.

Woodard & Curran Drives Innovative Stormwater Management and LowImpact Design (LID) Concepts
Innovative stormwater management and LID applications in sewer separation projects can result in reductions to flowrate and pollutant load within the Citys storm
and combined sewer systems. The application of these technologies, including
underdrained soil filter systems and box filter systems, can result in reductions to
conveyance pipe sizes, reductions in CSO events/volumes, and improvements
to water quality at stormwater outfalls and CSOs. Woodard & Curran identified
opportunities during project design and implementation to apply these technologies,
assisting the City in meeting their current and anticipated future regulatory compliance goals and providing valuable demonstration projects that can inform enhanced
engineering and operations-integrated design in the future.

Improving miles of the Citys combined sewer system, the following are some of the
projects Woodard & Curran completed as part of the abatement plan.
The Clifton Street Design project included the separation of storm and sanitary
sewers, which flow through 7 CSO regulators to 5 CSOs discharging to Back Cove.
Woodard & Curran provided survey, geotechnical evaluation, storm and sewer system design, and bid phase support services. The project involved conventional separation, as well as stormwater retrofit solutions that included underdrained soil filters
(rain gardens), and tree box filters to treat and manage the separated stormwater
that discharges to Back Cove. The project involved new curbing and partial street
reconstruction in the impacted areas.

The Middle Street Stormwater Feasibility Study was focused on identifying an


alternative stormwater system for the Citys eastern waterfront, which covers a drainage area of roughly 51 acres. The study looked at the use of LID and conventional

alternatives for managing stormwater, including storage and increased conveyance


capacity, and provided cost estimates for evaluating alternatives.
The Mellen Street Design project involved the separation of storm drainage from
combined sewers in a 20 acre sub-watershed in a densely populated residential
neighborhood of Portland, with discharge to Deering Oaks Pond and ultimately the
Back Cove. The project incorporates stormwater separation, hydrodynamic treatment, new stormwater outfall to the pond, and accommodations for future upstream
separation projects.
The Western Promenade Sewer Evaluation is a project that evaluated the sewer
system in an urban area comprising roughly 100 single and multi-family homes in
the Western Promenade neighborhood. Public Works had received complaints of
sewage backups in this area. Woodard & Curran reviewed these complaints, evaluated storm events, analyzed existing flow data, developed runoff and sewer models,
and evaluated abatement alternatives including low impact development stormwater
retrofits, storage, roof leader disconnection programs, and others. The results of this
study, including the application of additional hydrobrakes at key areas of the system
and working with homeowners to disconnect roof leaders at several residences,
has led to a decreased number of sewer backup issues in the neighborhood. Public
Works and Woodard & Currans efforts were met with high regard by the Western
Promenade Neighborhood Association.
The recently completed West Side Interceptor Sewer Separation involved the
replacement of just over one mile of the West Side combined sewer interceptor
which runs through the highly visible Capisic Pond Park, with a goal of eliminating
overflows to the Fore River Estuary. This project involved extensive flow monitoring,
modeling, sewer design, access roadway design, and state and federal wetlands
permitting. The project was scrutinized by the neighborhood association for its potential impacts within the park; we assisted the City with the City-led public process to
ultimately achieve a project that the neighborhood residents are pleased with.
The Read/Bay Street Sewer Separation project; Carlyle, Canco, Walton Street
Sewer Separation project; Read, Forest, Bell Street Sewer Separation project;
and Wellington, Gleckler, Canco Road Sewer Separation projects located within
the Back Cove sewer shed were equally significant and similar in many ways. These
four individual projects involved construction of new storm drain and sanitary sewer
to separate an existing combined sewer system in a residential and industrial neighborhood of Portland; the change in the nature of these neighborhoods from residential to industrial as you move along the alignment created the challenge for how
we managed the separated stormwater and the finished roadways. These projects
included stormwater modeling, separated storm sewer and sanitary sewer design,
roadway repair design, and the use of stormwater treatment system designs including hydrodynamic separation and underdrained soil filters (rain gardens).
For the Dorothy-Dibiase-Hicks Street Sewer Separation design project, the firm
worked with the Department of Public Services to evaluate and identify numerous
innovative stormwater management techniques that could be applied to this residential neighborhood to manage stormwater before it enters the urban-impaired
Capisic Brook. The use of a conveyance soil filter system within the right-of-way, and
below the lawn areas that fall within the right-of-way, was determined to be the most
appropriate technology for this application. This storm drain management system

accomplishes the goals of sewer separation, while addressing the pollutant concerns
associated with Capisic Brook. In addition, we assisted the City in working with the
residents of this neighborhood to gain public support for these stormwater management solutions.

ASSESSMENTS
Portland is Maines largest city and one of the oldest in the country. Like many other
cities throughout the region, it faces a complex and intertwined set of Clean Water
Act responsibilities. The City has recently invested in master planning work to assess
the strengths and weaknesses of its systems and map out the most important and
effective improvements.

Extensively renovated circa 1920, the building was evaluated by Becker Structural Engineers
to determine the feasibility and structural impact of removing four columns at the first floor

Ocean Gateway Multimodal Facility,
Portland ME. Program and Project
Manager of the permitting and design
for implementing first phase of the
Master Plan of the redevelopment of
a 19.5-acre ship repair facility to a
multi-use marine transportation facility on Portlands waterfront. The phase
one facility encompasses the former
Bath Iron Works site and the associated City-owned land-based infrastructure. Under Barrys responsible
charge, Woodard & Curran prepared,
submitted, and obtained land-use and
environmental permits for the project,

(CBITD) Phase 1 improvements project.
CBITD provides intra-harbor ferry service to more than 900,000 passengers
annually, as well as ferrying vehicles
and freight to the islands of Casco Bay.
The Phase 1 improvements preliminary
design involved the conceptual design
and planning for a new passenger and
freight gate, expanded passenger waiting areas, freight staging areas, and

Ethan A. Rhile, P.E.


Associate
Ethan joined BSE in September of 2001 after practicing structural
engineering in the Mid-Atlantic States. He has extensive experience in the design of multiple story commercial office buildings
and industrial facilities, with several projects eclipsing 250,000
square feet. He has served as a Project Manager, responsible for
the technical design, quality control, budgeting, and construction
administration for building projects up to ten stories in height, with
construction budgets up to $60 million. Additionally, Ethan has
been involved with highway bridge design and inspection, with inspection experience on multilane bridges with up to 26 spans. His
background includes specialty field evaluation of existing parking
structures, train bridge analysis, airport building design and hangar
structure repair, timber framing systems, construction shoring, and
retaining walls. He has an in-depth knowledge of computer software packages including STAAD-III, SAPP
2000, RISA 3D, RAM Elements, RAM Structural System, SP Mats, AutoCAD and Revit.
