All committees continue to be funded for the 9month period following expiration of the 20152016 Tentative Agreement that is, for the period
from April 2, 2016 through December 31, 2016.

Employer contributions to Dependent Care


Advantage Accounts will be implemented for the
remainder of calendar year 2016. Employees who
are currently enrolled in the DCAA will have their
employee contribution automatically reduced and
the employer contribution added to their account.
Employees who did not enroll in the DCAA
during the open enrollment period in 2015 can
enroll with an eligible Change In Status (CIS)
within 60 days of the eligible CIS event and have
the employer contribution applied to their DCAA
for the remainder of the plan year. What
constitutes an eligible CIS is governed by IRS
regulations.

In the course of bargaining a successor to this


one-year agreement, the language of the 20112015, which requires physical printing and costsplitting for that printing, shall be the default
language unless the parties negotiate alternative
language.

Over 40 Comp
Time Pilot

April 2, 2015 to April 1, 2016.

2% base salary increase retroactive to


April 2, 2015.

The Over 40 Comp Time Program, which sunset


on July 1, 2015, is continued in the 2015-2016
Tentative Agreement. This program allows
overtime eligible employees to bank overtime in
excess of 40 hours per week for payment at a later
date. Employees who opt in to the program earn
Over 40 Comp Time at the rate of time and onehalf for each overtime hour worked. Participants
can bank up to 240 hours. Up to 120 hours can be
cashed out in the pay period closest to December
1st of each year. Given that the program runs from
July 1st through June 30th each year, retroactive
implementation for the period from July 1, 2015
through June 30, 2016 was not feasible.
Therefore, the program will be offered for the
period from July 1, 2016 through June 30, 2017.
Employees who participated in the program prior
to its sunset on July 1, 2015 are still able to cash
out previously accumulated time in 2015 and
2016.
Increased the incentive payment to $260 for
firearm training in FY 2015-2016.

Upon ratification, the State shall place a


searchable digital copy of the 20152016 Agreement on GOERs website.
Employees initially appointed on or
after ratification will be advised how to
access it, as soon as possible following
their first day of work. If either PEF or
the State chooses to print the 2015-2016
Agreement, the cost of such printing
shall be borne by the party so choosing.
