QUALIFICATION STANDARDS FOR APPOINTMENT OF


SECRETARY TO SANGGUNIAN
Section 469, Title V of RA 7160 otherwise known as The Local Government
Code of 1991 states the qualification standards of the appointed Secretary to the
Sanggunian common to all municipalities, cities and provinces. Such that Sec. 469(B)
provides that No person shall be appointed Secretary to the Sanggunian unless he is a
citizen of the Philippines, a resident of the local government unit concerned, of good
moral character, a holder of a college degree preferably in law, commerce or public
administration from a recognized college or university, and a first grade civil service
eligible or its equivalent. The appointment of a Secretary to the Sanggunian is mandatory
for provincial, city and municipal governments.
However more than 25 years, there are so many changes and requirements that
were passed upon by the Civil Service Commission in order to make each offices of both
local and national government to be more globally competitive in the field of governance
such that the Civil Service Commission in support and assistance to the offices under the
local governments has adopted policies and guidelines to enhanced and to put in the
proper perspective in addition to the basic requirement under the local government code
in order to provide excellent , efficient and enhanced management programs in the
national and local government agencies and other offices.
So much of that the Civil Service Commission issued Resolution no. 1501478
which is the basis of the direct issuance of CSC Memorandum Circular no. 05, s.2016

which adopts the other additional requirement for the appointment of the Division Chief
and Executive/ Managerial positions in the second level.
For Both Division Chief Positions and Executive/Managerial Positions He/She
should have a Masters Degree or Certificate in Leadership and Management from the
Civil Service Commission and should have a Career Service Professional/Second level
eligibility. He/She should have a 4 years of supervisory/ management experience and 40
hours of supervisory/ management learning and development intervention undertaken
within the last 5 years for Division Chief Positions. He/She should have 5 years of
supervisory/management experience and 120 hours of supervisory/management learning
and development intervention undertaken within the last 5 years for Executive/
Managerial Positions.
Agencies are not precluded from setting specific or higher standards for their
positions. Under these guidelines the appointment of Sanggunian Secretary in its proper
prospective, subjectively the appointee must possess the said requirements stated.
Pursuant to CSC Resolution No. 1501537 dated December 23, 2015, the CSC has
resolved to adopt claficatory guidelines in the issuance of permanent appointments. A
permanent appointment will only be issued if the appointee meets all the minimum
requirements of the position to which he/she is being appointed. The reckoning point in
determining the qualifications of an appointee is the date of issuance of the appointment
and not the date of approval by the CSC or the date of the resolution of the protest against
it. The subsequent compliance with the lacking requirements after the issuance of said
appointment or during the pendency of appointees appeal to the commission will not
validate said appointment.
