POLICY MEMO

INTRODUCTION

PROBLEM STATEMENT
Non availability of enough bus routes by the university to the students.
REASON FOR BRINGING THE PROBLEM FORWARD
The university is inducing more number of students every six months. Being a student, they
check a university for admission on certain criterion which includes transport as well. If they do
not find enough routes provided they might opt for another institute. Students complain about the
recent increase in transport fee from Rs.7000 to Rs.10,000 on the basis of the doubt that longer
route facility would be provided.
DESIRED CHANGE
More routes provided by the university transport
EVIDENCE
1. Tenders were passed and transport outsourced.
2. The fee of transport has been increased by RS.3000 wef spring semester 2016.
3. University itself subsidizing the transport with Rs. 58,000 per semester. Its capacity of
subsidizing is around Rs.2,00,000.
4. Missing evidence is the actual number of students who need to avail transport.
SUGGESTIONS
Extend the routes of university.

POLICY OPIONS
OPTION NUM 1
Status qou
The university can continue its transport facility as it is and will not have any repercussions as
the students are not allowed to go against any university policy. They will have to continue to
pay the transport fee and the opportunity cost as well as for those who cannot avail it at all due to
route limitations.

OPTION NUM 2
The university should increase its subsidizing of the transport and increase the number of hiaces
hired for providing longer route transport facility.

OPTION NUM 3
University may buy its own transport facilty and build it slowly so that in the longer run the
fatigue of outsourcing can be avoided and university caters its own asset.
ANALYSIS OF THE OPTIONS
Keeping up the status quo will not do any good to the university nor the students
Option num 2 has its cost effectiveness ( as university is ready to subsidize more and the
calculations for outsourcing for longer routes could be manage. Many students who shall start
availing the transport facility once its increased the transport expenses would also be
accommodated.
Option number 3 is cost effective as well as its cost benefit analysis in the longer run are greater
but university being military civilian institute has its own concerns with expenditure and getting
affirmations from the higher authorities. May be in years to come, when the university is
expanded, might this option come in handy.

CONCLUSION
Option num 2 is feasible and can be easily opt for.
