Strategically defined the business process outsourcing requirements for a provincial insurance

Achievements:
Authored messaging and terminology specifications for EMR interfaces with laboratories for results
reporting; access to diagnostic reports and images; and access to Albertas Pharmacy Information
Network.
Conducted end-user workshops and studies to identify approaches to improve data quality of
information generated and received by clinicians using EMRs. Defined the process to bring SNOMEDCT and LOINC nomenclature coding into practice to standardize physician documentation of patient
encounters to support population health and best practices aligned with provincial health quality
clinical guidelines.
Conducted an international research study to investigate the readiness of natural language
processing to support clinicians EMR use and the exchange of core data between EMRs to support
providers tacit knowledge.

Achievements:
Led IBM Global Services, Health Consulting Practice with P&L accountability, managing the current
annual book of consulting services of $115M.
Developed new business opportunities for IBM Canada and US in Health and Life Sciences to support
annual revenue growth exceeding 15%. Established new partnerships with GE Health to deliver
workflow optimization services to deploy GE radiology solutions. Created a global partnership for IBM
with MEDITECH to provide applications management and systems integration services.
Developed a winning proposal for Fraser Health Authority to acquire $11.4M funding from Canada
Health Infoway for the first Regional Diagnostic Imaging Network in Canada. Positioned IBM as the
prime contractor and leveraged partnerships with GE Health and MEDITECH to deliver integration
services funded by this investment.
Raised $12M new business for IBM from Health Canada based on the delivery of ebusiness solutions
and led delivery of services to modernize Canadian Pharmacists Association (CPhA) publications
enabling them to support both print and digital properties of their acclaimed Therapeutic Choices and
Compendium for Pharmaceuticals and Specialties.
Engaged by Canada Health Infoway (CHI) to author a detailed report to address pharmacy industry
and prescribers readiness for ePrescribing.
Developed new eBusiness consulting services for IBM with the Ontario Medical Association in
collaboration with the Ontario Ministry of Health to specify an interactive portal strategy for
providers.

Senior Project Manager of the Primary Care Reform Project
Achievements:
Managed a large cross-functional team within the Ontario Ministry of Health (MoH) to specify
business and technology requirements to support the provision of legislated, Primary Care Reform
services and physician reimbursement. Systems interfaces between EMRs and back-end MoH was an
imperative with a deadline of 6 months that was achieved. This project included reengineering
Ministry of Health billing and payment systems and working closely with Electronic Medical Records
(EMR) system vendors to certify their interfaces.
Used Agile business architecture techniques and SDLC methods to manage the Primary Care Reform
informatics project. Routinely provided reports to Assistant Deputy Ministers and the steering
committee to ensure their understanding, demonstrate fiscal accountability and outcomes. This
work laid the groundwork for the Ministry of Health to broadly fund physicians with eligible EMRs.
Participated with the Ontario Ministry of Health Legal Branch to provide input on the role and use of
EMRs to align with the emerging Ontario, Personal Health Information Privacy Act.
