SUBJECT: Minimum Horizontal and Vertical

Clearances
for
Welcome
Arches/Overhead
Boundary
Markers, Overhead Utilities and
Power Lines Crossing and Along
National Highways

To ensure that construction of welcome arch/overhead boundary marker structures and

installation of overhead utility and power lines across and along national highways will
provide sufficient horizontal and vertical clearances, the following guidelines with typical
sections are hereby prescribed:
A. Welcome Arch/Overhead Boundary Marker:
1. To give allowance for future road improvement and widening, welcome
arch's/overhead boundary marker's posts shall be located at 2.0m setback from the
road right-of-way (RROW) limit to give allowance for the space allotted for
underground utilities per D.O. No. 26, s. 2011, re: Policy on Diggings/Excavationsby
Private and Public Utilities on National Roads, as shown in Typical Sections 1 and 2,
Annex "A").
2. Welcome arch/overhead boundary marker shall be provided with minimum vertical
clearance of 5.33m from the roadway surface as shown in Annexes "A" and "B".
3. On critical fill slope (where vehicles have high propensity to overturn) and on nontraversable cut slope, welcome arch's/overhead boundary marker's posts may be
allowed along the edge of the shoulder provided the posts shall be shielded with
appropriate barrier, (Typical Sections 3 and 4, Annex "B").
4. On road sections where there are RROWconstraints, like in urban areas, posts shall
be located along the edge of the sidewalk, (Typical Section 5, Annex "C").
B. Overhead Utilities and Power Lines:
1. For overhead utility and power lines crossing the roadway where traffic comprise of
trucks, vertical clearance shall not be less than S.SOmmeters from the roadway
surface to the calculated lowest point of cable sag, (Typical Section 6 , Annex "0").
2. Along the roadway and on areas designated for and frequented by pedestrians,
minimum vertical clearance of 4.88m from the surface of the sidewalk is prescribed,
(Typical Section 7, Annex "0").
