I. INTRODUCTION
This position is located in the U.S. Department of Education, Office of the Deputy Secretary,
Risk Management Service. This position just below the full performance level applies statistical
theories, techniques, and methods to quantified information.
II. MAJOR DUTIES AND RESPONSIBILITIES

Conducts statistical analysis, modeling, and simulation to identify areas to improve efficiency and
effectiveness in the Departments mission and administrative areas.
Performs research to analyze the extent to which study results are properly interpreted and documented.
Identifies and uses relevant modeling information, probability data, frequency data, and other relevant data to
characterize uncertainty through statistical methods.
Implements analytical approaches and analyzes data sets consisting of qualitative, quantitative, structured and
unstructured data types using advanced techniques to identify findings relevant to decision needs and performs
research to ensure study results are properly interpreted and documented.
Provides and oversees the application of a diverse set of models, tools, risk and decision science techniques,
operations research, mathematics, statistics, computer and information sciences, economics, and related fields
(e.g., quantitative policy analysis, engineering, etc.) to develop and enhance the Departments analytic
capabilities.
Applies modeling techniques and procedures, develops mathematical algorithms, writes statistical computer
programs, designs and performs computer simulations, or analyzes data using probability statistics and trend
analyses to solve problems or predict future behavior.
Prepares reports, presentations, outreach materials, and briefings that convey findings appropriate to senior
leadership.

Carries out analysis of data sets consisting of qualitative, quantitative, structured and
unstructured data types using techniques to identify findings relevant to decision needs.
Performs research to analyze the extent to which study results are properly interpreted and
documented. Prepares documentation of procedures, findings, and problems encountered
with recommendations
Identifies and uses relevant modeling information, probability data, frequency data, and
other relevant data to characterize uncertainty through statistical methods.
Selects and modifies a diverse set of models, tools, risk and decision science techniques,
operations research, mathematics, statistics, computer and information sciences, economics,
and related fields (e.g., quantitative policy analysis, engineering, etc.).
Selects and modifies modeling techniques and procedures, develops mathematical
algorithms, writes statistical computer programs, designs and performs computer
simulations, or analyzes data using probability statistics and trend analyses to solve
problems or predict future behavior.
Assists others with data analytics and use of analytical products.

Prepares reports, presentations, outreach materials, and briefings for leadership; creates and
presents professional documents such as Power Point Presentations and White Papers.
III. FACTOR LEVELS
Factor 1 - Knowledge Required by the Position FL 1-7 1250 pts.

Knowledge of statistical theory including modeling, simulation, and large data analyses
to deliver lasting measurable improvements to an organization.
Knowledge of analysis and research techniques in developing a wide variety of materials
used to prepare recommendations.
Knowledge of quantitative methods and techniques to include state of the art analytics,
business intelligence, data warehousing, and commercial statistical analysis,
optimization, data visualization tools and
Ability to programming languages such as SPSS, SAS, or R.
Knowledge of procedures to evaluate alternative analytic tools, methodologies, and
procedures.

Factor 2 - Supervisory Controls

FL 2-4 450 pts.

The supervisor provides limited direction, defines objectives and


resources available. The incumbent plans and performs work
assignments, handling deviations in accordance with previous
experience or accepted practices. Completed work is reviewed for
technical soundness, feasibility and conformity to requirements.
Factor 3 - Guidelines

FL 3-3 275 pts.

There are regulations, policies, precedents, and practices


relevant to the assigned projects, but they provide only limited
guidance for specific work assignments. The incumbent uses
judgment in interpreting, adapting, and applying them to specific
situations or problems. The incumbent analyzes the results and
makes tentative recommendations for change.
Factor 4 - Complexity

The work consists of varied duties relating to segments in an


area of the field. Assignments involve assessing unusual
circumstances, variations in approach, and incomplete or
conflicting data. Decisions include the interpreting of data and
the refining of methods and techniques to be used.

Work assignments address various statistical issues, from design

and review to analysis and documentation. The work affects the


accuracy and reliability of project-related activities. It may
also affect statistical or procedural methodology.

Contacts are with employees throughout the organization


performing work for the assigned programs/projects. Contacts may
include employees of other government agencies or the general
public.
