SECTION - 8154
LUMINARIES FOR STREET LIGHTING
1.0

SCOPE OF WORK
The work under this section consists of design, manufacturing, supplying, installation,
connecting, testing and commissioning of the complete street lighting system and
accessories as specified herein, or as shown on the Tender Drawings and given in the Bill
of Quantities.
The Contractor shall discuss the electrical layout with the Engineer and coordinate at site
with other services for exact location and position of the electrical route and equipment.
The equipment and accessories shall also comply with the General Specifications for
Electrical Works Section-8001 and with other relevant provisions of the Tender
Documents.

2.0

GENERAL
The luminaries type is given on the drawings and is specified in the items of the Bill of
Quantities. Where a definite manufacturer's type and catalogue number is specified, it shall
serve as an illustration of type and, if the particular type of fitting specified is not available,
approved equivalent fitting may be accepted. The luminary shall be able to give light over
a wide area along the length of road.
The determination of equality will be based on certified photo-electric data covering the
coefficient of utilization, average brightness data as well as equivalence of construction
material, shape, finishes, operation, etc. For any substitution the Engineer's approval is
necessary. The Contractor shall submit sample of luminaire specified and obtain approval
of the Engineer before commencing the installation.
The group of luminaries shall be controlled automatically through photoelectric switches
as well as manually whenever so is required or for testing purposes. The lighting control
device shall be similar to as given in WAPDA specification P-102:76 with up to-date
revision.

3.0

ENCLOSED STREET LIGHTING LUMINARIES


Enclosed road luminaries for use on poles shall be manufactured according to
International Standard such as IEC 598 (part 1 & 2)-luminaries. These shall be suitable in
all respects for High Pressure sodium (SON) lamps of given wattage and mounted at a
height above finished road level as shown on the drawing.
The luminaries shall be of pleasing aesthetic appearance with high quality finish. The
luminaries will be designated to accommodate and be complete with 240 Volt, High
Pressure Sodium Vapor Lamp with GES cap as given in the BOQ or shown on the
drawings and shall provide a `CUT-OFF' light distribution in accordance with CIE-12 (2nd

Edition) recommendations. The control gear shall be mounted inside the lantern body on
removable gear tray.
The light flux to be provided by the luminary in the lower hemisphere shall not be less than
72% of the lumens output of the lamp.
The lamp compartment of luminaries shall be totally enclosed with protection class IP-65.
The refractor bowls of glass or equivalent material shall be suitable in all respects for site
service conditions, and which shall stand up to the heat from the lamp in the temperature
conditions prevailing at site.
The luminaries shall have body of corrosion resistant high pressure die-cast aluminum or
similar light alloy material suitable in all respects for site service conditions.
The optical system shall be so attached to the luminary body as to allow easy access
without danger of the refractor falling to the ground. The lamps will operate in the
horizontal position and the light directing equipment should be such that it can be fitted in
the correct orientation to the light source.
All nuts, bolts, hinges and other fixings shall be of aluminum, stainless steel or galvanized
steel.
The reflectors of polished aluminum sheet, electro-processed treated inside the fitting shall
be used to give maximum light output towards the road.
Gaskets shall be capable of withstanding the temperature radiation, moisture, rain and
other conditions to which they will be exposed. The gaskets shall be attached to the
lantern such that they will be retained in position when the lantern is opened for
maintenance.
Terminals shall be of tinned brass or other non-corrodible material and each terminal shall
have at least two pinching screws for the incoming cable which shall be suitably anchored
to the lantern so that the terminal connections are not in any way strained by the weight of
the cable. All terminals shall be indelibly identified and suitable cable terminals shall be
provided.
All internal wiring of the light fittings shall be carried out with cable having a nonhygroscopic heat resistant cross-linked polyethylene or similar primary insulation which
shall withstand without deterioration the temperature to which it may be subjected during
service, and shall have sufficient flexibility for the purpose required.
Lamp control gear shall be provided preferably in a separate compartment of the lantern
body with protection class IP-43. A wiring diagram with Wattage, operating Voltage and
current ratings shall be clearly printed on the body of the ballast. The control gear shall be
of low power loss and fully tropicalized and with `H' insulation. Control gear shall operate
the lamp without adversely affecting the lamp life and performance. Compatibility between
igniter, lamp and ballast shall be established.

The power factor correction capacitors shall be contained in leak-proof metal containers.
The value of the capacitor contained shall be such that power factor of light fitting is 0.9
or better. Capacitors shall be fitted with internal discharge resistances. Terminals of the
capacitors shall be covered by PVC shrouds.
The wiring connections between ballast and capacitors etc. and associated tails for lamp
connections shall be with insulated copper wire of size 2.5 mm2 in high temperature
resistant insulation such as cross-linked polyethylene. A terminal block of porcelain or high
quality thermoplastic material for screws shall be provided; also a clamp for anchoring the
supply leads (or three core cable) from the cutout at the pole bottom.
4.0

DATA TO BE SUBMITTED
The Contractor shall submit the following for the lighting fittings to the Engineer for his
approval before execution:

Computerized lighting calculations, ISO-contour diagram and luminance chart for


the proposed light fitting and lamps.
Total light output of lamp used and the lantern.
Light output ratio.
Total lumens in lower hemisphere.
Scale drawings of lanterns showing construction details.
Type of reflector and details of material used.
Catalogue and/or any other illustrations for lantern.
Total electrical consumption of lamp and ballast.
Total wind area of lantern.

INSTALLATION
Luminaries (lighting fittings) shall be installed, connected and properly aligned to ensure
proper light distribution on the road without dark patches.
The erection of light fittings shall include preferably one three core 2.5mm2 PVC/PVC
cable or from porcelain/thermoplastic connectors in the junction box up to lamp holder
through the hollow of pole in case the supply is fed from the underground cable. The
luminaries shall be earthed from the earth point of junction box.
The lighting fittings shall be thoroughly cleaned and all dust on the fitting shall be
removed. The Contractor shall ensure that the connections to the power factor correction
capacitors and all other connections are tight and proper. The light fittings shall be
installed after the poles are erected to avoid damage to the fittings during installation.

6.0

MEASUREMENT AND PAYMENT


6.1

Measurement
Measurement shall be made for the number of light fixtures including all
accessories such as lamp, lamp holder, ballast and power factor correction

capacitor etc. acceptably supplied and installed by the Contractor as a complete


unit.
6.2

Payment
Payment shall be made for the number of units measured, as provided above, at the
Contract unit price each and shall constitute full compensation for supplying,
installing, connecting, testing and commissioning of each light fixture with
accessories as required for completion of job to the satisfaction of the Engineer.

7.0

LT CABLES
7.1

General
The cable manufacturer shall be certification holder of ISO-9002 and shall be
approved by the Engineer. The cables for road lighting shall be PVC insulated PVC
sheathed, galvanized steel wire armoured, 600/1000 Volt grade, designed,
manufactured and tested in accordance with IEC-502 or other equivalent
international standards.
For lighting system the cables shall be single or multicore as required with stranded
copper conductors and polyvenylchloride heat and moisture-resistant insulation of
the thickness listed in IEC or British Standard.
The route of the cables shall be as shown on the drawing. Any change in route
required due to site conditions shall be made in relation with other service layout
and with the approval of the Engineer.

7.2

Material Requirements
The cable shall be suitable for operation at conductor temperature upto 70 o C
under normal conditions.
Conductors shall be of high purity electrolytic annealed copper wires and shall
conform to the requirement of the following BS or equivalent standard.
If armouring is required it shall consist of galvanized steel wires complying with
BS 1442 and shall provide conductivity not less than 50% of the phase conductor.

Cable Sizes
The sizes of LT copper conductor cables shall be as shown on the drawings. Care
shall be taken so that voltage drop at the far end of the cable does not exceed 3%

of the nominal voltage. Cables manufactured by the reputed firms shall be used,
provided they fulfill all the requirements of the specifications:
7.4

Phase Identification
All cables shall have phase identification colour on the insulation of each core. The
colour code of three phase circuits shall be red, yellow and blue for phase
conductors and black for neutral conductor. From pole junction box up to lantern
green or green and yellow striped PVC insulated wire shall be used as earth
continuity conductor (ECC).
For all cables, to be supplied and installed, the Contractor shall submit complete
technical data, including conductor material, insulation material current carrying
capacity, Voltage grade, weight for 100 meters etc. and all such data shall be
supported by test certificates, current and temperature rise curves etc. for approval
of Engineer.

7.5

Cable Accessories
All accessories shall be provided without additional cost for the complete cabling
and wiring system. These shall include but not be limited to items such as clamps,
fixing channels, connectors, cable joints (where necessary and as approved by the
Engineer), clips, lugs, tapes, solders, identification tags, bushes & glands etc.

8.0

INSTALLATION
Power supply to the poles at the road crossing shall be with PVC insulated PVC sheathed
cable passing through pipe as specified and as shown on the drawings. Individual pole
connections shall be by means of the power supply cable looping between poles. The cable
from respective distribution box shall enter first lighting unit at its three phase and neutral
service cutout and then similarly looped to the next. The Luminaries on each pole shall be
connected alternately to each of the three phases.
Cable routes shall consist of trenches or 50mm dia PVC pipe as suitable or as shown on
the drawings. The cable if laid in trench shall be at least 500mm below the general ground
and 750 mm below road level, with sand cushion around cable and a layer of 230mm wide
bricks over sand along the entire route of cable. The bricks shall be laid in such a way to
provide equal margin of cover on both sides of the cable.
Slack shall be left in cables for which purpose the cut lengths of cables shall allow about
3% more in the measured length between terminations (Engineer will verify the lengths of
cables). At junction boxes, ample slack shall be left to prevent straining of cable joints due
to settlement of cable trench.
Cables, whether installed in bare ground or in pipes shall not be bent to a radius less than
that recommended by the cable manufacturers.

Upon completion of cable installation, the Contractor will be required to undertake testing
as approved by the Engineer or the street lighting department and shall comply with IEE
wiring regulations. The copies of test results shall be supplied to the Engineer.
9.0

MEASUREMENT AND PAYMENT


9.1

Measurement
Measurement shall be made for the number of running meters for each size and
type of cable complete with required accessories acceptably supplied and installed
by the Contractor. For 2.5 mm2 cable from junction box to lighting fitting lamp
holder through hollow of pole, it shall be on each cable basis.

9.2

Payment
Payment shall be made for the number of running meters of each size of cable
measured as provided above, at the contract unit price each and shall constitute full
compensation for supplying, installing, connecting and commissioning, of the
cables. Payment for 2.5 mm2 cable from junction box to lighting fitting lamp holder
shall be lump sum on each cable basis.

10.0

EARTHING
10.1

Material
10.1.1 Earthing by Earth Rods
The earth rod shall be of steel and shall be protected against rusting by a
thick exterior layer of copper (not less than 0.33 millimeter), permanently
molted or electrolytically deposited on a high strength steel core which
shall provide rigidity for easy driving without bending. The earth rod shall
have nominal dia of 16mm with chamfered head of 2x45 mm (chamfer).
The overall length of the rod shall be 1500mm.
10.1.2 Earthing Lead
The earthing lead shall connect the earth electrode to earth connecting
point or equipment. It shall be of round hard drawn bare electrolytic copper
of size shown on the drawings.
10.1.3 Earth Continuity Conductor

Earth continuity conductor (ECC) shall be hard drawn bare copper wire or
single core PVC insulated copper conductor cable of sizes indicated on the
drawings.
The specifications for single core PVC insulated cables used as ECC shall
be same as those in relevant sections of technical specifications.
10.2

Installation
10.2.1 General
Earthing system as shown on the drawing shall be installed by the
Contractor. The earthing system shall give earth resistance, including the
resistance of soil, earth leads and ECC, equal to or less than one ohm.
For earthing of equipment proper size copper or brass thimbles or lugs
shall be used to which the copper wire shall be connected by copper
brazing. The soldering of copper wire at joints or terminations, shall not be
allowed. For connections to metallic body, the surface shall be thoroughly
cleaned before bolting the lug or socket.

10.3

Earth Continuity Conductor/Earth Wire


All other metal work shall also be connected to earth by suitable size of ECC so
that earth resistance is less than one ohm.
At joints or terminations, the ECC shall be connected using proper accessories. No
connection shall be made by twisting of earth conductors.

10.4

Earth Resistance Test


Earth resistance tests shall be done on the earthing system by separating and
reconnecting conductor. The resistance of earthing leads in the installation shall not
exceed one ohm.
Earth resistance test shall be performed as per Electrical Inspector's requirements.

11.0

MEASUREMENT AND PAYMENT


11.1

Measurement
Measurement shall be made for the number of poles including all accessories and
foundation block acceptably supplied and installed by the Contractor as shown on
the drawing.

11.2

Payment
Payment shall be made for the number of units measured, as provided above, at the
contract unit price each, and shall constitute full compensation for supplying,
installing, connecting, testing and commissioning of each pole including junction
cutout box.
