Needs Assessment
Needs assessment can be done by various methods such as observations, interviews,
questionnaires and tests to collect data from all stakeholders involved.
1. Changes in labour pool
Life expectancy in the world will exceed 70 years. Organizations have to plan for
adjustment as increasing older workers remain in the workforce. Employers must plan
how to accommodate employees diverse needs and still get the job accomplished in
an efficient and effective way.
2. 35% of the jobs in Europe will require high qualification
Job requirements have to be tally with employee knowledge and skills since the level
of education will be increasing. Any gaps between performance and job requirements
need to be filled with suitable training and development programs.
3. 67% of new employment will be created in emerging Asia
Employers have to have knowledge on Asia market in order to attract and retain Asian
employees. Knowledge on background, culture, values of Asia are important to
acquire a competitive advantage among competitors in the market.
4. Different branches of health will converge into nutrition, healthcare and welfare
Employees need extra in-depth knowledge since health will be branched into
nutrition, healthcare and welfare. They need to be trained in order to acquire new
knowledge and skills to be specialized in their respective fields.
5. Scarcity of resource determines the economic model. Peak of production of
numerous resources including gold, copper and oil will be reached.
Resource management skills of employees need to be enhanced to manage the scarce
resources. Since scarcity of resource determines the economic model, it is vital for
nations to manage their resources well to maintain their competitiveness in the global
market.

City areas will become crowded and saturated. Therefore, city planning and
development skills are needed to build cities in a way that is ideal and suitable for
people to stay.
7. 50% of Digital Universe will require certain level of security beyond physical
protection
As technology increasingly present in peoples lives, people need more than just
physical protection. This is because threats or harms can come in non-physical ways.
New skills or knowledge need to be developed to provide security beyond physical
protection.

Development
After needs assessment has been done to identify performance gap or other specific
new development needs, suitable training and development programs need to be
designed to meet needs of working adult learners. To fill the gaps, training programs
such as on-the-job training, away-from-the-job training, formal training, coaching
programs can be carried out. Based on the characteristics of the environment, suitable
training methods should be selected. Furthermore, employers have to prepare
employees to learn through training and development programs by motivating and
encouraging continuous learning and improvement in the company. This is to equip
them to compete in an increasingly competitive environment towards year 2020.
Majority of the population in year 2020 will be the elderlies, as well as the
workforce. The workforce will be having higher level of education and qualifications,
also being technology savvies since they are so connected to the internet. Training
programs has to be designed to suit these characteristics. E-training or e-learning
programs might be popular for the future 2020 population since they are experts in
both knowledge and the internet. Besides, in the competitive environment of year
2020, online learning might appear to be the fastest, most effective, most efficient and
most direct form of delivering knowledge and active learning.

Evaluation
After training has been carried out, evaluations have to be done to evaluate the
effectiveness of the training programs on benefiting both the employees and the
organization. Evaluations can be done based on feedbacks from both the trainers and
trainees, new skills acquired, job performance, organizational results and return on
investment (ROI). Online or written surveys and feedback forms can be used to
acquire data on the trainings conducted. The results will then be analysed to evaluate
the effectiveness of the training and development programs, including its costeffectiveness.
