From Policy to Reality


“Began in 2001, the LACCD nearly $6 billion building program is showing the way that a large scale
building program can be both sustainable, cost effective, and innovative. The program will feature:
Mona Field, President of the LACCD Board of Trustees, who will discuss the original policy formation
for the building program, and changes over time; Bharat Patel, Sustainability Director for LACCD will
discuss sustainable aspects of the building program, and results achieved to date; and,. Larry Eisenberg,
Executive Director for Facilities Planning and Development, will discuss procedural elements of the
building program including a review of the advanced design/build process and illustrate current
technologies being used to advance the design of world class buildings at LACCD”.

Mona Field has served on the Los Angeles Community College District Board of Trustees since 1999, and has
been elected by her colleagues to serve as Vice President (2002) and President of the Board (2009 and 2004).
Bharat Patel is vice president / director of sustainability at URS and has over 28 years Design and
Construction experience in sustainable development. He is one of a few individuals that understand
benchmarking carbon and trading it as a commodity. He has participated in numerous conferences around the
world including at the United Nations Conference on Climate Change in Bali. Patel is a LEED accredited
professional and is chair of the Los Angeles chapter of the U.S. Green Building Council (USGBC).
Larry H. Eisenberg has served since 2003 as the executive director of Facilities Planning and Development for
the Los Angeles Community College District. In that role, he directs its $6 billion Sustainable Building
Program and oversees its planning, facilities development, maintenance and real estate activities. By the time
the construction program is complete, the district’s nine colleges will feature 85 new buildings that meet the
U.S. Green Building Council’s LEED (Leadership in Energy and Environmental Design) standards.
