Ladies and Gentlemen:
I would like to present the 2015 Law Enforcement Officers Killed or
Assaulted (LEOKA) annual report. This report is published by the TBI presenting
information on reported incidents of assaults or deaths of law enforcement officers
in the line of duty that occurred in Tennessee. The information contained in the
report is based on crime statistics information submitted by law enforcement
agencies in Tennessee to TBIs Tennessee Incident Based Reporting System
(TIBRS) program. TIBRS is the state version of the FBIs National Incident Based
Reporting System (NIBRS) program. The information collected by TBI conforms to
the national standard as presented in the FBIs annual LEOKA report. Please see
www.tncrimeonline.com for additional information.
I am very proud of the efforts of all participating law enforcement agencies
in the state to provide the data necessary to produce this report. Our combined
efforts have resulted in a successful program and this annual report providing
information on incidents involving assaults and deaths of our law enforcement
offiicers.

Law Enforcement Officers Killed or Assaulted 2015


The current report presents analyses of incidents in which Law Enforcement Officers were killed or
assaulted in the line of duty in 2015. The information is collected through the Tennessee Incident
Based Reporting System (TIBRS). Incident based reporting views a crime and all of its components
as an incident. In order to obtain important information, facts recorded and preserved about the
incident are organized into specific categories or segments. The vehicle used for recording these
facts is a data element. Data elements provide information about crime and its involvement with
victims, offenders, property, arrestees, etc.
Offenses included for analyses:
Murder and Non-negligent Manslaughter The willful (non-negligent) killing of one human
being by another.
Note: Deaths of Law Enforcement Officers by accidental causes do not meet the FBIs
reporting criteria for a LEOKA offense
Aggravated Assault An unlawful attack by one person upon another wherein the offender
uses a weapon or displays it in a threatening manner, or the victim suffers obvious severe or
aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury,
severe laceration or loss of consciousness.
Simple Assault An unlawful physical attack by one person upon another where neither the
offender displays a weapon, nor the victim suffers obvious severe or aggravated bodily injury
involving apparent broken bones, loss of teeth, possible internal injury, severe laceration or loss
of consciousness.
Intimidation To unlawfully place another person in reasonable fear of bodily harm through the
use of threatening words and/or other conduct, but without displaying a weapon or subjecting the
victim to actual physical attack.
Stalking To intentionally and repeatedly follow or harass another person in such a manner as
would cause that person to be in reasonable fear of being assaulted, suffering bodily injury or
death.

In 2015, a total of 233 agencies reported Law Enforcement Officers Killed or Assaulted (LEOKA).

2015 LEOKA Quick Facts

In 2015, there were 1,757 reported LEOKA victims of 1,398 reported LEOKA incidents in the
state of Tennessee.

The number of reported LEOKA victims increased slightly by 1% from 2014. There were 1,757
reported LEOKA victims in 2015 compared to 1,739 reported in 2014.

In 2015, there was one Law Enforcement Officer reported as being feloniously killed in the line
of duty.

The most frequently reported offense was Simple Assault at 56.5%.

The most common weapon type was Personal Weapons (Hands, Feet, Teeth, etc.) at 64.3%.

Firearms were reported as a Weapon Type 8.5% of the time.

The largest percentages of incidents reported occurred on Thursday (16.3) and Sunday
(15.3%)..

The largest percentage (36%) of LEOKA incidents were reported as occurring between
6:00pm and 11:59pm.

The most common reported location for LEOKA incidents was Residence/Home at 33.2%. The
second most frequent reported location was Highway/Road/Alley at 26.5%.

A total of 1,200 LEOKA incidents were cleared resulting in a 89.6% clearance rate. A total of
1,185 (98.7%) were Cleared by Arrest and the remaining 15 (1.3%) were Exceptionally
Cleared.

The most frequently reported Vehicle Assignments were One Officer Vehicle-Assisted (37%).
and One Officer Vehicle-Alone (31.3%).

Responding to Disturbance Calls accounted for 32% of all Activity Types.

The total number of LEOKA offenses decreased by 1.0% from 2014 to 2015. All offenses increased
from 2014 to 2015 with the exception of Stalking. One Law Enforcement Officer was reported as
feloniously killed in the line of duty in 2015.

Incidents can either be cleared by arrest, not cleared, or cleared by exceptional means such as the
death of the offender or prosecution being declined. Of the 1,398 LEOKA incidents 84.8% of them
were cleared by arrest, 1.1% were cleared by exceptional means, and 14.2% were not cleared at the
time of this report. The one Stalking offense in 2015 falls under the Not Cleared category and the one
Murder was cleared by arrest.

An analysis of LEOKA Victims by age and gender revealed that 41.6% of victims were 25 to 34
year old males. Males between the ages of 35 and 44 accounted for an additional 23.2% of
victims. Females accounted for 8.3% of victims, with the majority falling in the 25 to 34 year old
age range. Two female victims and 22 male victims with an Unknown age are not represented
in the graph above.
Regarding race, 90.6% of LEOKA victims were classified as White. An additional 9.1% of
victims were classified as Black/African American. Two victims were classified as having an
Unknown gender and five victims were reported as Unknown race and gender.
Vehicle Assignment describes if the Law Enforcement Officer was alone or assisted during a
LEOKA incident. Other-Alone and Other-Assisted refers to officers that were assaulted in other
capacities (i.e., foot patrol). Thirty-seven percent of LEOKA victims had a Vehicle Assignment of
One Officer Vehicle-Assisted. An additional 31.3% fell under the category of One Officer
Vehicle-Alone.

LEOKA Victims by Injury Type

Injury Type is a required data element when


reporting Aggravated and Simple Assaults.
There were 1,678 reported injury types in 2015,
of those 69.2% of injury types were classified
as None, 27.9% were reported as an Apparent
Minor Injury.

The chart below display the weapon types


involved in LEOKA incidents in 2015. Personal
Weapons was the most frequently reported
weapon type at 64.3%. Of those labeled as
Firearm, handguns (both automatic and not
automatic) were the most frequently reported
and accounted for 57.4% of all firearms
reported. Overall, firearms were 8.5% of total
weapons reported with LEOKA incidents.

was the most common offense happening at
that location. The next most frequent
location was Highway/Road/Alley, which
constituted an additional 26.5% of incidents.

The graph below represents the two most


common locations, Residence/Home and
Highway/Road/Alley, and the number of
offenses reported at each. The only Stalking
offense of 2015 had a reported location of of
Government/Public Building and the Murder
had a location of Highway/Road/Alley.

The majority of offenders in LEOKA incidents were males (74.6%) between the ages of 25 and
34 (30.6%). Females only accounted for 25.1% of offenders. Five offenders had a gender and
age of Unknown. Twelve males and one female had an Unknown age.
Regarding race, 67.4% of offenders were White and 31.5% were Black or African American.
There were seven offenders that were Asian, two Native Hawaiian or Other Pacific Islander, and
one Native American/Alaskan Native. Five offenders had a race of Unknown.
