and Safety Association welcomed members to the OPHSA March meeting at the
London Police Association Building.

London Police Association – Dan Axford welcomed OPHSA to the London
Police Association Building and introduced London Police Chief Murray Faulkner.
London Police Service – Chief Murray Faulkner welcomed OPHSA to
London. Chief Faulkner spoke of the importance of health and safety in the
workplace and need to keep employees healthy and safe – 98% of Police
Budgets are employee salary and benefits – employee wellness is paramount
across the Province.

Peter Pennlington (Waterloo Regional Police Service) spoke regarding the
previous Section 21 Meeting. Those that attend the Section 21 Meeting whom
also attend OPHSA Meetings are George Borbley (OPP), Darwin Trojan

(OPHSA), Doug Allan (PAO), Nick Dzudz (Ontario Association of Police Services
Boards) and Peter Pennlington (Ontario Senior Officer’s Association).
The Fatal Distraction Poster is out – the Number One cause of On-Duty
Police Deaths in Ontario are Motor Vehicle Collisions – a discussion was held
and it was believed 78% of Police Deaths was due to Motor Vehicle Collisions –
the Canadian Police Memorial Pavilion records cause a death for Police Officer
deaths in the line of duty. An awareness poster on speed will occur in 2011.

An Annual Review of the Section 21 Guidelines occurred without issues.

G8 and G20 Concerns were discussed.

Police Vehicles were discussed – Caprice Classic and Ford Interceptor


(it’s a Taurus but it is not promoted as a Taurus) – vehicle ergonomic issues are
a concern.

Gadgets in Emergency Vehicles Seen as Peril – an article in the New York


Times that is a worthy read.

The End of April is the Fleet Manager’s Show in Michigan.

A discussion was raised whether a specific brand of Communicator


Headsets was a Section 21 issue – a discussion will be raised at the Section 21
Level but ultimately it is up to the Individual Services to purchase their own
equipment. Waterloo Regional Police is doing Baseline Testing then two years
later.
Fire Dispatch in Sudbury was discussed which is causing the most
amount of feedback.

Review of Meeting Minutes from Hamilton Police Service - December 3rd


2009 – comments – questions – concerns. Minutes approved without
amendments.

Speed in Police Vehicles was discussed – speed and seatbelt reduction is


a key concern – “You can’t help if you don’t get there’ – GPS in Police Vehicles
track vehicle speeds – jail if you hurt someone – Peel had an internal Poster
promting getting to a scene safely – a discussion was held where a BC Case
held Officers liable for money due to a serious injury death.

Ministry of Labour Surprise inspection – everything up to date – air quality
issue/complaint – ceiling tiles are being replaced.

Respiratory Protection Program – well received – front line Sergeants are


‘Safety Officers’ – to train to ask the right questions at scenes – to make sure the
front line Officers get the right information on protection and decontamination.
Had in past 3 officers off with PTSD causing department to look at the
issue – training has been implemented and since then there haven’t been any
issues to date.

Sarnia Police Service


3 ½ year old OPP Costing – 73000 Population – everyone affected by the
process.

Waterloo Police Service


Terms of Reference being reviewed – Committee increasing in size to
assist.
Chain of Command regarding complaints of health and safety are being
worked on.
Newly designed vests that accommodate pouches to get gear off the waist
are receiving good feedback.
Sweaters will be crested on arms, front and back - being phased in.
Hosting Basic Health and Safety course May 18-20 at their association
building.
Hosting a sector specific course May 26-27th - details to follow.
The Mounted unit (2 officers and horses) is making its debut April the 13th.
Still having issues with radio system and on-going differences with MOL
inspector.

Peterborough Lakefield Community Police Service


An employee within Communications was off/out of Communications due
to an allergy/hives after moving into new communications after arenovation –
now back in after the installation of portable ‘air scrubbers’ and a simple air filter
replacement from a fresh air vent on the roof. No hives. The problem was a lack
of maintenance / prevention – contract cleaning is less than 30 hrs a week from
previous 2 full time City Employees over the last 10 years. A schedule for
preventative maintenance is being developed.

Toronto Police Service


Wellness initiatives - blood pressure meter throughout various locations in
the detachment and training for managers.
Fire warden training who will in turn educate members within their
detachments.
Regular fire alarm drills within Headquarters. Last drill 3 yrs ago for 2100
members. Training is coming in April.
Hamilton advised their Facilities manager takes charge and recommends
the plan is simple.
York has gotten away from fire wardens because of constant changes with
jobs and personal.

Ottawa Police Service


Respirator Program - 98% members fully tested.
Seeking information from other services regarding Bill 168 preparations –
Darwin Trojan has offered York’s Risk assessment to other Services if requested.

Windsor Police Service


Being asked by other local agencies and non-profit agencies for
assistance on Bill 168.
Wondering if other agencies are having problems with humming in
communication headsets - Motorola can’t find the cause.

Halton Regional Police Service


N95 testing is complete.
New provider for radio system has been selected.
Running an awareness program regarding scents within the workplace.
250 new traffic vests - only a few issues

York Regional Police Service


Bates GX-8 boot tested - good results. They are an 8 inch Gore-Tex
insulated non-metallic boot with a zipper on the side. The price is relevant to
boots currently being issued.
Speed from cruiser GPS units while officers responding to non-
emergency calls – Health and Safety Committee surprised with results of the
highest speed registering a speed of 208 km/hr. Attempting to educate.
There is a concern regarding the lack of seatbelt use by front-line
Officers.

Niagara Regional Police Service


There are concerns with prisoner cages and the deployment of side air
bags.
Defibrillators are installed in all areas of their departments.
Getting a new Headquarters Building but it is unknown when.

Offices in Grimsby and Fort Erie are under construction, which is


causing the Health and Safety Committee to fall behind in their monthly
inspections.
They have new members for Health and Safety whom are being sent
on Basic and Sector specific courses.

Ontario Provincial Police Association


There are issues with vehicle equipment and placement.
Attempting to get all detachments current with Health and Safety
Committees.

Peel Regional Police Service


All officers are going to be carrying the same guns.
Undercover Officers are going to carry compact M & P (Military and
Police) Pistols.

Municipal Health and Safety Association


A new online training program - Supervisor level training will be available
on-line soon.
Ministry of Labour will soon be providing Health and Safety Accident
Investigations course focusing on accidents within the workplace, time line
for reporting and why Criminal investigations are a priority.

Ottawa Police Service


Hosting the National Health and Safety Conference June 9th to 11th – an
information package was handed out.
Their I.T. department is looking at placements of laptops in the cruisers
and on motorcycles.
Looking to implement a mandate for a scent program within the
workplace.

Ontario Provincial Police


A new Health and Safety Committee has been created for West Perth.

London Police Service


Seeking info from others regarding Officers on light duty – Do they wear
their uniforms and/or with or without their duty belts?
Responses:
Peel—their officers perform admin work only
Ottawa—they do risk assessments for each officer as well as each duty
they are asked to perform.
Niagara—has lex guard on all partitions of glass that is accessible to the
public.
