THE CONSTITUTION
OF
THE RAKHINE STUDENTS’ EDUCATION FUND

Article No. 1 : Preamble


Rakhines are peace loving people and a peaceful community in Bangladesh. They
maintain harmonious relationships and peaceful co-existence with all communities in
Bangladesh.

Majority of the Rakhine community are living below poverty line. Poverty stricken
families cannot afford to send their children to schools and colleges. Drop out from
school is increasing. Literacy rate is declining and socio-economic condition is
deteriorating rapidly.

Education will play a great role in eliminating poverty from the Rakhine society. In
view of this, socially conscious four friends, viz. Maung Rhee, Maung Saw Nyunt,
Hla Sein and Maung U Shang took an initiative to create a fund for supporting needy
Rakhine students.

They have contributed Tk. 50,000 each for the fund. The income from the fund is
being distributed among needy students who are facing the curse of drop out from
schools and colleges due to poverty.

Affluent Rakhines are being motivated to come forward to extend financial support to
hapless students in pursuing their studies without any break. And the village leaders
are being urged to encourage the children to go to schools.

Article No. 2 : Name


This organization shall be named “Rakhine Students’ Education Fund” and
abbreviated as “RSEF”. The name in Rakhine language shall be “ &ckdkif
ausmif;om;rsm; ynmoifa&; &HykHaiG (&uy&)”.

Article No. 3 : Logo


A lighting candle in front of an open book at the centre of the circle, with Thazan
flower-stalks at both sides, and inside the circle, the name of the organization
appears in Rakhine alphabets on the top and in English at the bottom.

Article No. 4 : Motto


Education for all Rakhines.

Article No. 5 : Office


1. The temporary office of the Rakhine Students’ Education Fund shall be at 155
Monipuripara, Tejgaon, Dhaka-1215, Bangladesh.

Article No. 6 : Jurisdiction


The activities of the RSEF shall be confined within Rakhine localities of Bangladesh.

Article No. 7 : Aims and Objectives


The aims and objectives of the Rakhine Students’ Education Fund shall be
1. to motivate parents to send their children to schools;
2. to extend financial support to needy students;
3. to make efforts to promote education within Rakhine community and thereby
increase literacy rate;
4. to endeavour to establish a hostel in Dhaka for providing shelter to Rakhine
students;
5. to establish libraries at Rakhine villages;
6. to encourage students to learn Rakhine literature;
7. to create awareness to preserve the enriched Rakhine culture;
8. to motivate affluent people to extend helping hands to poor Rakhine students in
pursuing their studies;
9. to make untiring efforts to eliminate poverty from Rakhine community by
imparting education to the mass and uplifting socio-economic condition.

Article No. 8 : Contributors


1. Rakhines are eligible to become contributors to the RSEF by contributing Tk.
50,000 for 3(three) years. He/She can extend for next 3(three) years and so forth.
During these periods he/she shall be an Active Contributor.
2. A donor shall become an Honorary Contributor if his/her donation, made to the
RSEF from time to time, reaches Tk. 50,000.
3. An Active Contributor shall become a Non-active Contributor if he/she withdraws
his/her contributed money.

Article No. 9 : Committee, its Formation and Function


1. There shall be a committee consisting of 7(seven) active contributors.
2. The tenure of the committee shall be 2(two) years.
3. Members of the committee shall be selected on consensus of or elected by
Active and Non-active Contributors in the General meeting.
4. Functions of the committee shall be distributed among the members of the
committee.
5. Members of the committee shall enjoy the same status.

Article No. 10 : Meeting


1. Regular meeting shall be held in the months of January, April, July and October
of the year. But more meetings may be held in case of necessity.
2. Special meeting can be convened by any member in 3(three) days’ notice
showing the reason thereof.
3. General meeting shall be held once a year attended by active contributors, non-
active contributors and honorary contributors at a pre-selected place.
4. A member of the committee shall preside over the regular and the special
meeting by rotation and in alphabetic order of the names of the members.
5. General meeting shall be presided over by a member selected on consensus by
the members of the committee.
6. The presiding member shall be responsible for preparing the minutes of the
meeting and sign on it.

Article No. 11 : Quorum and Decision


1. The presence of two-thirds of the members in regular or special meeting shall
constitute a quorum.
2. The presence of majority of the contributors in the general meeting shall
constitute a quorum.
3. Decisions shall be taken by a majority of the members present in the regular and
the special meeting.
4. Decisions shall be taken by a two-thirds majority of the contributors present in the
general meeting.

Article No. 12 : Fund


1. The funds for the Rakhine Students’ Education Fund shall be collected by
inducting new contributors and investing contributors’ contributions.
2. Donation from individuals and organizations of inside and outside of Bangladesh
shall be accepted for fund.
3. The fund of the RSEF shall be maintained in joint signature in a bank selected by
the committee.

Article No. 13 : Amendment


This constitution can be amended by a two-thirds majority vote of the contributors
present in the general meeting. Any contributor shall have the right to place any
amendment proposal before the committee at least one week before the
commencement of the meeting.

Article No. 14 : Abolishment


If majority active contributors want to abolish the RSEF due to certain reasons,
contributors’ contributions shall be refunded and remaining fund and sale proceeds
of all properties, moveable and immovable, shall be distributed amongst Rakhine
poor students.
