The development of cyber warfare and possible threat to


international security

(3) Emphasising the need for a safer global cyber-environment,
(4) Convinced that the use of the internet can be peaceful, and will bring new development and
(5) growth to developing nations,
(6) Acknowledging that cyberspace is international and can therefore not be governed by one
(7) sovereign nation,
(8) Affirming faith in existing police forces, and their capability to protect the law,
(9) Recognising the efforts of the United Nations in keeping the cyberspace secure for its member

Reaffirming that cyber warfare and cyber terrorism has dramatically increased over the past
few years,

Realising that cyber warfare and cyber terrorism is challenging to combat, since it is difficult
to track the source of the attack,

Seeking to create a safer cyberspace by improving the Internet security with the United Nation
peacekeeping principles;

Reminds all member nation that the World Wide Web is a really powerful

Supports any initiatives to strengthen cooperation between Interpol member


states and their respective police forces, to ensure the safety of the citizenry from
any kind of cyber attacks and to minimize the risk of hacking;

Urges the United Nations to set international laws regarding the cyberspace
and cyber-warfare such as:
a.
Sanctioning nations or non-state actors gaining access to
unauthorized databases,
b.
Mandatory protection for national databases such as, but not limited

Firewalls,

Calls upon all Member States to implement drone legislature limiting following
but not limited to following parameters:
a.
The suitable flying celling for Unmanned Aerial Vehicles (UAVs),
b.
The suitable flying floor on a private area, and respectively a public
area,
c.
Whether or not government building should be a no fly zone or not
and additionally determine the radius of the no fly zone, for such
buildings,
d.
The power and range of the UAVs;

Calls upon all Member States to cooperate against cyber-warfare and cyberterrorism by initiating measures such as, but not limited to:
a.
Establishing a national or international cyber-police which can:
i.
handle cases related to cyber-crimes,
ii.
which are granted power to arrest individuals on the
behalf of the nation it is representing,
b.
Supporting the national cyber-police forces by contributing to this
organ by funding it accordingly;

Request all Member states to put sanctions on all countries using cyber warfare
such as, but not limited to:
a.
Network and server restrictions,
b.
General communication restrictions,
c.
Luxury goods restrictions,

Accepts military usage of drones, as long as it is used in defending a sovereign


state's vital interests such as, but not limited to:
a.
defending a nations sovereignty,

defending citizens humanitarian rights,

defending allies in case of a military intervention;

Strongly believes that cyberwarfare and cyber-terrorism can be efficiently fought,


thereby keeping the Internet safe, which is a medium used by billions of people
worldwide.
