1991
I obtained the Bachelor of Science degree in Civil Engineering (Second Class Upper Division), from the
University of Moratuwa in 1991. I was also awarded the Rex Croose Memorial Award for the best
undergraduate in construction related subjects.
Soon after passing out from the University, I was invited to work as a Temporary Instructor in the
Structural Division of the Department of Civil Engineering in the University of Moratuwa from June
1991. I consider this as a great honour bestowed on me as a very young Civil Engineer.
During this period, I was given the opportunity to teach the subject of Civil Engineering Construction
(CSC) to Part-1 undergraduates. In addition to this, I conducted lectures on part-time basis on
Reinforced Concrete Designs under the guidance of Prof. Priyan Dias and also Laboratory Practicals in
Structural Engineering for the Civil Engineering students. I also assisted in Geological Mapping
classes during this period.

1992 to 1994
I joined the Central Engineering Consultancy Bureau (CECB) in February 1992 and was immediately
posted to the Quay Project at the Naval Dockyard, Trincomalee, as a Site Engineer.
Site experience obtained under the direct guidance of Dr. A.N.S. Kulasinghe, the Chairman of CECB and
Eng. A.K.D.N. Athukorale, the Chief Resident Engineer of CECB, was an important milestone in my
engineering carrier.
I was able to gain very valuable experience in the casting of pre-stressed concrete beams, PSC Caissons,
Off-Shore construction works, etc., associated with the project.
The main responsibility assigned to me was the quality controlling in the Pre-Cast Yard. In addition to
this I was also in charge of the Material Testing Laboratory. Apart from these I also had to participate in
the Monthly Progress Review Meetings along with the Clients and Contractors representatives and the
Chief Resident Engineer.

I was assigned as Site Engineer to the Bar Association of Sri Lanka Building Project site, at Hulftsdorp.
During this period, my Project Manager, Eng. M.A.C. Perera and the Chief Resident Engineer,
Ms. Shantha Jayaratne, guided me to gain valuable experience in several other aspects of Civil
Engineering Construction and also to learn on how to become a responsible Civil Engineer.

1996 to 1998
In 1997, I was posted as a Designs Engineer to the Structural Designs Unit of the Central Engineering
Consultancy Bureau, Head Office in Colombo.
I was assigned to carryout structural designs of Low to Medium rise buildings and during which process I
was able to learn the applications of structural engineering principles.
During this period, I was able to complete the designs of an 8-storeyed Ward and Operating Theatre
Complex for the Kalubowila Hospital, 5-storeyed building for the Gampaha Divisional Secretariat at
Miriswatta and the 7-storeyed Head Office building for the CECB at Bauddhaloka Mawatha, Colombo 7.
In addition, I was also involved in the planning and design of several other hospital buildings spread all
over the island.
This was a good opportunity for me to obtain design experience in different types of buildings.
I was also able to learn the Procedures to be followed, Standards to be maintained and about Method
Statements, Specifications, Codes of Practice, etc., to be adopted.
Exposure to the integrated planning of buildings, incorporating Architectural, Structural, Electrical,
Mechanical and Building Services was also extremely useful.
I was able to fulfill all the requirements and obtain the Corporate Membership of the Institution of
Engineers Sri Lanka (IESL) in 1996 (M3428) and become a Chartered Civil Engineer.
I was able to achieve this target within just 4 years after joining the CECB.

1999 to 2002
After completing the construction of the Gampaha Divisional Secretariat building at Miriswatta I
pioneered the forming of the first ever Construction Unit/Base Office of CECB outside Colombo District,
in Gampaha. This Base Office is still functioning as a fully pledged Operational Unit.
After obtaining sufficient experience in structural designs and construction works I was assigned as the
Chief Resident Engineer and was directly involved in the designing and construction of Hospitals,
Hostels, Office Complexes, etc., undertaken by the CECB on Design Build and Turn-Key basis.
During this period, I was involved in all modes of engineering works, detailed designs of buildings, etc.,
and also in checking and scrutinizing the structural designs of Design Build projects carried out by
other agencies.
The timely need to undertake projects on Engineering Procurement Construction (EPC), was heavily felt
by the Management of CECB at this time. As a result, a Colombo based Design Unit was established to
handle EPC works. Initially, 2 brilliant young engineers were trained in building designs and I am proud
to note that they are now serving as Senior Lecturers in two Engineering Faculties. This Unit has grown
up to a fully pledged Design Unit with more than 25 Engineers practicing in the fields of Geo-Technical,
Bridge Construction, Coastal Engineering, etc.
Keppitipola Economic Centre, a fast track construction, to be built in a high wind zone, facing severe
restrictions and to suit local conditions was a memorable project designed by me during this period.

CHAPTER 2
EXPERIENCE INVOLVING SUPERIOR RESPONSIBILITIES

In January 2002, I was promoted to the post of Project Manager in charge of EPC-Colombo SuburbsUnit,
known as (EPC-CS), which too was formulated by me in the year 2002 to undertake Turnkey works in
Colombo and the Suburbs of Colombo.
Right throughout my career, I have been entrusted with mentoring many Undergraduates, Graduate
Engineers and other Technical Personnel attached to Sites under EPC-CS Unit. The Trainees were given a
good training in technical, administrative and managerial aspects of construction, with hands-on
experience. Special emphasis was given to the practical aspects, based on the principles of theory they
had learned during their respective courses.
Subsequently, I initiated an Equipment Hiring Unit within the Construction Unit for acquiring and
supplying accessories required for building construction, namely, scaffolding sets, screw jacks, GI pipes,
etc. This Unit is still serving all Construction Units of CECB as an independent Cost Centre based Units.
As the Project Manager and Officer in Charge of the Unit I was responsible for overall administration
and management, liaison with Clients and other stakeholders, ensuring that projects were executed to
required Standards and delivered on time and conducting Progress Review Meetings. I was also
responsible for the higher Management to the performance of the Unit and enhancing its turnover.

In 2006, I was promoted as the Deputy General Manager in charge of all matters connected with
Engineering, Procurement, Administrative and Financial issues pertaining to the EPC Division of the
Western Province (EPC-CS)
I also had to assist in other connected matters such as for recruitment of Technical Staff and further
aspects of procurement activities for Works, Supplies and Services, to ensure that such activities were
carried out in compliance with Government Procurement Procedure.
I was responsible for the preparation and checking of Consultancy Agreements, preparation of Project
Proposals, checking and approval of Tender Documents, Technical Specifications, Project Estimates,
Scope of Works, etc. During this period I had the opportunity to work as a member in many Technical
Evaluation Committees (TEC) and Procurement Committees (PC).

During this period I was assigned to work as the Deputy General Manager (Hospital Works), of Central
Engineering Consultancy Bureau (CECB) for one year, in addition to the other duties assigned to me. The
main task of this unit was to provide Consultancy Services for the construction of new buildings and
renovation of existing buildings of Government Hospitals and other Healthcare Institutions functioning
under the Ministry of Health. For these, funding was done mainly by the Government of Sri Lanka. This
was the period I was exposed much to Operation and Maintenance aspects of Engineering.
I was entrusted by the Senior Management to find out the reasons for the financial losses this Unit was
experiencing to formulate and adopt suitable measures for making the unit profitable.

CECB established its Research and Development Unit in January 2006 and I was privileged to be
appointed as its Deputy General Manager.
I had to involve in many research and development works in connection with day- to-day engineering
problems faced by the staff of the EPC Units.
One main area of my research interest is the use of earth as a basic engineering material. We believe that
the application of stabilized earth for housing has by now been developed to a fairly good level over the
past few years with prototype applications.

OTHER PROFESSIONAL SERVICES
MENTORING AND TRAINING OF YOUNG ENGINEERS/ SUBORDINATES
4.1. Undergraduates
During my professional career I have trained many Civil Engineering and Earth Resources Engineering
undergraduates. I have guided them on goining sufficient knowledge on application of theory to site
conditions. I have also guided them in Report Writing and maintaining their Daily Diaries properly. I have
explained to them the importance of site safety, quality assurance of works, environmental impact
assessment, labour control, etc. I insist on them to prepare sketches, rates for special works, etc. On many
occasions I have advised them to refer the Drawings and Specifications prior to commencement of the
work at site. This would help to avoid unnecessary delays. I have encouraged them to use the CECB
Library and to refer the drawings of completed projects, to get an idea on detailing. I have explained to
them the importance of attending Technical Sessions of IESL in order to improve and enhance their
knowledge of engineering and to get to know the senior engineers in the industry.

In my professional career I have contributed towards the training of many Engineering Assistants,
Technical Officers and Work Supervisors. My main concern has been to improve their technical
knowledge on site. I have explained to them the importance of the quality of work. Whenever possible I
help them to interpret Specifications and Guidelines. I have arranged Workshops to improve their
technical skills and to resolve problems encountered during work at Sites. I also have helped them to
improve their language skills which is of utmost importance in communication, report writing and
maintaining daily records at Sites. I encourage them to follow related courses conducted by recognized
Institutions to improve their skills and knowledge. I give them the opportunity to attend these classes even
during office time with the approval of the higher management. I have explained to them to maintain
safety measures to maximum level at Site and within the Laboratory in order to ensure the safety of men,
machinery and Works.

CHAPTER 5
Involvement with IESL Activities
5.1 I have been a regular, consistent participator in evening lectures organized by the IESL from 1994
to date. This has helped me to appreciate other Engineering disciplines while enhancing
knowledge in my own field.
5.2 I was a member of the Civil Engineering Sectional Committee, for Session 2012/2013 and
2013/2014.
5.3 The concept of The Building Clinic, the much popular event of IESL annual Techno
Exhibition, was a brain child of mine.
5.4 Served as a panel member in Building Clinics held in 2015 in Galle and Maharagama.
5.5 Presentations were made in the Seminar Room at Techno 2013/2014 & 2015.
5.6 Served as a panel member of Building Clinic at Techno 2013/2014 & 2015.
5.7 A presentation on Cost Effective Construction Methods, Materials & Technologies was made
on 9th Oct 2013, at the Dr. Kulasinghe Auditorium, at IESL.
5.8 Participated in 2 Workshops in 2013 to finalize the Corporate Plan of IESL in 2013.
5.9 A presentation was made on the theme Sustainable Infrastructure Construction in Developing
Countries at the seminar organized as a part of IESL Annual Sessions in 2015.

Corporate Social Responsiblitlities Activities
6.1 Flood affected areas in the year 2003 Ratnapura, Kalawana
Designed and Constructed low cost, fast track steel sheds for the displaced. Involved in distributing
dry rations and drinking water to the affected people.
6.2 Drought affected area in the year 2004 Embilipitiya
Involved in distributing drinking water to the affected people.
6.3 Tsunami Rehabilitation Works
CECB organized many projects to help people who were affected due to the Tsunami of December
2004. CECB organized a road clearing program in Moratuwa area. I was directly involved in this
task for organizing and coordination of works. We also distributed essential items for several people
in the Moratuwa area.
Voluntarily assisted in number of Tsunami housing schemes in the Southern area in 2005/2007
6.4 Post war Settlement of Refugees
Volunteered to work in Manik Farm during February March 2009. I was involved in developing
a cost effective temporary housing system for the resettlement of people affected by war.
6.5 Member of the Buddhist Association
a) Responsible for starting the annual Wesak Dansela in the year 2003 which we have continued
up to date
b) Responsible for starting the Annual Sila Samadanaya in the year 2013
c) Responsible for starting Annual Blood Donation Campaign in 2009
d) Directly involved in the Design & Construction of a disabled access to Ruwanwelisaya, as the
annual CSR project by CECB, in 2012
e) I played a lead role in constructing 3 Chitya at 3 Senasanas, including a Bana Salawa for
Sambuddhathwa Jayanthi, in 2011
