SADs Tuesday rally even as
Congress leaders cried foul
over not getting ample security
for the party rally in Bathinda.
Instructions have been
issued to lower-rung policemen
not to allow people wearing
black socks, shirts and turbans into the venue to quell
anti-government protests.
Sources say around 500
policemen in civvies will be
present inside the venue to prevent people from raising antigovernment slogans. Additional forces have been
summoned from Mohali, Sangrur and Barnala, while the
policemen from Nawanshahr
have been kept on standby.

power corporation. The government had earlier turned
down two bailout packages
offered by the Centre in the
past 13 years to rescue power distributions companies
of the heavy debt burden.
The Centre had recently
cleared a rescue plan for
loss-making state electricity distribution companies
(discoms) under UDAY and
the state had stepped forward to accept the same to
tackle the rising debt of
state power utilities.
Sources said Punjab was
the seventh state to accept
the bailout package.

in the package would be difficult for the state government to implement in view
of the Assembly elections

(BFUHS), will soon go digital.
The BFUHS has decided to
introduce a digital examination system to check paper
leaks and tampering with
answersheets. According to
the new system, question
papers will be e-transferred
to examination centres minutes before the start of
examinations.

In a statement issued here
today, Urban Bodies Minister Kavita Jain said urban
local bodies were being

She said under the Digital India programme of

Modi, the facility of filling
property tax online would
be introduced soon. The
digitalisation of information of property owners
and their related details
had been initiated. The
data would be made online

The police have lodged an
FIR against eight police
officials, including a DSP,
an Inspector and a SubInspector, on the orders of
a local court. The Rohtak
police authorities had earlier attached the DSP to
the Police Lines and suspended an Inspector and a
Sub-Inspector for their
alleged role in falsely
booking three innocent
men in a murder case.

While Haryanas villages
seem to struggle with finding eligible educated
women candidates for the
forthcoming
panchayat
elections and lack of toilets
weighs heavy on the minds
of candidates, particularly
in Mewat, the Harayana
Development and Panchayat Department doesnt, so
far, have a back-up plan for
wards and villages that fail
to elect representatives for
want of candidates.
Sources in the department say it is too premature to plan for an eventuality that has not arisen.
Moreover, as per procedures laid down, the State
Election
Commission
(SEC), after the last date of
withdrawal, will inform the
department about the number of vacancies following
which a call will be taken.
We have no intimation
about such villages so far.
Also, we thoroughly studied the impact of introducing minimum educational
qualifications in Rajasthan
and found there were only
two or three wards where

road accidents in Faridabad
district till December 11 this

the Road Safety Organisation

Statistically, the numbers of
deaths in road accidents has
come down this year as compared with the last years figure of 210, though the numbers of accidents has gone up

injured last year was 733
against 730 this year. In 2013,
219 persons were killed and
638 injured in 666 accidents.

Road mishaps have claimed
139 lives in Sirsa district this
year so far. According to a
spokesperson of the district
police, 270 road accidents
have been reported in the district this year out of which 112
were fatal and 158 non-fatal.
The number of injured stood
at 270. In 2014, 148 persons
were killed and 232 injured in
335 road accidents.
SP Ashwin Shenvi said
the police were focusing on
Sirsa-Hisar and Sirsa-Dabwali road. However, we are
yet to analyse whether this
actually helped in reducing
the number of accidents on
these two roads, he said.

number of regular government employees in
Himachal since 2010, the
hill state has one of the
highest employee ratios
in the country, resulting
in Rs 13,000 crore being
spent annually on the
salary and pension bill
alone.
The latest census of government
employees,
released by the Department of Economics and
Statistics, puts the total
number of employees at 2,
26,634, which includes
44,585 who are non regular.
The number of regular
employees which had
touched 1.91 lakh in 2010
has, however, come down
to 1.82 lakh in 2015.

The minimum temperature ranged between -8 and 13 degree Celsius in tribal
areas while Keylong recorded a low of -5.2 degree C followed by Manali -3.6 degree C
and Kalpa -2.4 degree C.

Five Congress workers

sustained
burn
injuries when petrol sprinkled on an effigy of Prime
Minister Narendra Modi
during a protest accidentally
caught fire.
The mishap took place
outside the Deputy Commissioner's Office where
party men led by state Congress president Sukhwinder
Singh Sukhu and other senior leaders, including MLAs,
were staging a protest
against the BJP-led NDA
regime
for
allegedly
unleashing political vendetta against AICC chief Sonia
Gandhi and Rahul Gandhi.
Protests were staged at all 17
district organisational headquarters in the state.
Eyewitnesses said five
workers who were standing
close to the effigy suffered
burn injuries. One of the
workers Manoj Adhikari
sustained burns on his
hands, face and head. He
has been admitted to Indira
Gandhi Medical College and
Hospital for treatment.
Another four workers who
also suffered injuries discharged after first aid.

Registration of 10-yr-old
diesel vehicles banned

Transport Minister GS
Bali today said the government had banned the
registration of 10-year-old
diesel vehicles from January 1 which were bought
from outside the state.
He announced incentives for the registration
of electric and hybrid
vehicles, saying that there
would be no registration
fee and road tax while VAT
would be waived off once
cleared by the Finance
Department.
Spelling out the Transport
Departments plan for discouraging diesel-run vehicles in the state, Bali said
the state had sought 25 electric buses from the Centre.
They have urged the Union
Government to set up a
CNG station at Una and
start these bus services on
the routes in Manali,
Dharamsala, Shimla and
Dalhousie as directed by
the National Green Tribunal(NGT) to provide
quality and pollution-free
order to discourage
diesel-run vehicles in the
state, the Transport Minister said the state had
sought 25 electric buses

Omar Abdullah today advocated a dialogue between
the state and the Centre
and warned that Indo-Pak
talks, resumed recently,
needed to be insulated from
attempts to derail it.
The working president
of the National Conference (NC) appealed to
Prime Minister Narendra
Modi to initiate a dialogue
with the state in the way it
was done with Pakistan.
The Jammu and Kashmir issue has two dimensions. One is internal,
between the state and New
Delhi, and the other is
between India and Pakistan. This issue will be
solved when you talk on
that the way it started a dialogue process with Pakistan, it will start a dialogue
in a similar way with Jammu and Kashmir, he said.
The former Chief Minister welcomed the resumption of talks between
India and Pakistan, but
warned that the process
needed to be insulated.
What we need to do most
is to insulate this dialogue
because many attempts

murder case of
Sopore vendor

The police today said they
had solved the murder case
of a vendor in north Kashmirs Sopore town.
Unidentified assailants
stabbed to death Ghulam
Mohammad Tantary, a vendor, when he was returning
from work on Saturday.
The police had constituted a special investigation
team under the supervision
of Superintendent of Police,
Sopore, Abdul Qayoom to
look into the case. The team
detained two suspected
youths for questioning.
The duo was identified as
Khurshid Ahmad Malla and
Zahid Ahmad Katroo, both
residents of Ambarpora in
Sopore. The preliminary
investigation revealed that
it was a planned murder,
the police said.

Alarmed by the rise of
Islamic State, under pressure from the West and with
stalemate on the battlefield,
Yemens civil war foes are
expected to launch their
most serious peace efforts so
far at UN-mediated talks in
Geneva starting on Tuesday.
The nine-month-old conflict between a Saudi-led Arab
alliance and the Iranian-allied
Houthis has outlasted two
earlier UN attempts at peace
making, caused one of the
worlds worst humanitarian
crises and pushed Yemen
towards total chaos.
Fuelling the urgency behind
Tuesdays talks is a perception in the West that the war, in
part a proxy contest between
rivals Saudi Arabia and Iran,
is a dangerous distraction
diverting regional attention
from what should be the preeminent task of fighting IS on
its home turf and ending Syrias larger war.
There is an opportunity
now more than at any of the
previous talks and negotiations to stop this war ... to confront terrorism and challenges, a spokesman for the

be acting for Islamic State
attacked a nursery school
teacher with a knife-like
weapon as he prepared for
classes in a school north of
Paris, French officials said

said the official, adding that
anti-terrorism officials were
