Greetings,
Kindly refer to the guidelines issued by the Swach Bharat Abhiyan, DO letter of the Secretary to
the Ministry of Urban Development (Govt. of India), duties and functions of the District Committee
for Slaughter Houses read with the many orders passed by the Honble Supreme Court of India in
CWP No. 309 of 2003, besides it the decision of State Committee for Slaughter Houses about
training to the all Members of the District Committee for Slaughter Houses and fine Rs. 25,000/imposed on the Govt. of Haryana in CWP No. 330 of 2001 by the Honble Supreme Court of India
for non compliance of orders passed, whereas:
1. The Prevention of Cruelty to Animals (Slaughter Houses) Rules, 2001 regulating slaughter
houses, but all over Haryana, unlawful meat shops cum slaughter houses are functioning,
even list of these illegal slaughter houses are not yet prepared, for further cracking down, as
per orders passed by the Court of law.
2. The Cattle Transport Rules, 1978 amended in 2001 read with the Central Motor Vehicle
(Eleventh Amendment) Rules, 2015 and section 94 of the Haryana Motor Vehicle Rules are
regulating the humane transportation of the animals but these legislations are also violated
all over Haryana.
3. Infirmaries along with SPCAs are also non functional.
4. Haryana State Animal Welfare Board also non effective along with the Haryana Gau Seva
Ayog.
As per directions issued by the Court of law, FIR No. 0055 dated 3-2-2016 with PS City, Palwal was
lodged but till today Palwal Police failed to perform their official duties as defined under CrPc, to
arrest all offenders, being cognizable offences, whereas it was a criminal conspiracy against animals
and cognizable offence committed, disobedience of the orders passed by the Honble Supreme
Court of India, guidelines and directions issued by the senior Authorities and Govt. of Haryana
paying Rs. 25,000/- fine due to non functioning of field functionaries all around Haryana.
Hence:
1. Arrest all offenders of 0055 dated 3-2-2016 with PS City, Palwal.
2. Infirmaries, SPCA and District Committee for Slaughter Houses should be functional at
once.

Training schedule for all Members of the SPCA and District Committee for Slaughter Houses,
Palwal along with all elected Representatives of the Local Bodies and Panchyati Raj Institutions
and all SHOs are prepared as below:
Date for indoor training: June 22, 2016, Chairman of District Committee for Slaughter Houses cum
Deputy Commissioner, Palwal may decide the venue for training.
Date for outdoor training to enforce the legislations through Enforcement Authorities: June 23,
2016.
So, you all are requested to please direct all concerned to prepare complete list of all unlawful
slaughter houses, within urban and rural areas of District Palwal and depute Enforcement
Authorities along with Duty Magistrate, to implement the legislations, keeping in view the orders
passed by the Honble Supreme Court of India in CWP No. 309 of 2003.
