2015 was both an unusual year and a very average year for us. We had a budget increase but a paltry one.
We got to prepare to watch as the National Park Service squanders MILLIONS of dollars on a birthday party while we drive cars that should be condemned, a radio system that belongs in a museum and a lack of man power on the street. We lost a few members to that seemingly unforeseeable thing
called retirement and we lost quite a few more to that thing called better paying jobs in better funded agencies. These are all both common and
unusual occurrences for the United States Park Police.
As 2016 is upon us, let us look forward to a year of more of the same.
The National Park Service will spend 140 million dollars to celebrate their birthday, meanwhile, we will drive over roads that are standard maintenance
for Iraq.
Director Jarvis wrote a book, skirted the ethics office in doing so, told investigators I think I knew going into this there was a certain amount of risk. Ive never
been afraid of a risk. . . . Ive gotten my ass in trouble many, many, many times in the Park Service....
Hereceiveda reprimand.
Yet, if any of us come to work late, fail to write a report on time or speak to an official in a harsh manner, we face suspension.
The Force will continue to work out of buildings that are too small, have frequent raw sewage backups, are cleaned in a manner consistent with a homeless shelter, and have little to no tangible security measures to protect us from a lone gunman. Meanwhile, the NPS will sell access to the Statue of
Liberty, Alcatraz and East Potomac Park, as well as the National Mall, to commercial interests that generate profit for large interests outside the NPS,
while the tax payer foots the bill.
While this is truly the greatest job in law enforcement, our caretakers at the NPS would rather you make no arrests, do nothing to truly protect the public and smile all along while you wait out your time until retirement. Just dont write a book about it until you retire or until the ethics office clears it.; you
might be suspended if you do. Unless youre the National Park Service Director.

The United States Park Police


traces its
beginning to when President Washington appointed the
first Commissioners, in 1791 that would administer the
District of Columbia. In addition, to building the city the
Commissioners were responsible for the protection of
public property. Therefore, two watchmen were hired to
protect the public grounds and structures. These watchmen were the beginning of the United States Park Police.
Until 1827, there were only two watchmen. One at
the White House and one at the Capitol. In 1827, two
additional watchmen were hired. In 1828, the control
of the Capitol watchmen was taken over by Congress
and the two White House watchmen remained under the
control of the Executive Branch.
The Interior Department, created in 1849, became
responsible for the watchmen until 1867 when control was transferred to the Chief Engineer of the United States Army. Subsequently, control over the parks
in the Capital became the responsibility of the National

Getting a
Replacement
Helicopter
In approximately a month, the U. S. Park Police Aviation Unit will take possession of a newer Bell 412 helicopter
that will replace the aging Eagle 2 helicopter. Eagle 2 has
over 9,800 flight hours, which is approximately 4,800 hours
past DOI replacement regulations. The replacement Bell 412
helicopter has approximately 2500 flight hours. The replacement helicopter is currently on its way to Summit Aviation in
Middletown, Delaware to be reconfigured for the U. S. Park
Police mission. Additionally, we have received unconfirmed
information that the National Park Service will be seeking
appropriations in FY 2018 to purchase a new Bell 412 replacement aircraft for Eagle 1, that has over 7,000 flight hours. The
acquisition of this newer aircraft is a giant step forward for
safety, reliability and mission effectiveness.
The event that sparked National Park Service action on
this long ignored problem was a visit by Congresswoman
Betty McCollum (D-MN) to the U. S. Park Police Aviation
Unit on January 11, 2016. During the visit Congresswoman
McCollum was briefed by the pilots on the needs of the unit.
Rep. McCollum made the following statement concerning
the newer aircrafts arrival and expressing her strong support
for U. S. Park Police officers:
The U.S. Park Polices Aviation Unit provides vital services for our nations capital region criminal searches, medical evacuations, air support at public gatherings, escorts for
the President, and anti-terrorism missions. I will continue to
use my position as Ranking Member on the Interior-Environment Appropriations subcommittee to ensure the men and
women of the USPP have the equipment they need to do their
jobs and keep our residents and visitors safe. To that end,
Im pleased that the National Park Service is pursuing the
purchase of a newer helicopter.
The USPP FOP is extremely grateful for the generous
support of Congresswoman McCollum.

Baseless Theory Prevents Pittsburgh Police


From Wearing Safety Equipment
Imagine the reaction if construction workers were told not to wear helmets and
safety goggles because they made the construction site look dangerous. People
would universally agree that this was nonsense. During a Donald Trump event at
the David L. Lawrence Convention Center on April 13, 2016, Pittsburgh Police officers were not allowed to wear even a helmet with a face shield, much less their full
riot safety gear, despite a track record of violence at previous events ( e.g. Arizona,
Chicago and others). The Allegheny County Police, who were working the event
with the Pittsburgh Police, wore their riot safety gear.
Evidently, Pittsburgh Police Chief Cameron McLay wouldnt let the officers wear
their safety gear, because his boss thinks that it makes people feel intimidated.
During a press conference, after the event, Pittsburgh Mayor Bill Peduto stated, If
we are going to have every public demonstration requiring riot gear and put people
in a position where they feel intimidated we might as well just take the bill of rights
and throw it in the garbage. The Mayors statement indicates that he believes riot
gear causes riots and that police standing around in riot gear, so frightens people
that they abandon their 1st Amendment Rights. This belief makes you wonder if
the Mayor and the Chief think that the Allegheny County Police started the trouble
because they wore their riot gear. The Mayor is clearly a believer in the Police Executive Research Forum (PERF) notion that inanimate objects have the power to intimidate or beguile an otherwise law-abiding citizen into lawlessness. PERF is neck
deep in the police militarization theory. Many departments have lost their armored
rescue vehicles, that save lives, because of the police militarization theory industry.
If armored vehicles are evidence of militarization, than we ought to check into the
militarization of the banking and retail industries; their use armored vehicles to
transport cash could be a danger to liberty.

This line of thought is not new. In the 1970s, there was a movement to put police officers in blazers and slacks because uniforms were confrontational- the thesis
being that a soft look turneth away wrath. This became known as the Madison
Model created by the Madison, WI Police Chief David Couper. These theories about
uniforms and safety gear were nonsense then and they are nonsense now. Chief
Couper also believes that all police officers should be required to have a 4-year college degree. His hypothesis is that the degree makes you more erudite and therefore
less likely to solve problems with brute force. Unfortunately, this notion which is accepted by many as fact is not supported by any known evidence. A useful aspect of
the Madison Method was its emphasis on trying to talk your way out of problems.
The ability to talk your way out of situations is a critical law enforcement skill and
its utility is undeniable. However, successful deescalation often involves that persons
calculation of the officers ability to use force. Officers involved in deescalation conversations have noticed that there appears to be a strong correlation between successful deescalations, and the number of officers standing behind the deescalater
appearing eager to help. In the end, no matter how clever a talker you are eventually
you deal with a person who refuses to buy what your selling, and when things turn
violent its too late to put on your safety gear.
In 1977, U. S. Park Police officers were injured because of the riot gear causing riots fallacy. During the Iranian Shah Demonstrations in Washington, DC where
there were large Pro-Shah and Anti-Shah groups, the U. S. Park Police was ordered
by Carter Administration officials, to not wear riot gear when they were handling
the demonstrations, because it would incite violence. There was mounting evidence
prior to the start of the demonstrations that there would be crowd initiated violence.
The U. S. Park Police started the day in regular uniforms and with the Shahs arrival
at the White House things quickly got very nasty. The demonstrators had mounted
their signs on metal pipes and 2X4s. They tore off the signs and began using them
as weapons (Note: This lead to the creation of regulations governing the size and
composition of protest sign poles in Washington, DC.). Twenty-eight U. S Park Police
officers were injured that day. Violence erupted even though the U. S. Park Police
were wearing their everyday Soft uniforms.
There is no credible evidence supporting the notion that police safety gear causes violence. This does not stop it from being spouted as gospel by the intellectual
oligarchy, that rule the police policy industry solely by the power of their degrees. In
fact, there is a mountain of evidence that disproves this theory. A careful review of
youtube videos of police crowd control operations establishes that there are many
people who are not afraid of the police, even when they are in riot gear deploying
tear gas. The videos also show that when police, in soft uniforms or in riot gear,
form a line blocking an area, protesters almost always approach and demonstrate
about 2- 3 from the police line. In Washington, DC - SWAT officers deployed to the
National Mall during events - wearing full hard gear, carrying rifles, and operating
an armored vehicle- are routinely asked by visitors if they can have their picture
taken with them. Police officers with extensive 1st Amendment event experience understand that when groups with strongly held opposing views are expected, a fully
staffed and properly equipped detail, on scene before the groups arrive, is the most
effective means to minimize conflict.
Pittsburgh isnt the only department currently suffering under this delusion. In
California, officers (some on horses) arrived at a Trump related disturbance in baseball caps. A review of Trump events, would lead a reasonable police officer to the
judgment that trouble is likely. Chiefs and elected officials that prevent officers from
wearing their safety equipment during these events, to pay homage to this dangerous group-think, are reckless. - P. Ward

CAN AN OFFICER ORDER YOU TO STOP SMOKING


DURING A LAWFUL STOP ?
Most people would be distracted by having a
cigarette thrown in their face. Many objects can be
used as weapons. Even if they arent effective
weapons, objects can be thrown as a distraction during
an assault. Therefore, an objectionably reasonable
police officer could lawfully order someone legally
detained to remove objects from their hands.

three days. Our bar and food service will also be open along with music
and entertainment. Pipe bands will be required to check in with security
before starting to play. No pipe bands will be allowed to play on the May
15 at the site. There will be complimentary shuttle service to and from the
site with stops at the Lodge, the Memorial, Navy Yard Metro and other
stops along with route. The van drivers are all volunteers and are working for tips. Please take care of them.

ICONS or respond to critical incidents. There are
about 430 U. S. Park Police officers in
Washington, DC. By comparison the U.S. Secret
Service Uniformed Division and the U.S. Capitol
Police each have 1600+ officers.

You wouldnt go out without your vest, so dont
forget safety glasses. Safety glasses are body armor for
the eyes. You need a pair for the bright of day and dark of
night.
Youve probably been hit by debris during traffic stops.
That object could have damaged your eyesight. Safety
glasses offer protection from UV rays, strikes, ricochets,
spit and thrown liquids. Dont be out of service because
you got something in your eye.

The U.S. Park Police Aviation Unit is a critical part of the public
safety system in the Washington D.C. Area. All three of the units
helicopters exceed the Department of the Interior regulation that
mandates replacing emergency service helicopters after 5000 flight
hours. The acquisition of a newer replacement aircraft is welcome
progress, but to maintain the units tradition of safety and service will
require commitment and persistance.
