TITLE

POLLUTION CONTROL MEASURES

OF

1.0

GENERAL

1.1

SEC shall offer boiler-turbine-generator package a plant so as to meet the


pollution control requirements of statutory authorities. Emissions and
discharges of solid, liquid and gaseous effluents from the Thermal Power
Plant shall fully comply with all requirements and limits specified in
Environmental (Protection) Act, 1986, Minimum National Standards (MINAS),
along with all latest amendments to all of the above requirements,
stipulations of the Central Pollution Control Board (CPCB), Ministry of
Environment and Forests (MOEF) and Karnataka State Pollution Control
Board (KSPCB) for the project, and any other central or local statutory
requirements regarding environmental pollution and its abatement.

1.2

SEC shall be responsible for obtaining all necessary approvals, licenses and
permissions, which are related to design, manufacturing & supply within
SECs scope of supply,. These shall be obtained at appropriate time to
ensure that the construction and commissioning programme can be realised.

2.0

GASEOUS AND PARTICULATE EMISSIONS


For the complete range of fuels specified, including furnace oil and LDO the
gaseous and particulate emission from the stack shall comply with the
requirements stipulated by statutory authorities. For any items covered in the
specifications for which no statutory regulations are available, the
stipulations in the specification shall govern.

3.0

DUST CONTROL
Dust emission to the air from the the equipment supplied , shall be
controlled by providing suitable dust control systems.

4.0

NOISE CONTROL

4.1

An integrated approach shall be taken by SEC to control noise emission


which shall include but not be limited to:
a) Specification of permissible noise levels for bought-out items.
b) Use of lagging with attenuation properties on plant components /
installation of sound attenuation panels around the equipment.

Where the requirements stated above are not met within the basic design of
the plant they shall be achieved by the supply under the Contract of suitable
means of noise control, which shall conform to the following requirements:
(a)

The noise control system shall, as far as possible, be designed to


form an integral part of the plant.

(b)

The abatement system shall, wherever practicable, be applied to the


source of excessive noise rather than to the entire item or
component.

(c)

If above means are not adequate and enclosures are used for noise
abatement, close fitting and easily removable enclosures shall be
provided.

d)

In case the noise level exceeds the limits for the equipment supplied
by SEC , same shall have to be corrected by SEC

Noise in Control Areas


Station Noise Criterion
The criterion for environmental noise is that the design of the station
and its components shall not exceed, in any continuous mode of
operation, the level stipulated by MOEF and/or Pollution Control
Board at any point on the site boundary. Presently the norm is such
that the noise level shall not exceed 85 dBA at 1.5 m distance from
the equipment surface and at 1 m height and 50 dBA at the plant
boundary.

5.0

DISCHARGE OF LIQUID EFFLUENTS


Clear water drains, shall be led to the storm water drains. Refer to DOW and
Terminal Points

POLLUTION CONTROL MEASURES

OF

RECOMMENDED SYSTEMS FOR TREATMENT OF DIFFERENT


LIQUID EFFLUENTS ARE GIVEN BELOW:
Main Plant Waste
Waste from Steam Turbine Generator (STG) area, Steam Generator (SG)
area and oily waste from oil pumps area be treated in an oil water separator
(provided by JSWEVL ).

7.0

TREATMENT OF BOILER CLEANING EFFLUENT


To take care of the effluents generated due to chemical cleaning of SG and
auxiliaries during pre-commissioning and post commissioning stages, the
JSWEVL shall neutralise the effluents before sending it to JSWEVL s
defined area.

8.0

Continuous on-line recording of the critical pollution control parameters such


as NOx, SOx, dust concentration, CO, etc., which are to be furnished to meet
the State/Central pollution authorities requirements, shall be provided in the
control room.

9.0

For ESP the dust concentration at the ESP outlet shall always be below 75
mg/Nm3 with all field in service and 100 mg/Nm 3 with N-1 fields in service
where N is the total number of fields.

10.0

Additional provision shall be made to insert and work with the probe of
pollution control authorities at the following places
a) ID discharge duct
b) Every limb of the flue gas ducts before ESP

11.0

For measuring the dust concentration at the outlet of ESP, sampling pipes
with dummy flanges shall be provided.
