INVITATION FOR BIDS (IFB) - ADOPTING TWO ENVELOPE METHOD

1. The Democratic Socialist Republic of Sri Lanka has received a loan from the Japanese
International Cooperation Agency (JICA) for Phase I Stage II of Greater Kandy Water Supply
Project and intends to apply a part of the proceeds of this loan to payments under the bid for
Supply and Installation of two sets of Submersible Centrifugal Pumps & Accessories for A4
pumping system of Water Treatment Plant, Katugasthota By adopting two envelope method.

2. Bidding will be conducted through National Competitive Bidding Procedure adopting two
envelope bidding procedure and is open to all eligible bidders. Civil contractors who having
ICTAD C3 or above registration with nominated M&E subcontractor and E&M contractor
having local accredited agent of reputed pump manufacturer with nominated civil work
contractor are eligible for bidding. Accordingly, the Qualification Criteria (Technical
Proposal of the bid) will be opened and evaluated initially and only the financial proposals of
eligible contractors will be opened secondly.
3. The estimated value of the tender is 90.0 MRs and recommended pump and Major items
manufactures list are attached as Bid Data annex 1.
The construction period is 180 days from the date of commencement.

For Bid Evaluation, currency conversion rate for Bill Nos. 02, 03 & 04 supply items will be
the Selling Rate declared by the Central bank, Sri Lanka 07 days prior to bid closing date.
4. Alternative bids shall not be accepted. Bidders who intend to submit alternative offers shall
purchase bidding documents in required number and submit alternative offers as independent
bids with separate bid securities.
5. Bidding Documents will be issued only to those who are manufacturers or their local
accredited agents for supply of water pumping sets upon production of a letter of request for
documents on a business letterhead.
6. Interested bidders may obtain further information with prior appointment from Project
Director, Greater Kandy Water Supply Project, National Water Supply & Drainage Board,
Pahala Kondadeniya, Katugastota (nwsdbgkp@sltnet.lk Tel. 0812492287 / 2500364 or Chief
Engineer (M&E), Mr. M R D Salgado, 0777 913327) and inspect the bidding documents at
the address given in para (7) hereof from 9.00 hrs to 16.00 hrs on working days.
7. A complete set of Bidding documents in English language can be purchased by interested
bidders on submission of a written application on a business letter head Project Director
Greater Kandy Water Supply Project, National Water Supply and Drainage Board, Pahala
Kondadeniya, Katugastota from 12thMarch, 2015 until 25th March, 2015 from 09:00 hours to
16:00 hours on normal working days upon payment of a non refundable tender fee of Rs.
2,000/=.
8. Pre bid meeting for above tender will be held on 26th March, 2015 at 1000 hrs. at Project
Directors office of Greater Kandy Water Supply Project, National Water Supply &
Drainage Board, Pahala Kondadeniya, Katugastota. Participation at this meeting is
compulsory for all prospective bidders or their authorized representatives. Non participation
in the pre bid meeting will lead to rejection of the bid.
9. Bids shall be delivered to the Chairman, Project Procurement Committee, Greater Kandy
Water Supply Project, National Water Supply and Drainage Board, Pahala Kondadeniya,
Katugastota on or before 1400 hrs. on 9th April, 2015. Bids will be opened soon after closing
in the presence of the bidders representatives who choose to attend. Late bids will be
rejected.
10. All bids shall be accompanied by a Bid-Security, of Rupees Three Hundred Thousand (Rs.
300,000/=) valid till 3rd September, 2015.

11. Bidders shall bear all costs or expenses incurred in connection with the preparation and
delivery of the bidding documents.
