Sikh Gurdwaras (Amendment) Bill, 2016


On 25 April 2016 the Lok Sabha passed the Sikh Gurdwaras (Amendment) Bill,
2016. Rajya Sabha already passed the bill on 16 March 2016 seeks to amend
the Sikh Gurdwaras Act, 1925 with effect from 8 October 2003.
Under the 1925 act, every Sikh who is above 21 years of age and is registered
as a voter is entitled to vote in the elections to the Shiromani Gurdwara
Parbandhak Committee (SGPC). However, no person who trims or shaves his
beard or hair will be entitled to vote in these elections.
In 1944, the Act created an exception for Sehjdhari Sikhs who trim or shave
their beard or hair, and allows them to vote.
Since 1949, Sehajdhari Sikhs are continuously exercising their voting rights in
the SGPC elections.

The bill proposes to remove the exception given to Sehajdhari in 1944 to vote
in the elections for selecting members of the board and the committees
constituted under the Act.
The new amendment bill will come into force retrospectively from 8th October,
2003.

INS Karmuk Corvette participated in Indo-Thai


Coordinated Patrol (CORPAT)
On 25 April 2016 Indian Missile Corvette, INS Karmuk, along with a Dornier
Maritime Patrol Aircraft participated in the 22nd Indo-Thai Coordinated Patrol
(CORPAT), scheduled from 25 April -27 April 2016 in the Andaman Sea. \
Indias indigenously built Missile Corvette is based at the Andaman and
Nicobar Command.
The Maritime interaction between India and Thailand has been growing
steadily with frequent port visits, participation in multilateral exercises and
training exchanges.

The two navies have been carrying out CORPATs along the International
Maritime Boundary Line (IMBL) twice a year since 2005. It was with an aim of
keep the vital part of the Indian Ocean Region safe and secure for commercial
shipping and international trade.
The CORPAT has also strengthened understanding and interoperability
between the navies and facilitated institution of measures to prevent unlawful
activities at sea as well as conduct Search and Rescue (SAR) operations.

National

India's first online interactive portal launched


On 23 April 2016 the Union Government launched Sahapedia.org, India's first
online interactive portal, on the cultural heritage of the country. Sahapedia is a
collection of resources on the diverse heritage of India.
It is a not-for-profit society, led by former TCS chairman S. Ramadorai, who is
the head of the National Skill Development Agency.
The online portal aims at educating the people of India about its various
traditions, visual arts, performing arts, literature and languages.
It will be accessible across user groups such as scholars, practitioners,
students, teachers, travellers and enthusiasts.
It will also play important role in integrating activities and services including
research, documentation, digitization and conservation.

Indo-Mongolia Joint Military Exercise, Nomadic


Elephant 2016
On 25 April 2016 the 11th Indo-Mongolia joint military training
Exercise Nomadic Elephant - 2016 commenced in Mongolia.
The aim is to promote military associations between India and
Mongolia. The exercise will culminate on 8 May 2016.
The aim of this exercise is to develop synergy and inter
operability between the two armies to fight in Counter
Insurgency and Counter Terrorism environment under the
United Nation mandate.

Nomadic Elephant - 2016


A platoon of the Kumaon Regiment of the Indian Army along
with a team of two observers will be taking part in the event.
The Indian contingent will share their practical experiences of
Counter Insurgency and Counter Terrorism operations through
a series of classroom lectures and outdoor demonstrations.

Day
The World Intellectual Property Day was observed on 26 April
2016 across the world with the theme Digital Creativity: Culture
Reimagined.
The World Intellectual Property Organization (WIPO) works
together with various government agencies, non-government
organizations, community groups and individuals to hold
different events and activities to promote World Intellectual
Property Day.

India to host 2018 Commonwealth Judo


Championships
Commonwealth Judo Championships is the official event of the
Commonwealth Judo Associations and is organised in every 2 years
for Cadets, Junior, Seniors, Masters and visually impaired Judo
Players.
On 25 April 2016 the Judo Federation of India (JFI) announced that
India will be hosting the 2018 Commonwealth Judo Championships in
Jaipur.
The Commonwealth Judo Championships was allotted to India, by the
Commonwealth Judo Congress held on 23 April 2016 at Port
Elizabeth, South Africa. This will be the first time that Commonwealth
Judo Championships will be held in India.

India will also host 10th Asian Cadet Judo Championships & 17th
Asian Juniors Judo Championships from 6 September to 12
September 2016 at the Rajiv Gandhi Indoor Stadium, Kadvanthaa,
Kerala.

Football Players Association of India (FPAI)


Player of the Year
On 25 April 2016 Professional football club Mohun Bagan and
India striker Jeje Lalpekhlua won the Football Players
Association of India (FPAI) Indian Player of the Year award at
its annual awards function held in Mumbai.
Lalpekhlua received the highest number of votes from fellow
professional footballers to finish on top in the shortlist.

BPCL got environmental clearance for 694 crore


rupees LPG project
On 25 April 2016 Bharat Petroleum Corporation Ltd (BPCL) got
environmental clearance for 694 crore rupees LPG project at
Haldia Dock Complex in West Bengal.
Union Environment Ministry has given environmental clearance
and Coastal Regulation Zone (CRZ) clearance to the BPCLs
project.
This is the project of developing LPG import terminal as well as
storage, bottling and bulk distribution facilities.

The project aims to boost supply and help achieve the


governments target of making LPG available to each
household by 2018.

Union Sports Ministry to provide 1 lakh Rupees


per month to Rio-bound athletes
On 25 April 2016 Union Sports Ministry announced to provide
one lakh rupees per month as out of pocket allowance to the
sports persons under the Target Olympic Podium (TOP)
scheme. This allowance will help the sports persons in their
preparation for the Olympics and Paralympics Games at Rio de
Janeiro, which is set to start in August 2016.
77 Indian athletes in eight disciplines have qualified for the
Olympics till date and many more are likely to qualify in the
next two months.

Target Olympic Podium (TOP) scheme is a sports ministry
initiative under which Olympic medal prospects are funded by
the government for top class training as part of their
preparations for the Games.

Riyad Mahrez became first African footballer to


win PFA Player of the Year
The Professional Footballers Association (PFA) Player of the
Year is an annual award given to the player who is adjudged to
have been the best of the year in English football.
On 24 April 2016 Riyad Mahrez became the first African
footballer to win the Professional Footballers Associations
(PFA) Player of the Year award for the 201516 season.

Mahrez also became the second non-European,

Regional Centre for Biotechnology Bill, 2016

On 25 April 2016 the Lok Sabha passed the Regional Centre for
Biotechnology Bill, 2016 to provide statutory status to the
existing Regional Centre for Biotechnology in Faridabad,
Haryana.
The Bill seeks to provide the status of national importance to
the Centre for facilitating transfer of technology and knowledge
and making it a hub for biotechnology expertise in the Asian
region.

Background
In 2006, India had entered into an agreement with the UNESCO
regarding establishment of the Regional Centre to serve the
member countries of UNESCO.
In this regard, the Union government through an executive
order had established the Regional Centre for Biotechnology
Training and Education in Faridabad, Haryana in 2009.
