The Navy Box-Off is over and the ring
is set for the 2010 Armed Forces Boxing
Championships at Naval Base Ventura
County. Opening ceremonies at the Warf-
ield Gym, Port Hueneme, are at 5:30 p.m.
Tuesday, April 20, with bouts starting at
6 p.m. Boxing resumes Wednesday, April
21, at 6 p.m., with finals scheduled for 6
p.m. Friday, April 23.
The event is free to active duty, but
Warfield Gym can hold only 800 specta-
tors. For that reason, tickets are required
and can be obtained at Warfield or the
Point Mugu gym. For civilians and the

Naval Base Ventura County (NBVC) is
home to several endangered and threatened
species, and educating the public on how
the base works to protect those species is a
big part of this month’s Earth Day festivi-
ties.
During the City of Oxnard’s Earth Day
celebration on April 10, three environmen-
tal specialists from the base were on hand
to tell the public how the base looks out for
the Western Snowy Plover, the California
Least Tern, the Least Bell’s Vireo, the Light-
Footed Clapper Rail and the Salt Marsh
Bird’s Beak.

for kids to have fun
A fun zone for kids will take over a park-
ing lot at Naval Base Ventura County
(NBVC) Point Mugu on April 24 as part
of Month of the Military Child celebra-
tions.
From 10 a.m. to 2 p.m., families can en-
joy activities, entertainment, raffles and
low-cost food in the parking lot in front of
the Child Development Center and the
Youth Center at Point Mugu.

Summer is “move season” for military
– PCS (Permanent Change of Station).
Orders can mean a new home, a new in-
stallation and, for some, a new country.
Moving can be an adventure or an al-
batross. I am facing my ninth move in
seven years. Trust me when I say you want
to do your research!
So, where do we start? Start with your
orders. Those orders tell you when you
are moving, if there are any stops (classes)
on your way and a paragraph that is often
overlooked, “Member Advised: For On
Base and Community Housing needs con-
tact Housing Office at….” Your orders
then provide the contact information for
your new housing office. Take the time to
contact them!

that the Navy Legal Services Office
(NLSO) will review your lease for legali-
ties, the housing office will review with an
eye for real estate and rental issues. They
truly are the expert on local housing.
By the way, they are also available dur-
ing your time at your base to assist with
landlord, tenant or lease issues.
It is important to know your new com-
munity. There are many resources to help.
You will want to know what regulations
resources are at your fingertips:

click on “Plan My Move.” Enter your new
installation and – Wow! – the information

In the military, when an order is given
out by senior ranking personnel, you
carry it out. It’s just that simple.
However, in our relationships outside
of the military, it’s not that simple! As a
matter of fact, maintaining good, healthy
relationships with spouse, girlfriend or
boyfriend, children, relatives or friends
takes a lot of work.
In the Christian Scriptures, Jesus Christ
has many different titles that describe who
he is, and one of them is the Good Shep-
herd.
Shepherds lead the flock from the front
and guide them through safe pastures with
loving gentleness. The implication here is
that Jesus leads us through safe pastures
with love, kindness, goodness, patience,
graciousness and wisdom, that he would
even lay down his life for them, which he
did for us.

through Habitat for Humanity of Ven-
tura County is one of the greatest op-
portunities to give back to our com-
munity, and 37 new Civil Engineer
Corps (CEC) officers recently did just
that.
Naval Civil Engineering Corps Of-
ficer School Adjutant Lt. Juan Chavira
coordinated with the Habitat Team,
which identified the volunteer work at
a house project for a family in Thou-
sand Oaks. Sitting on a 4,000-square-
foot lot, the $120,000 project had begun
a few months before these junior offi-
cers arrived.

Schools and students prepare for STAR testing
As students return to school after
spring break, parents will begin to hear
about STAR testing.
Standardized tests are intended to be
a reflection of what the students have
learned during the school year. The pur-
pose of the tests is to provide account-
ability, ensuring students are achieving
state and national standards.
Each spring, California students in
grades 2 through 11 take a series of tests
through the Standardized Testing and
Reporting program, more commonly
known as STAR.
First administered in 1998, the STAR
program requires all public schools in
California to test students between mid-
March and mid-June of every year.
The testing program consists of stan-
dards-based tests designed to show how
well California students are mastering the
grade-level content standards established
by the state Board of Education.
In grades 2 through 11, the California
Standards Tests (CST) cover English/lan-
guage arts and mathematics. In grades 8
through 11, the test adds history/social

science. In grades 5, 8 and 10, students
take a science test. In grades 9 through
11, students take the CST for the math
and science courses (such as algebra, ge-
ometry, physics or chemistry) that they
are currently enrolled in. Ninth-graders

on their skills, personal compatibility and
blood type. Typically 165 Seabees wintered
over each year.
Working and living conditions were not
only primitive, but also precarious in those
first years of Operation Deep Freeze. Dan-
gers surrounded the men working on the
“ice,” including severe snowstorms, known
as whiteouts and “herbies,” with winds
often blowing up to 100 miles per hour.
One danger Seabees faced almost daily
was a deceptive combination of “weak”
ice and undetected crevasses. Though a
crevasse may be just a few inches deep or
wide, often hidden by a thin crust of ice
and snow, many of them were large enough
to lose construction equipment.
Methods of crevasse detection in the
1950s proved to be both laborious and less
than exact.
During Operation Deep Freeze I, the
men of MCB (Special) learned just how
dangerous crevasses could be.

Biggest losers are biggest winners in NCTC competition

The Naval Construction Training Cen-
ter, based at Naval Base Ventura County
Port Hueneme, provides training for U.S.
Navy Seabees and U.S. Air Force Airmen
in mechanics, advanced building and steel-
worker equipment operations. Instructors
and students by day, they are constantly
looking to improve upon their Navy.
They are pillars of the NBVC commu-
nity and are always at the ready to support
the surrounding community during their
off-duty hours. They aggressively support
numerous base and community physical
fitness activities, including the Admirals
Cup Triathlon, and they are the proud
builders of the annual Mud Run.
Given all these commendable attributes,
it should be of no surprise to any that
NCTC would steadfastly be committed
to physical readiness, even through what
is known to many as the most challenging
time of the year to remain fit, the dreaded
holiday season.
So in that vein, Builder Chief Kristi
Thrift came up with a master plan to keep
the command fit to serve: a contest. Com-
petition was used as the master motiva-
tor.
And the challenge was on, with an un-
disclosed — yet very much desired — prize
at the end. It was Acey-Duecy vs. Kha-
ki.
The initial and final weigh-in dates were
set. The command fitness leaders and as-
sistant command fitness leaders aggres-
sively scheduled additional time with
NBVC Morale, Welfare and Recreation
fitness specialists Karen Barton, Diane
Goins-Hall and Kristen Renee, devoted
to enhanced fitness training and encourag-
ing their shipmates to attend.
Parking was at a premium at the Bee-Fit
Wellness Center on weigh-in Mondays,
with the line often spilling out the door.
The initial weigh-ins were not pretty.
The holidays had not been kind to many
of the crew. However, with the “Can Do!”
spirit in full force as one would except
from NCTC, those numbers drastically
improved in six weeks.

“I changed the way I shop in the com-
missary,” she says, “only shopping on the
perimeter and not down the aisles where
they put all the junk food, and I worked
out more!”
NCTC lost 109 points on their BCA
scores and 97 pounds, proving that with
sincere commitment, getting fit and re-
maining fit is an obtainable goal.
NCTC harbors a culture of fitness, with
their participation in the basewide basket-
ball, flag football and softball leagues, and
they instill this winning attitude into their
students.

Prevention and Response (SAPR)?
Under the Department of Defense and
Department of Navy SAPR program, ac-
tive duty personnel have options when
reporting sexual assault incidents.
All personnel receive information about
reporting options through annual SAPR
training, but as seen in recent Naval In-
spector General visits, most personnel are
still unable to define restricted and unre-
stricted reporting.
An unrestricted report is the standard
reporting process used when victims elect
to make a report to their command or law
enforcement. This type of report initiates
notification to the command and to law
enforcement personnel. Victims will be
offered supportive services through the
SAPR program. Referrals for services such
as counseling and medical will be pro-

Restricted reporting is a process that
allows active duty victims of sexual assault
to make a confidential report directly to
specified individuals. Under our current
DOD SAPR instruction, restricted reports
can be made to four specified personnel:

The most frequent error that victims
make is in the area of restricted reporting.
It is crucial that service members are aware
of which personnel are able to receive re-
stricted reports. Personnel include sexual
assault response coordinators, victim ad-
vocates, chaplains and healthcare person-
nel, including mental health providers
such as Fleet and Family Support center
counselors. If command personnel have

Naval Base Ventura County is ready to
rumble as the 2010 Armed Forces Boxing
Championships get under way in the next
few days.
Teams are scheduled to arrive on Sun-
day, April 18, and begin training at noon
the next day, wrapping up on Friday, April
23.
“This is always a great event,” said
NBVC Athletic Director Kent Blanken-
ship. “It brings a lot of excitement to the
base, and it gives our active duty person-
nel a chance to see possible future Olym-
pians. It becomes a great community
event.”
The Pentagon Channel will be filming
the bouts, which will be broadcast over a
seven- to 10-day period during the sum-
mer.

The championships rotate among each
branch of the military. NBVC hosted them
in 1998, 2002 and 2006. Last year was an
Army event; the year before the Marine
Corps played host.
“When we travel to another branch,
we’re the underdog,” Carbajal explained.
“We’re not popular. But this year, it’s our
turn.”
Carbajal, a Santa Barbara resident, has
coached at NBVC for five years. He was
brought on board by Sylva, a longtime
Ventura coach who has worked on base
for seven.
Eight Navy boxers are competing this
year, down from the 12 who fought in the
Navy Box-Off on April 3. That event was
also held at NBVC, in the Beehive Gym.
This year’s team captain is Justin Diaz,
who brought home a gold medal from last
year’s event at Fort Huachuca, an Army
base in Arizona. That was a good year for
the Navy, which brought home two golds,
two silvers and a bronze. Most impor-
tantly, the team won the Team Challenge,
a first for the Navy in 15 years.

everyone is turning off their NMCI com-
puters, monitors and peripherals after
work each day.
It may seem like a minor issue, but when
looked at on a basewide scale, where there
are an estimated 10,000 NMCI computers
at Naval Base Ventura County alone, the
energy dollars wasted are staggering.

should now be powered down after work
each day. The computers will turn on au-
tomatically anytime they require a soft-
ware push. The computers will also turn
on automatically in the morning prior to
