n order to support the economic agents, the RCE has started, in 1998, a process of local
expansion, launching exchange work points that offer the same exchange services as the
central headquarters from Bucharest.

RCE - REFERANCE DATA

omanian Commodities Exchange (RCE) - private company of public interest, it is the only
commodities exchange in Romania and operates in compliance with the legal provisions in place
(Law no. 357/2005).

Thus, all those interested in trading in the exchange system have the possibility to trade without
any additional costs.

Social capital: 7,680,000 lei

RCE Terminals that have the statute of territorial work points are not legal entities and have the
obligation to communicate the identity elements of RCE, such as brand, principles, mission and
values. These terminals are managed by distinct local entities, other than RCE, which have the entire
logistic and human resources required for performing the exchange activity under the best
conditions.

The company

In 2011, within these territorial work points, a number of 875 transactions was recorded, having
a value of over 78 millions EUR.
The highest number of transactions was recorded on the Auction Market: 587 transactions with a
trading value of 19,33 millions EUR.

The development of the RCE`s territorial network gave the possibility to the beneficieries to grow
closer to their instruments, being able to access the exchange services in almost all of the country`s
districts .

INTERNATIONAL RELATIONS

1992 - November 20 - RCE's opening festivity

Part of the international exchange community, the RCE becomes, in 1998, one of the founding

RCE becomes full member of the Association of European Commodities Exchange at the 45th
meeting of the European Commodities Exchange, organised in Viena, in 2005.
RCE continues to participate to the external events from the exchange and financial fields, realizing

2003 - RCE was certified , by The Romanian National Securities
Commission, to be a Vocational Training Entity and
authorized, by CNVM, to function as an exchange company
2005 - RCE becomes full member of the European Commodities
Exchange Association
2006 - RCE was granted, by Law no. 357/2005, the fundamental
rights to manage, by self -regulation, the fungible
commodities, auctions and commercial receivables on cash
market
- Cash Market opening took place in the same year
2007 - RCE issued quotations on oil products for the first time on the
Romanian Market
- the number of RCE terminals reached 33
2008 - RCE managed the first natural gas transaction in Romania
2009 - RCE extended its area of activity by establishing new RCE
terminals

OBJECTIVES
The RCE`s main objectives for the next period are:
1. Spot market consolidation:
widening the trading products area on spot market
introducing and trading the warehouse warrant
participating in cross border actions
gathering and spreading the exchange and commercial information regarding the
fungible products
establishing an authorised warehouses network
extending the terminals network
2. New exchange markets development:
launching the commodites derivatives transactions: electric power, oil products, cereals
(futures and options)
developing the receivables market
3. EU Strategy for Danube Region

2010 - RCE managed the first CO2 certificates transactions in

The need for training and financial specialisation of the Romanian business environment made the
RCE consider appropriate the development of a specialised provider in this field.

he RCE is the sole administrator of this market and manages all Spot and Forward Contracts
with physical delivery on a large variety of fungible products. The trading can be done
traditionally and electronically.
