Bureau of southern China grid (Guangdong and Guangxi) was established in
December, 1984.
Affiliated company of southern China grid (4 provinces) was established in
July,1990.
500kV single circuit AC transmission line (800MVA) was constructed in 1993.
Until then, 4 southern provinces achieved integrated operation.

The project was developed to 500kV double circuit (1200MVA) in 1998.

500kV Tianguang DC transmission line (1800MVA) was constructed in 1996.

Challenges
D 500kV bulk power grid of Guizhou, Yunnan and Guangxi had not
formed, and grid structure was weak;
D 500kV transmission lines were connected to the weak 220kV network in
Yunnan, Guizhou and Guangxi, which formed electromagnetic loops.
Stability control equipments must be used to ensure stable operation;
D In 1999, Guizhou grid and Yunnan grid isolated several times from the
main grid. The transmission capacity was limited by the angle and
frequency stability.

With the grid interconnection of Yunnan and Guizhou, synchronous grid


scale was extended and frequency stability was improved;
D The benefits of power trading was increased;
D The grids of different provinces behaved as backup for each other, which
decreased emergency reserve and improved equipment utilization

In 2000, the government determined that 1OGW power should be


transmitted to Guangdong and 7 "west-east power transmission" projects
started construction simultaneously .

In 2001, 5 years Yunnan/Guizhou to Guangdong power transmission


agreements were signed.

<I In 2002, the 3rd 500kV AC transmission line for west-east power
transmission was constructed;

Due to the chain structure of west-east powe transmission, the main problem of
this period was dynamic stability problem;

The AC and DC parallel operation further worsen the low damping situation and
low frequency oscillation;

After multiple DC projects were put into operation, commutation failure and
sudden power decrease happened frequently in the first few years.

D

CSG realized flexible dispatching by taking advantage of time difference, area


difference and load characteristic difference. With only 3.9% installed
capacity growth, the power demand increased by 11 .7%.

The west-east power transmission capacity increased by 3.2 times and westeast transmitted electricity increased 38% annually.

During summer peak load period in 2005, 1/3 of the electricity consumption
in Guangdong was from west;

For Guangxi, Guizhou and Yunnan grid, the Guangdong grid can provide
backup and improve the fault resistance capability.

CJ 800 UIN DC transmission capacity is 5000MVA, accounting for 114 of

the west-east transmission capacity. When DC is blocked, the dynamic


stability and voltage decreased obviously.
CJ In remote areas of Guizhou, Guangxi and Yunnan, 500kV grid network

was weak. As installed capacity of small hydro power increased, grid


stability and transmission capacity was limited by dynamic stability;
CJ As multiple DC transmission lines fed into Pearl River Delta, the

interaction between AC and DC became intensive. AC fault may lead to


commutation failure and even block of multiple DC projects, which is a

great threat to the grid stability.

CJ In 2010, the west-east transmitted electricity reached 11 OTWh and the

maximum power was 23 GW, which were doubled compare to that of


2005.
CJ During 2006-2010, the total electricity from west to east was 500TWh,

which promoted rapid and constant economic growth.


CJ By large scale grid interconnection, the natural disaster resistant

capability of CSG was improved . When blizzard hit Guizhou, backup


power supply was provided through 500kV transmission lines from other
places.

from Xiluodu to Guangdong was put into operation;

D There is great amount of n::sidual hydro power in Yunnan. The Niucong, Puqiao and Chusui

DC project are operating at full capacity for most of the time, which threatens grid
stability.

Benefits
OThe west-east transmission capacity in 2015 increased by 50% compared with that in 2010.
In 2014, electricity transmitted from west to east reached 172.3TWh, which is 1.3 times of

that in 2013;
D The

accumulated west-east transmitted electricity was 1OTWh in 2002, 1OOTWh in 2005,

and lOOOTWh in 2014. Since the establishment of CSG, accumulated west-east transmitted
electricity increases by 100 times, 70% of which is clean power. Yunnan and Guizhou sent
340TWh~350TWh respectively.

Based on long-term generation planning, the west-east
transmission capacity will reach 72GW and 85 GW in
2020 and 2030 respectively. There are 36GW and
49GW increase compared with 2015.

The power sending area changes from Guizhou,


Yunnan and Guanxi to Yunnan and southeast of Tibet.

The generation sources of west-east power transmission extended from Guangxi to Yunnan and
hydro power takes more than 70%. West-east electricity from Yunnan increased annually, which
reached 88.7TWh in 2014 and took more than 50%.

With the improvement of DC control and protection system as well as domestic


manufactured equipments, DC faults and trippings decreases annually.
The reliability of DC transmission lines is high rank in China. For example, 500kV
Guiguang I and Guiguang II DC transmission lines are the top 2 in China, which have
. reliability of 97.85%and 97.66% respectively.

In 2013, the 1st multi-terminals flexible DC transmission project(( 160kV,200MVA, three


terminals)in the world was constructed by CSG. CSG has mastered lots of key
technologies concerning high voltage, large capacity and multi-terminals flexible DC
transmission equipments as well as system integration.
The Luxi back-to-back DC project(350kV, lOOOMVA) under construction is the one with
the maximum capacity compared with its counterpart in the world. After asynchronous
grid interconnection is achieved, grid stability problems caused by power transfer between
AC and DC lines can be solved while grid stability control strategy can be
simplified, which can eliminate risk of large scale blackout.

consumed by industries, residents and commerce.
The electricity demand in Myanmar has risen rapidly in recent years. The
average annual growth rate of electricity consumption is more than 10%. It is
estimated that by the year of 2020 and 2030 the annual maximum load will
reach 5.6GW and 16GW respectively.
Recently the electricity supply doesn't meet the demand. According to the
development plan, Hydropower and gas will be the main power supply. By
2030, there will be more than 3GW that can be send aboard, excluding the
part that is directly sent aboard from power plant.

consumed by industries and residents. The imported electricity accounts
for a large proportion.
The electricity demand in Laos grows rapidly in recent years. The average
annual growth rate of electricity consumption is more than 15%. It is
estimated that by the year of 2020 and 2030 the annual maximum load
will reach 1.9GW and 5.4GW respectively.
Most planned generation capacity is hydro power and thermal power. It is
estimated that by the year of 2020, the surplus electricity will be
200MW, and by the year of 2030, the electircity insufficiency will be
about4GW.

The 500kV transmission lines of CSG is about 39,506km, and the 500kV substation capacity
reached 203,060 MVA. All the GMS countries are still at the beginning the construction of 500kV
power grid expect Thailand.

From the experience of development of CSG, voltage and angle stability will be a problem in the
first few years of 500kV power grid interconnection. Now, CSG is strong enough to support for the
instability in GMS.

The power grid interconnection can strengthen neighboring


friendship, promote the economic cooperation, balance the development
of power supply, load and power grid, optimize power utilization and
energy resource allocation, improve the technical level of electricity
industry in GMS.
Strengthening the cooperation in electricity industry to achieve the
win-win goals in GMS.

Conclusion
GMS countries are all developing countries, they need power grid industry
cooperation to balance the resource and electricity demand distribution.

Thailand and China are the main electricity import countries.

Myanmar is rich in hydro power, and will be a main electricity export country.

Laos is rich in hydro power , and will be a main electricity export country.
Also, Laos will play an important role in power grid interconnection because of
it's geographical location.

Vietnam will play a supplement role in dry seasons.

Cambodia can produce the electricity for domestic demand.

The overall capacity of electricity exchange is expected to ~e about 50,000MW.

The most important thing of power grid interconnection in multilateral

insufficiency in large capacity. Hybrid operation of 500kV AC/DC with is a
good way to realize the multilateral trading.

Flexible HVAC can be used in electricity exchange between neighboring


countries in small capacity.

CSG has a big market and a strong power grid, which can be a platform for GMS
power grid interconnection. CSG can help balance the electricity surplus and
insufficiency in GMS countries, and can play a supporting role of 500 kV power
grid construction and interconnection.

CSG has accumulated a lot of experience in constructing power grid. CSG is
willing to share it's advanced technology, construction experience, human resource
and capital investment, in order to promote the employment of power supply and
