Abstract
Chinua Achebe is one of the greatest realist writers in world literature in perhaps the
last one and half centuries. But the Achebe that appears in There Was a Country is
to me entirely a new one. The challenge is how to characterize this other Achebe
that is standing beside the old, urbane and subtle writer in this new book.

Abstract
Chinua Achebe and his work represent the restoration of the African as the
central focus of deliberation and agency. The importance of that cannot be overemphasized for a continent and its peoples who were conquered and occupied
most devastatingly by Europeans. Achebe has accomplished that task by: (1)
ensuring that there is no universal loss of memory of the historic realities of
African sovereignty and independence before conquest nor of the regenerative
seeds of African freedom that survived the occupation and (2) by countering the
conquest literature of the aftermath.

Biafra and the tragedy it represents for humankind is compounded by the official
code of silence that Nigerias military decreed in the 1970s to ensure that the
BiafraNigeria war is not taught in schools in Nigeria. Scholars and intellectuals are
obligated to subvert that code of silence in order to educate humanity on the
tragedy and the atrocities that led to it. Chinua Achebes There Was a Country: A
Personal History of Biafra (Penguin, 2012) and his transition March 21 2013
provided one such opportunity for scholars and concerned intellectuals alike.

Abstract
Even at a perfunctory level, a comparative look at the conflicts that took place in the
US between the Union and the Confederacy and the one between Nigeria and the
Republic of Biafra in 19661970 reveals enough to corroborate Chinua Achebes
bold charge made in his last book, There Was a Country: A Personal History of
Biafra, that the Igbo have been wrongly persecuted in Nigeria. Confirmatory
pointers to hatred and resentment of the Igbo can still be gleaned long after the
Biafra War. So are those that indicate continuing marginalization of and refusal to
reintegrate the Igbo, and the areas that made up the Republic of Biafra.

Abstract
In the past decade India has become the financing hub for cricket, a broadcaster in
its own right, and an agenda-setter in the management of all forms of the game.
What some commentators have called the Indianization of cricket extends beyond
business: it is a social, political, and cultural phenomenon. For five seasons, the
Indian Premier League (IPL) has offered a glimpse of this phenomenon, prompting
enthusiasm from young fans and those who stand to profit from the new league,
and resistance from traditionalists. This paper discusses the material and symbolic
roles the IPL has come to play in global cricket. It begins with an overview of the
IPLs history, discusses how the IPL is changing the global business of cricket, and
explores how the IPL is challenging the traditional culture of the sport. The paper
concludes with arguments about the IPL as a grand spectacle, and a cultural
phenomenon that, despite its problems, might prove its critics wrong. Throughout,
the paper treats the IPL as a useful case study not only in the business of sports,
but also more widely in our theoretical and empirical studies of globalization.

Abstract
Azars framework for analysing protracted social conflict is used to examine the
roles played by religious and other actors in episodes of inter-religious violence and
their aftermath in two cities in India (Ahmedabad and Mumbai) and two in Nigeria
(Jos and Kano). Although the violence was apparently related to differences in
beliefs and/or religious expansionism, explanations were more complicated.
Religious organizations provided relief to victims from their own tradition, but played
only limited roles in the longer term aftermath. Several features of the violent
episodes and their aftermath help to explain why the inter-religious conflicts studied
have become protracted.

Abstract
This paper presents a comparative case study of party system institutionalization in
Ghana and Senegal. Both countries experienced a democratic change in
government in the year 2000, but while positive development has continued in
Ghana, democratic quality in Senegal decreased over time. Can the concept of
party institutionalization help to explain this diverging development? Four
dimensions of party system institutionalization are systematically compared:
regularity, social roots, legitimacy, and party organization. It is found that party
competition in Ghana is characterized by high stability and a low number of parties.
The major parties are organized throughout the country and have definable support
bases with deep historical roots. They give orientation to voters and are perceived
as legitimate actors. In Senegal, in contrast, the party system is fluid and less
predictable. Parties are not structured along social cleavages and many of them are
weakly organized and highly personalistic. In summary, the case studies support
the assumption that an institutionalized, well-structured party system in which
relevant social cleavages are translated into electoral alternatives is positively
related to democratic quality.

Abstract
Both inward and outward foreign direct investment (FDI) have implications for the
wage rates of home-country workers. Such implications have been particularly
noteworthy in Japan where the traditional internal labor-market practices, which
value long-term sustainability of employment and wages, collide with the pressure
for change in the globalizing Japanese economy on many fronts. In this paper we
estimate the impacts of FDI on workers wages in Japanese manufacturing
industries. We find that Japanese employees benefit, in the form of wage gains,
from their employers association with both inward and outward FDI operations.
These wage effects differ systematically depending on gender and worker ranks
within their employer firms and are likely to weaken the mechanisms underlying the
sustainability of Japanese firms traditional internal labor markets. The presence of
FDI effects on worker wages also implies an increasing disparity between the
incomes of workers who work for successfully globalizing firms and workers who do
not, jeopardizing Japans traditional policy objective to sustain harmonious
economic growth across all economic sectors. This would also deepen the
structural divide including the wage gap of the Japanese economy that exists
between large firms and small- and medium-size enterprises (SMEs) since firms
which get involved in FDIs are mostly large firms.

Abstract
Green initiatives are fast becoming a catchphrase among societies and business
entities as these entities strive to ensure more sustainable business operations and
lifestyle. Research in green behaviors of consumers especially in Asia and Africa is
only just emerging. The objective of this study, therefore, is to examine the factors
that influence consumers green buying behavior. The conceptual framework and
hypotheses development are grounded on related literature. We examined six
independent variables (environmental attitude, pro-environmental behavior, values,
eco-literacy, low price sensitivity and social influence) and the effects on consumer
(green) buying behavior. The questionnaire was adapted from validated items from
related prior works. The analysis was based on 227 valid responses from residents
of a southern state in Malaysia. The findings reveal that four of the six hypotheses
were supported. Managerial and research implications of the findings are
discussed.

Abstract
Energy efficiency and conservation in buildings are major concerns and priorities for
the Malaysian government. The Japanese Cool Biz concept and campaign has
proven to be effective in reducing and conserving energy during the summer period,
and other countries are beginning to adopt it. Malaysia, as a country with hot
weather throughout the year, may have lots to gain from the concept; particularly in
the energy management of office buildings. However, Cool Biz is not well known in
Malaysia and the perception of Malaysian office workers toward the Cool Biz
concept remains unclear. This study seeks to identify the Cool Biz elements that
can contribute to and complement energy conservation efforts, and seeks the
opinions of Malaysian office workers toward the concept. The study adopts a
discriminant analysis methodology to determine if there are significant differences of
opinion among gender category, age groups and races in Malaysia on the Cool Biz
concept. The findings showed that overall, Malaysians find Cool Biz a good
concept. However, there were significant differences in opinion among the social
groups. The most significant differences in opinion were within the race category
vis-a-vis Malay, Chinese and Indian office workers.

Abstract
This paper has studied electricity pricing under a regulated structure during post
power sector reform in Odisha, India. It is found that Odisha has adopted the
average cost pricing principle for determining electricity price with the rate of return
regulation. This process of tariff determination not only takes a long time but also
involves huge cost. Further, actual tariffs levied by the Odisha Electricity Regulatory
Commission (OERC) are at variance with the broad principles of rational pricing
policy. This uneconomic pricing policy has adverse impact on the financial health of
the distribution companies. However, the Electricity Act of 2003 has brought about a
radical change in the power scenario across the country, including the state of
Odisha, by introducing open access and trading of power.

Abstract
The amnesty granted to the Niger Delta militants by the Nigerian state has stopped
active and sustained physical combat in the oil-rich but volatile region. Yet, peace
remains elusive in the area. This article, which relies essentially on secondary
sources of data, examines this no war, no peace situation by mapping the
challenges confronting the amnesty programme and its corollary disarmament,
demobilization and reintegration (DDR) programmes. It is argued that, until the
incentives for violence are identified and checked, the age-long grievances of the
region against environmental insecurity, underdevelopment, and distributional
injustice in oil rents addressed, perpetrators of human rights violations including
extra-judicial murders brought to book, and victims of human rights abuses and
the protracted conflict compensated, the current peace of the graveyard in the
region is likely to subsist.

Abstract
Drawing on the human capital theory and the pretext and aspiration theory, this
paper aims at disentangling and making explicit or visible the pretension wrapped
up in the aspiration of the Nigerian state to build universities for national
development. It was found that there was and continues to be an aspiration to build
universities for creating a knowledge-based economy (KBE). But, simultaneously,
there also was, and continues to be, a pretension in it as indicated in the
unwillingness of the state to fund universities. To survive, universities have resorted
to commercialize their services. To cope with the increasing demand for access to
universities, the state too embarked on the privatization of universities. To realize its
aspiration to build the KBE, the state was urged to banish its pretension, partner
with the Academic Staff Union of Universities in reforming the university system,
and widen its university funding sources

Abstract
This article conducts a linguistic analysis of the history textbook from Malaysia. It
studies the way language portrays the Malaysians and British during colonization
and independence. These periods are chosen because their economic and political
changes resulted in social shifts which continue to influence modern Malaysia. The
article analyzes the history textbook for secondary years two, three and five.
Transitivity from Systemic Functional Linguistics is used as a method of analysis to
explain the portrayal of the Malaysians and British during colonization and
independence. The linguistic analysis of Participants (the nominal group) and
Processes (the verbal group) discloses two major results. First, independence and
the Malaysians are portrayed positively in the chapters about independence and
identities of class and ethnicity are crucial to understand the Malaysians. Second,
colonization and the British are portrayed negatively in the chapters about
colonization. This posits a positive us and negative them distinction in the textbook.
Hence the language of the history textbook can be interpreted as implying a
nationalist version of history.

Abstract
Dynamics of the May 2010 Red Shirts uprising in Bangkok are examined through
literature about the primate city, a city that is exponentially larger than a countrys
other cities. Employing news coverage of events, history about Bangkoks urban
and political development, and analyses of class-based inequalities and
nationalisms that the city harbors within its confines, attributes of primate city are
expanded to include its perennially vulnerable political status. Such a rendering of
the politically vulnerable primate city is employed to theorize how the primate city
when functioning as a national capital is more than a large urban center, but one
that collects much of the nations hopes, dreams, and political struggles.

Abstract
Child mortality in Sierra Leone is the highest ranked in the world. The main causes
for child mortality are maternal factors, environmental factors and health factors.
Minimal research has been carried out on health factors in Sierra Leone. The
objective of this study is to see how maternal and environmental factors have an
effect on health factors, which in turn cause child mortality. The data used were
from the 2008 Sierra Leone Demographic and Household Survey (SLDHS). The
study showed that child mortality had statistically significant factors associated with
it: place of residence, birth number, religion and type of toilet facility. Furthermore,
the SLDHS had not given much information regarding the cause of diseases
affecting children, so we looked only at the effects they had on children. Acute
respiratory infections, diarrhoea and measles each had one variable that was
statistically significant. As for pneumonia, there were no variables associated with
children contracting the disease.

Abstract
A key feature of Indias economic transformation has been a change in the nature of
diets. There is a move away from inferior to superior foods and a substitution of
traditional staples by primary food products, reflected in higher consumption of
proteins, sugars, fats and vegetables. As part of this dietary transition, our analysis
focuses on the pervasiveness of eating out and is based on a rich household survey
for 2005. We broadly confirm the important role of urbanization, demographic
changes, expansion of the middle class and its growing affluence on eating out.
Since even more deprived sections are not immune to these evolving dietary
patterns and given their limited access to medical care, health outcomes may well
be grim.

Abstract
The recently held Sixteenth Congress of the Chinese Communist Party and the
Tenth National Peoples Congress signified a shift in power to the so-called fourth
generation of Chinese leaders. With the declining trend of strong-man politics,
Chinese politicians have been increasingly concerned about coalition-building,
political compromise, and factional negotiation. The norm in Chinese elite politics
has transformed from the zero-sum games of the past to an emerging pattern of
power-sharing among competing factions, regions, and social groups. Prominent
leaders are willing to cooperatenot because they are motivated by democratic
ideals, but because they recognize their own limitations and thus the need to cut a
new deal between factions. The new leadership also signifies new policies.
President Hu Jintao and Premier Wen Jiabao have outlined a new vision and a
New Deal (xinzheng) for Chinas future. The New Deal is an economic and
socio-political program that incorporates three interrelated aspects: first, more
balanced regional economic development to reduce regional disparity, increase
employment, and stimulate the domestic market; second, increased concern for
social justice, fairness, and the need to create a social safety net; and third, greater
political transparency and institutionalization.
-----------------------------------------------------------
Abstract
The central argument of this paper is that while political reform has remained a focal
preoccupation of Chinas leadership, no unified vision of either the goal culture or
the transfer culture of reform has yet emerged. Instead, there are at least three
more or less clearly articulated visions of political reform currently in play. The first
is the developmental perspective, according to which political reform is defined as
whatever is most appropriate for rapid economic growth. The second vision is one
of institutionalized personalism, according to which the informal sector will become
normatively integrated and ultimately formalized, a source of innovation and no
longer a threat to the established political order. The third vision, the percolation
model, foresees the dissemination of successful local experiments as the
appropriate engine of reform, a more open public realm as its goal culture. Each of
these visions, though not necessarily incompatible, harnesses different grievances,
satisfies different interests, and appeals to different constituencies.

Democratizing China
Abstract
---------------------------------------------------------------
Abstract
In addition to the boost from economic reform, Chinas rapid economic growth in the
past two decades resulted mainly from the disposition of its surplus agricultural
labor and the massive inflow of foreign direct investment, both of which led to its
rapid export expansion and high overall growth. This paper argues that the
extensive use of foreign capital and the supply of cheap labor in Chinas economy
are the main driving forces for rapid economic growth in the post-reform period. Yet,
sustainable development requires not just the existing supply of cheap labor, but
also the necessary capital investment, which may not be forthcoming forever. It is
argued that while the agricultural surplus labor is endogenous, the flow of foreign
investment is exogenous because there is no guarantee that foreign direct
investment will continue. Moreover, trade, which served as an engine of growth in
the past, may become a stumbling block in the future. As China reaches the
bottleneck of development, the nation will have to decide how to restructure its
sociopolitical system to accommodate its sustainable development.

Abstract
Among the numerous issues concerning the Chinese military in the aftermath of the
Sixteenth Party Congress, this article will concentrate on three interrelated topics:
the trend of Chinas military capability, debates about military strategies, and civilmilitary relations. Following a layout of Chinas security environment, the article will
examine its changing military capability and force concentrations. Changes in its
military development require an assessment of Chinas strategies and defense
policies. Moreover, the leadership transition in the Sixteenth Party Congress
provides a compelling need to investigate Chinas civil-military relations, which will
affect regime stability and governance in Chinese politics. Several challenges lie
ahead for Chinas military. Chinese leaders will have to make difficult choices in
prioritizing various weapons systems for a credible deterrence and compellence
capability. Chinas military strategy and force structure will also depend on the

Abstract
The leadership changes carried out at the Chinese Party and Government
congresses over the past year were widely perceived to have reinforced Chinas
recent moderate approach toward the United States. Few would have predicted
such favorable U.S.-China relations given the poor state of relations only two years
earlier. Specialists differed on what caused the shift. Some emphasized the change
in the Bush administration policy; others, including this author, gave more emphasis
to the design of the Bush administration policy. It effectively undercut the previous
utility of Chinese pressure tactics toward the United States. Concurrent international
circumstancesnotably the unprecedented rise of U.S. power and influence
throughout Chinas periphery, as well as Chinese domestic preoccupations
associated with incomplete leadership transition at the Party and Government
congressesreinforced good U.S.-China relations. Specialists appeared more
uniform in warning that U.S.-China cooperation was contingent, as the recent
smooth relationship had done little to resolve major differences in the interests of
the two powers. Managing those differences over Taiwan, Korea, and a range of
bilateral and other issues represent the essence of the challenges Chinas new
leaders face as they deal with the United States in the first decade in the twenty-first
century.

The Sixteenth Party Congress and Cross-Strait Policy: Old Wine in Old
Bottles?

Abstract
The Sixteenth National Congress of the Chinese Communist Party marked the start
of the transition from Jiang Zemin, representing the third generation of Chinese
leaders, to Hu Jintao of the fourth generation. This paper begins with an
assessment of the major changes in cross-strait relations that took place over the
course of Jiangs tenure; mainland policy that evolved in response to these
changes; and the elements of that policy that were affirmed and established as the
basis for future policy at the Sixteenth Congress. This is followed by an examination
of the post-Congress policy implementation as well as a discussion of the possible
future directions of mainland policy toward Taiwan. It argues that although
developments in both cross-strait and Sino-American relations have resulted in
some indications of greater flexibility, the fundamental elements of Beijings policy
have not changed dramatically.

Abstract
It is widely accepted that farmer-based organizations are vital for empowering and
improving small farmers access to markets. However, farmer-based organizations
have not always been successful as it is the case with farmer companies in Sri
Lanka. The purpose of this article is to examine some of these issues and propose
solutions drawing from long-accumulated experiences of Japanese agricultural
cooperatives. The article is based on review of scholarly literature, secondary data
and discussions with stakeholders of farmer companies in Sri Lanka and agricultural
cooperatives in Japan. This article highlights some important lessons related to
structure, governance, collective action and integrated service provision valuable for
strengthening farmer companies in Sri Lanka and farmer-based organizations in
other countries. Based on these lessons, a federated model is proposed to
overcome some of the issues impeding the performance of farmer companies in Sri
Lanka.

Abstract
In the current context of heightened concern for inclusive development, this article
explores the link between trade liberalization and inclusive growth by analyzing the
channels by which trade liberalization-induced structural change and employment
patterns influence growth, inequality and poverty. Drawing from the empirical
evidence from India, it is observed that trade-induced structural change has been
associated with jobless growth and growing wage inequality. Hence, higher growth
has not been inclusive, as it has not resulted in commensurate decline in poverty
while inequality increased. To the extent that the nature of trade induced structural
change is governed by the prevailing systems of innovation, the article calls for
building and strengthening the learning, innovation and competence building
systems at the national, regional and sectoral level such that growth becomes
inclusive and human capabilities and freedoms are expanded.

Abstract
South Asia has emerged as one of the fastest-growing regions of the world while
global agricultural trade has expanded since its inclusion into the WTO framework,
especially for developing agrarian economies such as India, which are expanding
as suppliers of agricultural products to various markets. Within South Asia,
agriculture still remains crucial to economic growth and poverty reduction. Though
the relative contribution of agriculture has come down in all of the South Asian
countries, but the value-added farm products exports have grown in importance and
have direct implications for farm incomes and rural livelihoods. It is in this context
that this article examines the nature and dynamics of Regional Production Networks
(RPNs) or regional value chains in South Asia in the food sector with case studies
of fresh onions and their product exports as they originate from India. It tries to
understand the organization of value chains and the networks for smaller
companies and farmers supplying to lead buyers or chain drivers, explores product,
process, and labour standards and suggests mechanisms for leveraging RPNs for
better trade, growth and poverty reduction.

Abstract
Biotechnology and genetically modified crops has been the subject of debate,
especially with respect to developing countries. Like in other countries, introduction
of Bt (bacillus thuringiensis) cotton in India led to an intense scientific debate and
public controversy surrounding yield advantage, multinational control of seeds,
human health, environmental risk and ethics. An attempt has been made in this
article to review the adoption and performance of Bt cotton in India. The commercial
release of first GM (genetically modified) crop, Bt cotton in 2002 led to the beginning
of a Gene Revolution in India. Today, almost 90 per cent of cotton area is planted
to Bt cotton in India, with farmers adopting it in a rapid manner. Studies that looked
into the impact of the Bt cotton on different parameters are not uniform and many
voices have been raised for and against Bt cotton. The inconsistency in the results
surely played a role in fueling the controversy over the use of the Bt cotton and its
benefits for India farmers and therefore gains of Bt cotton cannot be generalized to
all farmers, all states, and all years.
