The quality of teachers is expected and plays a tremendous impact on student outcomes in

school. It has also been noted by Barber and Mourshed (2007) in the book How the World's
Best-Performing Systems Come Out on Top "that the quality of the school system
(education) cannot exceed the quality of the teacher ". Teachers are expected to be
competence and committed to comprehend the scope in teaching and able to keep up with
the current education system. Recognising the role and importance of teachers to mould the
generation, we should first understand the challenges that the teachers of the 21 st century
been facing. The roles of a teacher these days are tougher as we are moving forward with
the development of technology world so many of teachers work is online-based that
teachers have to always be on their toes at all time to prepare all those e-here and e-there.
Sometimes, to be able to log in into system, teachers have to wake up as early as 3 a.m.
just to key in redundant information that can be gathered manually. These unessential but
additional chores become burden that sometimes could disregard teachers primary job to
teach in classroom. The diversity of works can leads to stress and fatigue among teachers in
delivering education at school which may affect the quality of work.

Workload is defined as responsibilities that must be carried out by the same teachers who
have many other responsibilities in the classroom or outside the classroom to complete
school work. The workload can be measured by looking at the amount of time allotted to
complete.In my view, this issue will never be solved because even though this issue has
been raised, but so far we teachers works never seems to be lessen but what I can see
increases day by day. This clearly shows that the efforts that have been made are still not
able to solve this problem. Even more, this issue has been disregarded as the educational
system is constantly changing and the needs of education must be met.

The former minister in the Ministry of Education (MoE), Muhyiddin Bin Mohd Yassin in an
interview for an online news reviewed that teachers, not only had to conduct lessons but
were forced to do clerical work by entering data of students into the system. He said that the
intention was good but the infrastructure was not completed. Agreeing to his statement, I
believe that the infrastructure of our education system should be re-designed. For example
the management of Pupils Data Base Application (APDM) that has been brought by the
MoE to gather all the information of our pupils is an excellent attempt to keep up with our
vast developing country. However, the updated version has come which gives teachers a
crack in the head to do the same job repeatedly using the Student Information System
(SMM) that is done manually. I mean isnt it just a waste of time to double the work and
causing much time instead of focusing on teaching and learning in the class? On top of that,
even though the online system is undeniably an incredible tool because we as teachers and
even parents are able to access information of the kids exam results, reports and so on but
it still is a plight when the server is slow and most of the time jammed. We do know that
technology is at the tip of fingers but it could be a nightmare to teachers to wake up as early
at 3 in the morning to key in all the information which can be made easier had the ministry
foresee the problem before making amendments. These are not only happening for a few
days or weeks. It has been many years that this problem has arisen whereby teachers had
to key in all the online forms and systems but with the same information!
Being a teacher myself, I really would want to focus on the main core business which is
teaching and reduce the clerking works. Besides, it is time that our Ministry of Education put
together their heads with teachers and started to review the education system again. In the
interview, the former minister yet said that A lot of teachers complained that the system took

much of their time due to congestion when many teachers entered data at the same time.
This shows that even the higher authority heard the problems that teachers are facing.

2.0 Workload versus emotional depression.

In addition to the task of educating teachers, teachers also need to take care of the
welfare and student health management Tuition Assistance Scheme, the Trust Fund
ledger Poor (KWAPM), the Textbook Loan Scheme and scholarships. Teachers also
manage the maintenance of buildings, furniture, school beautification, control the use
of school facilities, store management and procurement.
In addition, teachers also need to carry out and ensure the success of the various
programs organized by the school such as the Excellence Awards Day, 3K Program,
Program and Caring School Sports Excellence Program. In addition to school
programs, teachers are also involved with the program organized by the Ministry of
Education, the State Education Department (NRD) and the District Education Office
(PPD), other ministries, non-governmental agencies and the private sector. Other
than that, there are also the annual events like National Day Celebration, Celebration
Children's Day, Sports Day and many more.

Most teachers spend a lot of their precious moments that can be used to rest or
having family moment in order to ensure the programs that has been planned to
work. Teachers usually would stay at school after school, come to school in the evening and
even during school holidays to decorate and beautify the classes or the school environment.
As a teacher, my friends and I always cooperate to manage all the programs that have been
planned in yearly schedule. It needs every teachers physical and mental preparation to
organise the activities from making paper work, inviting the VIPs and so on. A few weeks
ago, there was an Excellence Award Day and I was in charged to decorate the stage which
took almost 2 days and I even have to come at night to finish it with my friends. When we
were busy completing our work, it almost affect our working hours the next day when we
came to school feeling exhausted. This clearly impacted teachers emotionally because of
the pressure to complete the task when there are still many more works awaiting to be done.
Among other teachers' workload is, collecting an additional fee, manage and administer the
Supplementary Food Programme Milk Supplement Plan. Each list of tasks outside of the
field of teaching clearly shows teachers nowadays are burdened with other tasks that
exceed the main task to educate students.
According to Datuk Azam Mohd Atan (2010), President of the National Conference of School
Principals Malaysia (paper collection), due to the outnumber of clerks in schools, teachers
had to manage and enter data in a variety of forms such as Textbook Loan forms,

Scholarship forms and profiles of students other than many more clerical jobs. The number
is insufficient and should be increased at least two people in each school to enable all the
clerical work can be carried out by school officials.
Teachers overwork problem coming from confusion and weakness in governance and
coordination at all levels of school administration as a result of the explosion of information.
Many teachers in the same school at the same time attending courses outside the area of
time management courses are run by organized. This condition causes the job that was left
had to be borne by other teachers who are still in school while they already have work that
needs to be completed.
This problem also arises when many teachers are on leave for some reason such as
maternity, umrah, surgery and sick leave. The duties of teachers who leave will be given to
teachers who are still in school. So, teachers need to perform multiple tasks even though
they themselves have a variety of duties that need to be implemented.

Changes in government policies will also increase teachers' duties. This is because the
teacher is the implementing agency of government policy. Integrated Primary School
curriculum changes (KBSR) to the Primary School Standard Curriculum (KSSR) has caused
teachers to attend courses organized by the Ministry of Education in order to realize the
government's intention. Whenever curriculum and system change, teachers need to follow
and make sure it is successful.
Teachers also had to deal with constant change in the field of education so that the
existence of excessive load. For example, when there is a new employee at the District
Education Office (PPD), the State Education Department or at the ministerial level, many
new ideas and tasks that must be borne by the teacher.
Integrated Primary School curriculum changes (KBSR) to the Primary School Standard
Curriculum (KSSR) has caused teachers to attend courses organized by the Ministry of
Education in order to realize the government's intention. Whenever the curriculum and
change the system, teachers have to follow and realizes it accordingly .
Teachers today have to face problems in managing extra-curricular activities in schools is
increasingly growing. Teachers are required to carry out extra-curricular activities at school
without following resolution no matter the time during school hours or outside of school
hours. As a result, teachers are forced to leave their main task of teaching in the classroom.
The teachers' workload problem difficult to be solved completely but some measures can be
taken to reduce the workload of teachers among them is the involvement of parents in
education. Parents need to involve in school programs not only as a participant but also a
program manager. For example, during the annual sports day, parents must also participate
as a member of the committee that manages the school's annual sports. Parents can help in
the management of participants, participants release and safety committee members. A
close relationship between the school and parents can facilitate the management and
administration of the school.

The use of ICT could ease the burden of teachers in schools. ICT is used to facilitate
administration, facilitate the teaching and learning process and coordinate the activities and
programs. All detailed information regarding the student can be saved using Microsoft
Access and Microsoft Excel. Moreover, ICT is also used to create a database of questions,
content, teaching and learning, teaching supplies and teaching content. This can speed up
time and ease the burden on teachers.
In addition, the ministry will have to review the number of exams and tests at school level
because there are schools with nearly 20 internal examination excluding examinations.
Reduction of internal examinations can reduce the burden on teachers to develop questions
and check the answer scripts of students. Indirectly, the reduction in the number of
examinations can prevent the country from becoming too exam-oriented. Pupils should learn
to acquire knowledge rather than learning to answer exams.
Reorganize the clerical duties at the school can ease the burden of teachers in schools. The
former Education Minister, Tan Sri Muhyiddin Yassin agreed that teachers do not have to be
charged with clerical duties that too much to interfere with the main task of the teacher as an
educator of the nation. In order to boost the quality of teaching and learning, teachers need
to be given plenty of time to plan for more effective teaching and preparing to teach. Thus,
the Committee Burden Task Teachers will provide guidelines on the main tasks and duties of
teachers cannot be done by the teacher.
The Education Ministry has been urged to take into account the average ratio between
teachers and students in the classroom as a step to identify the best formula to reduce the
workload of teachers. The President of the Confederation of Malaysian Headmasters
Council (GMGBM) Awang Mohamad said the proposal was seen to be helping the ministry
to find a formula to solve the problem of teacher workload that has been raised so far. One
of the ways to ease the burden of this work is to increase the number of teachers, means
that now a 1.5 classroom teacher, now a classroom 2.0 (means one classroom, two
teachers). The move is intended to allow teachers to have enough time to concentrate on
the core task of teaching. The proposed study teacher with the average students also
relevant to the recommendations of some others who wanted the post of assistant teachers
to solve the same problem. Besides helping ease the workload borne by the teacher, the
position can solve the problem of lack of teachers who rely on untrained.
Teachers need to manage your time well. Each person will receive the same time in a day,
24 hours a day. Therefore there should not be escorted by a teacher who complained could
not complete the task with no time reasons. The use of time in a day, week, month and next
will provide benefits only to those who know how to manage time. Good time management
can ease the task at hand.
Become effective teachers, produce an effective school and achieve education cemerlag not
impossible. What is important is the readiness and willingness of teachers to change the
paradigm, style of thinking and acting professionally and most importantly be a teacher who
is not easily discouraged. While saddled dengna enormous task, teachers can not be
discouraged and give up. Teachers should always eager to improve themselves by
improving their skills in order to complete the tasks given.

A teacher's professional always exhibit the strength characteristics of knowledge and


practice behavior that is full of sublime work ethic and have a clear understanding and indepth, determination and commitment to enhance its work at any time. Teachers who
spirited indomitable spirit is not easily broken with its challenges. Teachers should be
optimistic, not easily complain with workload.
