ISLAM’S OPINION OF
DEMOCRACY
Democracy is the rule of the people, for the people, by the people. The basis of the democratic
system is that people possess the right of sovereignty, choice and implementation. They have
the right to execute their own choices because they are their own masters and no one has any
sovereignty over them. They are therefore the lawmakers. They make the laws, which they
choose and cancel the laws, which they choose to remove; and because all people cannot do
this by themselves, they elect representatives to make laws on their behalf. The people possess
the right of ruling and implementation. Since it is unfeasible for them to rule by themselves, they
elect rulers to rule on their behalf by the laws, which people have made. Hence the people are
the masters, the ones who put laws and who govern.

This is the democratic system, and it is a Kufr system (A system of governance that is in
disobedience to the Creator) because man lays it down and it is not from the Shari’ah Laws
(Divine Laws). Therefore to rule by democracy is to rule by disbelief, and to call for it is to call for
a Kufr system (A system of governance that is in disobedience to the Creator). Therefore to call
for it is prohibited and to take from it is prohibited under all conditions. This democratic system is
against the laws of Islam because Muslims are ordered to perform their actions by the laws of
Islam. A Muslim is Allah’s (God Almighty’s) slave. He acts only according to Allah’s (God
Almighty’s) injunctions, i.e. What He has ordered and what He has prohibited.

The Ummah (Brotherhood of the Muslims) cannot act according to its desire because it does not
own the sovereignty. The one, which controls the choice of the Ummah, (Brotherhood of the
Muslims)therefore, does not possess the right of legislation because Allah (God Almighty) is the
legislator. If the whole Ummah (Brotherhood of the Muslims) decides to allow what Allah has
prohibited like riba (Interest) or monopolizing or adultery or drinking wine, its consensus will be
of no value because it contradicts with the laws of Allah (God Almighty). If it insists on doing so,
it should be fought against. However Allah has given the authority i.e. of rule, and the
implementation to the Ummah (Brotherhood of the Muslims) and therefore given it the right to
elect or appoint a ruler, so that he rules and implements on His behalf. Allah has ordained that
the way this ruler is to be selected is through the bay’ah (Allegiance), and with this it is easy to
realize the difference between sovereignty and authority. The sovereignty belongs to Allah and
the authority given by Him is for the Ummah (Brotherhood of the Muslims).

H ADHARAH (CULTURE) AND

MADANIYYAH (CIVILIZATION)
Culture is a collection of concepts about life. Civilization is the material shapes that are used in
matters of life. Culture is therefore specific according to one’s viewpoint in life. Therefore,
Islamic culture is not equivalent to Western culture or Communist culture since every one of
these culture has a different specific viewpoint with respect to life. Therefore it is prohibited for
Muslims to take anything from Western or Communist culture, because of their contradiction
with Islam.

As far as civilization is concerned, if it results from a culture, like paintings of living things and
statues, it is then considered specific to that culture and it is not allowed to be taken. The
Islamic culture prohibits the making and the owing of statues as it prohibits the drawing of living
things, whilst the Western culture and Communist culture allow them and don’t forbid them.

If the civilization results from the progress of science and technology, like the means of
transportation e.g. aeroplanes, ships and cars and also like the means of production such as
agriculture, advance machines of war and all that the human mind has produced as invention,
discoveries, or as a result of scientific progress and technological advancement like computers,
then they can be acquired since they do not go against the laws of Islam; indeed it Is necessary
to acquire them. All these are universal forms and they are for the whole world and are not
specific to any culture, nation or to any religion, in fact they are for all of mankind because they
do not depend on culture nor on the point of view of life.

D EMOCRATIC CAPITALISM
This is the ideology of the Western nations and the United States, and it is an ideology based on
the separation of religion from the state and worldly life and encapsulated in the statement
“Render unto Caesar what is Caesar‘s and unto God what is God’s.”

On this basis, it is man who lays down the system by which he lives. This ideology is Kufr (A
system of governance that is in disobedience to the Creator) in nature and contradicts Islam
because Allah (God Almighty) is the sole Legislator and He is the only One Who laid down the
system for man and made the state a part of the laws of Islam. He made it imperative that all
matters of life be solved by Islamic laws, which He has revealed. Therefore it is prohibited for
Muslims to embrace the Capitalist ideology or to accept its system of governance. It is clear that
this ideology and system of governance is Kufr (A system of governance that is in disobedience
to the Creator) and as such contradicts Islam.

ISLAM’S OPINION ON ‘RIGHTS’

OR ‘FREEDOMS’
One of the most emphasized ideas in the Capitalist ideology is the necessity to safeguard the
‘rights’ (freedoms) of man. These rights are: freedom of belief, freedom of speech, freedom of
ownership of capital and personal freedom. The freedom of ownership resulted in the Capitalist
economic system which is based on benefit and which led to immense monopolies that pushed
the Western disbelieving nations to colonize people and exploit their riches.

The four common ‘freedoms’ are in conflict with the laws of Islam. The Muslim is not free in the
matter of his belief because if he apostasies from Islam, he is asked to return. If he does not, his
punishment is death. The Messenger (Peace and Blessing be upon him) of Allah said,
“Whosoever changes his Deen, kill him.” The Muslim is not free in his opinion. His opinion is the
opinion of Islam and it is not allowed for a Muslim to have an opinion other than that of Islam.
The Muslim is not free to own and it is not correct for him to own except according to the divine
means of ownership. He is not free to own what he likes and buy the way he likes. He is rather
restricted by the divine means of ownership and prohibited to own by means other than these.
He cannot own by using riba (Interest) or by monopolies or hoarding or by selling alcohol, pigs
or similar means whch are prohibited. Personal freedom does not exist in Islam because a
Muslim is not free in personal affairs, but he is rather restricted by the Islamic Law. If he does
not perform salaah or fast, for example, he must be punished. If he drinks alcohol or commits
adultery, he is punished. If a woman comes out uncovered or with a dazzling display of her
beauty she is punished. Therefore the ‘freedoms’ as defined in the Western Capitalist system
simply do not exist in Islam and they are in absolute conflict with the laws of Islam.

T HE PRINCIPLES OF
GOVERNMENT IN ISLAM
Islamic Authority:

Islam has defined the Islamic authority as the rule according to that which Allah has revealed:
“And rule between them by what Allah has revealed, and do not follow their whims, and beware
that they tempt you away from even some part of what Allah has revealed to you.” (Quran 5:48-
49)

Thereupon every authority that rules according to what Allah has revealed i.e. rules exclusively
according to the Book and the Sunnah is an Islamic authority.

THE ISLAMIC SYSTEM OF GOVERNMENT IS BASED ON FOUR PRINCIPLES:

1. SOVEREIGNTY IS FOR ALLAH AND NOT FOR THE PEOPLE

What controls and runs the Muslims and the Ummah (Brotherhood of the Muslims) is not
the Muslims themselves, nor the Ummah, (Brotherhood of the Muslims) rather the
choice of the Muslims and the Ummah (Brotherhood of the Muslims) is regulatd by
Allah’s orders and prohibitions only. “Surely they will not believe until they make you the
judge in what they disagree. (Quran 4:65)

“It is not for the believer (Male or Female) that when Allah and His Messenger (Peace
and Blessing be upon him) have decided a matter that they should have any choice in
their matter (Quran 33:36)

“O you who believe! Obey Allah, obey the Messenger (Peace and Blessing be upon him)
and the rulers from amongst you and if you disagree on a matter then return it (For
judgment) to Allah and the Messenger (Peace and Blessing be upon him) if you truly
believe in Allah and the Last Day.” (Quran 4:59)

And the Messenger (Peace and Blessing be upon him) of Allah’s saying, “None of you
will be a (true) believer until his desire follows that which I have come with (i.e. Islam).”

These evidences are explicit in showing sovereignty belongs to Allah and not the
Ummah (Brotherhood of the Muslims).

2. THE AUTHORITY IS FOR THE UMMAH (Brotherhood of the Muslims)

10

By its very method, It is clear that the authority i.e. the government, is for the Ummah
(Brotherhood of the Muslims) as it is defined by the Law-Giver in appointing the Khilafah
(Leader) by the Ummah (Brotherhood of the Muslims) through the bay’ah (Allegiance),
and also from the fact that the Khilafah (Leader) takes the authority by the bay’ah and he
governs the Ummah (Brotherhood of the Muslims) on its behalf. The very fact that the
Khilafah (Leader) takes the bay’ah (Allegiance) is a clear proof that the actual authority
is from the Ummah, (Brotherhood of the Muslims) who gives it to whom it sees fit.

There are also other explicit ahadith [Sayings of Prophet Muhammad (Peace and
Blessing be upon him)] which states that the Ummah appoints the leader and gives a
bay’ah (Allegiance) to him. It is narrated by ‘Abdullah ibn ‘Amr that the Messenger
(Peace and Blessing be upon him) of Allah said, “It is not allowed that three be in the
open (During a journey) and that they do not make one of them their leader.” It is clear
here that the appointer is the Ummah (Brotherhood of the Muslims) and the ahadith
[Sayings of Prophet Muhammad (Peace and Blessing be upon him)] of bay’ah
(Allegiance) already mentioned, clearly makes the point that the authority is from the
Ummah (Brotherhood of the Muslims).

3. THERE IS ONLY ONE KHILAFAH (LEADER) I.E. FOR THE UMMAH (Brotherhood of
the Muslims)

To appoint one Khilafah (Leader) upon all Muslims to represent them in the government
is a duty of the Muslims for example Nafi’a narrates from Ibn ‘Umar, who said, “I heard
the Messenger (Peace and Blessing be upon him) of Allah say: He who dies whilst there
was no bay’ah (Allegiance) on his neck, he dies a death of jahiliyyah (Ignorance).”
‘Ubada ibn as-Samit said, “We took an oath on the Messenger (Peace and Blessing be
upon him) of Allah that we would obey him and listen to him in the time of ease or
hardship and we would not dispute the authority from those who have the right to it and
that we would stand or say the truth wherever we were, not fearing the blame of
anybody for the sake of Allah.” A matter also indicative by the Ijma’ (Consensus) of the
Sahabah [Companions of the Prophet Muhammad (Peace and Blessing be upon him)].

4. THE KHILAFAH (LEADER) ALONE HAS THE RIGHT TO ADOPT AND ENFORCE
ISLAMIC OPINIONS IN THE STATE

The Khilafah (Leader) is the one who issues the constitution and the various canons.
The Ijma’ (Consensus) of the Sahabah [Companions of the Prophet Muhammad (Peace
and Blessing be upon him)] proves that only the Khilafah (Leader) can adopt divine laws
and from this consensus is deduced these famous principles: “The Imam’s order settles
the differences” and “The Imam’s order is implemented” and “The Imam can put forward
as many solutions as the (number of) problems which arise.”
11

D AR AL-ISLAM, DAR AL-KUFR

Dar al-Islam is the land where Islamic Law is implemented in all matters of life and ruling and
whose security is maintained in the name of Islam even if its citizens are non-Muslim.

Dar al-Kufr is the land where Kufr laws are implemented in all matters of life and whose security
is maintained in the name of Kufr even if all its citizens are Muslims. This is because the
criterion of a region being Dar al-Islam or Dar al-Kufr are the laws that are implemented there
and the security by which it is protected, the criterion is not the religion of its citizens. Out of the
Muslim countries of today, there is no single country or state where Islamic laws are exclusively
implemented in ruling and life’s affairs therefore all of them are considered Dar al-Kufr although
their citizens are Muslims.

Therefore Islam makes it a duty upon all Muslims to change their countries from Dar al-Kufr to
Dar al-Islam, and this can only be achieved by establishing the Islamic State i.e. the Khilafah
(Leader), through preaching and persuasion and the use of physical power or Jihad (Holy War
to establish Allah’s Law) and by electing a Khilafah (Leader) and taking a bay’ah (Allegiance) on
him that he will rule by the Word of Allah i.e. he will implement Islamic laws in the country where
the Khilafah (Leader) has been established. Then the Muslims should work with the Khilafah
(Leader) to combine the rest of the Islamic countries with it, hence the countries will become
Dar al-Islam and they will then carry Islam to the world through invitation or da’wah (Islamic
Message) and Jihad (Holy War to establish Allah’s Law).
12

T HE STRUCTURE OF THE
ISLAMIC SYSTEM OF
GOVERMENT
Islam has determined the structure of Islamic government to be the system of Khilafah (Islamic
Leadership) and it is the only system of ruling of the Islamic State. The book of hadith [Sayings
of Prophet Muhammad (Peace and Blessing be upon him)] by Muslim narrated about Abu
Hazim, who said, ‘I accompanied Abu Hurayrah for five years and heard him talking of the
Prophet’s saying: The Prophets ruled over Bani Israel, whenever a Prophet died another
Prophet succeeded him, but there will be no Prophet after me. There will be Khulafa’a (Islamic
Leadership) and they will number many’.

This hadith is a clear statement of the fact that the Islamic structure of government after the
Messenger of Allah is the Khilafah. This fact is strengthened by evidence from numerous other
ahadith that the Khilafah or Imamah (Islamic Leadership) is the only system of government in
Islam.

As a result, the Republican system is not an Islamic system and Islam does not approve of it
whether it is Presidential in nature as in the US or it is Parliamentary, as found here in Trinidad,
because the Republican system in both these forms is based on the democratic system which
gives the sovereignty to the people, whilst the system of Khilafah (Islamic Leadership) is based
on the system of Islam that gives sovereignty to Allah, accordingly the Ummah (Brotherhood of
the Muslims) does not have the right to remove the Khalifah (Islamic Leadership), though it has
the right to choose him and to account to him, only the Islamic rule can remove the Khalifah
(Islamic Leadership) i.e. in case he works against the Shari’ah in such a way that it becomes
necessary to remove him. The power to decide whether the Khalifah has worked against the
Law such that he must be removed rests with Allah and the Rasuul [Prophet Muhammad
(Peace and Blessing be upon him)] due to Allah saying.

“O you who believe! Obey Allah, obey the Messenger and the rulers from amongst you, and if
you disagree on a matter then return it (for judgment) to Allah and the Messenger if you truly
believe in Allah and the Last Day” (Quran 4:9)

This means that they must turn over the matter to the Law of Allah and His Messenger (Peace
and Blessing be upon him); whilst in the case of the President or Prime Minister the people have
the right to remove him, because the people have the sovereignty and the authority. The
Khalifah (Islamic Leadership) is not elected for a limited term: the only limitation to his rule is the
implementation of Islam. If he does not implement Islam, he will be removed even if it is after
only one month of his appointment. In contrast the President or Prime Minister is elected for a
13

limited term. Moreover, in the Parliamentary system there is the Prime Minister beside the
President. The President is only a figurehead without power; the real power rests with the Prime
Minister. The Khalifah (Islamic Leadership) is the real ruler and he rules and implements his
orders and he has no ministers who rule independent of him. Although the President in the
Presidential system is himself the actual ruler, he does have with him ministers who have
authority of ruling and he is their head and his rank is that of the President of the government.
This is in contradiction to the system of Khilafah (Islamic Leadership) where the Khalifah
(Islamic Leadership) rules directly, and he has with him assistants. These assistants do not
have the powers of ministers as in the democratic Republican system. When the Khalifah
(Islamic Leadership) becomes the ruler, he is the ruler in the capacity of the head of state and
not the head of an executive committee. Therefore there exist a great difference between the
Republican and the Khilafah (Islamic Leadership) system and therefore it is not allowed to say
that the system of government in Islam is Republican nor that Islam is a Republican system
because of the complete contradiction between the two.
14

D ESIRE FOR LEADERSIP

WITHOUT UNDERSTANDING THE
SERIOUS RESPONSIBILITY
INVOLVED
This is what the Messenger of Allah (Peace and Blessing be upon him) warned us against when
he said, “You will be very keen to be leaders, but you will regret it on the Day of Resurrection,
for although it seems easy in the beginning, it becomes a hardship later on (Literally: The
breastfeeding is a luxury but weaning is miserable)” Meaning that at the beginning, leadership
brings wealth, power and enjoyment, but later it brings the risk of being assassinated or
deposed and one will be brought to account on the Day of Resurrection. (Reported by
Bukhaari, no. 6729)

The Prophet (Peace and Blessing be upon him) also said: “If you wish, I could tell you about
leadership and what it is. Firstly, it is blame; secondly, it is regret; and thirdly, it is punishment on
the Day of Resurrection – Except for one who is just.” (Reported by Al-Tabaraani in Al-
Kabeer, 18/72; Saheeh Al-Jaami’, 1420).

If it were the case that a man wanted to carry out duties and responsibilities, where there is one
better for the job than him, with the intention of doing his best and being sincere and just, as
Yusuf (Peace be upon him) did, then we could say that this is fair enough but in most cases it is
the matter of a strong desire to lead and put oneself forward although there is a better person,
denying the opportunity of leadership to those who are qualified and wanting to be the only one
to issue instructions and prohibitions.

It is forbidden to travel to the lands of the mushrikeen (The worshipers of other than Allah or
God Almighty); to live with the kuffaar; (Disbelievers) to take the kaafirs (Disbelievers) – Jews,
Christians and other enemies of Allah – as close friends instead of the believers; or to take
kaafirs (Disbelievers) as close friends instead of the believers; or to take kaafirs (Disbelievers)
as close friends whom one consults and is friendly with.

The right to determine what’s halaal (Permissible) is belongs to Allah alone. Whoever claims
this right or affirms it for someone else is a kaafir (Disbeliever) whose extreme kufr places him
beyond the pale of Islam, as Allah says: “Or have they partners with Allah (False gods) who
have instituted for them a religion which has not allowed?...” (Quran 42:21)

Another widespread from of al-akbar is the sin of allowing what Allah has forbidden and
forbidding what Allah has allowed, or believing that anyone has the right to do so except Allah or
15

referring matters for judgment to jaahili (Non-Islamic) courts freely and by choice and believing
that this is permissible. Allah has mentioned this form of major kufr in the Quran: “They (Jews
and Christians) took their rabbis and their monks to their lords besides Allah (By obeying them
in things which they made lawful or unlawful according to their own desires without being
ordered by Allah)...” (Quran: 9:31)

When ‘Adiyy ibn Haatim heard the Prophet (Peace and Blessing be upon him) recite this aayah,
he said, “But they were not worshipping them.” The Prophet (Peace and Blessing be upon him)
replied, “Yes, but they permitted things that Allah had forbidden, and the people accepted this
and they forbade things that Allah had allowed and the people accepted this too and this is a
form of worshipping them.” [Reported by al-Bukhaari 10/116. Al-Tirmidhi, no. 3095. Al-
Albaani classified it as hasan (Authentic) in Ghaayat al-Maraam, p. 19]

Many of those who do not have strong faith deliberately sit with people who are immoral and
sinful. They may even sit with those who attack the Sharee’ah (Islamic Law) and make fun of
Islam and the people who adhere to it strictly. There is no doubt that this is a forbidden deed,
one that could undermine a person’s belief. Allah says: “And when you see those who engage
in a false conversation about Our Verses by mocking at them, stay away from them ill they turn
to another topic and if Shaytaan causes you to forget, then after the remembrance sit not in the
company of those people who are the zaalimoon (Polytheists and wrongdoers, etc.)” (Quran
6:68)

In that case it is not permitted to sit with them, even if they are closely related or are very kind
and good company, except for the purposes of da’wah or refuting their false talk but accepting
and remaining quiet about their conduct is not permitted. Allah says: “They (The hypocrites)
swear to you (Muslims) that you may be pleased with them but if you are pleased with them,
certainly Allah is not pleased with the people who are al-faasiqoon (Rebellious and disobedient
to Allah).” (Quran 9:96)
16

T HIS ENJOINING MUST BE WITH

THAT WHICH ALLAH AND HIS
PROPHET HAVE ENJOINED
Enjoining and forbidding are of necessity with the presence of human beings. However, one
may fail to enjoin the ma’ruf, (Truth) which Allah and His Prophet (Peace and Blessing be upon
him) have enjoined and to forbid the munkar, (Falsehood) which Allah and His Prophet have
forbidden as well as one may be ordered to do the ma’ruf, (Truth) which Allah and His Prophet
have ordered, and be forbidden the munkar, (Falsehood) which Allah and His Prophet have
forbidden. Either way, there will always be some kind of enjoining and forbidding. This may be
with that which is opposite to the good and the evil, which Allah and His Prophet have defined or
it may be with that which contains elements of both the truth, which Allah sent down and the
falsehood for which Allah has sent no authority. If this admixture is taken as a way of Life
(Deen), it is a deen (Life) of innovation, falsehood and going astray and since, as we have
shown; if every single person living and acting with free will, who are seekers of the truth and
“tillers of the earth”, if their intentions and actions are not righteous and for the sake of Allah,
and probably of necessity commits acts which are corrupt, or not for the sake of Allah that is
falsehood and invalid, as Allah said: “Verily, your efforts are various.” (Quran 92:4).

Such actions, all of them are invalid like the actions (However good) of the disbelievers: “Those
who reject faith and hider from the path of Allah, Allah will send all of their works astray.” (Quran
47:1)

“As for those who disbelieve, their works are like a mirage in an empty plain. The thirsty one
believes it to be water, but when he reaches it, he finds it to be nothing and he finds Allah there
who gives him his full account, and Allah is very quick to take account.” (Quran 24:39)

“And we turned to all the works, which they had done, and made them (as) floating dust. (The
word literally means the dust, which can be seen in the air in the beam of light coming in
through a small opening.)” (Quran 25:23)
17

W HO ARE “THOSE IN
AUTHORITY AMONG YOU” WHO
ENJOIN WHAT IS RIGHT?

Allah has ordered us in His Book to obey Him, to obey His Prophet and to obey those in
authority among the believers saying: “O, you who believe, obey Allah and obey His Prophet
and those in authority among you and if you disagree in any issue, take it back to Allah and to
the Prophet, if you truly believe in Allah and the Last Day. That is best and will have the best
final result (In Application). (Quran: 4:59)

“Those in authority” are: The possessors of authority and its people. They are the ones who
enjoin the people and forbid them. Both those having political and temporal power and the
people of knowledge and intellectual influence share this. Thus “Those in authority” consist of
two categories: The scholars and the rulers. When they are righteous, the people are righteous
and when they are corrupt, the people are corrupt.

Just as Abu Bakr (May Allah be pleased with him) said: “As long as your rulers are upright.” Of
this group are the kings and the “Sheikhs” and the men of religion, along with anyone who is
followed by someone, who is also in a position of “authority” among you. It is upon each and
every one of them to enjoin what Allah has enjoined and forbid what Allah has forbidden.
Furthermore, it is upon everyone who is required in Islam to obey his Amir or others, to obey
them in (All that is) obedience to Allah and not to obey him in disobedience to Allah.

Abu Bakr (May Allah be pleased with him) said when he first assumed the Caliphate: “O,
people, the strong among you is the weak as far as I am concerned until I take from you what
you possess (And give it to their rightful owners). Obey me, as long as I obey Allah and if I
disobey Allah, I have no right to your obedience.”
18

A LLAH DOES NOT ACCEPT

OTHER THAN ISLAM FROM
ANYONE
This is the general concept of Islam, other than which Allah will not accept from anyone. Allah
said: “Whosoever desires other than Islam as his way (Deen) that will never be accepted from
him and in the hereafter he is among those in abject loss.” (Quran 3:85)

“Allah bears witness that there is no deity other than Him and the angels (Also bear witness)
and those having knowledge. He is complete in His Justice. There is no deity but Him, the
mighty and the wise. Verily the (One and only) way in the sight of Allah is Islam (Submission)”
(Quran 3:18-19)

“O, you who believe do not take the Jews and the Christians as allies (Friends and Protectors).
They are allies of each other. Whoever among you puts his allegiance with them is certainly one
of them. Allah does not guide a people who oppress.

And you see those in whose heart is a sickness rushing to (Make alliances with) them, saying:
“We fear being caught in some unfortunate turn of events”. Perhaps Allah will bring victory or
something from Him, such that they come to regret that which they hid within themselves.

And the believers (Will) say: “Are these the ones who swore their strongest oaths that they were
with you?” Their works have been invalidated and they have ended up in complete loss.

O, you who believe, whosoever among you turns back from his way (Islam) Allah will surely
bring another people whom He loves and who love Him. (They will be) humble and merciful with
the believers, strong and firm with the disbelievers; they fight in the part of Allah and do not fear
the blame of those who blame. This is the grace of Allah and He gives it to whom He wishes
and Allah is encompassing, knowing of all things.

Verily, your (True) ally is Allah, His Prophet and those who believe; those who establish the
prayer, pay the zakat, and bow in prayer. Whoever puts his allegiance with Allah, His Prophet
and those who believe, the party of Allah are surely the victorious ones.” (Quran 5:51-56)

“Thereupon the only true alliance is with Allah, the Truth that is the best in reward and best in
final results.” (Quran 18:44)

Abu Hurayrah narrates in the sahih (Authentic) Hadith (Saying of the Prophet Muhammad)
found in the collection of Al-Bukhaari that the Prophet (Peace and Blessing be upon him) said:
19

“Allah says: I have declared war on anyone who is an enemy of any of my allies. There is
nothing better with which my slave can come closer to me than fulfilling all that I have made
obligatory upon him. Then, my salve will continue to come closer to me by making extra efforts
until I love him. When I love him, I am his hearing with which he hears, his sight with which he
sees, his hand with which he strikes and his leg with which he walks. If he asks me, I will give
him, if he seeks refuge with me, I will give him refuge. I have not hesitated in anything which I
do as I hesitate in taking the soul of my believing slave. He dislikes death and I dislike annoying
him but he must meet his death.” This is the most authenticated narration about the awliyaa’
(Allies) of Allah, in it; the Prophet explains that to be enemies of the allies of Allah is to enter
warfare against Allah!

In another hadith, the Prophet (Peace and Blessing be upon him) says: “I will take revenge for
my allies as the revenge of a ferocious fighting lion.” i.e. He will extract revenge from those who
oppose His allies as a fighting lion take his revenge. The reason for this is that awliyaa’ (Allies)
of Allah are those who believe in Him, and give their full loyalty to Him. Thus, they love all that
which Allah loves, hate what He hates, are pleased with what pleases Him, despise what He
despises, they enjoin that which He enjoins, forbid that which He forbids, they give to those
whom Allah loves for them to be given and withhold from those whom Allah loves not to
receive.”

The Prophet (Peace and Blessing be upon him) said, in yet another hadith (Saying of Prophet
Muhammad) narrated by At-Tirmidhi and others: “The most dependable handhold on faith is:
Love for the sake of Allah and hatred for the sake of Allah.”

And continuing further along the same thought, in another hadith, (Saying of Prophet
Muhammad) narrated by Abu Daud, the Prophet (Peace and Blessing be upon him) said:
“Whoever loves for Allah, hates for Allah, gives for Allah and withholds for Allah, has sought the
completion of his faith.” Since the waliy of Allah is the one who agrees with and follows Allah in
all that he loves and accepts, hates and despises and enjoins and forbids, it is clear why the
enemy of Allah’s waliy has in fact put himself in a position of enmity with Allah.

Allah said: “Do not take my enemy and your enemy as allies (Awliyaa’) toward whom you
(Secretly) cast your love.” (Quran 60:1)

Thus whoever bears enmity towards the allies of Allah bears enmity towards Allah and whoever
bears enmity towards Allah is at war with Allah. This is why the Prophet (Peace and Blessing be
upon him) said in another version of the hadith about the allies of Allah: Whoever bears enmity
towards an ally of mine has entered into warfare with me.”

A L-KHALQ, AL-AMR AND SHAR’

OR SHARI’A
Many people become confused and fail to differentiate between the realities having to do with
Allah’s orders, his deen (Way of life) which He has enjoined on mankind and the jinns (Spiritual
beings), the imaan (Faith) of His saves on the one hand and the realities of having to deal with
His creation, His decree, His complete power and control over everything in the universe and all
events which occur therein.

To Allah belongs creation (Al-Khalq) and Sovereignty, authority or command (Al-Amr).

If the intended meaning of the words shar’ or shari’a (Islamic Law) is the ruling delivered by the
ruler or judge, he may indeed be an oppressor or he may be just, he may have arrived at the
correct ruling or he may be mistaken. Sometimes, the intended meaning of the word is the
opinion of the imams of fiqh such as Abu Hanifa, Ath-Thawri, Malik ibn Anas, Al-Awzaa’I, Al-
Laith ibn Sa’d, Ash-Shafi’i, Ahmad ibn Hanbal, Dawud and others. The opinions of such people
are to be supported by evidence from the Qur’an and the Sunnah. To follow the opinion of
others in cases such as these is not always the norm: i.e. it is not obligatory upon the nation of
Muslims to follow any one of the imams as it is obligatory on them to follow the Prophet (Peace
and Blessing be upon him). It is also forbidden to follow the opinion of one (Since one cannot be
independent in their ruling based on the original sources, especially not knowing the evidence
behind the opinion followed), as it is forbidden to follow the opinions of people who speak
without knowledge.

If something is attributed to the law which is not from it, such as a forged hadith (Saying of
Prophet Muhammad) or twisting the meanings of the texts in ways not intended by Allah and His
Prophet (Peace and Blessing be upon him), etc., this is a changing of the law (Tabdeel). We
must differentiate between the law sent down, the law re-interpreted (Twisted) and the law
which has been changed, just as we must differentiate between the reality relating to Allah’s
decree and creation and the reality relating to Allah’s order and His deen and between the one
who supports his position with evidence from the Quran and the Sunnah as opposed to the who
relies solely on his feelings or intuitions.

C ONCLUSION

Allah says: “It is the party of Allah that must certainly gain victory.” (Quran 5:59)

This means, that any other party, any other group will certainly be the losers, in this world and in
the hereafter. Because Allah tells us: “The party of Shaytaan (Satan) will perish” (Quran 58:19)

This word party or hizb of Allah, refers to Muslims who strive against all odds in Allah’s cause
and is totally different to all other groups or parties; Allah explains: “You will not find any people
who believe in Allah and the Last Day, loving those who resist Allah and His Apostle, even
though they were their fathers or their sons or their brothers or their kindred. For such, He has
written faith in their hearts and strengthened them with a sprit from Himself. And He will admit
them to Gardens beneath which rivers flow, to dwell herein. Allah will be well pleased with them
and them with Him. They are the Party of Allah (Hizb Allah). Truly it is the Party of Allah that will
achieve success.” (Quran 58:22)

When a person selects a leader, an Imam, he must be selected according to the Shari’ah
(Islamic Law). This is because everyone will be raised with his or her respective leader or Imam
that he/she would have chosen. Allah declares: “One day we shall call together all human
beings, with their respective Imam (Leaders): “Those who are given their record in their right
hand will read it (With pleasure) and they will not be dealt with unjustly in the least. But those
who were blind in this world will be blind in the Hereafter and most astray from the Path.”
(Quran 17:71)

There can be no legitimate leadership or party if it does not follow the guidelines of Quran or
Sunnah (Practice of Prophet Muhammad). The Noble Prophet (Peace and Blessing be upon
him) has said: “Obedience is due only in that which is good.” (Al-Bukhari). “Hearing and
obeying are the duty of a Muslim man or woman, both regarding what he/she likes and what
he/she dislikes so long as he/she is not commanded to perform an act of disobedience to Allah,
in which case he/she must neither hear nor obey.” (Muslim)

Hence, there can be no leadership or organization that is based on falsehood,

misrepresentation, or disobedience to what Allah has revealed. And any party or organization,
which is based on these premises and false dogmas, should not be adhered too and to which
no obedience is due. How is it possible to join a party other than an Islamic group, following a
leader other than a Muslim and believe we are obeying Allah, His Rasuul (Prophet Muhammad)
and the Islamic Shari’ah? (Islamic law)

We have been warned…

Abu Hurayrah reported; he heard the Messenger of Allah (Peace and Blessing be upon him)
say: “He who obeys me obeys Allah; and he who disobeys me disobeys Allah; and he who
obeys the Amir (Leader), obeys me and he who disobeys the Amir disobeys; and the Imam is
22

an amour for protection; the battle is fought for his defence and through him protection is
sought. So if he commands the doing of duty to Allah and does justice, he has a reward for it; if
he does otherwise, he shall suffer the consequences of it.” (Bukhari)

T O THE MUSLIMS OF TRINIDAD

AND TOBAGO
Oh you who believe!

This act of casting your vote will only be to your own detriment.

PLEASE consider the following:

1. Islam by its very nature is a complete, comprehensive system or way of life. It

encompasses every aspect of life including politics, worship and anything that affects us
as human beings.

2. If Allah says to prayer, we have to prayer in accordance with Islam. If Allah says to fast,
we have to fast in accordance with Islam. If Allah says to be in politics, it must be in
accordance with Islam. In Islam, benefit can only come from that which is halal
(Permissible) so if we as a people in this country, in a non-Islamic society try to uplift our
status we have got to do it in accordance with Islam.

3. In Islam the end does not justify the means. Not because you are in this country and you
have laws imposed on you, you must partake in the system to change it. No! Because
Muhammad (Peace and Blessing be upon him) and the Sahabas (His companions) were
also in a country that was not Islamic. They also had the chance to partake in that
system, to change it from the inside out but they did not. They strove hard even though
they suffered, some were tortured and killed, but nevertheless they fought and struggled
until Islam prevailed.

4. A lot of oppressive laws are forced upon us, taxes, insurance, to name a few. We are
forced to pay taxes so we pay them. We are forced to pay car insurance so we pay them
but we are not forced to vote so why should we?

5. This Capitalist System also engages in interest which is a sin and a crime in Islam and
even though the Government spends in the causes of Islam it’s still not okay because
the system allows interest, it allows oppression of the ummah (Muslim Community) it
allows sins and all types of evil to prevail. There is no justification! So if you partake in it
you are making that system stay even longer. Muhammad (Peace and Blessing be upon
him) and the Sahabas (Companions) did not try to make the system of the Quraish stay
longer. They tried to abrogate it. They tried to replace it with Islam.
24

6. When we present ourselves to the public or to any group of people we must present
ourselves as exemplars, not as part of the system or part of the puzzle. We must be part
of the mechanism that propagates Islam as a Deen (Way of life) to the whole world. It’s
not just to propagate Islam as a faith you practice on Fridays or when you go to the
Masjid or when you fast or when you pay charity.

7. Islam is a Deen (A way of life). So if we offer ourselves as followers of this Deen (Way of
life) we have to propagate it. Not just say, ‘I practice but I support the COP, UNC or the
PNM.’ Because these are also deens which Allah will enquire upon on the Day of
Judgment (Yawm mud deen)… This is not the Islamic path of trying to establish anything
Islamic or anything just. Justice according to Islam is when you forbid the evil and enjoin
the good. To enjoin the good is to forbid the evil. To enjoin the good is to enjoin what
Allah made Halal (Lawful) and to forbid the wrong is to forbid what Allah made Haram
(Unlawful). So we cannot mix their standards with Islamic standards.

8. A person that has a true Islamic character is a person who sees Islam, practices Islam
and propagates Islam as A whole. So you cannot say you are in this country and are
trying to give a so-call Islamic vote and do it according to their rules, according to their
way, according to their culture because a true Muslim is not a person who tries to please
the people to make them happy. You cannot try to mix Islam with Kufr (Disbelief) and
expect good to come out of it. No! You must strive to seek and see all of Islam
established. Remember the Islamic front of Algeria?

9. In the Quran Allah says that anyone who doesn’t rule by Islam is a Kafir (Disbeliever), a
Zaalim or a Faasic. If you vote for a person that will not rule by the law of Allah, you’ll
support such a person and in fact you’ll become such a person. Allah says to rule by His
Law so we cannot make any excuses saying I am a Trinidadian and I am a COP, a UNC
or I am a PNM and that I was forced to vote or otherwise.

10. The fact is Allah gave us orders and Muhammad (Peace and Blessing be upon him)
gave us the guide to apply the rules by which Allah’s Laws should be established. If
Allah says prayer we prayer according to Islam, if Allah says to fast we fast in
accordance with Islam. If Allah says to give charity it must be in accordance with Islam. If
Allah says to rule it must be in accordance with Islam.

11. If you vote for anyone that would not rule in accordance with Islam you are going against
it. It’s like telling the Muslims to prayer according to the Christians and the Hindus, or it’s
like telling them to pay Charity according to the Hindus. No! Everything must be done
according to Islam.

12. The Islamic voice is to call to all of Islam. It is not just to say, ‘well Islam taught us to
obey the laws of the land’ No! Islam tells us not to obey the creation in disobedience to
25

the Creator. Allah says to rule by what He has revealed. Allah says Kafirs are not to
have their way over us. We must obey Allah in all aspects of life, including politics.
Voting for a person who will not rule by Allah’s Law or follows Islam in anyway; shape or
form is going against Allah and the Rasuul.

13. I would like to let you Muslims know that Allah ordered us to obey Him and obey Him
only and we cannot associate in any way, what so ever a partner or a competitor with
Allah and that includes having a system that goes against the Laws of Allah and the
teachings of Muhammad (Peace and Blessing be upon him). Once it is not in
accordance with Islam we cannot insist: ‘If we can’t beat them, then let’s join them.’

14. I hope that you Muslims understand your position. Islam is a Deen (Way of life) and each
deen (Way of life) has its own way, its own culture, its own teachings, its own concept
and we cannot try to ever compromise Islam with anything else.
